St. Peters Business Park Starts New Year With A Lawsuit.............

In a news report on stltoday.com............. The Great Rivers Habitat Alliance filed suit December 23, 2008, in U.S. District Court, in St. Louis.

 

The goal of the suit is to reverse a change to FEMA's flood plain map that grants rights to buildings in the Premier 370 project to purchase federal flood insurance.

This suit states the levee constructed for the development will not provide the necessary flood protection. FEMA declined to comment.

Looking Back On 2008, Floods Near Record Levels...........

In a news report from thetelegraph.com........ Things are pretty much back to normal in Illinois communities along the Mighty Mississippi. However, tourism, businesses, farmland and lives have certainly been affected. Luckily, there were no fatalities.

The wet rainy season caused the worst flooding since 1993, and fortunately, flood predictions came in lower than what was expected. Business was what seemed to be hit the hardest, at least in Grafton. Not many of the establishments had water in them, however, the flood water reduced accessibility.

Sad News To Report

   Jerry Louvier Passed Away Before Holidays.............

 

Rick Sievers sent us the following information about Jerry;

 

"A lot of people knew Jerry. He was the guy who raised houses in the area. He kinda became famous for moving the Cape Hatteras lighthouse in North Carolina a few years ago."
 

 

Jerry's funeral service was on Dec 23, 2008

Lake Ozarks  Encapsulated Foam.............

As of December 31 at midnight...non-encapsulated foam is officially banned from Lake of the Ozarks.

Approximately 95 percent of docks are in compliance, however some holdouts still exist. 

 

Some dock owners have not complied because of financial problems......AmenUE could show some leniency.

 

The dock owners refusing to comply should get ready for a fight.

After the deadline, all non-conforming dock owners will get their dock permits revoked and AmerenUE will have the non-encapsulated structures removed from the lake at the owner’s expense. A maximum of $2,000 may also be levied.

 

New dock permits applied for by the non-compliant owners will be denied.

    Coal Ash Spill May Have Caused Permanent Damage

In a news article on findlaw.com............... The Emery River is congested with coal ash, uprooted trees, and other debris. Sixty two heavy machines are working to mop up the mess from roads, railroad tracks, and the river. Estimates on the time and quality of the cleanup are not available.

The Tennessee Valley Authority will not return the ash to the retention ponds upon cleanup, it will be looking into other options for long term ash disposal.

 

Another long term concern is the quality of drinking water. Water samples taken near the spill are slightly over the standard for toxic substances. However, the municipal water supply is safe for consumption.

Rising Rivers...............
 

Illinois
In a news article on The Alton Daily News.............. Illinois rivers and creeks in the central and southern part of the state are high and rising, causing minor flooding.

 

Weekend rain and runoff from melting snow and ice is causing flooding problems along the Illinois River near LaSalle, Peru and Peoria.   The Wabash River along the Indiana-Illinois state line is flooding also, as are parts of the Rock River in the northwestern part of the state.

Missouri

In a news story in the Southeast Missourian.....   Missouri is experiencing minor flooding.   Weekend storms dumped up to 2 inches of rain through much of the state. The rain combined with snow melt is causing minor flooding along some rivers, including the Mississippi.

 

No significant damage is reported or expected.

Alton, IL

   Argosy Casino-Open After Barge Accident...............

In a news article on thetelegraph.com.................. The Argosy Casino-Alton was reopened following a barge accident that occurred Saturday. Two barges are lashed together upstream of the casino, to offer protection from river traffic. Pressure from ice broke the mooring cable, allowing the barges to strike the casino's employee cafeteria. No one was injured, and no damages were reported.

A tugboat was enlisted to reposition the barges. A call also went out the the Alton Fire Department to check for water and gas leaks, and to ensure that the utilities are properly secure. Sunday morning marked the return of business as usual..................

High Arsenic Levels At TVA Spill Site........


According to a new story on TennesseeGreen.com...... High levels of arsenic have been found in the waterway next to the Tennessee Valley Authority's Kingston power plant where a recent dike break caused the released of more than 1 billion gallons of coal ash sludge.

Several river water samples showed arsenic levels higher than the amount permitted in drinking water, but no problems have been found in nearby drinking water.  Ordinary treatment at drinking water plants should remove the pollutants. Federal and state agencies will continue to test the water.

Kansas City Riverfront .............

 

According to a news story in the Kansas.com .......... a portion of the southern bank of the Missouri River at Kansas City is being restored to the way it would have been for the early settlers.   The way it looked before flood control and bank stabilization.


A gap in the Riverfront Heritage Trail will be filled with an extension of the walk and bikeway.

These projects are expected to greatly improve the riverfront and contribute to the River Market revitalization.

The riverbank work was started prior to Thanksgiving and most of the the concrete and other debris from the 5½-acre site has been removed.


The project is being supervised by the U.S. Army Corps of Engineers and will include a wetland surrounded by native trees and grasses, bisected by the heritage trail.

We have heavy ice at the Golden Eagle ferry because they are flushing the lock and dam at Winfield. It will be slow going in the morning so leave early. We hope to operate but if we have problems I will send out a message or you can call the ferry phone for an update. We operated all day today but the ice is getting heavier.

Illinois River Levels On The Rise................
    Peoria
 

In a news report on pjstar.com............... Multiple flood warnings have been issued in central Illinois. Spawned by record rainfall Saturday, in conjunction with ice and snow melts, river levels have rapidly risen.

The Illinois Rive at Peoria is expected to reach flood stage by mid day Monday. Flood stage is 18 feet. The Illinois is expected to crest at 23 feet on Thursday.

Bill,

 

Just wanted to clear up some confusion. Marinemax, Roberson Marine, and Jim Motes have NOT closed their doors or moved away. They are all now located at Landlocked Marina which is a Boat/RV storage facility on the North Service Road across from Mid Rivers Mall.

Marinemax has slimmed down its workforce but they still offer new and used boats and have a mobile service technician. Tony Roberson and Jim Motes are still servicing all boating repair needs at fair prices. We also have a fiberglass repair by Mark Modica from First Class Fiberglass, a detailer (No Wake Detailing), upholstry ( Sew Fine Interiors), canvass (The Canvass Man) etc., etc.

 

Please let everyone know if they need to reach these folks they can call Landlocked Marina @ 636-970 1200.

 

We are having a winter time Dock Party on Friday, January 16, 2009 from 6 to ? to let everyone see the new facility.

Asian Carp Found In Mississippi River In Wisconsin ...........

According to a news article in the Prairie States Outdoors website............. the first Silver Carp have been found in the Mississippi River near LaCrosse, Wisconsin.  Its also the first confirmed finding of a silver carp upstream of Clinton, Iowa.

There was one silver carp wasamong three species of invasive Asian carp found in a commercial fishing net that was pulled from the Mississippi River near La Crosse. Two grass carp and one or two bighead carp also were pulled from the net.

Biologists are trying to determine the extent of the problem and a lot of things are still unknown:

  • Are there more silver carp are in the river ?
  • Are there are enough to support reproduction ?
  • Will the habitat of the northern Mississippi support the fish ?

A 54 Year Old Texan Canoes Down The Mississippi River....................

In a news article on postchronicle.com............. 54 year old Robert Youens of Austin, Texas realized his dream of paddling down the Mississippi River. His trip took 78 days. After decades of dreaming, Youens started planning his trip upon his retirement last year.

His journey started in Minnesota on September 15th. The trip was concluded earlier this month. Youens is planning to pen a book about his travels and maybe some Atlantic Ocean sailing in the future.

Sundowners Update.............

We hope everyone had a Merry Christmas. We certainly did. We will be closed this Friday and Saturday, however we will still be taking New Years Eve reservations @ 636-250-3042 if nobody answers please leave a message and we will call you back. We are 75% sold out so please contact us as soon as possible. Once they are gone that’s it we will not have room for walk-ins. We will close down for the month of January because of the high volume of catering jobs we have, however we will re open on a limited schedule starting Feb. 1st with our Super Bowl Pig Roast. A few other events to look forward to in February as well are the St. Louis Boat Show Party on Feb 13th. and Comedy Nite Featuring National Touring Comedian David Graham on the 21st as well. Other events will be added to the line up as well so please keep posted to River Bills for any and all updates.

The News From Lakeshore

As we end 2009, the Mississippi dealt one more blow to the ‘hood. Apparently, spring AND summer AND fall floods were not quite enough for Mother Nature this year.


After bitterly cold temps over the weekend, the river froze over for a few days. Overnight, we got 3 inches of rain so we awoke at 6AM on Christmas Eve to the loud sounds of the ice breaking due to a rise in the river. As we turned on the spotlights, we watched the ice crunch 7 boat docks and 3 boats, wiping clean the shore at our end of the river.


The neighborhood rallied to spend much of the day trying to rescue the 3 boats which broke loose and were trapped in the ice (yes, it was lesson for the hunters who gambled on leaving them in thru the rest of the hunting season). Midday, there was a second ice break which was caught on video. Awesome!

Missourians Can Celebrate An Environmentally Cleaner 2009...............

In a news report on infozine.com.................  The Missouri Department of Natural Resources states that 2008 was a banner year for Missourians.  Several projects have reduced the amounts of hazardous chemicals that get into Missouri's air, land, and water.  

The DNR teamed up with the Center for Safe Schools, and the Missouri Department of Elementary and Secondary Schools to get rid of dangerous and outdated instructional chemicals.  So far, the dept. has accepted 221 schools into it's program, and has taken care of 53% of them............

Other projects cover a broad swath.  From the e-cycle program addressing the electronic waste disposal, and the search for lead contamination, to the new surficial maps showing sinkholes in the St. Louis area, it is just the tip of the iceberg................

Students Have Summer Jobs With The Corps Of Engineers................

In a news article on southernillinoisan.com..................  The U.S. Army Corps of Engineers has announced that they are accepting employment applications for Rend Lake park management.

Applicants must be enrolled, or accepted in a degree program, and taking at least a 6 hour course load the semester prior to employment.  A 2.0 grade point average must be maintained.  The employment period will be from the end of the spring semester, and conclude with the start of the fall semester.  Pay will be $10.43/hour for the 40 hour per week jobs.  Nights and weekends may be included in the schedules.

Employment opportunities will be in the areas of public relations, visitor assistance, environmental and facilities management.  Application deadline is February 6, 2009.  Applications may be delivered or mailed to:

   EPA Wants Mississippi River Safe For Swimmers..................

According to a news article in the Southeast Missourian................ the EPA has sent a letter to the Missouri Department of Natural Resources telling them to re-examine its "recreation use" designation for the Mississippi River stretching from the Meramec to the Ohio River.

The federal Clean Water Act presumes that rivers, streams and lakes should be clean enough for swimming.  If the water is not safe enough foe swimming... then the law allows for a state to show why it is not possible to make the water clean.

Early next year the Department of Natural Resources will recommend that the state Clean Water Commission change the Mississippi's designation from "secondary contact" recreation to "whole body contact."  Secondary contact is a a standard that covers boating, fishing and wading.  

The most important measure of the water for human contact is the level of E. coli.  E. coli is a bacteria found in human and animal waste that gets into the river in the discharge from sewage treatment plants and in runoff from areas where animals graze.

The new change in the law would require sewage treatment plants along the Mississippi River to make expensive upgrades.

Cleaning Up the Ohio River..................

According to a news article in the Kentucky.com................ The federal government and six states will work together on a program aimed at cleaning-up about 475 miles of the Ohio River that is sometimes not safe for swimming because of sewage.


More than 14,000 water samples were analyzed by the The Ohio River Valley Water Sanitation Commission.  The water samples were taken in an area stretching from Pittsburgh to Cairo.  Almost half of them contained high fecal counts after heavy rains along.  

Heavy rains can cause water flows to exceed the capacity of treatment plants, thus flowing untreated waste into the river.  Additional problems come from runoff from farms and slaughterhouses, and factories. Untreated sewage can contain harmful pathogens, including E. coli and salmonella.

The Ohio River is a source of drinking water for nearly 3 million people and is a major transportation route and a place of recreation.

"The commission is working with the U.S. Environmental Protection Agency and Illinois, Indiana, Kentucky, Ohio, Pennsylvania and West Virginia to develop a remediation plan required to meet water quality standards of the federal Clean Water Act."

Little John's Motorsports Update..................

 

Hi All

 

Some of you have heard a little about our teams mystery project. A few have figured out what it is that we are building. Every year, about this time, we come up with some kind of project. When work is slow, and money tight, with the times, we keep busy doing something. 

 

WE HAVE A LOT OF SEGRAMS VO IN THIS ONE.

 

A big problem that we have had, is that when we travel long distances, we haul as little as we canto save fuel, but still have everything we need to do it right.

 

This means that, a lot of times we have to rent, or barrow, a tow vehicle to get in and out of the water.

With the help of MIDWEST RECYCLERS, we have solved this problem.

They have given us a very nice car to cut up, and make a self powered trailer.

The first problem that we had, THE CAR WAS TO NICE TO JUST CUT UP.

 

How can we keep the heat, air, stereo, great look, (not one dent) and still get it in the trailer??? This is where the VO comes in.

 

As you can see in the pictures, that we have taken in progress, the whole thing slides together, and will fit in the trailer.

With the push of a lever, the unit will slide apart, and make a comfortable, good looking ride around the track.

 

Just about all of the rough work is done, and we did a test ride to see if it would work.

I DID WONDER ABOUT THAT!!!!!!!!!!!!

 

Now, we are down to painting ( purple of course) putting interior back, and a lot of shiny stuff.

 

We now have a vehicle that can do anything we need around the track, OR MY WIFE TERRIE can take the grand kids to church YEA WE DID GET MARRIED.

We call this our wedding present to each other. (well kinda)

 

Seriously, A lot of people have helped us do a lot, to get where we are. With out this help, we would not be here.

This year we are #2 in the nation, and Ashly is the youngest licensed PRO driver in the world.

If the economy permits CAN WE BE #1 ?????????

2008 Hannibal Flooding Price Tag ....$700,000

According to a news story on KSHB-TV.............  This year's flooding of the Mississippi River at Hannibal, Mo will cost the city more than $700,000.  The city is looking for help in paying the tab for fighting the flood, cleanup and repairs.

The Federal Emergency Management Agency may reimburse the city for some of the costs and the city plans to turn to the state for financial assistance.

Port of Dubuque, Iowa.... Mississippi River Ice Fest

 

 

According to a news story on THonline.com.......The National Mississippi River Museum & Aquarium located Dubuque will host its 2009 Ice Fest on  Jan. 10th through Jan. 25th.


The annual event has been named the Iowa Tourism Federation's 2008 Event of the Year.  It will feature activities, educational programs and special guest appearances with emphasis on the positive side of winter, ice and snow. 

 

Look for a chili cook-off, ice sculpting, a guest appearance by Curious George, special winter-related videos including historic footage of Mississippi River ice-harvesting, snow and ice sculpting, ice-harvesting demonstrations and more........

Our Pictures of the Day..... are a couple of shots of "Ice Pancakes" on the Missouri River. 

 

The 1st shot is a picture looking downriver from the I-370 Bridge and the 2nd shot was taken at Blanchette Landing Park in St. Charles looking towards the sand company on the St. Louis County side of the Missouri River..

 

Surprisingly....the channel of the Mississippi River was pretty much ice free yesterday afternoon near the Two Branch Island area, while the upper end of the Dardenne Slough was almost solid ice.

Hydrokinetic Turbine Installation Commences On Mississippi River..................

In a news article on twincities.com................  Just downstream from Lock and Dam #2, an experimental turbine is being installed.  Suspended below an anchored barge, the turbine is expected to generate 35 kilowatts, supplementing the existing 4.4 megawatt hydroelectric plant. 

The turbine has three 12-foot blades that spin at 21 revolutions per minnute. The National Park Service has voiced concerns that fish could be ground up by the turbines whirling blades, but given the large blade size, and slow speed, in is not for certain that fish will have a problem. 

The Hastings Public Works Director stated that a fish survivability study is in the plans.

Non-Resident Fishing And Hunting Permit Prices To Increase...........

In a news report from bnd.com...............  The Missouri Conservation Commission announced that "non-resident" hunters and fishermen will be paying more for permits.  Missouri residents, however, will not face the permit rate hike.  The rate hike is scheduled to begin on July 1, 2009.

A Missouri Conservation Department press release cites the economy as the main reason for eliminating the resident permit price hike.  The economy is worse off than when the price hikes were proposed.  The hope is that Missouri hunters, trappers, and fishermen will be better able to get through the economic crisis.................

Winds and Swift Current Stopped Yesterday's Delaware Crossing............

According to a news story on pennlive.com.............  a swift current and strong winds stopped the George Washington re-enactment crew from crossing the Delaware River yesterday afternoon by boat. Instead they marched across a bridge from the state of Pennsylvania into New Jersey.

It was the 56th annual re-enactment of George Washington's daring Revolutionary War, Christmas crossing.

Barge Strikes Ohio River Bridge.........

According to a news story on the Local12.com .......The Carroll Cropper Bridge was shutdown Christmas morning after four barges came loose from a tow, one of them striking bridge pier.

 

The bridge carries Highway I-275 traffic over the Ohio River between Indiana and Kentucky.

Canoe The North Branch of the Chicago River on New Years Day..............

In a news article from Evanston Review.............  a 23-year ritual for Ralph Frese and his wife Rita, canoeing the North Branch of the Chicago River. It started out as recreation for the two and now its a New Year's Day tradition for over 200 people.

The Forest Preserve of Cook County now sponsors the New Year's Day paddle.  They have installed a boat ramp and provide shuttles and portable toilets.  Its part of a statewide waterways trail project that the Illinois Department of Natural Resources is developing.

Man Threatening To Jump Into Missouri River Talked Down.....................

In a news report on stjoenews.net..................  St. Joseph Police Officers were able to talk an emotionally disturbed man out of jumping off of a riverbank ledge into the Misouri River.  Police were called out at 4:20 pm Christmas day to Old Riverfront Park.  There the officers found a man in his 20's, threatening to jump into the river.

One of the first responders was trained in crisis negotiations.  While he started communications with the jumper, other officers, and firemen prepared for a water rescue if the worst happened.  The Missouri State Water Patrol was contacted, but the nearest responder was in Independence, Mo., about 2 hours away.

River Ice ....................

The Friends of the Mississippi River website has an interesting article on the formation of River Ice. 

According to the article, river ice is different than lake ice.  In a lake, the water just sits there and freezes. Making ice out of river water is a bit different because its made on the run.  Since the water is on the move, just like river boaters, large sheets of ice can't form.

When the water temperature drops below freezing, ice crystals form, but the river's current prevents them from joining together and forming sheets of ice.  The river water becomes sort of like a slurpee at this point..

When the temperature falls further, some of the slurpee chunks freeze together and form ice pancakes. The ice pancakes are most often round with raised edges because they continually bump into each other. At this point the river is filled with ice pancakes and river slurpee.....still on the move south towards warmer weather.

In extreme cold, the ice pancakes and the river slurpee freeze up into one solid chunk, but be warned ......the thickness varies. The ice may be thick enough to support the weight of a human in one place and only and only one inch thick just a few feet away.  

"River ice should never be considered safe!"

RiverBill says... I just called the Winfield Ferry office and the recording stated that the Golden Eagle Ferry is closed and the Winfield Ferry is open.

Christmas Tradition Alive and Well On The Mississippi....................

A photo on nola.com.................  In the parishes of St. James and St. John the Baptist, Louisiana families built tepee-like forms atop levees along the Mississippi River.  They then burned them to the ground according to tradition.........

In a news report on 2theadvocate.com............  Almost 120 bonfires were burned atop levees, between New Orleans and Baton Rouge, in a tradition going back to the 1880's.  It is believed that the fires originally were to guide parishioners to church services.  It is also believed that the fires are a beacon for Ole St. Nick.  Some of the crowds believe the bonfires symbolize the end of this year, and a fresh start for the next...........

According to a news story in the Times-Picayune............. The RiverBarge Excursion Lines Inc. will not operate inland river cruises in 2009.

High operating costs and poor bookings caused the company to cancel the entire year's cruises.

U.S. Marine On Leave Takes A Chilly Dip..............

In a news article from picayuneitem.com.............  25 year old Staff Sgt. Ryan Hoover pulled on his wetsuit, and braved the chill to swim in the Mississippi River at Vicksburg.  Several people reported Hoover to the authorities.  Staff Sgt. Hoover was "rescued" by a private boat when the crew stated that the authorities may apprehend him. 

Hoover states he was training for a future swim across the river.  He did apologize to the members of law enforcement for all the fuss. After being questioned by 2 Vicksburg police officers, and a Warren County sheriff's deputy, he was released.  Federal and local officials state that swimming in the Mississippi river is dangerous, but legal...........................

Also of interest, the Ready's had underreported their income to the feds by over a quarter of a million dollars from '99-'03. 

Jail time was avoided in a plea agreement, as the Readys agreed to repay hoodwinked customers, cooperate with the IRS, and serve 2 years probation.....................

Amren U.E. Announces Annual Lowering Of Lake Of The Ozarks Will Begin Soon............

In a news report on ky3.com............  Dock owners may want to take action to protect their docks from lower water levels and winter weather coming soon.  Amren lowers the water level by several feet each year to prepare for flood control during the rainy season.  The lowering is slated to begin January 1, 2009. 

They are aiming for a level of 654 feet, above sea level.  Lake elevations to 651 feet are attainable during the winter.  This is 9 feet below the reservoir's full capacity.  Amren's Federal license allows the water level down to 645 feet during emergency conditions.  Water releases from the Bagnell Dam can occur at any time, but are preceded by a warning siren.  These releases into the Osage River result in rapidly rising water levels, and swift currents.....................

Officer's Family Safe But Home a Total Loss in Fire



In the early morning hours of Monday, December 22, members of the Water Patrol family lost their house and belongings to a structure fire. All occupants of the home of Patrolman Shannon Bledsoe were able to escape without injury. Patrolman Shannon Bledsoe has been with the Missouri State Water Patrol for 13 years. He has been stationed at Lake of the Ozarks and resides in the Linn Creek area with his wife Francis and their children ages 16, 12, 12, and 11. Patrolman Bledsoe is also a Major with the Missouri National Guard and is currently deployed to Kosovo. Emergency leave arrangements are underway to allow Patrolman Bledsoe to return home and be with his family.

Fellow officers, Water Patrol employees, and friends have collected donations to assist the family. In response to inquiries, accounts have been set up for people wishing to make donations for the Bledsoe family. Donations can be sent to the following locations for the "Shannon Bledsoe Benefit Fund":

Inland Flooding Measured By Satellites................

In a news article on sciencedaily.com.....................NASA's TOPEX/Poseidon and the European Space Agency' ENVISAT satellites were used by researchers to document the extent and depth of flooding in North and South America, and Asia.  These measurements can supplement information gathered by the USGS's ground flood gauges. 

This information can help flood modeling by showing the origin and extent of the flood. 

The satellite's signals get skewed by irregularities over rough surfaces.  Scientists use "re-tracking" software to correct this condition.  Scientists from Ohio State created an algorithm that can differentiate between land and water conditions............

Eagle Tours At Pere Marquette Park ............

In a news article in the Alton Daily News........  the free eagle tours at Pere Marquette State Park near Grafton will continue in 2009. 

The Illinois budget cuts have not yet affected the Pere Marquette park....and the park tours are a popular way to see the American Bald Eagle.  The eagles spend a lot of their winter in our near the rivers.

Swing Bridge Sways Toward Demolition............

In a news article from the Star-Tribune........  Washington County commissioners voted for the immediate removal of the crumbling Rock Island Swing Bridge.  The 5-0 vote means that Washington County will team up with Dakota County to remove the Mississippi River span near St. Paul, Minnesota.

The National Park Service has expressed interest in preserving a portion of the western side as part of the Mississippi River Regional Trail, or for other recreational use.  This bridge is within the 72 mile Mississippi National River and Recreation Area.

Demolition could commence as soon as March, unless the N.P.S. is able to find funding for preservation.  Washington and Dakota counties acquired the bridge as a tax forfeited property in 1999.  The counties view the bridge as a liability........

Captain Of Tugboat Testified That He Was Not Present At Time Of Crash......

In a news article on wwltv.com.................  Terry Carver reluctantly testified Thursday even after invoking his Fifth Amendment rights.  Carver was the Captain assigned to the Tugboat Mel Oliver.  The Mel Oliver was involved in a large oil spill in the Mississippi River this past July.

Carver left an apprentice pilot as captain while he headed to Illinois to check on his girlfriend.  Carver also mention that his employer, DRD Towing was aware the apprentice sometimes was the pilot of the ship.  Carver's Coast Guard license was suspended in the '90s for marijuana use.............

Virginia Bennett, The "Harbor Mother"  Has Been On and Along The Ohio River All Her Life.............

In a news report from cincinnati.com................  Bennett began her River career at the ripe old age of 2 1/2.  She had such a good time on the boat, she hid, because she didn't want to leave.  She had many jobs on the River, from tearing off freight bills as a grade schooler, to being a paymaster for the Green Line Steamboat Co.  She also worked on the Delta Queen as an Assistant Purser. 

Her nickname "Harbor Mother" originated from her listening to the crew changes broadcast from the tows, and alerting the loved ones by telephone of the shift changes.  Three years prior to her retirement in 1991, she was a regular contributor to The Waterways Journal.  She penned a column called Cincinnati News. 

All of this, in addition to her work in the proper handling of River artifacts and memorabilia helped her earn a rare honor from the U.S. Coast Guard.  On April 22, 2000, The Virginia Bennett light was erected on the south bank of the Ohio River, near her apartment in Covington..................

Many Levees Will Not Be Repaired in Time For Spring.............

In a news report from The Des Moines Register............ Repair on dozens of levees are behind schedule. The U.S. Army Corps of Engineers had expected to complete needed repairs before years end. Work has been delayed for many reasons, from weather, to archaeological discoveries.

Only 3 out of 38 flood protection projects applied for in Missouri, Illinois, and Iowa have been completed. Status on levees that aren't maintained by U.S.A.C.E is not immediately accessible.

American Indian Tribes Have More Influence On Missouri River Management............

In a news report from the siouxcityjournal.com...........  Bylaw changes in the Missouri River Association of States and Tribes increases the number of tribal representatives from six to thirteen.  Now the 28 Missouri River Basin Tribes are better represented among MoRASTs 7 member states, who have thirteen representatives as well.

Another bylaw change allows Tribal reps to be reimbursed up to $500 for travel to MoRAST meetings............

MoRAST is also looking to review the 1944 Flood Control Act, which did not take anticipate current Missouri River usage.......................

IDNR Accepting Campsite Reservations for the 2009 Camping Season
 


Campers can make reservations by phone, mail, or in person


SPRINGFIELD – Reservations for the 2009 camping season at Illinois Department of Natural Resources (IDNR) campsites, cabins, group campsites and picnic shelters can be made by mail beginning January 2nd and in person or over the phone beginning February 1st, announced IDNR Acting Director Sam Flood.
“Campgrounds at our state parks, recreation areas and state fish and wildlife areas are popular destinations for families, hikers, hunters and anglers,” said Flood. “By taking reservations at the beginning of the year, we ensure there is a campsite waiting for our visitors when they’re ready for a vacation.”

Reservations can be made by mail only beginning January 2nd. Reservation forms and instructions can be obtained from the IDNR website at http://dnr.state.il.us/

Beginning February 1st, telephone and in-person reservations can be made using Visa and MasterCard at the following sites: Chain O’Lakes, Fox Ridge, Jim Edgar Panther Creek (Cabins and Group Camps only), Pere Marquette, Ramsey Lake, Rock Cut, Shabbona, and Sangchris Lake. In-person reservations will be awarded on a first-come, first-served basis. Reservations are not accepted via electronic mail at any site.

A daily lottery will be conducted for mail-in reservations. Up to six mail-in reservations per envelope, per person will be accepted for campsites or shelters. Camping groups may mail more than six reservations per envelope as long as no more than six are for one individual.

Regular campsites and group campsites require a $5 non-refundable reservation fee and the first night’s camping and utility fee at the time the reservation is made. Shelter reservation fees are $25, except on Fridays and Saturdays at Spitler Woods.

Campsites can be reserved for a maximum of 14 nights per 30-day period and reservations must be made at least seven days in advance. Reserved campsites will be held until 3 p.m. the following day, after which time the site will be offered to other campers on a first come first-served basis.

Reservations for the Memorial Day, Fourth of July and Labor Day weekends require a minimum three-day reservation.

Amren U.E. Sued By Corps Of Engineers  Because Of Taum Sauk Breech.....

In a new article from the St. Louis Business Journal............  The U.S.A.C.E. filed suit Dec 12th against Amren U.E. in federal court, in Missouri's eastern district.  The suit states the 2005 Taum Sauk reservoir breech deposited debris and sediment in the Clearwater Lake Reservoir, diminishing its' capacity, as well as its' lifespan.

Amren U.E. states that they have investigated this issue, and have seen no evidence to bolster the U.S.A.C.E.'s claims.  However, Amren had agreed to pay Missouri almost $180 million in damages to "clean up" the worst man-made disaster in state history...........

Hey, we just wanted to thank you for all the publicity your website has given us on this trip. It is ending here, for now, as the ice has told us to stop in St. Charles, MO. River History...... 1915 Picture Archives from the On-line Alton Telegraph

   Featured in the December 20, 2007 edition of the Alton Telegraph  is a river postcard from 1915 that has a picture the Mississippi River frozen solid. 

   The picture is of the Alton riverfront.  Boats were frozen solid in their slips, the fish markets were closed down ....and....all river activities, including shipping, came to a halt.

Update on Minnesota Train Wreck.................
   Crews Remove Locomotive From Mississippi River..............


In a news article follow-up from weau.com........ The locomotive that plunged into the Mississippi River during a collision last week has been removed. After being dragged up the embankment, the locomotive will be cut up for scrap.

Wednesdays accident caused 25,000 gallons of liquid fertilizer to spill into the river. State and railroad officials are observing the environmental impact on the site.

River Minnows On Antidepressants.......

According to a news story in the StarTribune.com from Minneapolis - St. Paul, Minnesota....... some of the drugs that humans take, flow through the body into the toilet.   That means the drugs eventually end up in out rivers and lakes. When you multiply it by millions of people......tons of diluted, biologically active drug residues end up in the water we drink.

 

St. Cloud State University's aquatic toxicology lab has been studying the effects of pharmaceuticals on fathead minnows for several years.  Research has shown that minnows exposed to antidepressants become "more laid back."  This is not good for their survival because they could be eaten by larger fish before they try to escape.

This is me on the Meramec in Fenton near our house. I'm on a 20 year old "Sail-board" that I found at a second hand shop. I may even take it up on the Mississippi this summer. As expensive as gas is, I'm sure glad to have water-toys that don't use any. I'm starting to see more kayakers than powerboats some days.

Miss Florida was on my boat! Parade Boat #43.
A Brand New 124 foot Skipperliner "PRINCESS LADY"
I was told the parade will be televised Christmas Day along with some of the other parades.

Minnesota River Bluff Given To Conservancy

According to a news story on nbc15.com ..... An 83 year old retired school teacher from Winona, Minnesota man has donated a 20-acre bluff that overlooks the Mississippi River to the Mississippi Valley Conservancy based in La Crosse, Wisconsin.

The bluff is located near Fountain City, Wisconsin and is open for hiking, hunting, trapping and other public uses. The conservancy will attempt to restore habitat on the land for the endangered peregrine falcon.

No Fish Kill Reported From Train Collision ....

According to a news story on NBC.com ..... there is no evidence of a fish kill from the southeast Minnesota train collision where liquid fertilizer leaked into the Mississippi River.

Two railroad cars to overturned in Wednesday's collision and slide down an embankment.   The wreck put about 25,000 gallons of the fertilizer into the river.
Seven of the railroad cars are still at the wreck site and  all the liquid fertilizer has been pumped out the cars.

Water quality tests are scheduled .

Robert E. Lee Riverboat is Sold....

   According to a news story on bnd.com ..... the Robert E. Lee riverboat / restaurant has been sold to a Collinsville, IL man for $200,000. 

Steve Petroff, owner of Petroff Trucking Co., purchased the riverboat for $200,000. Ritchie Bros. Auctioneers valued the vessel at $2.2 million when they put it up for auction this past Friday.

Mr. Petroff plans to return the riverboat / restaurant back to the St. Louis riverfront where it was once a popular floating restaurant.

 


The steamboat replica was built on the hull of an old U.S. Army Corps of Engineers boat
by the James B. Eads Corp.  It arrived on the St. Louis riverfront in 1970 and remained on there until it was severely damaged by the 1993 flood.

   Because of the unavailability of tents, the army housed the regiment in "quarter boats" moored on the banks of the Mississippi river near the intersection of Chambers road and Riverview Drive near the "Chain of Rocks.

Northern Illinois Ice Fishing Report .........

According to a news report on the Prairie States Outdoors ...... the cold weather in northern Illinois has been good news for the ice anglers.

The most reliable and safest ice fishing is reported to be in the northern one third of the state, although Lake Michigan is not yet safe because it has just skim ice.

 

Ice anglers are hitting the ice on the Mississippi River in Pools 9 to 15.

In a news report in the Maritime Reporter........The captain of the Mel Oliver is scheduled to testify when the U.S. Coast Guard resumes its public hearing on the July 23collision between the towing vessel Mel Oliver and
ship Tintomara.
 

 

Neither the captain of the pushboat Mel Oliver nor the executives of the towing company testified in the earlier hearing.


The accident caused an oil spill of 280,000 gallons of oil into the Mississippi River in New Orleans.

HELLO BILL,

 

I WAS GOING THROUGH SOME PICTURES I TOOK EARLIER THIS YEAR AND CAME ACROSS A FEW THAT WERE TAKEN IN SEPT.

 

WE WERE ANCHORED ON ANCHOR YANKERS ISLAND. AROUND 8 AM I LOOKED OUT THE WINDOW DOWN RIVER TOWARDS IOWA ISLAND AND NOTICED SEVERAL OBJECTS IN THE RIVER COMING UP RIVER AGAINST THE CURRENT TOWARDS THE BOAT, I COULDN'T FIGURE OUT WHAT IT WAS SO I GOT THE CAMERA AND GOT SEVERAL PICTURES. COMING TOWARDS THE BOAT AGAINST THE CURRENT SLITHERING BACK AND FORTH REALLY GOT MY CURIOSITY GOING, THEY ACTUALLY MOVED UP UNDER MY ANCHOR LINE BEFORE I FIGURED OUT WHAT THEY WERE.

 

THE WIND AND WAVE ACTION BLOWING UP RIVER CAUSED THE FOAM IN THE RIVER TO FORM AGAINST THE END OF THE ISLAND AND WHEN THE WIND CHANGED THEY MOVED AWAY AND THEN THEN THE WIND PUSHED THEM UPSTREAM TOWARDS THE BOAT. THOUGHT YOU MIGHT BE INTERESTED. YOU WOULD HAVE HAD TO SEE THIS IN MOTION WITH THE WIND AND WAVE ACTION.

Small barge sinks at Melvin Price Locks and Dam

 

          St. Louis - A small barge that was a support vessel for Dredge Dubuque sank
yesterday below the U.S. Army Corps of Engineer’s Melvin Price Locks and Dam near Alton, Ill. Dredge Dubuque is a small cutter head-type dredge from the Corps of Engineers’ St. Paul District. There were no personnel aboard the dredge or barge at the time of the sinking.


          Dredge Dubuque arrived at the Melvin Price Locks and Dam Monday, Dec. 15, to
winter over inside the land side guide wall area downstream of the locks and dam and was moored there when this happened.


           Three work pontoons also broke loose and were recovered by personnel from the
Melvin Price facility. These same personnel also removed four floating barrels from the
water.


          A small quantity of oil created a sheen of about 1500 square feet. It was quickly
surrounded with floating absorbent booms available for that purpose by Melvin Price
personnel. The U.S. Coast Guard, which along with the EPA and Illinois EPA was called to the scene, estimates that a maximum of 40 gallons of oily material may have entered the water, but it was contained.


          The St. Louis District is sending its floating crane Sewell to the site today to support recovery operations. Divers are being dispatched from St. Paul to assess possible damage to the 20 by 60 foot barge and to begin plans to raise it safely. They will be ready to dive as soon as Friday, weather permitting. There is no anticipated environmental damage from the incident.

Canadian Pacific Locomotive Plummets into Mississippi, Clean-up Continues...............

In news articles from from wbay.com and postbullitin.com ................2 Canadian Pacific trains collided in a switching station in southeastern Minnesota on Wednesday. Two tanker cars were reported to be leaking fertilizer into the Mississippi River.

One of the cars hit a 1000 gallon propane tank, causing a leak. One of the locomotives toppled into the Mississippi River. It is reportedly leaking diesel fuel into the water. The engine is slated to be removed Saturday............

More Stringent Rules for Mississippi River Water Quality..............

In a news article from STLtoday.com.........The EPA states new water quality standards are needed for 165 miles of Mississippi River along eastern Missouri. The question is how much of the river should be designated as for recreational use.

The "recreational use" designation carries more strict water quality standards. The areas in question are a 1.3 mile section from lock and dam 27 to north Riverfront Park; and a 164.7 mile stretch from the Meramec river to the Ohio river.................

Coast Guard DART delivers fuel to drinking water pump station


OQUAWKA, Ill. - Coast Guard Disaster Area Response Team crewmen (from left) Petty Officer 2nd Class Jeff Terry and Petty Officer 3rd Class Joel Bradley, from Marine Safety Detachment Cincinnati, provide diesel fuel to workers to keep a generator running at a water pumping station.

The water pumping station provides approximately 40,000 people in local communities with drinking water. DART crewmembers delivered more than 900 gallons of fuel to keep the generator running.

 Coast Guard finds no discrepancies during Operation Big Tow's initial phase



ST. LOUIS - Personnel from Coast Guard Sector Upper Mississippi River have contacted and safety-checked more than 74 towing vessels and examined 310 mariner licenses and have found no discrepancies in the early phases of Operation Big Tow in the upper Mississippi River region.

Operation Big Tow, a national initiative that began in the upper Mississippi River region Saturday, is using safety spot checks, vessel and operator credential examinations, and company audits to ensure towing vessels are being operated safely and are manned by properly licensed individuals. To minimize the impact to vessel movements or the flow of commerce, the Coast Guard is working with industry and towing vessel operators to conduct examinations at locks and dams, while vessels are tied up pierside, or through other methods that allow examiners to check licenses and conduct safety checks with minimal impact.

"We are extremely pleased to report that we have not found a single person operating without a license on the upper Mississippi and southern portion of the Illinois River," said Lt. Rob McCaskey, Sector Upper Mississippi incident management chief.

Operation Big Tow was implemented in response to an incident in New Orleans in July in which a towing vessel and a tanker collided, spilling approximately 280,000 gallons of #6 fuel oil into the Mississippi River. Coast Guard investigators determined that the individual at the helm of the towing vessel improperly licensed.

Summary : 

Victim was a passenger in a vehicle that spun into the I-70 bridge in the East bound lane due to icy conditions. While outside the vehicle the victim jumped from the bridge to avoid on coming traffic. Marine units from Missouri State Water Patrol and Boone CO Fire searched the river for a 5 mile area. Recovery efforts will resume morning hours of 12/17/08. 12-17-2009 - Recovery operations have concluded for the day with no results. Officers will return on Thursday morning, weather permitting.

For a potentially lifesaving gift this year, consider buying and registering a 406 MHz Emergency Position Indicating Radio Beacon (EPIRB). As of February 2009, older beacons that transmit only an analog signal (121.5 or 243 MHz) will no longer be "heard" by search and rescue satellites. This presents the opportunity to help your family or friends make the switch to 406 MHz with a great gift idea.

"A properly registered EPIRB takes the search out of search and rescue," said Sandy Needle, Coast Guard Search and Rescue controller, Sector Los Angeles-Long Beach.

A life jacket might make an inexpensive gift idea. The value of a properly fitting life jacket can't be overstated. There are a wide variety of life jackets that serve the demands of every on-the-water activity. Whether the gift recipient is an off-shore boater, coastal kayaker or inland canoeist, there's a comfortable, easy-to-wear life jacket to meet their needs.

Other gift suggestions might be:

* Signaling kit (mirror, flares, whistle, lights, and an air horn, preferably with a pump)
* Nautical charts
* Submersible, hand-held VHF radio
* Dry/Wet Suit
* Neoprene gloves
* Compass
* Life raft
* First aid kit

Some valuable gift ideas don't cost anything but time. You could schedule a free vessel safety check with the local Coast Guard Auxiliary or Power Squadron. Another option might be to sign your family or friends up for a boating safety course. Course topics include basic boating knowledge, laws, navigational rules and problem solving.

River Collision Hearing Continues.........

In a news report from theadvertiser.com........A Coast Guard hearing into the July collision will resume Thursday in New Orleans. The hearing originally started in August of 2008 and ran through November.  The agency could not obtain testimony from several key witnesses

 

The incident in question involved a towboat and an ocean-going tanker. The result of the collision was the spillage of approximately 283,000 gallons of oil. This incident also caused the closure of almost 100 miles of the Mississippi river near New Orleans.

Protection for Southeast Louisiana Against Rising Sea Levels Will Be Costly and Delay Will Add Costs ............

In a news article from the Times-Picayune...........Dredgers are creating new barrier islands to protect Louisiana's central coast from rising sea levels, and storm surges . These barrier islands, in conjunction with raising facilities, and levee construction are the main tools to protect the gulf coast. Another tool under consideration is altering the course of the Mississippi river.

These countermeasures are quite expensive. Current levee projects are already in the billions of dollars, and the additional protection needed for future climate change only adds to the bottom line..........

I am originally from Louisiana, Mo., but lived in Panama City, Fla and found Sydney at the humane society. She was 5 wks. old and had been scalded with boiling water across her shoulder. She has always loved boating, and everyone. Many will remember her from past parties at the "Tiki Bar" at the Lighthouse, and from the sandbars. She just turned 17 and hopes for another great party on the river in 2009!

I am trying to figure out how to get a new motor, in the house, on new white carpet, under the tree, getting a picture, on River Bills, with out Terrie knowing about it !!!

With the Year End, it's Time for the Waterway Events Annual Review.............

 

According to a news report in this week's Waterways Journal..... 2008 has been a year of change, although it will be into 2009 before some of these changes will come into effect. Whether it is towboat designs, inspections, or appropriations for infrastructure, change is coming.

Something significant on the realm of boat builders is Steiner Shipyard's Frank T. Stegbauer. This 3200 hp tow, built for Southern Towing, is the first ever built with "Z" drives, in which the props and nozzles can be rotated in 360 degrees, thus rendering rudders obsolete.

Mississippi River Gulf Outlet OK'd.............

According to a news article on WDAM.TV..... the US Army Corps of Engineers has OK'd the building of a 950-foot-long barrier across the Mississippi River-Gulf Outlet. It is the last step in closing the outlet and the structure at would end navigation on the shipping channel shortcut from New Orleans to the Gulf of Mexico.

 

The Gulf outlet was blamed for some of the flooding during Hurricane Katrina

The US Army Corps of Engineers reported that the barrier should be complete by the part of next year's  hurricane season.

Study of Tank Barge Emissions .............

According to a news article in this weeks Waterways Journal.....
A study has been  commissioned by the Louisiana Department of Environmental Quality to determine actual measurements of tank barge emissions and is due out in early 2009. 

 

Infrared cameras were used to capture the first images of emissions leaking from from tank barges back in 2005.  Its never been determined ...."How much" of the volatile organic compounds are being emitted into the atmosphere. 

This study, with actual numbers,  is expected to be released in the first quarter of 2009. It is currently undergoing scientific review by the EPA, and the State of Louisiana.

Great Lakes Carp Barrier OK'd For Use.............

According to a news article on Freep.com..... the US Army Corps of Engineers has OK'd turning on the electrical barrier in the Chicago Ship Canal that is designed to keep the Asian Carp out of the Great Lakes.

 

A group of U.S. senators and representatives recently wrote a letter to the US Army Corps of Engineers demanding answers as to why the electric barrier that was built in 2006 had not been turned on. 

 

The Coast Guard has now given it the green light to start using the electronic barrier. 

The agency only wants to operate the barrier at one fourth of capacity, but biologists say that will not repel all sizes of fish in the canal..

 

 

After a 2 1/2 year study not all safety questions have been answered and the Coast Guard and the U.S. Army Corps of Engineers plan more safety tests this coming spring.

New Exhibits, and Name for the Paducah River Museum...............

According to a news article in this weeks Waterways Journal.....
With the splash of champagne, the Paducah River Museum became the River Discovery Center. This rechristening in addition to three new high-tech exhibits is just the beginning in a 3-5 year plan to add at least 30 more exhibits and an aquarium.

The high point was the introduction of a high tech simulator, giving the operator an idea of piloting three very different vessels...... a swift responding speedboat, a Coastie vessel and a tow, complete with a barge
