New Mississippi River Bridge Update

It's Official.......The Contract Has Been Awarded.....

According to a news report from ksdk.com.........  At a special meeting on Wednesday, the Missouri Highways and Transportation Commission made a unanimous decision to award the contract for the main span of the New Mississippi River Bridge project.

The contract was awarded to the low bidder, at $229.5 million.  This bid was submitted by a joint venture between Alberici Corporation, of St. Louis, Massman Construction Co. of Kansas City, and Indiana-based Traylor Bros. Inc.  The bid was nearly $40 million over budget.

Funds to cover the difference will come from savings from the overall project, bond savings, in addition to $11 million that was left over from the I-64 project..........

Asian Carp Update

    Wisconsin Has Joined Carp Battle......

According to a news article from jsonline.com...........  Wisconsin is the latest to join the multi-state lawsuit against Illinois, and the U.S. Army Corps of Engineers to halt the progression of Asian carp into the Great Lakes.

Wisconsin has joined Minnesota and Ohio in support of Michigan's effort to reopen an almost century old Supreme Court case challenging the legality of Chicago's diversion of Great Lakes water.

The roots of this case are from the '20s, and it is technically still open.  In 1967, the Supreme Court assigned a water diversion cap of 2.1 billion gallons per day; and at the same time stated that if adjoining states could could show that the diversion is causing them harm, the case may be reopened..............

The Great Lakes

Boating Federation Calls For Lock Closure Hearing.......

According to a news story from tradeonlytoday.com...........  In response to Michigan's filing of a lawsuit to force the closure of the Chicago locks, in an effort to thwart the Asian carp advance, The Great Lakes Boating Federation is calling for a public hearing.

The hearing is intended give all parties involved a chance to voice concerns about the proposed closure of the locks.

The Federation states that the lock closure would directly affect some 7,000 Chicago area boaters, and potentially jeopardize the $80 million economic influx into Chicago's economy........

Missouri Waterways

Nixon Calls For Big Water Quality Changes...........

According to a news report from lakeexpo.com............  Governor Jay Nixon is calling for large changes to water quality laws in an effort to curb the flow of sewage into Missouri's waterways.

The proposed law would allow regulators to stop issuing wastewater permits in a body of water that is considered "distressed", inspect on-site wastewater treatment facilities, and conduct investigations in an effort to improve water quality.

Nixon stated that Missouri needs more vigorous methods of dealing with pollution when the signs of contamination are observed.........

Rivers At St. Louis, Missouri

Wet Fall Might Bring Spring Floods...........

According to a news report from fox2now.com.............  Since St. Louis had one of the wettest falls on record, concerns are high that spring flooding may be on the way.

The National Weather Service states that the remainder of the winter will be critical.  Even if the weather remains dry locally, a large amount of precipitation to the north may cause flooding come spring.

The floods of 1993 occurred following a huge snow melt upstream. At this point, there has already been one blizzard upriver.  Luckily, long range forecasts are calling for a much drier winter...........

Fountain Update

FB Objects To Fountain's Disclosure Statement........

According to a news article from tradeonlytoday.com........  An objection to Fountain Powerboat Industries' disclosure statement was filed by FB Investments, citing the lack of information needed for a creditor to make an informed decision pertaining to the proposed reorganization plan.

The disclosure statement was conditionally approved by the by the court, along with the restructuring plan on December 4, 2009, and interested parties have until January 25, 2010 to file objections to the plan and statement.

FB Investments had purchased a bank note on Fountain, and put in an unopposed credit bid for the company.  Fountain had opposed the sale to FB, and was granted permission to instead restructure with Liberty Associates.  As a result, Fountain must make monthly payments to FB in order to repay the bank note..............

Table Rock Lake

Stone County Addresses Defective Septic Systems..........

According to a news report from news-leader.com...............  Although the Missouri Department of Natural Resources issues permits for, and regulates wastewater treatment facilities, there is not much the agency can do to prevent raw sewage from flowing into the waterways of Missouri.

The regulation of septic systems near Missouri Lakes is relegated to county health departments.  The downside is that the health departments only send inspectors out to investigate a complaint, or a new septic system installation.

The Stone County Health Department has come up with a solution:   An ordinance that will take effect on January 1, 2011, requiring the inspection and certification of septic systems, prior to the sale of a home.............

Asian Carp Update

Fears Abound That Carp Will Destroy Great Lakes..............

According to a news story from statesmanjournal.com............  The Great Lakes are no strangers to aquatic invaders decimating wildlife populations, with sea lampreys, zebra mussels, and other intruding species killing off trout, birds, prompting smaller salmon and whitefish, and causing other damage to the Lakes.

The current threat of an Asian carp invasion worries not only environmentalists, but also people who make their living from a strong fishing and tourism economy.

Not much is known regarding what will happen if the carp do invade the Lakes system, and efforts are underway to prevent the carp's arrival. U.S. Geological Survey biologist, Duane Chapman, states that if the carp are successful in proliferating in the Lakes, he cannot think of a good outcome...........

The 1st shot is a picture looking downriver from the I-370 Bridge and the 2nd shot was taken at Blanchette Landing Park in St. Charles looking towards the sand company on the St. Louis County side of the Missouri River..

Surprisingly....the channel of the Mississippi River was pretty much ice free yesterday afternoon near the Two Branch Island area, while the upper end of the Dardenne Slough was almost solid ice.

RiverBill's New Holiday Banner

Bill,

I had to share this with you. I was breathless when I saw the Holiday banner on Riverbills this am. The boat is just like ours "Whoz Yer Daddy". I just for a second had a visual... The background is beautiful..the house, the snow and most important "the star". A real warm fuzzy.

May the spirit stay with you and yours all year.

Susan Bullington

Mississippi River Safety

PORTS System Expected To Improve River Safety.................

According to a news article from nola.com...............  When the USS New York was heading down the Mississippi River on her inaugural voyage, her navigators were using the National Oceanic and Atmospheric Administration's (NOAA) new PORTS system to make sure the vessel's superstructure could clear the metal suspended below the Huey P. Long Bridge.

The Physical Oceanographic Real-time System (PORTS) can use data from up to 50 instruments, including water level gauges, and devices used to measure atmospheric conditions. The information PORTS can provide can also help officials track spills in the river, in addition to sea level rise.

The PORTS system, is available in 20 locations, including several gulf ports, the Great Lakes, as well as both coasts.............

 Maritime Accidents

Tug Grounded On Same Reef As Exxon Valdez................

According to a news report from fox4now.com................  A tugboat that was put into service to assist with preventing oil spills in the Prince William Sound, ran aground on Bligh Reef Wednesday.  This is the same reef that the Exxon Valdez grounded on 20 years ago.

Two of the fuel tanks aboard the 136 foot long vessel were damaged, and a fuel sheen 3 miles long, and 30 feet wide had drifted away from the tug.

After clearing the reef, the tug's crew deployed some 200 feet of fuel containment booms.  Unlike the Exxon Valdez, the tug has only diesel fuel aboard, which will eventually evaporate.............

Naval Vessels

New Ship Honors Those Lost On 9/11.............

According to a news article from mooreamerican.com................ The Northrup Grumman Shipbuilding yard is currently constructing a new San Antonio-class amphibious transport ship.  The vessel is designated LPD-25, and she will be christened the USS Somerset.

The name Somerset is for the county in Pennsylvania where United Airlines Flight 93 crashed, killing 40 passengers and crew, and 4 hijackers.  The USS Somerset will use 22 tons of steel from a dragline that had loomed over the crash site.

The designation LPD, or "Landing Platform Dock", refers to how the vessel can be used by smaller vessels.  LPD-25 will have the ability to submerge it's stern, allowing hovercraft to launch from the ship.   LPD-25 will be able to carry over 600 Marines, and their equipment, and even features a flight deck large enough for helicopter operations...........

Lake Of The Ozarks

Annual Lowering Of The Lake Begins Soon...........

According to a news report from lakeexpo.com............  AmrenUE has announced that the annual practice of lowering Lake levels is scheduled to begin soon, and dock owners may wish to take precautions to prevent damage to their docks.

AmrenUE usually lowers Lake levels by several feet over the winter months to increase the reservoir's storage capacity for the spring rainy season.  The drop should begin around January 1, 2010, and reach a seasonal low of around 654 feet by the middle of February.

Tips to reduce the chance of damage to docks due to lower levels, and winter conditions include:

Disconnect hinges securing the dock to piers, or seawalls, to allow the dock to "ride" the level down.

Lengthen cables to allow the dock to follow the water level down.

Ask a neighbor, or hire a caretaker to keep an eye on the dock, and property.

Employ "bubblers" or other means to combat dock damage due to ice...............
