Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 184.0 - DREDGE OPERATION
Continuing until approximately November 1, 2020, the Dredge POTTER will conduct dredging operations in the vicinity of Mile 184.0, Lower Chain of Rocks Canal entrance. Work will be conducted 24-hours a day, 7-days a week. The floating plant will consist of the Dredge POTTER, tender boats, small boats, barges and pipeline. Dredged material will be transported via pontoon or self-floating pipeline that may cross the channel, for placement outside of the navigation channel. The Dredge POTTER will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at
their slowest safe speed to minimize their wake and proceed with caution, after passing arrangements have been made.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

ILLINOIS RIVER

MILE 271.5 - TEMPORARY L/D CLOSURES

Mississippi And Illinois River Management

Legislators Call On Corps To Fund Infrastructure Modernization........

A bipartisan group of U.S. legislators has called on the U.S. Army Corps of Engineers to include funding for infrastructure modernization along the Upper Mississippi and Illinois Rivers.

Over four dozen legislators requested that the Corps add to the construction funding for the Navigation and Ecosystem Sustainability Program during the 2021 fiscal year.

The NESP was authorized as part of the Water Resources Development Act of 2007 and would modernize and expand seven locks and restore ecosystems.  The addition of construction funding would build upon the $4.5 million in preconstruction engineering and design for projects in the 2020 fiscal year........

Mississippi River Journeys

Trip Down The Mississippi River Deemed A Success.........

A couple of months ago, Erich Mische, the Spare Key Executive Director embarked on a trip down the Mississippi River, from St. Paul, Minnesota 1,700 miles to Baton Rouge, Louisiana aboard a pontoon boat hull with a garden shed lashed to the pontoon deck.

Mische undertook the treacherous journey in order to raise critical funding for the Spare Key initiative, which offers assistance to families in crisis with critically ill or seriously injured family members.

Like many other non-profits, Spare Key saw their donations severely impacted by the effects of the COVID-19 outbreak.  Mische said that all fundraising events were cancelled, with the exception of one.  Mische undertook the journey to guarantee Spare Key could continue to help families across the nation and he deemed the trip a sucess........

News Release From BoatUS

SPRINGFIELD, Va., Oct. 28, 2020 – A coalition of groups whose users rely on the Global Positioning System (GPS) wants the Federal Communications Commission (FCC) to change its mind about an April 20 decision to permit Ligado Networks to begin construction of a land-based industrial 5G (fifth generation) “L-Band” wireless network. The group is concerned that once operable, the network will negatively impact the reliability of the nation’s Global Positioning System (GPS).

In a letter sent yesterday signed by 78 GPS stakeholder groups including the Keep GPS Working Coalition and Boat Owners Association of The United States (BoatUS) to US Senate Commerce, Science and Transportation Committee Chair Robert Wicker (R-MS) and Ranking Member Maria Cantwell (D-WA), legislators were urged to reverse the Ligado Order. It requests the legislator’s “direct involvement to protect the satellite communications and GPS services that we provide and are relied on by tens of millions of Americans every day.” The Commerce Committee's extensive responsibilities include science, technology and communications policy.

Ligado’s slice of licensed “L-Band” spectrum, designated for space-based navigation and communications, is located near lower frequency bands used by hundreds of millions of GPS units in public safety, health, government, transportation, military, commerce, agriculture and more. BoatUS and other coalition members believe that, as the Ligado network is rolled out, instances of signal interference will increase.

“This is about boaters – and many others’ – continued ability to safely navigate and get reliable weather forecasts so we know when to go out or head home, and safety-of-life issues especially when on-the-water help is needed,” said BoatUS Manager of Government Affairs, David Kennedy. “The FCC’s decision threatens GPS reliability for countless consumers, farmers, ranchers, pilots, boat owners, surveyors, construction companies and other private GPS users who will be forced to suffer the network’s interference with their GPS devices or require them to pay to replace them.”

The coalition believes that the Ligado Order disregarded mountains of evidence highlighting the interference issue, ignored established technical standards, relied only on limited studies with vague and impractical criteria to assess interference, and was made during the COVID-19 pandemic while stakeholders were dealing with the health crisis. They claim FCC also ignored serious concerns from the federal government as well as agencies including the departments of Defense, Transportation, Commerce, Interior, Justice and Homeland Security, in addition to NASA, the National Science Foundation, Federal Aviation Administration and U.S. Coast Guard.

Boat Show News

The Fort Lauderdale International Boat Show Has Begun.........

The Fort Lauderdale International Boat Show began on Wednesday under very different conditions than last year due to the COVID-19 outbreak.  The five-day event, scheduled for October 28 - November 1, will utilize comprehensive AllSecure health and safety standards.

Some boat manufacturers have opted to skip this year's FLIBS, but despite this, there are several manufacturers with boats making their debut during the boat show.

Boats being introduced include a 95 foot flagship from Pearl Yachts, Pursuit's S 428, Azimut Yachts' Magelllano 25 Metri, Monte Carlo Yachts 76 Skylounge, the Prestige x79, the Solace Boats 41 SC, and many others........

Boat Manufacturer

Sea-Doo Continuing To Innovate Their Line Up.........

After successfully launching redesigned models in their recreational segment last year, Sea Doo has upped the bar for the 2021 model year by offering a completely redesigned platform for their performance segment.

Heading up the line up is the Sea Doo RXP-X 300, which the company says will redefine the world of performance watercraft.  The RXP-X was a multi-year collaboration between Sea Doo engineers and Sea Doo racers.

The improvements made to the 2021 RXP-X began with a weight loss program, shedding 67 pounds from it's predecessor.  The new T3-R hull has been engineered with a new deep-V configuration that lends itself to more stabile and safety at higher speeds........

New Boat Registrations Up 5.8 Percent For The Year........

According to preliminary data released by Statistical Surveys Inc., new powerboat registrations increased by 8.5 percent year to date in the main powerboat categories, and 34.3 percent year over year in those segments.

All categories in the main powerboat segments were up at least 24 percent, year over year, with pontoons and bowriders up 47 percent plus and ski and wake boats were up 37.5 percent.

Registration data revealed that all other categories, with the exception of personal water craft, were up as well, accounting for nearly 60 percent of the U.S. boat market........

Boating By The Numbers

Officials Release 2019 U.S. Boating Statistical Abstract........

The National Marine Manufacturers Association has announced that they have released their 2019 U.S. Recreational Boating Statistical Abstract, which is the most comprehensive collection of recreational boating stats and historical data.

The abstract includes historical data all the way back to 2007, including outboard engine sales trends, power and sail boat sales trends, boat and engine imports and exports, cruiser, watersport and fishing boat and trailer sales trends, total industry sales by state and category and total boat registrations.

Some highlights from the abstract from 2019 are that new powerboat sales totaled 201,400 during 2019, following eight consecutive years of growth and an 11 year high in 2018.  Also during 2019, there were more than 12 million registered and documented boats in the U.S., equaling one registered boat for every ten households........

MasterCraft Investor Calls On Company To Consider Selling........

On Tuesday, people in the know revealed that the investment firm Donerail Group LP, run by former hedge fund Starboard Value LP executive William Wyatt, is calling on MasterCraft Holdings Inc. to explore a possible sale.

Donerail has acquired almost a 5 percent stake in MasterCraft and has advised the recreational powerboat manufacturer that they are not happy with the company's performance.

While MasterCraft has benefited from people turning to the water during the pandemic, the 18 percent increase in it's shares since Frederick Brightbill became CEO in December is less than the 30 percent rally in the stock of larger peer Malibu Boats Inc........

The area between the bullnose end and upper gate recess is significantly damaged. Mariners are advised to favor the Iowa shoreline, continue using a helper boat and if necessary come to complete stop in order to align with the lock chamber before south-bound entry. Mariners should be alert for and abide by any further instructions from the lockmaster. The lock may be contacted at (319) 524-2631 or via VHF-FM Channel 14, for assistance.

MILE 200.5 - L/D CLOSURE Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. MILE 200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of the Mel Price L/D (main chamber) is experiencing deterioration. Continuing until further notice, all tows transiting the main lock are requested to stay off the lower long wall bullnose. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Fall Color Outlook

The Fall Colors Are Winding Down........

The trees around the Riverbend are in their full color peak and it won't be long before they drop their leaves as the fall color season is drawing to a close.  According to Barb Strack, the Interim President of the Great Rivers and Routes Tourism Bureau, your location determines the brilliance of the colors.

The Great Rivers and Routes Tourism Bureau will help visitors find a route for a color peeping tour if they are interested in taking a road trip to see the colors.  There is also a fall color cruise offered which sails out of the Grafton Harbor..........

Mississippi River Near Keokuk, Iowa

Conservation Group Intent On Raising Sunken Islands........

Back in June 2019, the Lee County Conservation Commission Board officially kicked off a Wildlife Habitat Restoration Enhancement Program focused on approximately 2,500 acres of sunken islands, mudflats and wetlands in and adjacent to the Mississippi River ion Pool 19.

The ambitious project would involve raising a series of islands along the Iowa shore which were submerged when the Keokuk Lock and Dam were constructed in 1913.  These islands would improve fishing, duck hunting, as well as canoeing and kayaking in the sloughs and backwaters created by the project.

The resurrected islands will also help with reversing the continuing environmental degradation of that section of the Mississippi River impoundment known as Lake Cooper.........

Seeking Peace And Healing Along The Riverfront.........

While it is well known that so-called "green spaces" are important to well-being, over the recent years, the power of water has come under scrutiny.  "Blue Mind Science" is the study of the health benefits of aquatic environments, and biologist Wallace Nichols discusses this in his book Blue Mind.

Wallace says that water is the elixir and source of life, as it covers over 70 percent of the earth's surface, makes up close to 70 percent of our bodies and constitutes more than 70 percent of our hearts and brains.

Our deep biological connection has been demonstrated to trigger an immediate response in our brains when we are near water.  Just the sight and sound of water can induce a flood of neuro-chemicals that increase blood flow to the brain, promote wellness and induce relaxation.........

Wholesale Boat Shipments Remain Strong........

The National Marine Manufacturers Association has reported that August was another strong month for new boat construction activity. Even though wholesale shipments of new boats had leveled off following three months of steady growth, August was the fourth highest single month total of new boat wholesale shipments in a decade.

Vicky Yu, NMMA director of business intelligence says that the slowdown of wholesale shipments of new power boats during August was mainly attributed to continuing supply chain issues boat builders are facing on marine parts to fulfill boat backlogs and the surge in new boat orders.

Yu states that despite supply chain disruptions, manufacturing production has returned to near-normal levels, and wholesale shipments are expected to rebound as supply deliveries resume........

Upper Missouri River

Despite Drought, Above Average Runoff Recorded In The Missouri River..........

This year, the weather conditions along the Upper Missouri River basin have quickly changed from very wet early on to a spreading drought by the fall.  Despite this, U.S. Army Corps of Engineers hydrologist Kevin Grode says that they still managed to record an above average year for river runoff.

Grode says that the runoff was about 4 million acre-feet of water above normal, and it is attributed to the wetter than normal start to the year.  The Corps is working on next year's runoff forecast.

Grode reports that next month, the Corps will begin reducing releases from the Gavins Point Dam.  Corps officials state that the reservoir system storage will be at winter levels by December 1st........

Missouri River Near Columbia, Missouri

Missouri River Relief Hosted River Cleanup........

Over the weekend, Missouri River Relief and 85 community volunteers braved the cold temperatures to participate in the organization's three day cleanup of the Missouri River near Columbia, Missouri.

The cleanup, based at Cooper's Landing, usually is held over 1 day, however, thanks to COVID-19 social distancing and mask regulations, the event was spread out over three days.

It is estimated that by the end of the day Sunday, Missouri River Relief cleaned up some three and a half tons of trash from the Missouri River.  The exact weight of the debris is not known.  The group had set a goal of 4 tons of trash collected over the weekend........

Missouri River Management

Corps Working To Improve River Transportation........

After three years of high water along the Missouri River, it's infrastructure is in need of serious repairs.  The damage is causing issues with barges transporting commodities down the Missouri River to the coastal ports for overseas shipping.

Colonel William Hannan, Commander of the U.S. Army Corps of Engineers Kansas City District says that the past three years have taken their toll on the Missouri River.

Hannan says that in addition to damaging several levees, the high water caused damage to the structures that support river navigation.  As the Missouri River has returned to normal levels, it has dropped below the level of the damaged structures, resulting in shoaling, or low spots in the river........

New Whiskey Aged On The Mississippi River........

There are many steps involved in distilling whiskey, many of which involve water.  Even though water is considered to be an ingredient in the production process, there are some brands and distilleries such as Jefferson's. Cane Land Distilling and Pilot House Distilling on some form of floating platform.

Now, Brown Water Spirits is joining the fray with the introduction of their "river aged" O.H. Ingram whiskey.  According to the distiller, the new O.H. Ingram River Aged Straight Whiskey comes from Kentucky, where it is aged in a floating rickhouse moored along the riverbank in Ballard County.

It is said that the whiskey is exposed to the climate of the Mississippi River, with it's drastic rise and fall causing a unique interaction between the wood and spirit.  The constant motion guarantees that the whiskey never stops working creating an extraordinary spirit with a taste mature beyond it's years........

Salvage Work Has Begun On Sunken Cement Barge........

Salvage crews have begun working on recovering a barge filled with raw bulk cement that sank in January at the Upper Mississippi River Mile Marker 51.8 near Cape Girardeau, Missouri.

The U.S. Coast Guard Sector Ohio Valley has established a safety zone from Mile Marker 50 to Mile Marker 52, which limits traffic to one way at a time and a reduction in speed to the slowest speed possible.

Okie Moore Diving and Marine Salvage is heading up the salvage operation.  The barge and concrete will be hydraulically hammered into smaller, more manageable pieces prior to being raised above water for disposal........

Some Highlights of This Week's

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED October 21, 2020

Mississippi River System

MISSISSIPPI RIVER

MILE 364.2 - L/D RESTRICTIONS
Significant damage has been reported at L/D 19 in the vicinity of Mile 364.2. The USACE Little Rock District has instituted the following restrictions. Tows headed south-bound shall avoid landing or rubbing on the upper river wall between the bullnose end and the upper gate recess.

The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 271.5 - L/D CLOSURE
Continuing until 6:00 p.m., October 24, 2020, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff.

MILE 271.5 - TEMPORARY L/D CLOSURES

MISSOURI RIVER

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following areas are in the low water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting

Missouri River Near St. Joseph, Missouri

The River Is Running Lower Than Recent Years........

The level of the Missouri River at the St. Joseph port may be lower than it has been in the past several years, it doesn't mean that the river levels are not normal for this time of year.

The U.S. Army Corps of Engineers says that the river levels along the Lower Missouri River are right where they are supposed to be.  John Remus, chief of Missouri River basin water management for the Corps says that the river level is not low, it is normal.

Remus says that in the latter part of 2017, and all of 2018 and 2019, the Missouri River was running very high, and now, it is down to what would be considered no more than normal for this time of year.  The river is closed at the St. Joseph port, as it is only at 7 feet, and it needs to be higher than nine feet for barges to be able to safely move.........

River des Peres Trash Bash.......

Our annual clean-up event will be a little different this year, but we still need your help to take care of greenways and parks in the River des Peres Watershed! Instead of a one day cleanup, you can remove trash and debris at your chosen site anytime between October 24-31. Volunteers and members of their immediate household can choose from multiple cleanup sites within the watershed. Work gloves and trash bags will be provided.

Pre-registration is required so you can choose your specific cleanup site and get more information on where to pick up supplies. Because this is a self-guided cleanup, we'll send you a map, details on where to dispose of the trash you find along with important safety tips. Thanks in advance for your help!

Choose from multiple cleanup locations along greenways and in parks in the City of St. Louis, St. Louis County, University City, Webster Groves, Shrewsbury, Crestwood and more!

Missouri River Relief Hosting Cleanups This Weekend........

This weekend, Missouri River Relief will be hosting a volunteer series of community and equipment-based river cleanups, which will be held at Cooper's Landing south of Columbia.

In order for Missouri River Relief to meet state and local guidelines, the organization has expanded their volunteer days from one to a total of three.  Face coverings will be required, as well as social distancing practices aboard the boats.  Capacity has been reduced by at least 50 percent to ensure social distancing.

Missouri River Relief is anticipating approximately 90 volunteers across the 3 day cleanup, as registration is full.  The cleanups will begin at 9 am, regardless of weather, and will run until noon each day........

Florida Angler Breaks Georgia Blue Catfish Record........

A Florida angler recently broke the Georgia record for catching the largest blue catfish in Georgia, and this monster was caught in the Chattahoochee River near Columbus, Georgia.

Havana,. Florida resident Tim Trone took a weekend trip to visit friends in Georgia as well as to take part in a fishing tournament.  He began thinking that he had caught a 50 pound catfish, besting his own personal best catch of 40 pounds.

When they finally landed to fish, it bottomed out the scale, and Trone said he knew he beat the Georgia state record.  After locating another weighing site, the blue cat came in at 110 pounds, six ounces, taking the Georgia record........

News Release From BoatUS

CARTERSVILLE , Ga., Oct. 21, 2020 – Every public safety department is familiar with EVOC – the Emergency Vehicles Operators Course that teaches first responders the necessary skills to operate an emergency vehicle safely. But what happens when the vehicle is a boat? Operating a recreational vessel on a swift-moving river or stormy lake requires boat handling skills not taught in a classroom.

In partnership with the National Safe Boating Council (NSBC), TowBoatUS Lake Allatoona, a 24-hour on water towing and assistance service based in Cartersville, recently hosted a three-day “Essentials of Close Quarters and Open Water Boat Control” on-water instructor certification course for local first responders. The course was one of many offered across the country each year by local partners and NSBC, a national public private coalition that provides safe boating educational resources, outreach programming, and training opportunities.

“This was a train-the-trainer type of event,” said TowBoatUS Lake Allatoona owner Capt. Chris Day. “Now, these firemen are NSBC-certified instructors and can teach the basic Boat Control On-Water Training to other local boaters or fellow first responders back at the firehouse.”

Day, a former law enforcement officer and NSBC-certified instructor trainer, added, “Many public safety departments have a big need for this kind of training. Firefighters are taught how to fight fires, but there is a gap in boat safety and handling skills. That’s where we help.” Day says he will continue to offer NSBC courses to meet regional demand, much of it coming from Tennessee, Kentucky, Arkansas, Mississippi and Alabama.

All NSBC courses include certified instructors who train boat operators in close quarters maneuvers such as docking and fueling sites, then progress to advanced open water maneuvers, increasing handling skills and confidence. Training vessels are provided and course pricing varies by location. Course content conforms to the American National Standard for on-water skills as verified through an independent third-party assessment process. To find out more about any of the NSBC’s training courses go to safeboatingcouncil.org.

Missouri River Management

Climate Stations Monitoring Moisture In The Upper Missouri River Basin........

A $48 million project will be used to fund climate monitoring stations along the Upper Missouri River Basin in five states, including Wyoming.  Ginger Paige, University of Wyoming Professor of Water Resources says that the project will monitor the plains.

Paige says that the overall goal of the project is to set up a fairly dense network of climate monitoring stations around the Upper Missouri River Basin at elevations of about 5,500 feet and below.

The climate stations will measure moisture, temperature and wind.  Paige noted that the flooding that has occurred in the past has been because of moisture in the plains.  She adds that there is not a lot of climate data for that region, and the information will help with prediction models........

Boat Manufacturer

Brunswick Facility Achieves Zero Waste To Landfill Designation.........

Brunswick Corporation recently announced that their Fort Wayne Operations is their first boat manufacturing facility to earn Zero Waste to Landfill status.  The achievement represents a major milestone in Brunswick's efforts to advance their sustainability mission.

The Zero Waste to Landfill designation process requires the facility to show that 90 percent of it's waste materials are being recycled, reused or otherwise eliminated.  The Fort Wayne Team was able to pass their goal by achieving 97 percent during the last evaluation period.

Brunswick's Fort Wayne facility is where they construct their Harris and Cypress Cay pontoon boats.  The facility is also home to the Brunswick Pontoon Technology Center........

Do Presidents And Boating Go Hand-In-Hand?

With only two weeks before election day, it is still anyone's guess as to who will win the election.  It seems, however, that Trump may have cornered an untapped demographic, the boater.

There have been multiple boat parades held in recent weeks featuring boats mostly decked out in Trump signage and flags.  There has also been attempts at setting a Guinness World Record for the most participants in a Trump-themed parade.

Many presidents have been avid boaters, including George H.W. Bush, who had multiple fishing boats bearing the name Fidelity, John F. Kennedy and Jackie were often out sailing aboard a boat dubbed Victura.  During World War II, Kennedy served aboard PT109 and others in the Pacific Theater.

Eight Presidents, from Herbert Hoover through Gerald Ford, spent time aboard the presidential yacht Sequoia.  The 104 foot long Trumpy-designed presidential yacht was sold off by Jimmy Carter, who claimed it was a waste of taxpayer money........

Mississippi River Near Marquette, Iowa

Car Stolen 14 Years Ago Recovered From The Mississippi River........

Last week, responders recovered a car stolen in 2006 in Muscoda, Wisconsin from the Mississippi River near the Marquette City boat ramp in Iowa.  The Clayton County Sheriff's Office and Mar-Mac Police Department in Iowa were able to successfully recover the vehicle from the west channel of the Mississippi River.

The car, a yellow 1985 Lincoln Town Car was first discovered in 2017 by a local angler.  The Lacrosse County Dive Unit examined the vehicle in November 2017.

Over the next three years, river levels and environmental restrictions had prevented further efforts to remove the vehicle.  Thanks to low and stable river levels, the Delhi Fire Department Dive Team and Tegeler Wrecker and Crane were able to recover the car........

The Titanic

Plans For Retrieving Titanic's Radio Prompts Debate About Human Remains........

The company that owns the salvage rights to the wreck of the Titanic are planning on retrieving the ship's Marconi radio equipment from the wreck, and concerns have arisen that there may still be remains of passengers and crew within the wreck.

Lawyers for the U.S. Government has raised that question as part of a continuing battle in court to block the planned expedition.  Archaeologists say remains could still be aboard the wreck, and they believe that the company does not consider the possibility in their dive plans.

The company, RMS Titanic Inc. wants to display the Titanic's Marconi wireless telegraph machine, which broadcast the sinking vessel's distress calls and helped save the lives of around 700 people........
