Bill,

I think we're all getting tired of the icy cold and are looking forward to spring. Here's a colorful sunset taken near Hamburg last May.
Hey, May's not too far off, I'm soooo looking forward to digging my toes in the sand!

Asian Carp Update

Indian Tribes May Join Carp Battle........

According to an op/ed article from mlive.com........  Thirty years ago, many had feared that the Great Lakes Fisheries would be destroyed by Indian Tribes exercising their treaty fishing rights.  When the federal courts affirmed the Tribe's rights, the Tribes in turn showed that their main concern is the protection of the Great Lakes fisheries.

The treaty fishing rights may be crucial to the protection of Michigan's fisheries resources against the Asian carp invasion.  With all of the hub-bub about stopping the carp migration, Indian treaty fishing rights have not been considered.

Since the U.S. Supreme Court has not acted on the Michigan's litigation filed against Illinois, the Tribes are considering another legal approach in an effort to fight the current, and perhaps the most significant threat to the Lakes from invasive species........

U.S. Army Corps of Engineers Press Release:

U.S. Army Corps of Engineers awards contracts for
river engineering structures; work is funded by ARRA

St. Louis, Mo. The U.S. Army Corps of Engineers today announced award of two contracts for construction of river engineering structures at two locations on the Mississippi River. Stone dikes, chevrons and weirs are planned for construction. The two contracts total $7,040,522.

Contracts for work at Devils Island and Red Rock Landing in the Mississippi River between river miles 40 and 105 were awarded to the firm of Patton-Tully Marine, LLC, of Memphis, Tenn. The firm is a woman owned, Hub Zone contractor.

The contract for work at Devils Island reach was awarded Friday, Feb. 19, for the amount of $2,900,430. It calls for stone removal and recycling as well as building new structures. Some of the new dikes will be offset from nearby dikes, effectively creating a gap in the dike and creating ecodiversity. Work will be accomplished between Mississippi River Miles 40 and 75.

The contract for Work at the Red Rock Landing reach was awarded Tuesday, Feb. 23, for the amount of $4,140,092. As at Devils Island, work will include installing new rock structures and modifying others, recycling the removed rock for use elsewhere in the project. Work will take place between Mississippi River Miles 90 and 105. Mile 0 is at the confluence of the Mississippi and Ohio Rivers.

    Durbin Requests Meeting With FEMA........

According to a news report form stltoday.com........  A meeting has been requested by U.S. Senator Dick Durban D, Ill. with officials of the U.S. Army Corps of Engineers and the Federal Emergency Management Agency to confer over the information needed to certify 5 Metro East Levee systems.

In January, Durban had pushed for FEMA to push back the finalization date of their new flood maps to January 2011.  The new maps were originally intended to take effect in August.  He also requested that the information describing the integrity of the levees be made public.

The new maps assign a "high risk" designation to much of the floodplain and would require numerous property owners to purchase federal flood insurance, paying higher premiums than before........

Boat Purchase Tax Exemption May End........

A long established tax loophole for yacht buyers may disappear under any one of three of the bills that were introduced in Jefferson City on Wednesday.  An article in the Kansas City Star stated that the buyers of large vessels may pay a small fee in lieu of sales taxes.  This could cut as much as $30,000 from the total purchase price of a $500,000 boat.  The bills would effectively close the loophole, and divert the monies to cash strapped programs for domestic violence victims, schoolchildren and veterans.........

Missouri Conservation News

Roger Taylor, Champion Of The Meramec River, Dies........

According to a news article from stltoday.com........  Roger Taylor assisted in leading several of Missouri's environmental battles, including stopping the proposed Meramec River Dam in 1978.  The dam was deauthorized in 1982, and Taylor led volunteers in a clean-up of the Meramec River....  Operation Clean Stream.

Taylor had served on the Citizens Committee for Conservation, that introduced the state sales tax for Missouri Conservation.  Taylor was also an author on local history, a lecturer, a songwriter, a national flatwater marathon canoeist in 1977 and a wildlife artist.  Taylor also taught history and social studies in the Ritenour school district until 1993.

Taylor's car was bombed in 1970, and the environmentalists connected the explosion to the circulation of a statewide petition in an effort to preserve Ozark wilderness streams. While being interviewed by the Post-Dispatch in 1996, Taylor quipped that he was almost hung in Steelville........

Teleflex Releases Fourth Quarter And Year End Results........

According to a news report from tradeonlytoday.com........  Teleflex Inc. announced that for the fourth quarter of 2009, ending December 31, revenues were up, but revenues for fiscal '09 were down.   Fourth quarter revenues from continuing operations were up 4% from $497.2 million in 2008, to $515 million for '09.

For the most part, this increase was attributed to a favorable currency impact of 4%  Core revenues were up 2% in the medical sector, but down 7% in the aerospace sector and 4% in the commercial sector.

For fiscal '09, revenues were down 9%, from 2008's $2.06 billion to $1.89 billion.  The decrease is attributed to a decline in core revenues from the aerospace and commercial segments, and an unfavorable currency impact of 3%

4Q commercial revenues were down 7% from $64.2 million in '08 to $59.7 million.  Decreases in core revenues accounted for 4% of the decrease, and were mostly the result in a decline in sales of marine OEM and rigging products.........

Upper Mississippi and Illinois Rivers

Group Trying To Stop New Locks On The Mississippi River........

According to a news article from ksdk.com........  A report released today by conservation and policy groups criticizes the U.S. Army Corps of Engineers plans for the construction of seven new navigational locks along the Upper Mississippi and Illinois rivers.

In the Nicollet Island Coalition report, "Big Price-Little Benefit:  Proposed Locks on the Upper Mississippi and Illinois Rivers are Not Economically Viable" these groups allege that new locks would waste billions in taxpayer funding, while ignoring the damaged fish and wildlife habitat along the waterways.

The report recommends halting the Lock projects, and suggests that the ecosystem restoration dollars be transferred from the construction project, to the existing Corps Upper Mississippi River Environmental Management Program........

Jake The Kayaker 6100 mile Great Loop Adventure

Jake The Kayaker Update........

Days 77 and 78
02/21/2010

Don't miss the recap of days 74-76 below this post. I added a bunch of great pictures and a video of the end of the Gulf and start of the Atlantic Coast sections of this trip.

After a long hard push from St. Petersburg (near Tampa) to Miami I am finally with my friends in South Florida. Everybody I’ve crossed paths with over the last two weeks has heard all about how excited I was to get here. It is here that I moved after college and got my start in kayaking and I couldn‘t wait to be in my old stomping grounds with great old friends.

Mississippi River In the State of Louisiana

Watchdog Groups Claim River Badly Contaminated........

According to a news story from msn.com........  A report put together by the Environment America Research and Policy Center has named the Ohio, New and Mississippi Rivers as the most toxic waterways in the country. These watchdog groups also claim that the state of Louisiana is not doing enough to stop the pollution.

Environment America's Heather Emmert stated that 12 million pounds of toxins are dumped into the Mississippi River, and Exxon Mobil was responsible for 4.2 million pounds.

Jeff Dauzat, a scientist with The Louisiana Department of Environmental Quality, stated that of the 4.21 million pounds of toxins dumped, 4.2 million pounds were in the form of nitrate.  Dauzat goes on to say that nitrates are water quality pollutants, however, they are not toxic and the amount that Exxon Mobil releases is within the limits of their discharge permit........

Ohio River Locks Update

    Greenup Locks Re-Open After 3 1/2 Weeks........

Following a three and a half week shutdown, the main chamber of the Greenup Locks and Dam is open for business once again.  The main lock chamber had been closed because an anchorage supporting one of the gates had broken.  Fiver traffic was forced to lock through the smaller auxiliary chamber while repairs were being carried out.  When the main chamber reopened, there were 22 tows lined up waiting for the chance to lock through........

Historic Becky Thatcher Update

Snow Was Too Much For The Becky........

According to a news report from post-gazette.com........  The 220 foot Becky Thatcher appears to have been a causality of the heavy winter snowfall.  Sometime over the past week, the top two decks collapsed on to the bottom deck.

Becky's owner, Jeffery Levin, had received a phone call from the U.S. Coast Guard Marine Safety Unit Saturday morning, alerting him that the vessel was sinking.  Levin stated that the Becky was not completely submerged, but she cannot be towed.  Apparently, the vessel is beyond repair.

Levin had intended to restore the Becky  to her former grandeur, and had a group of people interested in leasing her.  Levin said that he was getting ready to sign a listing agreement on Monday........

St. Louis Flood Outlook

Wet Midwest May Mean Record Flooding........

According to a news story from kplr11.com........  National Weather Service River Forecaster, Mark Fuchs stated that he was concerned about the potential for major flooding later in the spring.

At this point, the Cuivre River in Lincoln County is out of it's banks.

The soil moisture content is considerably higher than it should be this time of year.  Factor in 1-2 feet of snow blanketing the saturated soil, and even with a normal spring storm season, "the pump is primed" for potentially historical flooding........

Lake Of The Ozarks

Political Debacle Over E.Coli Shadows Truth About Lake Water Quality....

When water samples from the Lake of the Ozarks were taken in May, 2009, and found to contain elevated levels of E.Coli, The Missouri Department of Natural Resources, after consulting members of Governor Jay Nixon's staff, delayed releasing the results until after the Memorial Day holiday.  These results, which were later attributed to a flock of geese, set off a firestorm of actions that included terminations and reprimands.  A detailed report released by the DNR in December has demonstrated that the Lake is healthy, with E.Coli levels significantly lower than DNR standards........

Missouri And Mississippi Rivers

Louisiana Wetlands Affected By Missouri River Dams........

According to a news article from nola.com........  Recent studies has shown that the Mississippi River carries less than half of the sediment that it did 70 years ago.  This is attributed to the nearly 40,000 dams within the Mississippi River watershed.

The largest contributor to the sediment issue is the Missouri River, that contributes up to 47% of the Mississippi River's water during a flood, and is believed to retain as much as half of the sediment behind it's 6 dams.

The lower Mississippi River sediment issue is one of several concerns that the U.S. Army Corps of Engineers are trying to address with their 5 year study to assess Missouri River usage........

Boat Repossessions

   Pipeline Remains Clogged By Repos........

For the 4th quarter of 2009, the volume of repossessed boats moving through National Liquidators was up only 9% over the same period of 2008.  However, the inventories from bankrupt dealers continues to increase.  Matthew Amata, vice president of National Liquidators, states that the inventory from distressed dealers should go directly from the failed dealer's showrooms to the remarketers.  Amata claims to be able to sell the vessels within 60-90 days, usually only 5-10% below the current NADA used boat price guidelines........

Yesteryear's Picture of the Day

Lucy the Boater

Yesteryear's Picture of the Day from 2006........  was sent in by Toni and Debbie, out of Sherwood Marina.  It's a picture of their baby, a pet macaw, named Lucy !

Debbie wrote in her e-mail:

Lucy is VERY alive, like a two year old that will never grow up!  She likes the boat, she walks around and poops on the dash all day!  I have a job of cleaning up after her constantly!  She cant be out when its really hot, or cold, but I spray her (and us with water) and that cools us down.  The Bayliner isn't fast, and its all enclosed so it gets HOT.  We cant take her on the run about.  She wouldn't like that at all!  I put a leash on her foot, you can see it in the picture.  Her wings are clipped but it only keeps them from lifting off, if they get a good wind they can fly.  She is only 9 months old now...  just a baby, they live about 80 years.  I will have to will her to someone, (when I get closer to death!)  We could take her to the sand bar, as long as it isn't too hot.  We keep a cage in the boat for her.  I just hope she fits in it this summer!

Yes, Captain Pete is Pete Tully.  He probably won't remember us, but he will remember Lucy, he just loved her and held her for a long time.

We love your web site, Tony checks the water temp every day!  I can tell you spend a lot of time on it.

 Talk soon,

 Debbie

RiverBill sayz .... It sure seems like a fitting picture since Jimmy Buffets go on sale today !

The Great Lakes

$2.2 Billion Plan To Fix Up Great Lakes Laid Out By Government........

According to a news report from thefreepress.ca........  A 5 year blueprint has been unveiled by the Obama administration for rescuing the Great Lakes.  The Great Lakes are plagued by toxic contamination, diminishing wildlife habitat, and invasive species.

The plan includes a zero tolerance policy towards invasive species, in addition to the cleanup of the area's more heavily polluted sites, in addition to the restoration of wetlands.  This plan also holds federal agencies accountable for carrying out the plan.

Candidate Obama pledged $5 billion over a decade to clean up the Great Lakes, and last year, Congress approved Obama's first installment of $475 million.  The plan assumes yearly appropriations of the same funding through 2014........
