Thought
maybe you would like a few pics from us in the other pool.
I have a place at Timberlake. Last weekend (April
19), we all boated in and since I was the only person in
the group that had dry concrete, we HAD to have a party!
So we bar-be-qued. These are some pics of my house
and the boats tied around it. I’m sending it in two
emails. Hope you enjoy them. If you want
something different or some more, let me know.
This
first set of pictures is a view pulling up to our house and
then the first boats tied under the house and the small
patch of green that was left.

The first episode ( of 11) is coming to TV Wednesday night at
8pm?
Capt'n Alan
Deutschmann sent us a picture of the star of the show, Matt
the farmer (green hat), himself (captain's hat). From the produce
stand in Boschertown... Cleveland and Jimmy who he believes have
some parts in the series???
The series was filmed in Alan's neighborhood last year and he helped
with the production. They had to import 100% of the farm animals
for the production.....and ....Alan also noted that he showed 20+ of the
crew the river last year when he took them out for a cruise on his boat
!

a golf tournament.

Our $140. banner sponsors will receive placement of a 2'x4' Advertising Banner (banner furnished). Signage can include art work

RiverBill's received the following e-mail from Capt'n Darryll Weil, Webmaster
for Con Trios Yacht Club.
Bill,
Talked to Past Commodore Tim Tighe today (Tuesday) and he gave me the following information:
The Past Commodores Party is still on!
Grafton Harbor is set up to accommodate those of us with slip reservations.
The parking lot and sidewalk at the Grafton Harbor are still dry, but the downstream road entrance (the one nearest Grafton's Landing) has water on it. Joe suggests using the upstream entrance (the one closest to Jimbo's Hardware Store) to get into the Harbor by car.
The shuttle to and from the Aeries Winery for the Past Commodores Party WILL be running.
The Grafton Ferry is NOT running at this time.
Bottom line is, the party is still on, those of us going by boat, we need to allow a little extra time and take it very easy as quite a few homes are flooded along our route. I plan on staying WAY out in the channel to minimize wake hitting the shoreline. I also plan on getting there early Saturday morning to help!
Important notice for all PAST COMMODORES! REMEMBER TO BRING YOUR RED APRONS SO YOU LOOK GOOD COOKING AND SERVING!

Does Matter – When Choosing A Life Jacket
There’s
no doubt that life jackets save lives. In the United States an average of nine
people a day die as a result of drowning - deaths that could have been
prevented. But a life jacket that does not fit properly can put a person at risk
of drowning. Proper fit is imperative for safety on the water. The U.S. Coast
Guard Auxiliary has a few tips to follow when choosing a life jacket.
·
Choose
only a U.S. Coast Guard (USCG) approved life jacket, and the correct size for
the weight of the person. The USCG stamp of approval, size, whether it is for a
child or an adult, and appropriate weight of the wearer should be listed inside
the jacket. A person’s chest size and stomach size may come into play when
selecting the right life jacket.
·
Use
the “touchdown” test to see if your life jacket fits properly; Lift your
arms above your head as if calling a touchdown. The chest portion of the jacket
should not touch your chin when you look left, right or over your shoulder. If
the jacket passes this test, it most likely fits. If possible try it out in
shallow water. The life jacket should not ride up on your body. However, ride-up
may happen if your stomach is larger than your chest.
·
Weigh
a child and measure for chest size under the arms before shopping for a
child’s life jacket. A properly fitting jacket should be snug but not tight.
·
Check
for proper fit of a life jacket on a child. Wearing the jacket, the child should
stand normally with arms at his or her sides. Grab the jacket at the shoulders
and firmly lift up. The jacket does not fit if it moves more than three inches
up and down the child’s body during the test.
·
Ensure
a life jacket for an infant or child has a crotch strap to help keep the life
jacket on, an oversized float collar to help keep the head out of the water and
a grab loop for easier water rescue. All straps should be intact and fastened at
all times.
So
what is the safest life jacket? In terms of risk of drowning, the safest life
jacket is the one you’re willing to wear! There are many good choices to keep
safe on the water. Some of the choices are a better for certain situations than
others, and therefore the choices are explained in the "Think Safe"
life jacket pamphlet that is sold with every US Coast Guard approved life
jacket. By reading the pamphlet, you can understand how to safely have fun on

So
what about the cost, aren’t life jackets expensive? Just keep in mind that no
one thinks about the cost when they are in the water! The value of a life jacket
could be priceless.

Accident or collision, duties of
operator--report required, when.
306.140. 1. It shall be the duty of the operator of a watercraft
involved in a collision, accident, or other casualty, so far as the
operator can do so without serious danger to the operator's watercraft,
crew and passengers, to render to other persons affected by the
collision, accident, or other casualty assistance as may be practicable
and as may be necessary in order to save them from or minimize any
danger caused by the collision, accident, or other casualty, and also to
give his or her name, address, and identification of his or her
watercraft in writing to any person injured and to the owner of any
property damaged in the collision, accident, or other casualty.
2. In the case of collision, accident, or other casualty involving a
watercraft, the operator thereof, if the collision, accident, or other
casualty results in death or injury to a person or damage to property in
excess of five hundred dollars, shall file with
the Missouri state water patrol a full description of the
collision, accident, or other casualty, including such information as
the patrol may, by regulation, require.

Flood Committee Met To Evaluate Levee
Repairs.........
On Sunday afternoon, the Southwestern Illinois Flood
Prevention Initiative Leadership Task Force, which is a
group of about 15 members, got together to evaluate the
levee problems in Monroe, Madison and St. Clair County.
They had a meeting and also took a bus tour to look at the
levees and determine what needs to be done. Evidently,
there is about $180 million worth of repairs that need to
be done. Higher levee standards are going into effect next
year. There are about five Metro East levees that will not
meet these standards. If that happens, the area will be
considered a flood zone and the residents will be required
to have more flood insurance.

Checks
Safe Boats Save Lives
Learn the
federal and state requirements for operating a vessel, and
make sure your boat or personal watercraft is in
compliance. Have a
Vessel Safety
Check performed to ensure that your
vessel meets these requirements and has all the necessary
safety equipment on board and in good condition.
Flotilla
3-13 of the United States Coast Guard Auxiliary will be
conducting a
free
Vessel Safety
Check Station at
Grafton Harbor May 24th from 8:30 A.M. to 4:00
P.M. If you will not be available at this time, you can
still request to schedule a safety check for your vessel by
contacting Karl at
kdippold@spiff.net.
A
Vessel Safety
Check is a courtesy examination of your boat
(Vessel) to verify the presence and condition of certain
Safety Equipment required by State and the Federal
regulations. The Vessel Examiner is a trained specialist
and is a member of the United States Coast Guard Auxiliary.
They will also make certain recommendations and discuss
certain safety issues that will make you a safer boater.
This is
not a boarding or a law enforcement issue. No citations
will be given as a result of any deficiencies found. We
will supply you with a copy of our evaluation so that you
may follow some of the suggestions given. Vessels that pass
will be able to display our distinctive VSC decal. This
does not exempt you from law enforcement boarding, but you
can be prepared to make this a positive encounter

RELEASE: Lake of the Ozarks
Boat Thefts at Lake of the Ozarks
On April 25, 2008 during the early morning
hours, boats were cut loose from their moorings and more than $12,000 in
fishing equipment was stolen. The suspects appear to have stolen one boat and
used it as transportation to the others. According to investigators, the boat
believed to have been used to cross the channel was stolen from a dock near
the 1-mile marker of the Grand Glaize Arm on Beach Drive in Osage Beach. It
appears the thieves used the stolen boat to motor across the Grand Glaize Arm
to a dock at the end of Passover Road, where they cut several boats loose,
towed them out to the channel and left them adrift after they were stripped of
rods, reels and tackle boxes. The thieves then returned to the other side of
the channel, unloaded the stolen items from the other boats at a community
ramp located at the end of Bonnie Drive in Osage Beach, they then left the
area, leaving the boats drifting on the lake.
Simple precautionary measures can go a long way to discourage thieves who
usually are looking for easy items to steal such as fishing equipment,
electronics and anything else of value.
The Water Patrol offers a few tips to lower your risk of thefts:
· Store
valuables in a secure, locked facility rather than leaving them in the open.
· Remove all items of
value from their boats and docks when possible. One of the most effective
deterrents of theft is lighting. Docks and marinas should be illuminated at
night to give the appearance of activity. Lighting on docks can be added in
the form of blue dock lights, yellow bug lights or regular lights with sensors
or timers.
· Items attached or
stowed onboard boats should be inventoried with serial numbers, if available.
The color, make and model also should be logged. If an item does not have a
serial number, a personal marking, such as initials, should be engraved onto
it. Serial numbers or an identifying marking is important in recovering stolen
property. Photos are helpful, but it needs some type of identifying mark.
· Video cameras may
deter thieves and assist authorities in apprehending suspects. They are
especially helpful on community docks.
If anyone sees anything suspicious, please report it immediately. If anyone
has any information about these thefts or secondary markets for fishing

Accident or collision, duties of
operator--report required, when.
306.140. 1. It shall be the duty of the operator of a watercraft
involved in a collision, accident, or other casualty, so far as the
operator can do so without serious danger to the operator's watercraft,
crew and passengers, to render to other persons affected by the
collision, accident, or other casualty assistance as may be practicable
and as may be necessary in order to save them from or minimize any
danger caused by the collision, accident, or other casualty, and also to
give his or her name, address, and identification of his or her
watercraft in writing to any person injured and to the owner of any
property damaged in the collision, accident, or other casualty.
2. In the case of collision, accident, or other casualty involving a
watercraft, the operator thereof, if the collision, accident, or other
casualty results in death or injury to a person or damage to property in
excess of five hundred dollars, shall file with
the Missouri state water patrol a full description of the
collision, accident, or other casualty, including such information as
the patrol may, by regulation, require.

Could Have Been….
According to an article, in Southeast Missourians, New
Madrid was once destined to become one of the most popular
cities in the Midwest. This place was founded in 1789.
Francis and Joseph Lesieur were two French Canadians who
settled there in the 1780’s and set up trading posts to
trade furs with the Indians. Its first name was “L’ Anse a
la Graisse” or the “Greasy Bend.” Col. George Morgan, in
1789 named this town after a city in Spain. Big things were
planned for this area. However, things changed. First,
politics, then the earthquake hit. That area ended up in
the bottom of the Mississippi River somewhere near the
Kentucky shore.

I truly love Riverbills website, but I have to say there are so many advertisers these days that the website has become a haven for advertising an not much about the River Crowd that brought this website to life. There has to be a happy medium here somewhere, if not it will end up being one giant advertising website like
RiverBender. I completely understand the value of making money but I am becoming more an more discouraged with all the advertising. I have great respect for you Bill but I feel it is necessary to express my viewpoint, perhaps no one else agrees with my opinion, but nevertheless I felt it important to bring it up.

Hannibal’s Last Flood
Gate Will Go In On Sunday.....
According to a news article on KHQA online, Hannibal has
installed some flood gates to protect their city from the
rising waters of the Mississippi River. . A couple of weeks
ago, they installed flood gates at Center and Hill Street
entrances. Last week they installed them at the South Main
entrance. The last one is scheduled to go in on Sunday,
April 27, 2008.
The flooding has hurt many of the businesses in Hannibal,
including Bubba’s Restaurant and the Mark Twain
Riverboat. Bubba’s Restaurant will have water
on their floor if the river goes up as high as
predicted.

St.
Charles Fire Fighters Save man Who Jumped Into In The
Missouri River
A man was reported jumping off of the Discovery Bridge on
370, into the Missouri River at approximately 2:20 AM on
Friday morning. Two firefighters went out in the dark
waters to look for him. They spotted him in dark using
night goggles they and rescued him.
The jumper was he was taken to St. Joseph Hospital where he
is reported to be in very critical condition, but is
expected to survive.

Of Spring Festival
The telegraph.com reported that the third annual Wings of
Spring Confluence Birding Festival was held last Saturday
in West Alton, Missouri at the Riverlands Migratory
Sanctuary. The festivities included a live band, food and
and plenty of things to do and see. Children were able to
do build their own birdhouses to take home.

Rescue News From Afar......
Workers
Were Rescued From A River Tunnel
According to an article in STLtoday.com,
there were four workers out on a boat, working on a flood
project area. They went through a tunnel which connects
Turkey Creek with the Kansas River. Their boat capsized.
Two of the men had their life jackets on and were taken
down river by the current. The other two men were able to
get to dry land inside the tunnel, which was about 800 to
1,000 feet away. All four of the men were rescued, treated
for hypothermia and then were released.

On Sunday, April 27, 2008, the Piasa Winery and Gift Shop held their 5th
annual Mushroom Festival. For $7.50 guest got to taste their wine and
several different types of mushroom dishes prepared by local
chefs.
It was a Mushroom Cook-off.... overlooking the Mississippi River
in Grafton, Illinois.

The River Picture on This Day in 2006...Saturday.. . was of a  Turtle Fest in the Lehmond Island Slough.   These guys were all negotiating for a spot on this one log in the middle of the slough to get in some "Sun Time".   There were more turtles on the log when we first seen them, but some slipped off into the water as I approached.   Looks like there
were still about 15 -16 left when this picture was taken, depending if you count them on the small picture or on the full size one.   Lehmond Island Slough is located between Dardenne Slough and Highway B at approximately the UMR 227 -228 mile marker.

Illinois Flood Prevention Initiative Leadership Task Force,
who are focused on restoring levees in southwest Illinois,

The West Nile Virus.......
With boating season here, so is mosquito season. Especially, since we have had such a wet spring already. They have predicted that bugs will be worse this year because of the flooding. They have found that of the forty different species of
mosquitoes, there are only three types that usually carry the West Nile Virus (WNV). These three types of
mosquitoes are rarely found in healthy wetlands. This means wetlands that are maintained and protected. This study was conducted in North Dakota. They encourage you not to let water sit stagnant such as in old tires, ditches or rain barrels.

New Rules For Upper Mississippi River Boaters........
The U.S. fish and wildlife service has new rules for the Upper
Mississippi River National Wildlife and Fish Refuge that take affect on May 27,
2008.
Electric boat motors will have more space to go and will also have eight seasonal "no wake" zones. The beach goers are banned from having any kind of glass containers anywhere on these lands. Camp sites cannot be less than 200 feet from any trail, boat ramps or parking lot.

Members of the Southwestern Illinois Flood Prevention Initiative
Leadership Task Force, who are focused on restoring levees in southwest
Illinois, will gather Friday, April 25, to visit various levees and to
meet. They will gather at the National Great Rivers Museum at the Melvin
Price Locks and Dam in Alton, Ill., to hear presentations and discuss
issues.
During their visit to the museum, they will hear presentations from
people including U.S. Army Corps of Engineers St. Louis District
Commander, Col.Lewis F. Setliff.
The media are invited to attend the presentations and to talk with
Leadership Task Force and Corps of Engineers personnel from 11:30 a.m.
to 12:30 p.m.

Are
Crops Killing Our Fish?
Scientists are convinced that where, when and how we
plant our crops are killing many fish in the Gulf of Mexico. Hypoxia is
a lack of oxygen and that is what is happening to many of the fish and
shrimp off the coast of Louisiana, west of the Mississippi Delta Queen.
They feel that this problem is caused by fertilizer run off. The
Mississippi River drains about 48% of the United States.

following has been re-printed from the Save The Delta Queen website
Today the House of Representatives has votes
against the Delta Queen exemption as an amendment to the Coast Guard
Reauthorization Bill 195 to 208 votes. There is a detailed list on which
Representative has voted for or against the Delta Queen available at the
website of the Office
of the Clerk of the House.
What does that mean to the Delta Queen:
actually not much! It was very close and there had been more Democrats
(total: 22) voting for the DQ than we have Democrats on the list of
co-sponsors for the stand-alone bill.
What can we do? Continue to talk to people,
raise attention for our cause, show everyone how much we love the Delta
Queen and how much we also love the other two boats, the Mississippi Queen
and the American Queen! The three boats belong to the river and they need to
be run by a strong company that is aware both of the historical importance
of the Delta Queen and the unique cruise experience that all three boats
have to offer to generations of passengers to come.
We will save the Delta Queen if we’re
patient enough and if we find even more supporters all around the country.

Sales
Tax Added To Pay For Levee Repairs
The bill for the quarter cent
raise to sales tax in Illinois has already been passed in
Senate and is waiting the final action from House. This
will help pay for repairs to levees and will affect Monroe,
Madison and St. Clair counties in Illinois. It has some
people are concerned about the increase, but officials are
promising that this is only a temporary increase until the
levees are repaired.

A group of us from Grafton Harbor took advantage of
Sunday's warm weather. We thought a dip in the hot tub would be a treat but with it still sitting
in the parking lot we had to make do with what we had. We
are supposed to have both the hot tub and pool installed by Memorial Day and were
looking forward to it. All in all, Sunday was a real treat for us boat huggers.

Rejects Bid to Renew Exemption for Delta Queen
...........
The House committee rejected a vote on legislation to renew a fire-safety exemption for the
Delta Queen yesterday. This exemption has allowed the historic Delta Queen
travel our nation's rivers on overnight trips.
The Delta Queen has been cruising our rivers for more than 80 years on an
exemption from US Coast Guard rules that bar overnight trips on vessels made primarily of wood. The
current exemption current expires on Nov 1 unless it is renewed.

picture of the Illinois side of the Clark Bridge with
a caption about people dancing in the streets when the
bridge's tollbooth was demolished in 1958. The
tollhouse was located in the middle of the curve of the bridge
! You can see it in the picture as well as traffic
backed up all the way to the middle of the bridge and the
edge of the picture.

What Can Ethanol In Your Gasoline Do To Your Gas
Tank?
The Los Angeles Times published a
news article about a boater in San Diego who had problems
with the gas tank in his boat. After trying many different
things, he finally found out that his problem was from
ethanol in his fiberglass gas tank. It is found that some
older boats that have fiberglass gas tanks may have
problems with the ethanol in gasoline. It eats away at it
and will sometimes can cause big holes in the gas tanks.
One of the problems is that many of the boats would cost
more money to fix them than to replace them. In California,
where this incident happened, the ethanol fuel blend is
only 5.7%, which is low compared to most of the other
states where it is usually about 10% blend.

Town of Pacific Is Having A Town Meeting About The Flood.........
Tuesday evening, Pacific
townspeople are meeting with county, state and federal
government officials. Their problem is that at least 30
businesses and over 180 homes were hit with the flood last
month. Even with the money they received with FEMA, most of
them do not have enough to get back into their homes. They
want to discuss having a buy out.

Bad news: Yesterday afternoon, the House’s Rules Committee rejected an
amendment in favor of the Delta Queen to the Coast Guard Reauthorization
Bill,
according to the St Louis Post-Dispatch.
The amendment has been introduced by Rep. Steve Chabot in parallel to the
stand-alone bill H.R. 3852. Now it’s up to the House Leadership to accept
this stand-alone bill for the suspension calendar as the transportation
Committee is still blocking this bill from going to the House’s floor
regular schedule. See Delta

Old Man Dies At Indian Creek Marina, Mark Twain lake
The
body of a man was found floating near Indian Creek Marina
in Mark Twain Lake Sunday night. He was the night watchman
there and apparently had a heart attack. His body was
recovered by the Missouri Water Patrol.

Lock #17 is expected to go out of service due to high water late pm on
4/21 or early in the am 4/22. Water tops the upper gates at 18.2.
The forecast has the river cresting at 18.4 on April 24th. The lock is
not expected to open back up until the 27th. We will keep you posted as
conditions change or the lock gets closer to reopening.

There will be a council meeting in Alton, IL on Tuesday to
discuss changes to the road going into Alton, Illinois from
Bridge West. Bridge West is the new term describing
the road from the entrance to the Clark Bridge, west along
Highway 67 through Piasa.
A local group in Alton would like to see the section of
road improved, updated or changed based on community
feedback. All residents
are invited for their input.

Day At Forest Park Was A Success
Earth Day
wasn’t always as popular as it is these days. Just a
handful of people seemed concerned about conserving energy
for several years. They tried to use less gas. With the
scare of global warning and high gas prices, more and more
people are trying to be more aware of our environment and
what they can do to help out. At Forest Park, Amern UE Home
Depot were a couple of the big booths set up. They all
taught people how to conserve energy and to save gas.

Matt From Portage Des Sioux Is Looking For Ms. Right
A 29-year old farmer from Portage Des Sioux was looking
for the love of his life. Living in a small river town, with a
population of 351, there is not a lot of ways to meet women. Especially,
when you work about 12 hours a day. A few years ago, he sent his
application for the “Bachelor”. CW’s “Farmer Wants a Wife,”
flew out 10 city slicker girls, for 30 days, who may be a candidate for
Matt’s wife. Most of them were used to the hustle and bustle of the
city and were amazed how laid back the country was. Has Matt found true
love with one of these girls? I guess you will have to find out on the
show this year starting April 30th at 9:00 p.m.

Mudslide Stayed Stable This Weekend....
In spite of the earthquake on Friday and the recent rain,
the mudslide and landslide in Grafton, IL has stayed
stable. The landslide evidently moved about six inches on
Friday by 5:00 pm, but is doing ok.

Principia
College Is Testing A Wind Turbine......
According to on the April 17th edition
of the STLtoday.com, Principia College has constructed a
197 foot wind tower high above the Mississippi River across
from the entrance to the school
campus. Officials are trying to
figure out if it's a good site for a permanent wind tower
with a turbine that would be used to generate electricity
for the school. They have estimated that a wind tower
with a turbine could supply about 1/3 of collages
electrical power.
Out of 4,000 colleges and universities
across the United States and only 57 use turbine power. No
other college in Illinois that has a wind tower with a
turbine..... and there is only one in Missouri.

Alton Joins The “Cool Cities”
Campaign
Alton is one of the 570
municipalities that belongs to the “Cool Cities”
campaign, which started back in 2005. This means that they
have installed more energy efficient street lamps. They
have put in energy-saving fluorescent lights in the City
Hall. They are considering methane gas, which is made at
sewer plants to help conserve their $500,000 electric
bills. They are thinking about trying solar panels and
looking into wind farms to produce electricity.

for the Delta Queen: the Coast Guard Reauthorization Bill has been scheduled
in the House of Representatives for Thursday, April 24. If the Committee on
Rules will accept the Delta Queen amendment to this bill, the House will
vote on the Delta Queen’s future on that day. The Rules Committee most
likely meets Tuesday evening to consider the amendment. Congressman Steve
Chabot, who has introduced this amendment, will testify before the
Committee.

Please, if you can, support Rep. Steve Chabot
by reminding the members of the Rules Committee of the importance of this
cause by fax or personally on the phone (see details and a member list of

Stand-alone bill H.R. 3852 and the House
Leadership:
At the same time we’re rallying to convince
the Leadership of the House of Representatives to put the stand-alone bill

House of Representatives, which will bypass the Transportation Committee
where Rep. James Oberstar is still effectively blocking everything that
might save the Delta Queen. As part of this rally campaign team member
Wesley Paulson has delivered copies of more than 5.000 petitions to the
Washington offices of the House Leadership members personally this week.
This probably is the best chance the Delta

the following info from Darryll Weil
John Dowell's parents both died Friday morning. His mother
who had been bedridden for a while passed at 3am this
morning. John's dad who was also very sick (hospice care)
died shortly after at 9am this morning.
John is Con Trios Yacht Club's Judge Advocate and longtime
member.
Our condolences to John and his family.
Will post more information as it becomes available. At this
time no funeral is planned.

Becky Thatcher’s Home Is Needs a Facelift
Mark Twain’s 100th anniversary
will be in 2010. The town of Hannibal is trying to fix up
Becky Thatcher’s Home before that date. There are several
things that need to be fixed such as floors, roof,
foundation, insulation and even framing. This renovation is
estimated to be at $1.3 million.

I had never seen Sand Hill Cranes before---their knees work backward!
And then I spotted this pair (they mate for life!) with their 1-2 day
old chicks. We are in Ft Pierce, after having had an easy Gulf
crossing from the Abacos. We plan on cruising the St Johns River and
then the Rivers of NC this season. No area has a "River Bills"--we
brag on "y'all" whenever and wherever!!!

We are close to installing our new pool. We are awaiting approval.
The State of Illinois would not allow the first pool because it has a
2" safety step that is 3' underwater on the deep end. They require
smooth walls.
The first pool is for sale at a very reduced price. If any of your
readers are interested in the pool they can call us at the harbor.

Mayor, Robert Lowery, will recognize National Safe Boating Week with a
City Proclamation; and will make a personal presentation of the
Proclamation to US Coast Guard Auxiliary Flotilla Commander, Betty
Zoellner and members of Flotilla 3-13 of the Eighth Western Rivers
District at the May 12 City Council Meeting.

National
Safe Boating Week is a Congressionally-Chartered week, commemorated
annually during the first full week before Memorial Day – this year,
May 17-23.
The
North American Safe Boating Campaign is a large-scale international
public awareness and outreach campaign, intended to save lives by
encouraging safe and responsible behavior on the part of recreational
boaters. Established in 1958, it now involves more than 350 member
organizations of the National Safe Boating Council (www.SafeBoatingCouncil.org),
including the United States Coast Guard and Coast Guard Auxiliary.
The
central focus of the North American Safe Boating Campaign is life jacket
wear, and the simple and memorable campaign theme is “Wear It!”
Most recreational boating fatalities result from drowning. Since
over 90 percent of those who drown were not wearing a life jacket at the
time, life jacket wear is considered the single most important behavior
change that could prevent deaths on the water.
The
Campaign also promotes Boater Education, avoidance of Boating Under the
Influence (BUI), regular Vessel Safety Checks, awareness of the danger of
Carbon Monoxide Poisoning, and other important boating safety topics.

The
United States Coast Guard Auxiliary is composed of uniformed,

examinations and public education. The 28,000 members of the Coast

Bill
Passed To Repair Illinois Levees......
On
Wednesday night, before 8:00 pm, a bill passed in
Springfield, Illinois for levees to be repaired in three
counties in Illinois. This bill was proposed in February
and was voted on by 41–15 votes, which is considered to
be satisfactory. This bill will allow St. Clair, Monroe and
Madison counties to raise $180 million for improvements.
This bill will repair and strengthen levees in these three
counties. This will also raise the taxes for these counties
until these repairs are made.

flood watch starting Thursday evening. They are supposed to
get two or three days of rain. This could hurt the flooding
situation in the Midwest. Central and Eastern Iowa are

Caution
Adjusting Dock Cables During High Water
High water in the region creates a
potential danger to dock owners. In recent weeks, the Missouri State Water
Patrol has taken reports on two incidents on Table Rock Lake as a result of
dock owners adjusting the cables on their docks. One of the incidents resulted
in a fatality and the other a serious injury.
Both incidents occurred when the victims released the brake on the winch
securing a cable to their dock. The extreme pressure on the winch caused the
winch handle to strike the victim. The high water and/or strong current on the
area lakes are now increasing the potential for other similar incidents to
occur. The cables holding the docks will be very tight, putting an extreme
amount of pressure on the winches.
The Missouri State Water Patrol recommends a few safety tips when adjusting
docks:
· Never adjust dock cables without assistance; it's a two-man job!
· Always wear a personal floatation device.
· Adjust the cables frequently to help alleviate the potential for excess
tension on the cables and winch assembly. It is best to readjust with every
foot of lake level change.
· Check the tension on the winch before releasing the brake. If it is
extremely tight, contact a professional dock service to adjust the dock.

The
Great Rivers Research And Education Center.......
The construction of the Great Rivers Research and Education Center was
launched at the Melvin Price Lock and Dams in Alton, Illinois on Thursday
afternoon. "This facility will be the first institution of its kind in
the world to offer a comprehensive river system research and education
program."
The construction will take about 14 months and it will create jobs during and
after the project is finished. According to the Alton Daily News, it will be a
model of “green construction.” It will not have any environmental
impact, but will help with internal recyclable systems and renewable energy
systems.

Lots of boats that sink each year
! This can happen for many reasons, such as flooding,
parts failing, clogged drains and even collision......but
many times a boat sinks because of the bilge pump !
Most boats are not equipped to pump
out large amounts of water or they are not meant for
constant operation. The Mad Mariner suggests several
different type of monitors to alert you of slow leaks or if
your boat is taking on too much water.
The monitors warn the owners about the impending

News From Afar......
Update On New Orleans Flood Walls
The
Corps of Engineers have been watching two damp spots on the flood walls on
17th Street Canal in New Orleans. They were looking for debris
to see if that may be causing the seepage there. They are also watching
many of the other levees along the Mississippi River. Right now, the Corps
is telling residents in New Orleans not to worry, but it is hard for them
not to worry after what they went through a few years ago.

I went to Grafton Harbor on Friday to check on my boat before the water got too high. I caught a picture of a gentleman putting his jet ski in for the season. I also saw a Gibson Houseboat coming in and I have to say that the "Captain" was awesome. Sorry I didn't get a picture of that. I have to say though that anyone on the river on Friday had Big
"Cajones"
I returned to the harbor on Saturday around noon and sure enough I am no longer able to get to my boat. I'm pretty sure that Jan and Joe would make sure I got to my boat if I needed to. The staff at Grafton Harbor is pretty awesome. They also made sure that the Grafton ferry had a place to tie up to make minor repairs.
I hope that all the harbors and boats are safe during this high water.

Great
River Road Still Open In Grafton......
In spite of the National
Weather Service forecast, the waters have stayed down and
they were able to keep the Great River Road open in
Grafton. They had closed the road a couple of weeks ago and
finally opened it back up on Friday. They have been
watching the mudslide and landslides nearby, but also
watching the river depth. According to an article in
Telegraph.com, the business owners are extremely happy it
has stayed open because that has really helped their
business.

Fictional
Lawyers Join US Coast Guard Auxiliary
Since
mid-December, viewers of a popular television series based on a fictional
law firm have heard mention of the U.S.
Coast Guard Auxiliary. In fact, two of the main characters
in one of the most recent episodes were preparing to take the “Coast
Guard swim test”.
Unlike
this fictional TV show, the U.S.
Coast Guard Auxiliary is real; and no, you don’t have to take a
swim test to join. U.S. citizens who are at least 17 years or older are
eligible serve in what is regarded as the premier all-volunteer force in
the U.S. Department
of Homeland Security.
So,
who are these Coast Guard Auxiliary volunteers?
Auxiliarists
come from all walks of life. They are students, teachers,
businessmen and women, retirees, aviators, police officers, firefighters,
emergency medical technicians, health care professionals, carpenters, IT
professionals, and yes, (just like in the fictional TV show) there are
even some lawyers.
What
could I do in the Coast Guard Auxiliary?
You
can utilize your existing skills in the Coast Guard Auxiliary. For
example, a teacher may teach Safe Boating Classes, or an aviator may
become part of the Auxiliary Air program. Health care professionals
may decide to serve in the Health Care Directorate and provide health
services to Active Duty and Reserve Coast Guard members.
There
is plenty of opportunity to acquire new skills as well. An
Auxiliarist may choose to train to become a Boat Crew Member or Coxswain.
Or one may pursue training to become a Public Affairs Specialist, an Air
Observer or an Assistant Pollution Investigator. Auxiliary Coast Guard
Members, after training and qualifying, may choose to augment an Active
Duty Coast Guard unit.

more about the services offered to the boating public such as Safe

examinations and public education. The 28,000
members of the Coast Guard Auxiliary donate millions of hours annually in

1:
Truman Lake, Shawnee Bend Boat Ramp. Located one mile west of
the Truman Lake Corps of Engineers Project Office. Saturday Morning, 9:30 am
to 10:30 am, April through September. Directions: From Hwy. 65 in
Warsaw, take the Dam Access Road (Visitor Center Rd.). Go across the dam. You
will come to a 4-way stop, go straight and follow the road all the way back to
the boat ramp.
District 2:
Central Missouri including Lake of the Ozarks - by appointment only.
District 3:
Table Rock Lake, Kimberling City, Mo - Kimberling City Police
Department. This station will be conducted from 9am until 10am every Saturday
morning. This station is conducted year-round. Directions: From Highway
13, turn onto Kimberling Blvd. Follow Kimberling Blvd. to Marina Way. The
police department is located at the intersection of Kimberling Blvd and Marina
Way in the City Hall building.
Table Rock Lake, Shell Knob, Mo – Note: Change of
Location: Central Crossing Fire Station located on the west side of
Highway 39, north of Shell Knob across from the junction of County Road 39-1.
This station will be conducted from 9am till 10am every Saturday morning.
April through the end of September.
Bull Shoals Lake, Gainesville, Mo - Lick Creek Conoco
Convenience Store. (Located at the intersection at Hwy 5 & 160) This
station will be conducted from 8:30am till 9am every Saturday morning. April
through September.
District 4:
Wappapello Lake,
Wappapello Corps of Engineers Office- Every 2nd and 4th Saturday of each
month, 9 – 10 AM at the Main Office. Starting on March 22nd. Located off of
T Highway near Wappapello Dam. There is a sign for the C.O.E. Project Office. (No
holiday weekends)
District 5:
Missouri River, St. Charles, Mo - Blanchette Missouri River
Access, St. Charles, MO – Every 1st and 3rd Saturday, April through
September, 10:00am – 11:00am. Dates of the verification station will be
April 19, May 3 & 17, June 7 & 21, July 19, August 2 & 16, and
September 6 & 20. Directions: From I-370, take Hwy. 94 south to
Olive St. Turn left on Olive St. to the access. (No holiday weekends)
Meramec River, Fenton, Mo - George Winter Park. Saturday -
10:00am to 11:00am. Verifications will be held the second and fourth Saturdays
of the month in the parking lot in front of first boat ramp. Dates will be
April 12 & 26, May 10 & 24, June 14 & 28, July 12 & 26, August
9 & 23, and September 13 & 27, October 11 & 25. Directions:
From the intersection of Hwy. 141 and Old Gravois Rd. (located in Fenton at
Gravois Bluff's area). Travel east on Old Gravois Rd. for approximately ½
mile. At the last stoplight before crossing the Meramec River, turn right and
go south onto Old Hwy. 141. Drive approximately ½ mile then turn east (left)
onto Allen Rd. The entrance to George Winter Park will be on your left
approximately .02 miles. (No holiday weekends)
District 6:
Smithville Lake – Camp Branch Marina, 1st and 3rd Saturdays - 10am
– 11am, April through September. Directions: Take Hwy. E north from
Hwy. 92 to Collins Bridge Road. There are signs at the intersection to Camp
Branch Marina. Go north (right) on Collins Bridge Road to the marina. The
marina will be on the left.
Blue Springs Lake - Blue Springs Lake Marina - Every Saturday 10am –
11am, April through September. Directions: Take the Lakewood / Bowlin
Road exit off I-470. Go east on Bowlin Road to the marina. (The road dead ends
at the marina.)
Longview Lake - Longview Lake Marina – Saturday by Appointment only.

The Controversy About The Illinois Smoking Ban
There is still
so much controversy about the smoking laws in Illinois for
business owners. In an article written in Telegraph.com,
they tell both sides of the story. For years, people were
able to smoke anywhere they were. However, the non-smokers
did not always have the choice to breathe the smoke or not.
There are, of course, two sides to every story. There are
certain areas that have suffered more than others. Some
people who used to go to Alton bars, have started going
across the bridge now. Many of the gamblers who used to go
to the Alton Belle or Casino Queen are now going to
Ameristar or Harrah’s. The smoking ban continues to be in
debate.

Rains Have Caused Many More Problems.......
The
rains have caused flooding, evacuations, mudslides and many
other problems for people near the Mississippi and other
rivers. However, another problem has occurred in Carrolton
County recently. Some folks have to walk two blocks to use
a restroom. The flood waters have caused sewage backups.
This inconvenience has been no fun for these residents. Not
to mention, the Carrolton City Council say that there is no
quick fix for this problem.

Churches Are Helping Flood Victims......
A church
organization of community churches called the Meramac
Valley Minsterial Alliance is reaching out to help the
flood victims in the Pacific area. They are also getting
calls from Arkansas, Iowa and other areas in Missouri.
These volunteers are helping out in ways such as
rebuilding, cleaning, financial help and even spiritual
help. This is help over and above FEMA and insurance
policies give.

Are Watching The Mudslide in Grafton...........
The mudslide in Grafton closed the main
road for a couple of weeks. The Great River Road is open
again, but they have been keeping an eye on the mudslide
for safety reasons. Mud, sticks, trees and debris was
threatening to slide down the hill towards houses, the road
and power lines.
Since the Great River Road was reopened on
Friday, volunteers are taking turns watching the
mudslide. Even though it is calm right now, there is still
a chance that it could cause danger to the people in
Grafton.

THOUSANDS WALKED IN THE COLD FOR M.S.
There are about
5,700 people in the St. Louis area who have M.S., according
to a report from KSDK. There were thousands of people who
turned out this weekend for the M.S. Walk this year in the
five different locations that held this walk. It was very
cold, but it didn’t stop these people from walking. The
money that they make during these walks goes to help the
victims with M.S. and also to research in finding a cure.

Watercraft Regulation and Licensing--State Water Patrol
Section 306.130
August 28, 2007
Regattas, races and other activities, authorization, regulation of.
306.130. 1. The Missouri state water patrol shall authorize the holding of regattas, motorboat or other watercraft races, marine parades, tournaments, parasail operations or exhibitions on any waters of this state when it has determined that said event will not create conditions of excessive danger for the participants, observers or operators of other watercraft nor unduly disrupt navigation. It shall adopt and may, from time to time, amend regulations concerning the safety of motorboats and other watercraft and persons thereon, either observers or participants. Whenever a regatta, motorboat or other watercraft race, marine parade, tournament, parasail operation or exhibition is proposed to be held, the person in charge thereof shall, at least fifteen days prior thereto, file an application with the Missouri state water patrol for permission to hold the regatta, motorboat or other watercraft race, marine parade, tournament, parasail operation or exhibition, and it shall not be conducted without authorization of the Missouri state water patrol in writing.
2. The provisions of this section shall not exempt any person from compliance with applicable federal law or regulation, but nothing contained herein shall be construed to require the securing of a state permit pursuant to this section if a permit therefore has been obtained from an authorized agency of the United States.

A. ZONE 28 (MILES 109.9 - 185.4 UMR) IS IN THE EXTREME HIGH WATER ACTION PHASE OF THE UMR WAP ANNEX. THE CAPTAIN OF THE PORT HAS
ESTABLISHED A SAFETY ZONE IN ST. LOUIS HARBOR (MILES 179.0 - 184.0). SOUTHBOUND TOWS GREATER THAN 600 FEET IN LENGTH,
EXCLUDING THE TOWING VESSEL SHOULD LIMIT TRANSIT TO DAYLIGHT HOURS ONLY. ALL
TOWING VESSELS SHOULD HAVE A MINIMUM OF 250 HORSEPOWER FOR EACH LOADED BARGE AND SHOULD PROCEED AT THE SLOWEST SAFE
OPERATING SPEED BASED ON PREVAILING CONDITIONS IN ORDER TO MINIMIZE WAKE DAMAGE OF PERSONAL PROPERTY. ALL TOWBOATS ARE PROHIBITED FROM

First Female River Pilots ........
While
checking out the "flood" of information on the
internet RiverBill's ran-a-ground on a neat article about
female riverboat pilots.
According to the "Women and the Sea"
section of the Mariner's Museum website, many women began making working as riverboat pilots and owning and operating boating and fishing
businesses in the early nineteenth century. They began earning
their pilots' and captains' licenses and taking over the
wheel of the riverboats that traveled America's waterways.

cruiser......The Big Vibrator, forwarded us an e-mail
with a link to a petition to end personal property taxes in
Missouri.

This is a petition to get the issue of personal property taxes in Missouri on the ballot for voting. Missouri is one of the few states that charges taxes YEARLY on things like boats and cars. This is on top of having paid states sales tax.

New
Pemitt Required For Recreational Boats.....
According to an article from April 8th in Lake
Expo, the Environmental Protection Agency (EPA) is going to
require every recreational boat to have a new permit by
September 8, 2008. There is no true facts as of yet, but it
has been said that the cost for each permit may be as much
as $800 per recreational boat. This fee will be paid by the
owner of each boat because of a few issues. For one, the
EPA feels that boats put a lot of discharge into lakes,
rivers and streams. Between the bilge pump, engine cooling
water and deck run-off, boats dump so many pollutants into
the water.
This permit is being challenged though. There are many
people who are against this permit. BoatU.S. is trying to
encourage people to write to their senators about this
issue, also known as Senate Bill 2766. They claim that this
permit is not actually going to clean up the water anyway.
It is already becoming more and more expensive to go
boating with the license, maintenance, dock fees and gas
prices. This would just be one more expense and one more
thing to do to put our boat in the water.

The
High Cost of Levee Repairs.....
Building a levee can be quite expensive, but maintaining them can be costly
as well. According to an article on April 11, 2008 in Telegraph.com, they
reported that sand boils or under-seepage is the main problems with levees. In
fact, during the flood of 1993, there was a hole in one of the levees, about
the size of a basketball. The water was flowing out of it so quickly that it
filled the valley within about 35 minutes. It also wiped out several
commercial buildings. The problem was that there was no road to get to the
hole to repair it.
They say that these sand boils are caused by water pressure against the
levees. They are a very big problem for levees and they also are very
expensive to repair.

Bigger
Lock & Dams Are Needed on The Mississippi River.....
Congress just
authorized a $4 billion project on the Mississippi River.
This project would allow the U.S. Corps of Engineers to
expand the Winfield Dam and Lock 25, which is just south of
Hannibal, Missouri. The Winfield Dam is only 600 feet long.
Many of the barges that transport through this area are
about 1,200 feet long. This means that they have to break
them down and send one part through at a time. This is very
time consuming.
To lengthen these lock and dams is something that the
Corps of Engineers has been trying to get done for a long
time. However, there are others who are opposed to this
project. They claim that it is too costly and this money
could be put to something else that would be more
beneficial.

Great
River Road Re-opened in Grafton.....
STLtoday.com reported on Saturday that the road which
was closed in Alton since April 1st, due to two
mudslides and a landslide, was reopened on Friday. IDOT
agreed to open it with the condition that police or city
workers would keep their eye on it.

Was about a picture posted on RiverBill's on
4-11-05 with the following caption:
"This is the only place in
Missouri
where the sun sets over Illinois"
Make a statement like that and expect a rebuttal.   According to Kathy FLippo of
Tow
Talkin, who has probably
traveled the length of the Mississippi River more times than most of us have backed our boats out of the dock, says there are more places in Missouri where the sun sets over Illinois besides here in St. Louis.  
Kathy wrote this response to my assumption in yesterday's
edition.
"It might be but it ain't.   The sun sets over Illinois down at Dogtooth Bend, UMR mile 21 to 23 and at UMR mile 14 to 17 in the Sisters Island, Scudder Towhead, Grand Lake Towhead and Thompson Towhead neighborhood.   You know of course that there is Illinois real estate on the
right
descending bank of the UMR also, don't you?   There at mile 110.5 up to 118.5 you are running through Illinois on both banks.   In fact the whole little town of Kaskaskia Illinois is on the Missouri side!     We fleeted at Farmer's landing light, mile 111.5.  --------   And tit for tat, a little chunk of Missouri real estate is over on the left
descending bank of the UMR mile 76.5 to 79.3. It is called Grand Tower Island, Perry County, Missouri.

to the article, Louis Joliet and Father Jacques Marquette seen a likeness of
the legendary creature painted on the bluffs along the Mississippi River in
1673 near the present day city of Alton, IL. The Cheif of the Illini Indians

Lock No. 19, UMR Mile 364.3
Lock No. 19, UMR Mile 364.3, will be closed to all navigation from 0700
to 1900 on April 15, 17, 18, 19, & 20. The purpose of these closures
is for installation of the upper service gate, gate latch construction,
and adjustment and testing of new controls for the upper service and
guardgates.
Towboat operators are requested NOT to tie up on the guidewalls during
these closure periods.

Cabela’s at Mills Mall to Host USCG Auxiliary Safe Boating Class
Boater Education Saves Lives
Missouri’s Mandatory Boater Education Law took effect January 1, 2005, and
requires that every Missouri resident born after January 1, 1984 who operates
a vessel on Missouri lakes must carry a boating safety identification card
issued by the State Water Patrol and a valid photo ID. This includes personal
watercraft like Jet-Skis. The boating safety ID card indicates successful
completion of a boating safety education course.
Flotilla 3-13 of the United States Coast Guard Auxiliary will be offering the
Boating Skills and Seamanship course at Cabela’s in Hazelwood, at the St Louis
Mills Shopping Center . The class meets from 9:30 AM to 1:00 PM on 2
consecutive Saturday mornings, May 3rd and May 10th, 2008. Successful
completion of this course will not only earn the boating safety ID card, but
will give you invaluable information which will help you to remain safe on the
water.
Course Pre-Registration is necessary as space is limited. Register at Cabela’s
in Hazelwood on Sunday, April 20 from 1:00 to 4:00 PM near the front entrance.

Ferry
Service in Glasgow During Bridge Construction......
The Missouri Department of
transportation is taking bids to provide ferry service
crossing the Missouri River ar
Glasgow, Mo during the upcoming bridge closure. The
bridge work is expected to start in June or July of this
year and take 12 months to complete..
Two bids have been received. One from the Calhoun Ferry Company for
$1.7 million and one from Hornblower Maritime Services for
$2 million. The bids are expected to be awarded on April
9th.

the Great River Road near Grafton, IL haven't budged much.
The Grafton area has had about two-thirds of an inch of rain since Thursday

business !.

Public Meeting Schedule on Buoy Guideline Changes are Set
The Missouri State Water Patrol will hold public meetings in April to provide concerned citizens the opportunity to give input on the newly proposed buoy guideline changes. These changes address problems with the current Water Patrol buoy permitting procedures. The meetings will be held in a "workshop" style format to allow the public to see and hear the exact changes that are being proposed. Citizens attending the meetings will be given the opportunity to provide input in writing, as well as discuss the topic with officials of the Missouri State Water Patrol.
The proposed guidelines can also be found on the Missouri State Water Patrol web site. In the Buoy Section on the Water Patrol home page, there is an email link to the Buoy Administrator that allows citizens to submit input and/or comments regarding the proposed buoy guidelines.

Water Patrol Responds to Missouri Floods
The Missouri State Water Patrol had 54 officers assigned to flood duty during the recent flooding event in the southeastern part of the state and the St. Louis area. Officers were brought in from as far away as Kansas City for flood response. They were supported by six Water Patrol dispatchers working extended shifts to answer calls for service 24 hours a day. The officers utilized 27 department rescue boats to perform 324 rescues/evacuations and answered a multitude of calls for service. Officers responded to many areas both urban and rural including the cities of Poplar Bluff, Piedmont, Cape Girardeau, Jackson, Dutchtown, Allenville, Delta, Monett, Whitewater, Ellington, Van Buren, Marble Hill, Cedar Hill, Eureka, Valley Park, and Pacific. At this time six people have lost their lives due to the recent flooding in Missouri.
The Water Patrol had two boats and two trucks damaged by flood waters. All four pieces of equipment are repairable and should be back in service in a few days.
Three Water Patrol officers received minor injuries during flood duty. One officer was injured during a physical altercation with a person refusing to leave a bridge in an area that was flooding. Two other officers and the civilians they rescued were treated for hypothermia after the officers' boat capsized during the rescue on Hurricane Creek near the city of Winona. In this situation, the officers received a call to help two teenage boys stuck in the flood waters. They diverted from their route to Cape Girardeau and responded to Hurricane Creek. Upon arriving they realized that the creek had grown into a rushing river with life threatening logs and debris flowing through the rapids. The officers managed to rescue one of the boys who was hanging naked from the trees after the rushing water had torn his clothes off. As the officers made it to the second boy, a large log flowing through the swift waters struck the bow of their boat, forcing the boat into the trees and causing it to capsize. One officer was washed downstream while the other officer put a life jacket on one of the boys and kept him from being washed downstream by hanging onto a tree (the second boy remained in a tree). One officer described the 50 degree water as feeling "like thousands of needles stabbing my body". The officer who washed downstream used a throwable flotation device to navigate himself through the trees and swam across the turbulent water to reach shore. This officer called for help on his truck radio and returned to the scene with rope and more officers. The call for help was in vein. The Highway Patrol aircraft could not fly due to weather and the Coast Guard helicopter was still in New Orleans. Oregon County Sheriff's Officers launched a boat to help the Water Patrol officer and boys but, their boat was also capsized by debris and at one point six people were in the flood waters. Swift water rescue teams from around the state were dispatched but personnel on the scene knew that the officers and boys were in immediate danger of hypothermia. Using two more boats and ropes, Officers of the Missouri State Water Patrol, National Park Service, first responders and civilians were able to get the six to shore. The two boys were treated at a local hospital for hypothermia and later released.
After the officers' close call it was apparent to the State Emergency Management Agency that aircraft with the ability for air rescue was needed. The Coast Guard flew two helicopters to the area and stayed until the waters started to subside. The helicopters made several rescues in locations that were not accessible by patrol boats due to topography or debris.
Many small communities were evacuated by Water Patrol officers as flood waters continued to rise. As rivers crested, the hot spot became Highway 53 south of Poplar Bluff as agricultural levies failed. One levy failure sent water rushing across Highway 53, washing one vehicle with an elderly couple away in the flood water. Three Water Patrol boat teams were in the area and were able to reach the vehicle as it floated away. The couple was rescued and transported to a local hospital and were later released. A second levy in the same area failed a day later and sent the residents of rural Coon Island scrambling for high ground. Water Patrol officers were able to maneuver their boats through the break in the levy and believed that air evacuation would be the safest way to evacuate the stranded residents. Water Patrol officers requested Coast Guard helicopters respond to the scene and directed them to the waiting residents by radio. Everyone was evacuated safely.
As the flood waters began to subside in southeast Missouri, some officers were reassigned to the St. Louis area as the Meramac River began to rise. Officers provided security patrols in the flooded city of Pacific and helped monitor area levies that protected large communities, particularly the levy at Valley Park. Fortunately, the levies held and officers started returning to their primary duty stations around the state by the end of Easter weekend.
"I am very pleased with our officers' response to this significant flooding event, and I am grateful for the assistance and dedication of responders from other agencies," said Water Patrol Colonel Rad Talburt. "This was the worst flooding that many areas of southeast Missouri and northern Jefferson County had ever seen. The Water Patrol was able to provide the equipment and manpower needed to supplement local response and help Missourians in their time of need. It is a sad fact that in catastrophic events such as this flood, loss of life is inevitable and sometimes unpreventable. However, due to quick response from Water Patrol Officers with rescue boats and other emergency responders from around the state, many lives were saved."

I was out by the river with Capt. Darryll Weil and we saw what, at first glance, looked like a UFO.
But, after Darryll snapped photo, and we watched the eagle fly erratically, we realized that there wasn't anything unidentifiable about this eagle. He could pass for your brother (or sister...or you. We weren't close enough to see what gender it was! Maybe if we enlarge the pic...)
We were thinking that this eagle looks so much like you it might set back "eagle-admiring" for the next year or two..or until this frightening image is erased from everyone's memory.
Now I'm beginning to understand why you post all of those bird pics on a boating site.
I was thinking about the significance of this eagle: Maybe this sighting is a little like Ground Hog Day. In other words, I saw the RiverBill Eagle which signals the end of "bird season" on Riverbills.com!

Tax Break For Kansas Boat Owners Is Possible
According to the Saturday edition of the Lake Expo.com boat owners in
the neighboring state of Kansas might get a tax break under a future constitutional amendment
that has been approved by the Kansas House.
Boats in Kansas are taxed
as personal property based on market value, but supporters amendment say that
dollar value is difficult to determine and that the boats are taxed too high.
The amendment would allow the Kansas Legislature to develop a new method for
taxation of boats.

Grafton’s
Mudslide Has Hurt Their Business.......
With Hwy 100 being closed west and south of Grafton, Illinois due to the
mudslide they are keeping an eye on, it has caused people to detour around
their town. This has cut their business in half. Grafton is a town of about
900 people and it is located about 25 miles north of St. Louis. The city wants
to meet with transportation to try to figure out when to open the highway.
They are also trying to figure out who is responsible for the damage. No real
damage has been done as of yet, but if it wipes out that house that is right
in its way, someone will have to pay for that.

Calhoun
County Is Holding Off On Backing Levee Support........
There has been a request to
raise the Nutwood Drainage Levee. If they do this, it would protect Jersey
County more. However, Calhoun County is worried that it may push the water
towards Calhoun County instead. Because of that, officials are holding off on
backing this levee support.

FEMA is in the Pacific
area meeting with victims who have been flooded out of their home or business.
There is also a location set up in High Ridge. FEMA officials say that you
don’t have to be from that area to go to them for assistance. They do,
however, recommend that victims register online or on the phone before
visiting their location.

Are Keeping An Eye On The Meramec River......
Since
the Meramac River area is still recovering from the last flood, the last thing
they want in the forecast is more rain. However, it appears that so far they
are pretty safe. The Meramec River is about 6 feet away from being up to Hwy
141. Since the most rain is staying south, rivers such as the Current, St.
Francois and Black are more in danger of flooding. They are still keeping an
eye on things; as they are in Grafton also with the mudslide. Right now,
things are pretty calm.

Warn People Of More Flooding.....
Carlyle, Rend & Wappapello Lakes
With the recent rains and more rain in the forecast, flooding has been a major
issue. Carlyle Lake was in a 60% of its flood storage capacity. Carlyle Lake
leads into the Kaskaskia River, which empties into the Mississippi River.
Wappapello Lake was at 45% of its flood storage capacity. Officials say that
Carlyle Lake is usually about 24,000 to 25,000 acres during the summer time.
Right now it is about 40,000 acres. They say that it may even double its size
at 50,000 acres if the rains persist as forecasted.

Pet
Store Owners Help Animals Who Are Flood Victims......
On March 30th, MyFox St.
Louis News reported that the Pigg Pet Store has opened up a shelter for
animals that have been affected by the flood. Some of them are left without a
home and some just need a place to stay while their homes are being built. In
fact, the owner is now living at the pet store to be sure that these animals
are fed and taken care of. The town of Pacific is also helping out by
volunteering their time to help and donating pet food.

Watching Out For The Mudslide In Grafton......
According
to KSDK, officials have been watching out for a mudslide in the Grafton area.
They actually had the Great River Road closed there for awhile for
precautionary reasons. They are still keeping an eye on it as there have been
trees, mud and debris washing down the hillside right below Tara Point Bed and
Breakfast Inn.

Corps
of Engineers announces high water preparations at three St.
Louis District lakes
Wednesday, April 2 -
The U.S. Army Corps of Engineers in St. Louis is making
advance preparations to be ready for possible heavy rain
affecting levels at three of its District Lakes: Carlyle
and Rend Lakes in Illinois and Wappapello Lake in
southeastern Missouri. District officials emphasize
that these are precautionary steps at this time, made
prudent by current lake levels after heavy rains two weeks
ago. The measures are being taken with public safety
uppermost in mind.
If these rains materialize, the public
living and working downstream from these lakes is urged to
exercise caution by monitoring media, paying attention to
local and regional emergency planners and maintaining
individual awareness if they live or work in areas prone to
previous flooding. Fishermen who may fish downstream
of these dams are likewise cautioned to watch for
increasing water levels and flows and to be mindful of
their departure routes from their locations.

Should Open On Saturday As Scheduled
The Hannibal Inn is
scheduled to open this Saturday on April 5th.
There were rumors
that it might not open, but according to KHQA online, it
appears that it will open. In spite of the small things
that inspectors have found in there that need to be taken
care of, they should have it taken care of and open
according to schedule. The major problem that was wrong was
the cracked manifold in the boiler. However, they claim
that the part is ordered and should be in on Thursday

Louis Corps Of Engineers Permits Office Public Notices Open
for Comment:
- P-2597:
The applicant, Metropolitan St. Louis Sewer District (MSD),
proposes improvements to the existing Missouri River
Wastewater Treatment Plant by providing Secondary
Treatment Upgrades in order to meet anticipated needs by
the applicant to comply with expected tightening of U.S.
Environmental Protection Agency discharge standards. The
proposed expansion will impact a compensatory wetland
mitigation site. The compensatory mitigation site was a
result of a Kansas City District, Corps of Engineers
permit condition issued in 1985. To date, MSD is not in
compliance with the terms and conditions of the 1985
permit. The St. Louis District is soliciting comments on
the proposed expansion; resolution of the permit
non-compliance; the ramifications of impacting the
non-functioning mitigation site; and if a permit is to
be issued, the appropriate amount and type of
compensatory mitigation for the impacts to the
mitigation site, taking into consideration the temporal
loss of the original wetlands impacted in 1985. The
project is located north of the Maryland Heights
Expressway at approximate Missouri River mile 31 in St.
Louis County, Missouri. The public notice comment period
opens April 3, 2008 and closes on May 2, 2008

Downunder......Swimming
With The Crocs......
A couple was swimming in the northern part of Australia
when a crocodile attacked a woman. Her husband jumped on
the crocodiles back and it released his wife and swam away.
The man was not hurt. The woman had several teeth marks in
her thighs. His quick thinking saved her life. This was the
fourth crocodile attack in that area in the past several
months.

Hi Bill,
We ran up to Grafton Harbor today at noon.. We wanted to
check out the boat and start making plans to get the river
season under way. Everything is starting to look good.
While we were in Grafton, we stopped to see the mud slide
as reported on the St. Louis news. I took these pictures
today and thought you might like to see them. "Tara Point"
is at the top of the hill. These folk's do not need anymore
rain this spring.

Lawmakers Are Trying To Lower The Legal Blood-Alcohol
Content For Boaters........
According to a news story on KHQA online, state
lawmakers are trying to lower the legal blood-alcohol
content to .08 percent for boaters, which is what it is for
driving a car or a truck. In 2001, they set the level of
blood-alcohol content to .08 percent for cars. If this law
passes, it will affect Missouri lakes and the Mississippi
and Missouri Rivers. The state lawmakers say that about
half of all boating accidents last year involved alcohol.

A
Wet Spring Can Cause Many Problems...........
Since this has already been a very wet spring, it has
caused many problems. Flooding, of course, is the main
issue. However, on Tuesday, the Great River Road was closed
in Grafton for awhile due to a mudslide that was close to
the road. Farmers are being held up from planting their
crops. Ballgames are being rained out or it is too muddy to
play. Then there is allergy season. With all of the
wetness, mold is higher than normal, which causes problems
for people with allergies.

closed due to problems with mud slides !
Mud came down a the side of a bluff
in two places yesterday near Grafton, IL endangering a

Tuesday, St. Louis County flood victims and also 15 other
counties became eligible for $28,800 worth of funds to
rebuild their houses. According to STLtoday.com, there are
35 counties total in Missouri who are eligible for FEMA
help.

Missouri
Stream Team Has To Clean Up More Than Normal........
In an article in the Suburban Journal, members of the
Missouri Stream Team have been cleaning up in DeSoto. Usually this group gets
help from a group in Arnold but they are busy cleaning up their own debris
from this last storm. The Missouri Stream Team gathers together and tries to
keep Missouri’s waters cleaner. They also plant trees along the banks of
streams, creeks and rivers. One of the teams has been working on Plattin Creek
for the past three years. They say that it has come a long way from when they
started. They began digging up washing machines, tires and other large objects
that have been buried in this area for years. The other day they even found a
Meth lab that had washed up next to a bridge.

Tow Hits Pier And At Least 23 Loaded Barges
Down-river in Vicksburg, Mississippi, a tow hit Pier 4 of the old
river bridge and at least 23 loaded barges and 2 empty ones. One of the barges
loaded with coal, steel and grain sank to the bottom of the Mississippi River.
Authorities are investigating to find out what may have caused the accident
and how it may have been avoided. Some believe that it may have been caused by
the high waters. This bridge was built in 1927 and has been hit about twice a
year.

houseboat "Liberty". Larry sent us some fishing
pictures from Florida.
Bill
We fished the Naples SKA (Southern Kingfish Association)
tournament last week end. Our team members are Steve Katich-
(Tambo) from Harbor Point and Larry & Patty Hellrung -
(Liberty) from Grafton Harbor.
Saturday we ran 128
miles and caught only one 27.81 fish late in the day.
Sunday we ran 80 miles and caught 15 fish but the largest
was only 24.89 lbs. Attached is picture of our largest fish
from Sunday and the bait from one that we missed.

and Classic Boat Society's annual boat show in Mt. Dora, Florida..

wrote in his e-mail:
Bill,
Just returned from Mt.Dora Fl. The Sunnyland Chapter of the Antique and
Classic Boat Society has just put on their annual boat show. There were around
350 boats from all over the US. I even had a long conversation with Chris
Smith, the grandson of the founder of Chris-Craft. Mt.Dora is a beautiful
place and if you have never been, it is unlike the rest of Florida. It's about
45 miles north of Orlando in lake county Florida. It has three rather large
lakes that are all connected to each other and to the St. Johns River. One of
only two rivers in the world that runs north to south. A large group of
antique boats made a two day run up the river to Jacksonville . I
may try that next year. Anyway, I can't wait to get on the river.

Mississippi River Commerce restored: Lock 25 reopened
Winfield, Mo. - Commercial traffic resumed through Lock 25
at Winfield,
Mo., at 12:45 a.m. when the U.S. Army Corp of Engineers
completed emergency repairs on the lock. Work was completed
a day earlier than previously announced. All navigation -
commercial and recreational - had to be suspended during
the work.
The first vessel to lock through was the Wayne P. LaGrange,
a 6,200 horse power tow boat operated by the American
Commercial Barge Lines. The first tow to pass was the 6,000
horse power Bernard G, an Alter Barge Line boat pushing 15
commodity barges with four loaded barges of coal and
fertilizer and eleven empty barges.
Work to repair the down stream lock gate was carried out by
a combined team of experts from the U.S. Army Corps of
Engineers Districts in Rock Island, Ill. and St. Louis, Mo.
The same team recently performed similar repairs at Lock 24
at Clarksville, Mo., and last summer worked with crews from
St.Paul, Memphis, Vicksburg and Louisville on a major
project at the Mel Price Locks and Dam near Alton.
In a plan coordinated with the navigation industry and U.S.
Coast Guard, the lock was originally scheduled for
emergency closure Friday morning. But it was closed
Wednesday, March 26, at 10:42 p.m. when engineers who were
monitoring the lock's condition detected further
deterioration to lock gate's hinge and movement mechanism.
These critical parts suspend and allow opening and closing
of the two massive steel gate leafs, or doors. Each leaf is
some 35-feet high and 61-feet long, and weighs 130 tons.
The lock has two gate comprised of two gate leafs each.
One pair is at the upstream end, with the other at the
downstream end. The damage occurred at the downstream
end.
Work proceeded around the clock, even during torrential
rain that hammered the lock's area at least twice during
the work.
Lock 25 was placed in service in 1939 and last year passed
more than 30 million tons of commodity cargos north and
south bound.
Lock 25 is one of seven similar
locks on the Mississippi and Illinois Rivers that were
authorized for expansion with an added 1200-foot-long
chamber in the Water Resources development Act of 2007.
Lock expansion is slated to cost $ 1.95 billion, and is
paired with an ecosystem restoration program tagged at $
1.72 billion. The work is in a combined plan called the
Navigation Ecosystem Sustainability Program (NESP.) This
program is designed both to both speed river navigation by
relieving bottlenecks and to provide substantial
environmental benefits to the Mississippi and Illinois
River basins.

Breaks The Record For Rainfall.......
According to a news article in
the Alton Daily News, St. Louis broke the record for
rainfall in the month of March.
St. Louis had 8.39 inches of rain in
March 2008...... the old record was 8.25 inches set back in
1897. Some areas in Missouri and southern Illinois received
about a foot of rain. With snow melting and more rain in
the forecast, we will probably have a very wet spring and
an early summer.
According to the National Weather
Service........ 14.78 inches of rain in August 1946
is the record for the most rain in any one month.

England Company Wants to Use The Mighty Mississippi River
To Generate Electricity.......
According to a news article in
yesterday's STLtoday.com, a company from New England wants
to use the Mississippi River to generate electricity.
The company is pursuing a multi billion plan to
install thousands of small electric turbines in the river
all the way from St. Louis to the Gulf of Mexico.
The gnereators would collectively generate 1,600 megawatts
of electricity. That's enough to power 1.5 million
homes.

Twin Brothers Rescued From Mississippi River In Keokuk, Iowa
Two twin
brothers, fishing on the Mississippi River in southeast Iowa, had to be
rescued from the river when their fishing boat sank after it
hit a wave and filled with water. A boat from a nearby marina rescued
the two men, who where treated at the scene.
