A "Historical Graph" of the   Water Temperature of Alton Pool from Jan 2004 until May 2005.     

   

    So when will the water get warmer ?  It is getting warmer each week until a peak temperature is reached sometime in mid - July.  It should get to be about 80 degrees if this year is anything like 2004..

   What was the average temperature last summer ?   The average at Winfield was 77.2 degrees and at Alton it was 80.4 degrees for the months of June, July and August.

Illinois River Is Open, But With No Wake Restrictions...........................

In a news story from centralillinoisproud.com............. While the Coast Guard has opened the Illinois River For recreational boaters this weekend, there are restrictions. No wakes.

The Illinois River is still above the 18 foot flood stage, but water levels are dropping.

Tiffany Drum, manager of East Port Marina states that they are not alarmed about the possible financial losses due to the high water, and with a bit of nice weather, they will be able to recoup some of those losses..............

Work To Close Mississippi River-Gulf Outlet 87% Complete.................

According to a news story from wdsu.com.............. Any navigation along the MRGO is hazardous, as the closure nears completion. So far, nearly 350,000 tons of rocks have been used in the construction of the barrier, bringing the top of the closure to just below the waters surface.

The barrier is 450 feet wide at the base, and 12 feet at the crown, and carries an eight foot top height.

After the barrier is completed, future projects will include restoration of the coastal wetlands, shoreline protection, re-construction of barrier islands, and diversions of freshwater from the Mississippi River............

Tennessee Man Takes First Place in Walmart Bass Fishing League All-American.............

According to a news report from flwoutdoors.com........... Adam Wagner from Cookeville, Tennessee took first place when the Walmart BFL All-American tour dropped in on the Mississippi River at Davenport, Iowa. This acoplishment earned Wagner a $120,000 payday.

Co-angler honors were taken by Jade Keeton, of Florence, Alabama, who caught a paycheck for $70,000.

According to a news story from bassfan.com.............. Responding to grassroots consumer and dealer sentiments, Brunswick has announced that it is expanding their payment assistance program to cover twelve lines.

This program will make up to 9 months worth of boat payments if you loose your job within 12 months of purchasing your boat.

The promotion includes Cypress Cay, Palmetto Pontoon, Harris FloteBote, Kayot, in addition to some models of Crestliner, Lowe, Lund, and Triton aluminum boats. The original brands in the promotion were Bayliner, Maxim, and Trophy.

   Levels Of Toxins In Fish, From Coal Ash Spill, Generally Safe..........

According to a news article from macon.com............... The toxicity results are in on fish caught after the December 22 coal ash spill at the Tennessee Valley Authority's Kingston Fossil Plant, near Knoxville.

The Tennessee Department of Environment and Conservation (TDEC) report states that no changes in the consumption rules for fish caught in the Emery, or downstream Clinch Rivers are in order. This study was conducted in an EPA certified laboratory.

An independent study by the Appalachian Stake and Wake Forest universities stated that their study showed elevated levels of toxins, especially selenium...............

   Narrow Bridges Linking Mo. And Ill. May Be Safer Soon............

 

According to a news report from wifr.com................  Illinois State Representative, Ron Stephens (R), has put forth an effort to improve the safety of two narrow bridges that span the Mississippi River at St. Louis.

Thursday, the Illinois House voted unanimously for the Illinois Department of Transportation to consider the installation of cross-over barriers along the McKinley and Martin Luther King bridges. 

Since 1998, 13 have perished in accidents on the MLK bridge, and 5 have died on the McKinley bridge........

In this photo released by the Coast Guard, six men are rescued off their capsized vessel by a 47-motor lifeboat crew from Station Cape Disappointment, Wash., and MH-60J rescue helicopter crew from Group/Air Station Astoria, Ore., two miles from the mouth of the Columbia River around 10 a.m. Friday, May 29, 2009. The vessel was located with the help of the Coast Guard's Rescue 21 communication system. (

Coast Guard reopens Mississippi and Illinois rivers to recreational vessel traffic
 

 

ST. LOUIS — The Coast Guard has re-opened the Mississippi and Illinois rivers to all recreational vessel traffic.

It is requested when transiting on the Illinois River between Beardstown, Ill., and Kingston, Ill., to proceed at the slowest safe speed to minimize wake damage.

"The summer is fast approaching us and I wish everyone to be safe on the waterways and always remember to wear your life jacket," said Capt. Steve Hudson, commanding officer of Coast Guard Sector Upper Mississippi River.

Free Fishing Days June 5-8 Features Special Events


Illinoisans can give fishing a try – No license needed during Free Fishing Days


SPRINGFIELD, IL – The 2009 observance of Illinois Free Fishing Days on June 5-8 will feature special events throughout the state promoting fishing and encouraging would-be anglers to give fishing a try. Parks and recreation districts, youth and civic organizations, fishing clubs, and other groups have scheduled fishing derbies, clinics, and other events during Free Fishing Days.


Free Fishing Days allows anyone to fish without the need for a fishing license, inland trout stamp, or salmon stamp during the four-day event each June.


"Fishing is a great opportunity for families to get together and enjoy the outdoors, and it is one of the most relaxing ways to spend time outside in Illinois,” said Illinois Department of Natural Resources (IDNR) Director Marc Miller. “Free Fishing Days provides everyone a chance to go fishing and experience the fun. We hope that when people give fishing a try, they’ll be hooked.”


A number of organizations throughout the state plan special events during the annual Free Fishing Days weekend and at other times during the spring and summer. While anyone can fish without a license during the four days of Free Fishing Days, anglers fishing in fishing derbies, fishing tournaments, and other special events held prior to or after Free Fishing Days are required to have a fishing license, unless they are otherwise exempted.

   Lock and Dam No.1 Leaking, Moved Up To 2nd On Safety Priority List...


In a news report from wcco.com............. The U.S. Army Corps of Engineers has made the statement that the Ford Dam, or Lock and Dam No.1, could be unsafe. Dam inspectors believe that water is seeping under the 90 year old structure.

Since the dam has the potential to fail, it has been placed in the second highest safety risk category. Corps engineers state that the Ford Dam is an old design, that is no longer in use.

The Corps states that soil studies are underway, in order to answer the seepage questions...

   Red Wing's Lock And Dam No.3 Gets Stimulus Funds,


According to a news story from republican-eagle.com................. The Feds have granted stimulus money to the tune of $70 million to make safety upgrades to Lock and Dam No. 3 in Red Wing, Minnesota. Safety improvements are needed, as Lock No 3 has been the site of over 100 barge accidents.

The most significant portion of the project is on the Minnesota side, where the concrete guide wall will be extended by several hundred feet. The Wisconsin part of the project will involve the raising and strengthening of the earthen embankments. The embankments are intended to act as stair steps, and keep water in the channel.

The project plan is under fire from the Wisconsin Department of Natural Resources, as it has no provisions for improved fish passage around the dam................

According to a news report from artdaily.com.............. The new exhibit at the Smithsonian's National Museum of American History, "On The Water: Stories From Maritime America" takes visitors on an exploration of America's rich maritime heritage.

Divided into seven sections, the exhibit explores maritime life from the 17th century, to present.

The scope of the exhibit reaches from the inland waterways, as well as the Atlantic and Pacific oceans, as well as the Gulf of Mexico................

ALL VESSELS ARE PROHIBITED FROM PUSHING INTO OR LAYING UP ON LEVEES BETWEEN MM 134 - 134.5 ILR AND ARE REQUESTED TO TRANSIT THESE ZONES WITH CAUTION AND AT THE SLOWEST SAFE SPEED TO MINIMIZE WAKE DAMAGE ESPECIALLY BETWEEN MM 79.0 - 138.0 ILR.

Missouri State Water Patrol K-9 Unit Takes 2nd Place in Narcotics Detection Competition



The Missouri State Water Patrol took second place overall during an April 23rd competition testing the skills of K-9 teams from four states. The 2009 Detector Dog Competition, held at the Von der haus Gill Police K-9 Academy in Wapakoneta, Ohio, brought together police K-9 units from Indiana, Missouri, Ohio, and Pennsylvania. The Missouri State Water Patrol K-9 "Laky", a 4-year-old German Shepherd, and his handler, Patrolman Ryan Zeller trained and competed in the three-day event. There were two days of training with numerous narcotic hides in vehicles, buildings, lockers, luggage and outside areas. The competition was held on the final day and tested the abilities of handlers and K-9's to pinpoint the exact location of hidden narcotics. According to Patrolman Zeller, "Laky did very well and came in 2nd place overall, losing by 1 point. Hopefully, we will be returning next year in an attempt to bring the title back to Missouri!" Patrolman Zeller and Laky are assigned to Table Rock Lake

The Missouri State Water Patrol's K-9 Division currently consists of six K-9/handler units posted throughout the state. The units are certified in narcotics detection, tracking, obedience, and officer protection. They are a tremendous asset in providing service to the state of Missouri.

IDNR Announces Third Consecutive Memorial Day Weekend Without a Reported Water Fatality

Enforcement efforts, increased public safety awareness both key factors in safe holiday weekend


SPRINGFIELD – For the third consecutive year, residents and visitors enjoyed a fatality-free Memorial Day Holiday weekend on public waters in Illinois. The Memorial Day holiday weekend is considered the unofficial start to summer, and the official start of the boating season throughout the country.

The last Memorial Day weekend fatality in Illinois happened in 2006 when two deaths occurred on Illinois public waters, one in Kendall County, the other in Sangamon County.

“Three straight years without a fatality over Memorial Day weekend is great news. I hope it becomes an annual message to share,” said IDNR Director Marc Miller. “I want to commend our Conservation Police for their daily efforts to keep people safe and thank the public for largely acting responsibly on the water this past weekend.”

Over the three-day holiday weekend, the Illinois Conservation Police issued 806 citations and more than 1,100 warnings to boaters. Other detailed enforcement statistics are below.

The 2008 Memorial Day weekend saw Conservation Police issue 566 citations for various violations including 12 instances of Operating Under the Influence (OUI) and 10 instances of Driving Under the Influence (DUI). CPOs also arrested 33 people for various offenses and issued 843 written warnings to the public.

“When people play it safe and practice safety on the water it makes our jobs a lot easier. I want to encourage the public to always wear a life jacket and never drink while operating a boat…and to stay sober when driving a vehicle,” said Illinois Conservation Police Chief Gutierrez.

According to a 2006 study by the National Association of State Boating Law Administrators, those states that have the longest history of boating education requirements also have the lowest average fatality rates of all the states.

Illinois has the fourth longest history of boating education requirements in the U.S. at 29 years. Four other states have had boating education requirements in place for more than 20 years – New York (47 years), Michigan (40 years), Minnesota (32 years) and North Dakota (22 years).

People between 12 and 18 years of age who operate a motorized watercraft by themselves are required by Illinois law to possess a boating safety certificate. State law also requires that anyone under the age of 13 must wear a life jacket while aboard any watercraft under 26 feet in length at all times the boat is underway, unless they are below deck in an enclosed cabin or operating on private property. And all persons, regardless of age, are required to wear a life jacket while operating a personal watercraft or jet ski.

Safety course schedules are available on the IDNR web site here. Illinois also offers an online boat safety education course through the IDNR web site. There is a $15 fee charged for the online course.

   The Walmart Bass Fishing League Will Visit Lake Shelbyville In June.............


According to a news report from flwoutdoors.com............. On June 6, 2009, the Walmart Bass Fishing league, Illini division, will cast off at Lake Shelyville, in Shelbyville, Illinois. This is the second of 5 events in the series.

As many as 200 boaters and 200 co-anglers are expected to show up for the tournament.

Up to $45,000 is up for grabs, with top honors in the boater division earning $6,000. The winning co-angler will get a $3,000 payday..................

According to a news report in STLtoday.com............... The Lt. Robert E. Lee floating restaurant might be docking in St. Charles, Mo.  This may hinge on the owner's ability to gain a historic structure designation for the riverboat, exempting the river boat from some building code requirements.

The riverboat was built in 1969 and falls short of the 50-year age requirement for a historic structure designation in St. Charles..... on the other hand the boat's hull dates to the 1930s when it was built as part of an Army Corps of Engineers snag boat.


The St. Charles' Landmarks Board and Planning and Zoning Commission is scheduled to meet on 8 June 2009 to consider the request.

I heard a story just now that nearly brought a tear to my eye, and would like to share it with every one.

We all know that there are a lot of goofy people, and a lot of stupid things going on in the world right now.

People need to look around, because there are some unknown that I would like to thank.


My wife Terries son Josh was able to get leave from the army to come back to St. Louis for the Memorial day weekend.

Josh, His Girlfriend, and my grandson Joe, went to TGI Fridays for dinner on Sat. night. On their budget, that was splurging, but they were all together.

A man walked up and simply said, THANK YOU FOR SERVING OUR COUNTRY.
Josh replied with , Thank You Sir, and they went on with their dinner. That was pretty much the end of it.

When it came to paying the bill, Their entire evening had been paid for by that man.
NOBODY KNOWS THE NAME OF THAT MAN

I was excited about finding that person, but after thinking about it, I am sure he was one of many that we never here about.

   Mississippi River Still Up, But Is Expected To Fall By The Weekend.............


According to a news article from kfvs12.com.............. Even though the Mighty Mississippi is still above flood stage at points south of St. Louis, Missouri, the good news is that the water levels are dropping.

The River is nearly 3 feet above flood stage at Ste. Genevieve, and Cape Girardeau, Missouri, and Chester, Illinois. However, other than some flooded farmland, no problems have been reported.

The Mississippi River is expected to fall below flood stage by the weekend. Luckily, the water levels have not approached the near record flood of '08....

As The Mississippi River Crests, Residents Warned Not To Dig Near Levees..............

According to a news report from nola.com...............  Since the Mississippi River is nearing it's crest, levee officials are reminding residents not to dig, or excavate near the levees.

Normally, a permit is required for any work within 1500 feet of a levee, after the water rises to 11 feet.  Once the water hit 15 feet, no work, private of public is permitted. 

Patrols are watching the levees, and anyone found digging, will be required to backfill the hole.................

We had to shut down RiverBill's Message Board for a while. 

 

It looks like we have had an external attack on an unseen portion of the message board.  The hackers were using RiverBill's to send out large amounts of e-mails that have been reported to the company we rent server space from as spam with possible malicious content. 

 

To prevent a lock being placed on our web space RiverBill's Message Board was voluntarily shut down Monday evening .......

ST. LOUIS — The Coast Guard has closed portions of the Mississippi and Illinois rivers to all recreational vessel traffic due to safety concerns associated with high water levels Tuesday, May 19, 2009.

The following sections are closed to all recreational vessel traffic:
 

-Chester, Ill., from mile marker 109.9 to 185.4 on the Mississippi River.

-Grafton, Ill., from mile marker 0.0 to mile marker 181 near Chillicothe, Ill., on the Illinois River.

The Untied States Coast Guard has declared a waiver to open Illinois River Mile Marker 0 to Illinois Mile Marker 1 so that boaters may visit Grafton Harbor.

   National Insurance Crime Bureau (NCIB) Releases Report On Boat

   Thefts And Recoveries

According to a news article from news.presswire.com........... The NCIB released a report on the theft, and recovery of watercraft in the U.S., Puerto Rico, and the Virgin Islands.

Using data gathered from the National Crime Information Center (NCIC), for the time period from January 1, 2006 through March 31, 2009, the total number of watercraft thefts were 19,854. Over the time period, thefts decreased by 2.47%, and of those thefts, almost 46%, or 9,060 vessels were recovered.

The top states for vessel theft are: Florida, California, Texas, Michigan, and North Carolina. The states that were tops in theft recoveries were: Florida, California, Texas, Washington, and Michigan..............

The subjects were on a float trip and had one adult female and five children in a canoe. The canoe was pushed against a log jam due to strong current and tipped over. The single adult onboard was able to grab two of the children and swim to shore. Two of the other children were secured by adults on scene while the fifth child was pinned between the canoe and the log jam.

Portion of Lake Murphysboro State Park Reopening
Sections of park still off-limits as storm damage cleanup continues


MURPHYSBORO, IL – The Illinois Department of Natural Resources (IDNR) will reopen a portion of Lake Murphysboro State Park at noon on Thursday, May 21, while sections of the park remain closed due to severe damage that occurred during the May 8 storm that ripped through the region.

Lake Murphysboro State Park’s boat access area and concession facility will reopen, along with the Big Oak campground. Only Class A campsites will be open in the Big Oak campground.

All other areas of the park remain closed while cleanup of storm-damaged trees and debris continues. Some areas of the park remain impassible because of significant damage.

Lake Murphysboro State Park is located on Ill. Rt. 149 approximately two miles west of Murphysboro in Jackson County. For more information, contact the site office at 618/684-2867

   Drunken Boater Arrested After T-Shirt Fouls Propeller..............

 

According to a news story from mlive.com...............  A man from Connecticut was arrested for drunken boating on the Grand River, after authorities found him in the water, with his shirt caught in the propeller. 

 

The t-shirt apparently stopped the outboard motor, but fastened him to the motor. 

Once free of his t-shirt, the man refused medical treatment.

In an effort to plae catfish management on a firm scientific footing, the Missouri Department of Conservation is willing to pay you for your story if you land one of a few very special tagged catfish in the state.     Anglers who return tags from the special blue and flathead catfish to MDC can receive up to $150 !

 

The Missouri Department of Conservation has tagged thousands of blue and flathead catfish in streams and lakes all over the state. Those tags use to carry a reward ranging from $25 to $50 when an angler reported his catch. The Department of Conservation  has "upped the ante."  An Angler can now receive as much as $150 per tagged catfish.

   Minneapolis' White Water Rapids May Be Due To Return.................

According to a news report from minnpost.com............... For thousands of years, the Mississippi River had it's own white water rapids. Until the Ford Dam was erected. And, with the impending Ford assembly plant closure, as well as the proposed closure of the Upper Harbor Terminal. the rapids may well return.

The restoration effort would require the removal of Lock and Dam No. 1, a rather daunting task.

Constructed in 1917, the Ford dam was the result of an inter-city rivalry between St. Paul, who was thriving on River commerce, and Minneapolis, that wanted to make their town a beacon for some of the riverboats..................

     Missouri River Boater's Nap Time Interrupted By A Tree..............

According to a news report from omaha.com.............. Sun, waves, and a long, lazy day on the water are believed to have caused a boatload of Nebraskans to run aground, and into a tree on Sunday. The incident occurred close to Salix, Iowa.

The authorities believe that fatigue was the reason that Russell Flesser, who was piloting a 20 foot vessel, fell asleep. and lost control of the boat.

Estimates have the boat moving at 35-40 mph when the collision happened. Fortunately, neither Flesser, nor his passengers were injured. Flesser received a citation for reckless operation of a vessel...........

LAKE TEXOMA, Texas - In this photo by the U.S. Coast Guard, a boat crew from Sector Houston-Galveston and a Coast Guard Auxiliary boat crew prepare to escort an overloaded small bass boat back to shore, May 24, 2009.

The small bass boat was overloaded by two people. Coast Guard boat crews transferred two adults and two children on to the auxiliary boat and safely transported the individuals to shore. The remainder of the passengers voluntarily returned to land after being informed a dangerous weather system was approaching.

ST. LOUIS — The Coast Guard has closed portions of the Mississippi and Illinois rivers to all recreational vessel traffic due to safety concerns associated with high water levels Tuesday, May 19, 2009.

The following sections are closed to all recreational vessel traffic:
 

-Chester, Ill., from mile marker 109.9 to 185.4 on the Mississippi River.

-Grafton, Ill., from mile marker 0.0 to mile marker 181 near Chillicothe, Ill., on the Illinois River.

I was hoping that you could help me out with something. Everyone is thinking that the Illinois river is closed in front of Grafton Harbor.

The Untied States Coast Guard has declared a waiver to open Illinois River Mile Marker 0 to Illinois Mile Marker 1 so that boaters may visit Grafton Harbor.

RiverBill's Message Board Has Been Shut Down.......

We had to shut down RiverBill's Message Board for a while. 

 

It looks like we have had an external attack on an unseen portion of the message board.  The hackers were using RiverBill's to send out large amounts of e-mails that have been reported to the company we rent server space from as spam with possible malicious content. 

 

To prevent a lock being placed on our web space RiverBill's Message Board was voluntarily shut down Monday evening .......

Ray Scott, the mastermind behind BASS, is now working to do for "carp fishing" what he has done for bass fishing..

 

In 1986 Ray sold Bass but kept working with it until the late 90's. He said that he wanted to be free to do other things....and one of the things he wants to do is exploit the US carp scene.

 

Carp have a bad reputation but the fish is a real fighter..  Why not call it a sport fish ?

Carp are plentiful in almost every river and lake in the United States.  And... the fishing can take place from the bank.

   Locks and Dam 15 Auxiliary Lock Reopens

 


(May 22, 2009) - The U.S Army Corps of Engineers, Rock Island District, kicked off summer today with a water safety awareness and reopening ceremony for the auxiliary lock at Locks and Dam 15 on Rock Island Arsenal at 10 a.m.

The lock, closed since August 2003 due to miter gate structural deficiencies, opens today, Friday, May 22, following the ribbon-cutting ceremony. The ceremony not only celebrates the reopening of the auxiliary lock, it also culminates National Safe Boating Week (May 18-22).

Reopening the auxiliary lock at Locks and Dam 15 has been much anticipated by recreational boaters and with Memorial Day weekend being the official start to the summer recreation season, the Corps' reopening of the lock is an opportunity to stress safe boating and other water safety issues. Responsible boaters are reminded to be alert and aware while on the water, enroll children in swimming lessons and always wear a life jacket. Bobber the water-safety dog is providing water safety information material and is available for photos....

In a news story from kcautv.com.............. The Iowa Department of Natural Resources has pin-pointed a diesel fuel leak in the Perry Creek, and subsequently, into the Missouri River, originated from a storm sewer.

Apparently, the Iowa Department of Natural Resources chalks it up to irresponsible dumping, and expects the diesel to dissipate, with no long term effects..........

We were anchored in Two Branch slough about mid afternoon last Saturday, when we heard a low flying aircraft nearby. Mary grabbed the camera and took a few shots of this Aviat Husky http://www.aviataircraft.com/ on floats, (pontoons for us water bound creatures), which made three "touch and go landings" in the slough. This flying "Eagle" is considered a bush (not Busch) plane, able to take off and land in very short distances on rough terrain (even water!).

    Memorial Day Weekend Marks End Of Safe Boating Week.......


According to a news report from stltoday.com........... While safe boating week ended on Friday, it was not a coincidence that Memorial Day weekend was beginning at the same time, states the Missouri State Water Patrol.

The concept was to get people to be thinking about safety on the water, before they head out. The water Patrol reminds boaters to check not only the boat's mechanical well-being, but the soundness of floatation devices, life jackets, and other required safety gear.

New boating laws include the .08 Boating While Intoxicated (BWI) limit, as well as an idle speed limit within 100 feet of a vessel with its emergency flashers on.............

The subjects were on a float trip and had one adult female and five children in a canoe. The canoe was pushed against a log jam due to strong current and tipped over. The single adult onboard was able to grab two of the children and swim to shore. Two of the other children were secured by adults on scene while the fifth child was pinned between the canoe and the log jam.

BOATERS WERE HEADING DOWN STREAM ON THE MAIN CHANNEL WHEN A LARGE WAVE HIT THE VESSEL'S PORT SIDE. THE PASSENGERS WERE EJECTED FROM THE VESSEL. TWO OF THE PASSENGERS WERE INJURED. MR. CHARLES HARDISON REFUSED TREATMENT, AND MS. VICKI SIVES WAS TRANSPORTED TO THE NEAREST HOSPITAL BY FRIENDS.

The 124 pound "World Record " blue cat caught on May 21st in the Mississippi River was indeed an Illinois "State Record" and a "World Record". The record breaking fish died while being transported to a store that planned to put it on display in an aquarium.

I just wanted to let you know we are open during the high water. We have a full weekend planned.

 

Gabie will be playing on the deck Saturday afternoon and Lenny with the steel drums on Sunday. It is a wonderful view of the river.

 

Next weekend May 30th, is the Grafton Pub Crawl. We still have tickets and have a great evening planned. Our band is Mid Life Crisis on Saturday night after the crawl and on Sunday we are featuring Pat Liston from Mama's Pride who always brings in a crowd. We also have a full bar and restaurant menu.
