Missouri River Association of States and Tribes.......

According to a news report in the SIOUX CITY Journal.com.....MoRAST plan to meet next week in Rapid City, Iowa.  During the meeting....they are planning to refine it's approach to the planned study of the World War II-era law authorizing the U.S. Army Corps of Engineers to operate the Missouri River.

MoRAST voted to request a re-evaluation of the 1944 Flood Control Act last February and now plan to further discuss the study.  They will attempt to put more meaning in to the nature of the study that is being requested.

The upstream states want to study how the activities along the river have changesd over the last 64 years.....

States on the upper end of the Missouri River, in general, want steady or rising water levels in the spring of the year when fish are spawning. The states on the lower end of the Missouri River are mindful of flood control, but need a dependable flow of water for commerical navigation and...... for municipal and commercial water use.

Abandoned Boats Becoming More Common ...........

According to a news story on boston.com..... abandoned boats are becoming a problem all across the United States.

Marina owners and other officials are reporting an increase in the number of pleasure craft and commercial vessels that are being abandoned.  They are being abandoned because of our floundering economy.  Some consider boats as a barometer of consumer confidence, because they are purchased with disposable income.

Wood and fiberglass boats have very little scrap value, so many owners are ditching them rather than paying to have them hauled off......  The boats often break up and go under, or pass into the underground economy of nighttime scuttlers - who, for a fee, remove traceable identification numbers, strip out salvageable items and sink the vessels.

Oil, gasoline and sewage from a lot of these abandoned boats leak out into the aquatic environment.  The paint used on boats often contains mercury, chromium, lead as well as other toxic chemicals.  This paint flakes off as the boats deteriorate and fish end up swallowing it.

Disconnecting The Great Lakes From The Illinois River......

A news story in the Northwest Herald has an update on separating the Great Lakes from the Illinois River.

The Great Lakes were connected to the Illinois and Mississippi Rivers in the early 1900s by a a man-made waterway in the Chicago area.  They also reversed the flow of the Chicago River into the Illinois River so as to stop polluting their lake front with sewage.

Now with the invasion of aquatic species such as the zebra mussel, Asian carp and round goby...... policymakers and environmental groups are re-thinking this system of man made waterways.....

Among the possibilities to stop the invasions are: a concrete wall, heating or chemically treating the water, or even restoring the Chicago River's natural flow.

Missouri Department of Conservation Calendar.........

   RiverBill's received the following e-mail from Jim Low of the Missouri Department of Conservation

~~~~~^~~~~~~^~~~~~~^~~~~~~^~~~~~
Vintage outdoor gear fills pages of calendar for hunters, anglers (w/pic)
This companion to the Conservation Department’s popular Natural
Events Calendar caters to those who pursue traditional outdoor activities.
JEFFERSON CITY—Split-bamboo fishing rods, vintage shotguns and the beaming faces of successful hunters and anglers mark the passage of seasons in the 2009 Missouri’s Outdoor Heritage Calendar from the Missouri Department of Conservation.
The first-ever calendar is a companion piece to the Conservation Department’s popular Natural Events Calendar, which has been published since 1986.
“Knowing how popular the Natural Events Calendar is, we think that hunters, trappers and anglers will enjoy having a calendar that focuses on their interests,” said Outreach Programs Chief Eric Kurzejeski. “The visual subject matter is long on nostalgia and making family memories.”
Images of modern hunting, fishing and trapping are interspersed with stunning wildlife photography and photos of antique equipment and scenes of outdoor activities from yesteryear.
Like the Natural Events Calendar, the Outdoor Heritage Calendar has day-to-day entries that mark the progression of the sporting year. January’s entries include the final portion of the youth firearms deer season, advice about turning Christmas trees into fish habitat and a reminder about winter stonefly hatches that create trout-fishing opportunities. Daily notes for August mention whitetail bucks rubbing velvet off their antlers, and October’s entries include a note that smallmouth bass are moving into deep holes for the winter in Ozark streams.
The Outdoor Heritage Calendar is available at conservation nature centers and regional offices statewide. You also can buy copies by calling toll-free (877) 521-8632 or through The Nature Shop, www.mdcnatureshop.com. The price is $7 per copy, plus shipping and handling and sales tax where applicable.
Our Picture of The Day.......  was sent in by Capt'n Greg Moore, who hails out of Grafton Harbor in the boat "Gettin'By V"
Bill,
I failed to mention, thank you, for using one of my photos of the colors for your heading! Even though the leaves were not that brilliant in that picture, the white bluffs with the morning sun on the bluffs and the foliage Vs the sky and the water make that a very good picture. I am hoping that Karen got some like that with her camera last Saturday. I was taking the pictures I already sent you, while piloting the boat. Karen was taking the pictures while riding as I was also attempting to position her for better shots. Will send some of them to you once I get them downloaded.
Still looking forward to meeting you!
After all of my years of boating on the rivers, this was a bad year, to be our first year, to keep our boat, Gettin’By V, on the river! But, as we already knew, the people on the river, in Grafton and the surrounding areas, as well as at Grafton Harbor are the best!
We all look forward to a better season for boating next year!
Quincy's River Museum.........
Community leaders in Quincy, Illinois are trying to bring a river museum to their riverfront.
The idea started back in 1990 with a plan to make Quincy's riverfront a focal point for the city. Some projects have already been completed.... the Clat Adams Park and the Art Keller Marina.
Another part of their plan is to build a star river museum on the riverfront that would include river cultural issues, navigation, flood control/agricultural productivity, energy from the river, environmental issues and water quality. There are also plans for a river aquarium, river habitat and native animal zoo.
Venison recipes available online
The Conservation Department has help for
hunters looking for creative ways to prepare venison.
JEFFERSON CITY–It’s deer-hunting season in Missouri , and that means that millions of pounds of venison are headed for tables. The Missouri Department of Conservation has tips for making venison dishes tender and tasty.
     Like most other wild game, venison is leaner than beef or other domestic meats. The lack of internal fat can result in dry, tough dishes unless venison is cooked with two things in mind – don’t overcook venison, and use moist heat when possible.
     Venison steaks, roasts and burgers can turn dry and tough if grilled over charcoal or roasted uncovered in an oven. To avoid drying out steaks on the grill, cook them quickly over high heat to sear the surface and lock in moisture, and baste liberally.
      To keep venison burgers moist, combine ground venison with ground pork or other fatty meat or add chopped onions, bell peppers, garlic, parsley and other moisture-boosting ingredients. You can use straight ground venison in stew or chili with great results.
     Another way to incorporate moisture into cooking whole cuts of venison is to use a crock pot or Dutch oven. Swiss steak is a particularly good recipe for venison steak because it combines moist heat and the natural tenderizing action of the acid in tomatoes.
     To tenderize tough venison and reduce gamey taste, try soaking it in white vinegar for an hour, drain and soak again before cooking.
     The Conservation Department’s Web site has dozens of wild-game recipes, including many for venison, at mdc4.mdc.mo.gov/tv/nowwerecookin.asp. Following are three of those recipes.
VENISON TERIYAKI
INGREDIENTS: 1 to 2 pounds of venison steak, 1/3 cup soy sauce, 1 Tbsp. brown sugar, 1 Tbsp. vegetable oil, ½ tsp. ground black pepper, ½ tsp. ground ginger, ½ tsp. garlic powder.
PREPARATION: Combine all ingredients and marinate overnight (if possible). Cook on a hot grill or over an open fire, basting occasionally with reserved marinade. Cook until meat is slightly charred outside, but still pink inside. Do NOT overcook. Serve with a rice dish.
PHILLY STEAK SANDWICHES
INGREDIENTS: 2 lbs. frozen venison round steak, milk or salt water, flour, salt, pepper, garlic powder, 1 medium onion, sliced thin and ringed, 1 loaf of French bread, butter or margarine, shredded cheddar or pepper jack or sliced Swiss cheese.
PREPARATION: Thaw meat until it begins to soften but still has ice crystals. This makes it easy to cut into wafer-thin slices. Soak overnight in milk or salt water if necessary to remove gamey taste.
     Season meat with salt and pepper. Dredge in flour and brown in a skillet over medium heat, using a small amount of oil. Add ½ cup of water, cover with onion rings and simmer until meat is tender. Slice bread lengthwise and spread butter or margarine on both sides. Sprinkle with garlic powder. Cover lower half of loaf with venison, then top with onions and cheese. Put top of loaf on to and wrap in foil.
     Bake at 300 degrees until top of bread is crisp. Cut into individual servings and top with pickle, peppers, tomatoes, etc.
VENISON DOG BISCUITS
Hunters who bring home trophy antlers sometimes find the culinary fruits of their labor problematic. The meat from large, old bucks can be tough and strong-tasting, but ethical hunters are obliged to consume what they kill. One way to deal with this dilemma is to turn less-than-tasty venison into treats that will delight four-legged family members and save you money on dog treats throughout the year. Try this recipe for venison dog biscuits.
INGREDIENTS: 1 cup whole-wheat flour, 1 cup cornmeal, ½ cup wheat germ, ½ cup cooked ground venison, ½ cup vegetable oil, 1 egg, ½ cup beef broth, ½ tsp. salt.
PREPARATION: Mix the dry ingredients and add them to the wet ingredients. Roll the mixture out to about .5 inch thick. Cut into appropriate shapes with cookie cutters and bake at 350 to 400 degrees for 25 to 30 minutes, or until crisp. Store in an airtight container in the refrigerator or freezer.
Yester Year's River Picture of the Day 2007-----   was sent in by Mark Cutler of the boat "Cutty's Ark."
 Hi Bill,
I wanted to send you a few pics that were taken yesterday, Nov. 24. The skiing pics were taken in Snake Chute, and the boat pic was taken down at the Grafton marina. Pictured are my son Zac and our friend Caroline. They braved the 44 degree water yesterday for a ski run or two. Susie skiied a quick run as well, but no pictures of her!
Went to Grafton for some hot chocolate afterwards.
Another day on the river!
The Delta Queen's Future............
According to a news story on Cincinnati.com ...the future of the Delta Queen is still uncertain.
The river city of Covington, Kentucky, located on the Ohio River across from Cincinnati, Ohio.....hopes to be in the Delta Queen's future.
American West Steamboat Co. is looking for someone to lease the 81-year-old Delta Queen.  They have contacted the city of Covington, Kentucky and other parties who have expressed interest in riverboat, looking for proposals.
The city of Covington and Northern Kentucky officials are interested in having the Delta Queen moored in Covington as a tourist attraction with no lease cost to the owner.   They do not feel that they are in a position to lease the riverboat and operate it.
They are trying to organizing a group of private business's to lease and operate the Delta Queen as a hotel-restaurant.
