Coast
Guard - Planning New Regulations ------ The
Coast Guard's semi-annual agenda includes two new regulatory initiatives
according to an article in the July / Aug edition of the "Small Craft Advisory
Magazine".
New
Regulatory Initiatives:
-
The
1st initiative would require a life jacket to be worn by every person
operating or riding on personal watercraft or being towed behind
a recreational vessel on waters subject to the jurisdiction of the United
States.
-
The
2nd initiative would amend the Coast Guard's rules on states'
numbering of undocumented vessels and on the reporting of accidents.
It would harmonize terminology governing the Standard Numbering System, and
the Casualty or Accident Report.

while it's in drydock. Judging by the amount of work going on it is
obvious Pete is making it as reliable as possible as he told me they carry
about 9700 cars a month now. As far as I know the Grafton
Ferry is the only ferry that actually crosses two rivers, the Mississippi

Ameren
UE eyes the Confluence for a toxic landfill
Ameren UE officials recently approached Great Rivers to get opinions on their
plans to build a 240 acre industrial waste landfill in the middle of the
Confluence. Great Rivers is
adamantly opposed to the project and told the officials we would not support
their efforts. The proposed
landfill would be used to store waste from smoke stack scrubbers at the
Portage des Sioux power plant. Great
Rivers suggested Ameren could use the barge fleeting facility it constructed
three years ago for the purpose of hauling the waste to an area that would
have less impact on the environment. The officials suggested it would be
difficult to find a community that would accept the waste, but, ironically,
went on to say how safe the new landfill would be.
Great Rivers was opposed to the construction of the barge fleeting
facility and finds it troubling that Ameren pushed the project through and now
refuses to use it for its intended purpose.
According to Ameren officials, the proposed landfill would reach 8 to
10 stories high and would be protected by a 500- year levee. This project not
only threatens to pollute our nation’s largest rivers with industrial waste
in a flood, but would also effectively remove a large portion of Confluence
Flood Plain at its narrowest point. This is yet another project seeking to
misuse land that is best suited for wildlife and natural flood relief. Great
Rivers will do everything possible to stop yet another levee.

Our
River Picture of the Day ------
was sent in by Dot and Carl Fisher of Hazelwood, Mo. It's a bow-load
of kids riding on the river between Portage Island and the Missouri shore
just above Hide-A-Way Harbor / public access. Dot also sent us a
picture of a rainbow
on a rainless day that was taken from the sandbar near the Grafton Ferry.
Looks like those kids are really enjoying the boat ride and
they all have their life jackets on.

Our
River Picture of the Day ------
is of one of the Cardboard
Boat Races at Two Rivers Marina this past weekend. The competition
was heating up in this picture as these guys were on the last leg of the race
and heading to the finish line. There were a couple of sinkings during
the different heats with one right at the starting line. The
cardboard boats were taken out of the water right away after the each heat to
dry-out a bit before the next race.. What a blast !
