Our Boating Picture of the Day ----- was sent to us by Milt and Fran Ohlsen.  A couple of river rats who are in the Bahamas aboard their boat, The SeaFox.

Bill,
   A rarity: a waterspout!

Probably confused some fish, but did not cause damage. But it did evoke tornado-like fear momentarily in yours truly.     We have had some wind, but 74degrees makes it enjoyable.

Paradise has room for some River-Rats!!!!!!

Local Scientists Say River Project Increases Flood Risk

Yesterday's STLtoday.com contained a news article about the chevrons built by the US Army Corps of Engineers in the downtown St. Louis area of the Mississippi River to aid navigation.

According to a group of local scientists.....The risk of flooding has increased with the recent construction of these three horseshoe-shaped rock formations.   They supposedly slow down water during flood conditions and will cause the water to go higher than it would be otherwise.

Rep. William Lacy Clay and others pledge to keep Delta Queen afloat

According to a news article in Wednesday's edition of the STLtoday.com .....

Rep. William Clay (D-St. Louis) described the Delta Queen steamboat as a "one-of-a-kind American treasure" and an "irreplaceable historic vessel" at a news conference.   He said the boat and the Mississippi River it traveled were critical pieces of St. Louis culture.

Rep. Clay is one of House members  who are trying to rescue the Delta Queen with an amendment to a Coast Guard bill that is pending on the House floor.

Clay and other supporters of the embattled Delta Queen promised on to work around the chairman of the House Transportation Committee and keep the steamboat on America's rivers.

Update: no decision yet

Feb 27, 2008

The decision about the Coast Guard Authorization Bill in the House of Representatives obviously has been postponed, probably until next week. This gives some more time to rally for the Delta Queen amendment, but remember the Committee on Rules will possibly decided already this week whether they allow the amendment to be made.

For the meantime, here are some links to earlier postings at save-the-delta-queen.org that might be of interest to you:

Our River Picture of the Day ----- Is from Norma Marr.  It's a shot from Kinder's looking down-river.

Hi Bill,
I saw on your site that Kinder's is opening this weekend. This picture was taken on our last boat ride leaving Kinder's last fall.

It's been a long winter and with Kinder's opening this weekend. The next thing we know we will all be back on the river sweating in the sun, cruising the river, hitting the sandbars, catching up with friends. Feeling human again. Can't wait to complain how hot it is and feel that warmth of the sun.

St. Louis Levees........

St. Peters Premier 370 Levee Update ........

According to a news article in yesterday's on-line STLtoday.com the deadlock continues between the developers of St. Peters' Premier 370 Business park and the Federal Management Agency over the boundary of the Mississippi River floodway.  A boundary change is required for the business park to become eligible federal flood insurance.

FEMA continues to have questions ....

Illinois officials contend the level will worsen flooding in Grafton, IL and other areas.

The Great River Habitat Alliance has been a constant critic of the levee.

Click here to read the on-line article.

Metro East Levee Update ........

According to a news article in on-line STLtoday.com, dated 13  Feb, 2008, the project to make the levees conform to more stringent FEMA standards is the number one priority for Madison County officials.

The new standard require stronger levees that must withstand a 100-year flood,
without support systems that were accepted before.  After the 93' flood, sandbags could be used to strengthen the levees, but the new rules won't allow that.  The levees have to stand alone.

The price tag for fixing the levee system is estimated at $150 to $180 million.

Press Conference Tues, Feb 26, 2008

Decertification of Metro East Levee System

According to a news article in on-line STLtoday.com....the rationale used by the St. Louis District of the US Army Corps of Engineers to justify the “in-channel” chevrons and bendway weirs for navigational purposes will be the topic of discussion by representative of the scientific community.  Discussion by scientist will include research documenting that these in-channel structures can drive flood levels up significantly and the impact of the area.

Click here to read the news article..

What's a Bendway Weir ?  (see above news article)

The following is re-printed from the US Army Corps of Engineers "Applied River Engineering Center" website

Bendway Weirs

Totally Submerged rock weirs are placed on the bottom of the river angled 30 degrees upstream to the river flow.

These Structures are directly beneath the navigation channel, but at a depth that allows barge traffic to pass over the structures unimpeded even during low water conditions.

Bendway Weirs Redirect Currents

With the installation of Bendway Weirs, the secondary currents are redirected. Sediment is deposited between the Bendway Weirs beneath the passing tows rather than building up as a point bar on the inside of the bend. The channel remains shallow and wider than if just revetted along the outer bank.

The Structure

The Bendway Weir is a low level, totally submerged rock structure that is positioned from the outside bankline of the riverbend, angled upstream toward the flow. These underwater structures extend directly into the navigation channel underneath passing tows. Their unique position and alignment alter the river's secondary currents in a manner which controls excessive channel deepening and reduces adjacent riverbank erosion on the outside bendway. Because excessive river depths are controlled, the opposite side of the riverbank is widened naturally. This results in a wider and safer navigation channel through the bend without the need for periodic maintenance dredging.

Effort to save Delta Queen faces another big hurdle

Capt'n Darryll Weil, who hails out of the Yacht Club of St. Louis, sent us a link to an article by Bill McClellan from yesterday's edition of the St. Louis Post Dispatch about the efforts to save the Delta Queen.

Bill McClellan, titled the article ..... Effort to save Delta Queen faces another big hurdle ... and started it off by writing the following :

"For a city that owes its existence to the Mississippi River, St. Louis has paid surprisingly little attention to the drama surrounding the Delta Queen, the storied steamboat whose visits to our riverfront always recall an earlier, more glorious time."

The article  goes on to describe the current situation surrounding the Delta Queen, a bit of the boat's history and includes an interview with Jim Blum, a St. Louis resident and a former captain of the Delta Queen.
