Hi Bill !

Here’s hoping for a great 2009 boating season!

We had our first fish fry of the season recently (April 4). The wind was blowing so hard that we had to make a windbreak and move the fryer to keep the flame from blowing out. But we did it! We never pass up the opportunity for some good food.

Lou & I kept the fish, fries and onion rings going and everybody ate till they were stuffed. But they saved room for the apple fritters that I always make for the finishing touch. This was the first time that Ron & Paul had them, they didn’t want to share!

Later,
Patty Williams

Meet And Greet Held For Arch Grounds Design Teams........

While the 5 teams tasked with developing plans to revitalize and reconnect the Arch Grounds with downtown St. Louis did not reveal their specific plans for for the Arch Grounds and the surrounding areas, they did introduce themselves.  The teams also explained why they were chosen for the project, and showed examples of past work that would give St. Louisans an ideas to how each team would handle the specific challenges of the Arch Grounds.  The project's final plans are due to be submitted by summer, and will be revealed to the public in August........

Looking for a white fiberglass locking dock box

River Bill,

Hey there its Andy Grygiel again who hails out of Eagles Landing's new docks and I sent you a e-mail last year with a few people getting back to me about them possibly having dock boxes available this spring but just like your classified section it would be awesome to start a wanted section on your page.  I would greatly appreciate it if you could put something on your page again for me this spring. what i am looking for is...

Looking for a white fiberglass locking dock box that can be installed on the front edge of my dock. The box must be clean and look good as the owners of the marina are trying to keep the look of the dock's professional looking so the box can not be made of wood or any other material it must be a custom built fiberglass dock box.

Thank you again for all your help..

Gulf Of Mexico Oil Spill Update

Spill Larger Than Expected, Has Reached Mississippi River Delta........

The oily sheen from last weeks oil spill has reached the Mississippi River Delta, and has sent fishermen out Thursday night to gather as much shrimp and oysters as they can before the slick arrives.  Other crews are spreading barriers around wetlands and other coastal restoration projects in an effort to protect them from contamination.  The U.S. Coast Guard had planned to corral the oil and set it ablaze.  That plan was scuttled when water conditions deteriorated Wednesday evening.  The oil spill has the potential to become the nation's worst environmental disaster in several decades........

Yesteryear's Picture of the Day from 2009..........

were sent to us by Capt'n Jeri Levesque

Hi River Bill,

We sailed the Alton Pool on Sunday. Although the weather was warm, it was blowing around 20 knots with gusts of 32 knots (verified on our wind meter) as we sailed aboard Michelle and Denny Wertheimer's 43' Beneteau, Breeze Pleeze. John and Lynda Heald joined the crew. (pix of Michele at the helm, with John on the cockpit coming)

Breeze Pleeze was the only sailing vessel that we spotted all afternoon as we beat down to Alton and ran back to Sioux Harbor. Our top speed over water was 9 knots, which is the max.

Jimmy Buffett sings it best,

Haul the sheet in as we ride on the wind
That our forefathers harnessed before us
Hear the bells ring as the tight rigging sings
Its a son of a gun of a chorus

Did you ever wonder how mariners know where the International Navigation Rules apply? Is it once you are in international waters? Is it when you reach the three-mile limit? Or is it simply when you are operating in the ocean or Gulf of Mexico ?

Actually, it varies with the area that you are operating in. To ensure that there will be no doubt about where the Inland Rules end and the International Rules begin, there are lines on your chart. You might be surprised to know that these lines don't delineate U.S. waters from International waters. They delineate areas where the Inland and International Rules apply, which has no relation to the territorial boarders of any country.

For the most part, when you outbound in an inlet to the ocean or the Gulf of Mexico , the Inland rules apply to you inside the inlet and the International Rules apply as soon as you leave the inlet. At that point, you are in the ocean or gulf, but still within the 12-mile territorial limit of the U.S. for the application of domestic law. In short, you are still in the U.S. and therefore not in international waters.

At the entrance to the Chesapeake Bay from the Atlantic Ocean, the opening between Cape Charles and Cape Henry is almost twelve nautical miles wide. It is not nearly as well defined a delineation as at an inlet. In order to have uniformity and clarity on all charts, there are "magenta" colored "dashed" lines to delineate which rules apply. They are called "COLREGS Demarcation Lines."

"COLREGS" is an acronym for Collision Regulations. The International Rules, as most people refer to them, are actually the "International Regulations for Prevention of Collisions at Sea." They have to do with preventing collisions on the open water and essentially nothing to do with whether you are in international waters or not.

Another good example is the Block Island Sound, which leads from the Atlantic Ocean to the Long Island Sound in New York . The COLREGS Demarcation Line is northwest of Montauk Point and approximately 22 miles inland of the southern tip of Block Island .

As you exit the Long Island Sound for the Atlantic Ocean , you are operating under the International Rules while you have land on both sides of your seaward course. In that case, the International Maritime Organization, who developed the first rules and continues to adopt new rules, opted to place the COLREGS Demarcation Line further inland than usual.

For the most part, the Inland and International Rules are the same. Some of the differences are in the whistle signals, rules for narrow channels, rules for western rivers and rules for commercial towing lights, just to name a few. The good news is that you don't have to guess at where each set of rules applies. Simply look on your chart for the Magenta Das hed line labeled "COLREGS Demarcation Line."

How about those three-mile and twelve-mile lines? In 1988, the twelve nautical mile territorial sea was established by presidential proclamation. The three nautical mile line, previously identified as the outer limit of the territorial sea, was retained and is where the “state” waters end. That "may" explain why gambling cruises in some states go out past the three-mile limit. Not being a "sea lawyer," I won't try to explain that one!

Until next time, I wish you clear skies, fair winds and calm seas!

Missouri Senate Believes Fishing Is A National Priority........

Tuesday, the Missouri State Senate approved a measure, 31 - 0, that fishing and boating should be recognized as a national priority.  The resolution carries no legal affect, however, a copy of the resolution will be forwarded to President Obama.  Obama created a task force in 2009 in order to gain recommendations on how to protect the country's coasts, oceans and the Great Lakes.  The Missouri State Senate has voiced concern that recreational boating and fishing have not been addressed as priorities in the protection of U.S. waters........

Gulf Of Mexico Oil Spill Update

Oil Slick Spreading, Within 16 Miles Of The Mouth Of The Mississippi River

Several efforts are underway to slow and eventually halt the flow of oil that is coming from an underwater well following last weeks explosion and subsequent sinking of the drill rig Deepwater Horizon.  So far, efforts to cap the well have not succeeded.  The U.S. Coast Guard and BP have set out to corral a portion of the spill with a 500 foot boom, in order to set the oil slick on fire.  The flames should consume between 50 - 90% of the contained oil, with the remainder able to be handily cleaned up........

Yeah, it really is a dream. Only a short distance to the Bahamas, but it has all the appearance of heaven. The color of the water is almost unbelievable--in song it is referred to as the Crystal Sea. Lobster, fish, shelling, sea glass, rum, snorkel, swim, rum, rum and coke, sunglasses.

Yesteryear's Picture of the Day from 2009..........was sent in to us by Capt'n Mark Newlin, who can be spotted kayaking in the Two Branch Island area of the Mississippi River.

Bill,

I was at George Winter park here in Fenton and this guy's trans slipped out of gear while he was loading his Seadoos and his truck rolled backwards into the river right in front of us. My niece's boyfriend swam down and tied the tow-strap on and I pulled it out backwards by the trailer with my Bronco. Somehow it did a complete "180" as it was sinking. His Seadoos were OK and nobody was hurt.

Missouri State-Record Black Bullhead......

RiverBills received the following e-mail from Jim Low  of the Missouri Department of Conservation

Harrisonville man lands second state record in two years
The hefty black bullhead came from a farm pond in Cass County.

HARRISONVILLE–Missouri has a new state-record black bullhead, and Nicholas J. Wray has his second fishing record in less than two years.

Wray, 23, caught the 2-pound, 4-ounce fish on a jug line April 9 at a farm pond in Cass County. The bullhead nudged aside the previous record by 4 ounces.

In 2008, Wray caught Missouri’s first state-record river carpsucker, a 2-pound, 3-ounce fish that came from Cass County’s South Grand River near Amarugia Highlands Conservation Area. He did it by design, having noticed that no one had bothered to apply for a record for the species previously.

Wray’s latest record fish measured 15 1/8 inches from nose to tail. Black bullheads seldom grow longer than 16 inches and 2 pounds. Missouri’s pole-and-line record for black bullhead is 4 pounds, 11 ounces.

Two other species – brown and yellow bullheads – tend to be smaller than the black bullhead. Yet, Missouri’s pole-and-line record yellow bullhead outweighed its black counterpart by more than 2 pounds. The Fresh Water Fishing Hall of Fame in Hayward, Wisc., recognizes an 8-pound, 15-ounce behemoth from Michigan as the world record black bullhead. That is nearly four times the weight of Wray’s fish.

These might indicate that heftier black bullheads haunt Missouri waters, waiting to be caught and registered as records.

The pole-and-line category is for fish taken on hand-held lines. Alternative methods include trotlines, throw lines, limb lines, bank lines, tree lines, jug lines, spearfishing, snagging, gigging, grabbing (with the use of a hook) and archery.

Entry forms and rules are available at mdc4.mdc.mo.gov/Documents/72.pdf. A list of Missouri fishing records is available at http://mdc4.mdc.mo.gov/Documents/69.pdf. The Conservation Department also has a Master Angler Program to recognize notable catches that fall short of records. For qualifying lengths and weights, visit http://mdc4.mdc.mo.gov/Documents/71.pdf.

FOR IMMEDIATE RELEASE:

National Safe Boating Week 5/22 – 5/28

It’s almost time for the recreational boating “fleet” to come out of mothballs to enjoy good times in the sun and on the water! The US Coast Guard Auxiliary reminds you that safe boating will lead to more enjoyable outings.

National Safe Boating Week for 2010 is May 22 – 28. During this week, look for events in your community hosted by the United States Coast Guard Auxiliary. Attend one and learn what you and your families can do to be safe and to enhance your recreational experience on the water.

4,789 boating accidents were reported in 2008, leading to 709 deaths, 3,331 injuries, and an estimated $54 million of damage to property, according to Coast Guard statistics. Over 2/3 of all fatal boating accident victims were the result of drowning, and of these, 90% were not wearing a life jacket.

What can you do to be safe on the water?

Take a boating safety class. Find local course listings at: http://www.cgaux.org/visitors/pe_visitor/index.html .

Get a free vessel safety check. Find a qualified examiner at http://www.safetyseal.net/GetVSC/

Be sure that everyone aboard your boat wears a life jacket. For information, see http://www.uscgboating.org/safety/life_jacket_wear_wearing_your_life_jacket.aspx

Boat Sober! For information, see http://www.uscgboating.org/safety/boating_under_the_influence_initiatives.aspx

Don’t forget to watch for and participate in National Safe Boating Week! For more information, visit www.safeboatingcampaign.com

The United States Coast Guard Auxiliary is composed of uniformed, non-military volunteer civilians who assist the Coast Guard in all of its varied missions, except for military and direct law enforcement. These men and women can be found on the nation’s waterways, in classrooms and on the dock, performing safety patrols, vessel safety examinations and public education. The 29,000 members of the Coast Guard Auxiliary donate millions of hours annually in support of Coast Guard missions.

Corps of Engineers updates Mississippi River

Incidents

St. Louis – Monday, April 26 – The U.S. Army Corps of Engineers in St. Louis continues work to correct two problems that emerged Thursday, with the incidents at Dam 25 near Winfield, Mo., and problems with the Mississippi River navigation channel above Grafton, Ill.

At Dam 25 near Winfield, a large steel dam gate some 100-feet long, failed when the chain mechanism that raises and lowers it broke at its connection point. The failure has been attributed to a faulty mechanical-electric limit switch. It occurred while lock maintenance personnel were lubricating the dam’s gate chains.

The gate, called a roller gate, is in the middle of the 1,296-foot dam that controls water depths upstream to Lock and Dam 24 at Clarksville, Mo. It is one of three such gates that are accompanied by 14 gates of another design in the dam.

‘WEAR IT’ Campaign Highlights ‘WEAR IT’ Campaign Highlights Importance of Wearing Life Jackets While Boating

Conservation Police remind boaters to wear life jackets, stay sober while boating in Illinois

SPRINGFIELD, IL – A safe outing for boaters in Illinois starts with wearing life jackets, as well as staying sober and being alert to others on the water with the busy spring and summer boating season underway. Illinois Department of Natural Resource (IDNR) Conservation Police are reminding boat operators and passengers to “Wear It!” – the theme of the National Safe Boating Council’s 2010 safe boating campaign encouraging the use of life jackets.

“The message to ‘Wear It’ is simple and right on point: wearing life jackets saves lives – and our Illinois Conservation Police officers will be reminding boaters throughout the season about wearing those personal floatation devices to help them stay safe on the water,” said IDNR Director Marc Miller. “We want boaters to have a good time while they’re on the water this spring and summer. Staying safe by wearing a life jacket and by boat operators staying sober while on the water should be part of every boater’s routine.”

Statistics compiled by the IDNR Office of Law Enforcement show that there were 102 reportable boating accidents on Illinois waters in 2009, resulting in 71 injuries and 25 fatalities. Those totals compare to 120 reportable boating accidents with 78 injuries and 13 fatalities in 2008. During the most recent 10-year period, Illinois had an average of 109 boating accidents with 72 injuries and 16 fatalities annually.

“Once again last year, the biggest factor that would have contributed to saving lives would have been for people to wear their personal floatation devices (PFDs) – their life jackets or life vests – while boating in Illinois,” said IDNR Law Enforcement Chief Rafael Gutierrez. “Of the 25 people who died in Illinois boating accidents last year, 12 may have survived if they had worn their PFD.”

Illinois law requires that life jackets, also known as personal floatation devices (PFDs), be available for each person aboard a boat or other watercraft. State law also requires that anyone under the age of 13 must wear a life jacket while aboard any watercraft under 26 feet in length at all times the boat is underway, unless they are below deck in an enclosed cabin or operating on private property. Under Illinois law, persons of any age must wear a PFD while operating a personal watercraft or jet ski.

“The law in Illinois requires that PFDs be aboard every boat, but not wearing those PFDs won’t help you in an accident or emergency,” Gutierrez added. “If you’re involved in an accident, you may not have time to put the life jacket on. Put on the PFD when you get on the boat and keep it on whenever you are on the water.”

As part of the Illinois Conservation Police boating safety enforcement effort, officers strictly enforce laws regarding operating under the influence (OUI) for boat operators. In 2009, Conservation Police officers (CPOs) made 179 arrests for operating under the influence of alcohol or drugs. Other law enforcement agencies in the state made another 36 arrests for OUI. In addition to the OUI arrests, officers issued 1,960 citations and 5,576 warnings to boaters for various infractions of the Illinois Boat Registration and Safety Act.

The IDNR offers free boating safety courses to provide a review of boating laws and regulations and instruction on safe and attentive operation of watercraft. State law requires boating safety education for persons ages 12 to 17 and encourages boaters of all ages to take a safety course. Safety course schedules are available by phoning 1-800-832-2599 or by visiting the IDNR web site at http://dnr.state.il.us/safety/.

Safety education courses taught by volunteer instructors are key to the state’s boating safety effort. In 2009, reports indicated 85 percent of watercraft involved in accidents were operated by people who had no formal boat safety education, while more than 90 percent of boaters who died in boating accidents had not participated in a formal boat safety education course.

Among the primary causes of boating accidents are operator inattention, alcohol use, careless/reckless operation and operator inexperience.

National Safe Boating Week is observed each year during the week leading up to the Memorial Day holiday. This year’s National Safe Boating Week observance is May 22-28 with the theme “Wear It!” to remind boaters of the importance of wearing life jackets.

For the full text of the 2009 Illinois boating accident report, check the IDNR web site at http://dnr.state.il.us/Law3/pdfs/2010_Boat_Accident_Report.pdf

Asian Carp/Chicago Locks Update

Supreme Court Bows Out Of Asian Carp Issue........

Monday, the U.S. Supreme Court decided not to get involved in the dispute of how to prevent the carp from getting into the Great Lakes system.  The latest challenge put up by Michigan was based on the long standing case of water diversion rights.  The High Court gave no reasons for their decision not to re-open the diversion case, or even to allow Michigan to file a lawsuit bringing up the same concerns.  Although likely to take more time, Michigan could file suit in a federal district court, although, the carp are close at hand........

River Eating

That Which We Call A Carp; By Any Other Name Would Taste As Sweet....

The Asian carp have been vilified not only for their in-water (and in-air) antics, their penchant for gobbling up plankton at an exponential rate, but for their name as well.  Carp.  As far as seafood goes, carp is a four letter word.  January brought about an effort to re-brand the carp in Louisiana, naming it silverfin.  Noted seafood chef Phillipe Parola declared the flavor of the silverfin to be a cross between scallops and crabmeat.  Kentuckians have gotten into the name game, claiming that when smoked, canned or fried in balls, the carp tastes like tuna.  So whether referred to as silverfin or Kentucky tuna, a name change might just be the ticket.  After all, it worked for the Chilean sea bass........

With the release of Brunswick's first quarter results due on Thursday, RBC Capitol Markets announces that even though the [marine] industry is facing major challenges, Brunswick's outlook appears to be quite solid.  Since production has increased, RBC believes that Brunswick's profit and loss will show strong leverage.  RBC cites improvements in dealer sentiments, despite difficulties in selling boats without incentives, previous model year overhang and stingy floorplan financing issues........

Boat Gas Update

   Vote On Ethanol Increase Looming........

This summer, the Environmental Protection Agency is slated to vote on whether or not to allow a 50% increase in the amount of ethanol allowed in gasoline.  Apparently, testing is only being performed on some 2001 and newer vehicles, but not on older cars, gas powered equipment, boats, of off-road vehicles.  Margaret Podlich, VP of government affairs for BoatU.S., states that adding 50% more ethanol to the fuel supply without establishing what it will do to older vehicles is irresponsible.  BoatU.S. has teamed up with 46 motorsports, environmental, food and advocacy groups to form followthescience.org, requesting a "science first" approach prior to allowing a new fuel to go to market........

River History....

25 April 1840 in River History

The Bedford, a relatively small side wheel steamboat was headed down the Missouri River for St. Louis when she struck a snag and sank in less than five minutes in deep water near the confluence of the two rivers..

Since that time, the Missouri River channel has shifted to the south and the wreck site of the Bedford's now lies below dry land.
