Winter Water Safety

    Hypothermia Sets In Quickly In Freezing Water........

 

In Minnesota, residents ice fish and even drive their vehicles on icy lakes, thanks to the consistently cold weather.  However, in Missouri, the temperatures are not constantly cold enough to guarantee ice thick enough to support the weight of a vehicle, much less a person.  Recently, firefighters from north St. Louis County participated in their annual ice rescue training exercises.  Rescue workers train to respond to people who fall through ice, because hypothermia can set in within as few as five minutes........

The Great Lakes

    Could Great Lakes Water Shortage Be On Tap?

 

On Monday, the U.S. Geological Survey released the results of a five-year study that describes the Great Lakes as a veritable aquatic treasure trove.  While the Lakes contain about 6 quadrillion gallons of water, the groundwater levels have fallen about 1,000 feet in the Chicago and Milwaukee metro areas, and over the next thirty years, the groundwater levels could drop another 100 feet if pumping increases as forecasts anticipate........

   Waterfowl regulation workshops set for March, April Statewide

JEFFERSON CITY—The Missouri Department of Conservation plans to hold workshops statewide to gather hunters’ ideas about the timing of duck season and where waterfowl hunting zone boundaries should be located.

Because ducks and other waterfowl migrate across state and international boundaries, ultimate responsibility for their management rests with federal officials. Each year, the U.S. Fish and Wildlife Service establishes frameworks for season length and bag limits. Waterfowl population surveys provide the basis for setting frameworks that are either liberal, moderate or restrictive. States set their regulations within the federal frameworks.

Every five years, states have the opportunity to adjust existing duck zones or consider fewer zones with a split in each zone where a break occurs at some point during the season. These decisions are based on previous years’ experience and on hunters preferences.

This year, MDC will consider duck season dates and zone boundaries for the 2011 through 2015 hunting seasons. The agency has scheduled 15 workshops around the state in March and April to learn how hunters feel about duck season dates and hunting zones that have been in place for the past five years and what they would like to see for the next five years.

Duck Season Dates and Zone Boundaries Workshops will be held from 7 to 9 p.m. on the following dates and locations. Additional details are available by calling the number listed for each workshop.

Upper Missouri River

    Corps Getting Ready For Spring Runoff.......

 

Only one month before the spring runoff season is set to begin, the U.S. Army Corps of Engineers has announced that the amount of water in the six reservoirs along the Upper Missouri River is more than what they would like to see.  Since the amount of water stored peaked in July of 2010, 9 million acre-feet have been removed.  2010 saw the third highest levels of runoff entering the reservoir system in 110 years.  The snowpack in the mountains and plains is a bit higher than normal and flooding will depend on rainfall and snowmelt........

Public Notices Open For Comment

   Posted on the US Army Corps Of Engineers Website.....

 

  1. P-2784: American Milling, L.P. seeks authorization under Section 10 of the Rivers and Harbors Act to construct a pipe pile supported conveyor, loading tower and to permanently moor two captive dock barges. Approximately 14, pipe dolphins structures and an upstream and downstream pipe piling support structure will be driven to the point of resistance within the Mississippi River substrate to support an approximate 400-feet-long conveyor and loading tower for the transfer of dry bulk materials. Two captive dock barges would be installed along the upstream and downstream side of the loading tower. The two captive dock barges would measure 35-feet-wide by 195-feet-long. The barges would be permanently moored to the proposed pipe dolphins. Cargo barges would be delivered to the site for loading to the outside of the proposed captive dock barges. The delivered cargo barges would arrive as empties, be loaded, and then switched as loads to other existing fleets for shipment. The terminus of the proposed conveyor/loading tower and the riverward side of the proposed captive dock barges would not extend further riverward than the existing Arsenal Island mooring line. As such, the proposed operation isn’t expected to hinder or impede navigation that already passes the mooring line of the Arsenal Island fleets. The activity site is located along the left descending bank of the Mississippi River, at approximate river mile 175.66, near Cahokia, in St. Clair County, Illinois.

Lake Saint Louis In St. Charles County, Missouri

    Plungers Brave Cold For A Cause........

 

Saturday, some 450 polar plungers made a mad dash into Lake St. Louis to raise funds for Special Olympics Missouri. The eighth annual Lake St. Louis polar plunge raised about $90,000 for the Special Olympics.  Although the number of plungers increased this year, the total amount of money donated declined.  Several of the participants even dressed up in elaborate costumes for their chilly dip........

The Coast Guard Sector completed Operation Big Tow

Operation Big Tow was a three-month long effort that began on 12 December, 2008. It was designed as a result of a collision between a cargo vessel and a loaded oil barge on the Mississippi River that spilled more than 282,000 gallons of #6 fuel oil to spill into the river. Operation Big Tow was designed to ensure vessel operators were properly licensed for their respective vessel's size, type and route

Operation Big Tow confirmed that 99% of towing vessel operators are properly licensed.

Lake Of The Ozarks

   Couple Sued Over Wastewater Violations........

 

Missouri's Attorney General, Chris Koester has filed suit against the owners of a wastewater treatment facility that serves Emerald Court Duplexes.  The suit alleges four counts of violations of Missouri's Clean Water Law.  Wastewater from Emerald Court is currently able to flow into an unnamed tributary of the Lake of the Ozarks.  The violations cited include the failure to maintain an operating permit for the facility, failure to keep the treatment facility filter free of vegetation, failure to install and use a flow measurement device, and the failure to comply with effluent limits........

Mississippi River Near Guttenberg, Iowa

    Corps Defends Tree Removal Along Levee........

 

Recently, the U.S. Army Corps of Engineers inspected the Guttenberg levee system and found a number of deficiencies that either need to be repaired or maintained.  The issues include ponding problems behind the levee, culvert problems, no backup electrical system for pumping stations and the encroachment of vegetation on the levee system, including 72 trees in a park.  Monday, there was an informational meeting with the Corps, where they explained the reasons for requiring the removal of the trees..........

Coast Guard crews respond to grounded vessel near Unalaska

KODIAK, Alaska - The 58-foot fishing vessel TerriGail rests on is port side after grounding a mile southwest of Makushin Bay near Unalaska at 2:50 p.m. Feb. 8, 2011. The TerriGail's crew reported losing power via VHF radio at 4:04 a.m. and were rescued by a Kodiak-based HH-65 Dolphin helicopter crew, forward deployed on the Coast Guard Cutter Morgenthau.

E15 Update

    Boaters And Fishermen Beware At Gas Pumps........

 

The Boat Owners Association of the United States stated that in light of the EPA's recent decision to allow the use of E15 in model year 2001 and newer cars and trucks, boaters and fishermen need to be more cautious at the gas pumps to prevent misfueling.  The higher concentration of alcohol in the fuel is neither good for marine applications, the EPA has not approved it's use on the water.  Issues boaters can encounter with E15 include the engine running lean, causing heat-related damage, compatibility questions with rubber parts in the fuel system, and phase separation........

Get Your 2011 Illinois Licenses: Illinois fishing, hunting and sportsman’s combination licenses for 2011 are available from DNR Direct license and permit vendors, online through the IDNR website at http://www.dnr.illinois.gov/online/Pages/default.aspx or by calling 1-888-6PERMIT (1-888-673-7648). The system is available 24 hours a day. The 2011 licenses will be valid through Mar. 31, 2012 unless otherwise noted.
 

 

Pere Marquette Bald Eagle Programs: Enjoy watching bald eagles on the Illinois and Mississippi rivers near Pere Marquette State Park this winter by participating in one of the park’s popular Bald Eagle Viewing tours. The site interpreter at Pere Marquette will present informative programs about bald eagles on select dates throughout February and early March. All programs begin at the Pere Marquette Visitor Center at 8:30 a.m. Reservations are required and may be made by calling 618/786-3323.

Mississippi River Near Donaldsonville, Louisiana

  Submerged Warship Replica Visible At Times........

 

During times that the level of the Mississippi River is low around Donaldsonville, Louisiana, a replica of a 17th century French warship that sank peeks above the surface.  The Le Pelican is a full sized replica of the vessel commanded by Pierre le Moyne, Sieur d'Iberville in 1697.  The replica was purchased by Donaldsonville as a tourist attraction for the riverfront. The replica sank shortly after it was bought in 2002, and again in 2004.  It has remained submerged since........

   Amphibious RIB Maker Looking To Expand U.S. Market........

 

Sealegs, manufacturer of a unique amphibious RIB is aiming to expand their U.S. market.  The vessel has three motorized retractable hydraulic wheels that let the pilot to '"drive" the RIB up a ramp, onto a beach, over rough terrain and even into a garage.  Last June, the first recreational model was introduced in the United States.  When equipped with a 150 hp outboard, the vessel can reach speeds above 40 mph.  Fully rigged, the 20 foot Sealegs retails for $85,000 and the 23 foot model goes for $112,000........

    Illinois Anglers To See More Alligator Gar........

 

The Illinois Department of Natural Resources recently announced that they are bringing the alligator gar back to Illinois.  Last fall, 43 gar were stocked into Hopper and Hennepin Lakes near Hennepin, Illinois.  Over the years, the gar population disappeared as their habitat was destroyed.  The alligator gar can reach lengths of 10 feet long, and can weight upwards of 300 pounds........

BALTIMORE - Boatcrew members from Coast Guard Station Annapolis, Md., use their 41-foot utility boat to take members from Coast Guard Aids to Navigation Team Baltimore to the Thomas Point Shoal Lighthouse in the Chesapeake Bay, Feb. 7, 2011. Following a low-voltage alarm, members from ANT Baltimore visited the lighthouse to ensure that the lighting equipment was working correctly.

Metro East Levees

   Senators Request FEMA Modify Their Language........

 

A group of U.S. Senators have asked the Federal Emergency Management Agency to refrain from using the designation "without levee" as they map the floodplains in the Metro East and other areas.  The label presumes that existing flood protection does not exist where flood modeling is concerned.  Illinois Senator, Dick Durbin is part of the bi-partisan group that believes that the "without levee" designation harms the economies of cities, counties and businesses.........

Mississippi River Near St. Louis

   The Day The Mississippi River Stood Still........

 

Over the winter of 1936, large sheets of ice jammed solid south of Cape Girardeau, Missouri, and by February 6th, backed up to St. Louis.  The jam reached as far north as the Chain of Rocks.  The jam held fast for close to three weeks.  Between 1831 and 1938 the Mississippi River froze over at St. Louis at least ten times.  The Alton Lock and Dam was completed in 1938 and effectively corralled ice from the Upper Mississippi and Illinois Rivers........

Navigating a River of Ice

 

“It’s cold. There’s a whole bunch of ice. There’s a lot more trouble.”
   That’s how one lock operator sums up river navigation come winter.
   Thomas Pickett, assistant lockmaster at Mississippi River Lock & Dam 22, near Mark Twain’s childhood home of Hannibal, calls it “an altogether different operation from summertime, that’s for sure.”
   But trouble isn’t the only word that applies as massive tows push through what often appears to be a solid wall of ice.
   There’s also a sense of wonder, in the grace of eagles scooping fish from the open water left in a boat’s wake, of fox sneaking out to drink from the opened pool, in the power of boats to crumple ice.
   Says Quent Harris, port captain with AEP River Operations and a long-time tow captain:
  “I have stood on the stern of a boat as it’s pushing through and seen no water whatsoever. There will be solid, machine. But the wheels are turning and the tow keeps shoving through. It’s an experience like none other and I couldn’t believe I was getting paid to do it.”
   Some of the Upper Mississippi River freezes solid come winter, stopping navigation all together. Locks are typically closed from Guttenburg (Lock and Dam 10) up through the river’s northernmost lock in Minneapolis. Others, unless closed for maintenance, are open year-round.
   That’s good news to road crews and commuters in wintry Midwestern cities like Chicago, since road salt makes up the bulk of winter cargo heading up the Illinois River for companies AEP and Alter Barge Line Inc. of Bettendorf, Iowa. Fertilizer is also carried north in anticipation of spring, and corn and soybeans head south for export.
   “When we can haul 80 semis full of salt on one barge, that’s got to help a city,” Harris said. “It keeps a lot of trucks off the road.”......

Marathon Week Three


Another fun and eventful week in Marathon. We've met new people, enjoyed the very hot sunny days, explored new places, learned more about wildlife first hand and can't believe we only have one week left of this paradise.
We were fortunate enough to meet some really nice people from Minnesota who invited us over for a pool day. They have a beautiful home right on the Atlantic Ocean with an observation deck that overlooks all of Marathon. The kids enjoyed there time in the pool with Buddy (Ellias) and Kina. There baby sister, Via is only six months old and I loved playing with her. Holding her was bittersweet as our niece was born this week in Michigan and we feel so far away. Stephanie (Craig's step sister) gave birth to AnnaBelle on Tuesday, Feb. 1st. She's healthy and everyone is doing well.

 

 We had a fun "Looper" get-together with over 50 people attending at Sombrero Marina.  Pete, Anna, Gloria, Jim and "Bama Belle's" Charlie and Brandy

 

Daddy's big helper, Jaxon, takes his job very seriously. Whenever we need water in the boat he is the first one to strap on a life jacket and run for the spigot.

Mississippi River Near Port Allen, Louisiana

    Coast Guard Mopping Up After Barge Collision........

 

Following a collision between a barge and tow vessel early Sunday morning, the U.S. Coast Guard was working to clean up 2100 gallons of spilled vacuum gas oil.  The incident occurred when a barge taking on vacuum gas oil was struck by a towing vessel.  Although there are no health risks associated with the spill, water intakes that could be impacted have been notified.  The Coast Guard Marine Safety Unit is looking into the cause of the accident........

PORTLAND, Ore. - The Davy Crockett, a converted 431-foot flat deck barge, released an estimated 70-gallons of oil during a commercial salvage on Jan. 27, 2011. On Feb. 3, 2011, ballasting operations began after a week of planning by the Coast Guard, Washington Department of Ecology and Oregon Department of Environmental Quality. The stern was lowered a total of 17-feet in order to safely inspect the remaining compartments.

   Caterpillar's Marine Sales Fall Off........

 

Recently, Caterpillar filed documents with the Securities and Exchange Commission reporting a decline in marine engine sales.  As compared to December 2009, December of 2010 saw a 15% decrease in marine sales.  October and November 2010 saw decreases in marine sales of 14% and 4% respectively.  All other sectors of Caterpillar's engine sales showed increases for December 2010........

Over the last 10 years, second graders from Guttenberg, Iowa have planted trees along the Mississippi River.  This tradition may be ending next year.  The city is being required to remove 72 trees lining three quarters of a mile of Riverfront in a park.  Costs are expected to run around $600 per tree.  The problem is that any city located around an Army Corps of Engineers levee may not have any unwanted vegetation located within 15 feet of the floodwall or embankment for fears of undermining caused by roots........

Mississippi River Near New Orleans, Louisiana

   Arcology Concept Unveiled For New Orleans........

 

While New Orleans is still being rebuilt several years after Hurricane Katrina tore through the city, a group of designers put together a proposal for an arcology that would be designed sit on the bank of the Mississippi River.  An arcology is basically an entire city rolled up into a high population density mega structure.  Dubbed the New Orleans Arcology Habitat, it would provide housing and all of the amenities and services that 40,000 people........

Updated draft National Wetland Plant List available for review and comment

WASHINGTON - The U.S. Army Corps of Engineers (USACE) announced today it is soliciting public comments on the updated draft National Wetland Plant List (NWPL) developed as part of an ongoing interagency effort to identify and assign wetland plant ratings (indicator status) to species found in the U.S and its territories. The NWPL provides a list of wetland plants by species and their wetland ratings that is used extensively by federal, state agencies, the scientific and academic communities, and the private sector in wetland delineations, the planning and monitoring of wetland mitigation and restoration sites, and serves to provide general botanical information about wetland plants. The NWPL is available for public review and comment at the following Web site http://wetland_plants.usace.army.mil/.


In the early 1980s, the four primary federal agencies involved in wetland delineation; USACE, U.S. Fish and Wildlife Service (FWS), U.S. Environmental Protection Agency and Natural Resources Conservation Service realized the importance of utilizing plants and soils as indicators for wetland delineation purposes. Similar to previous wetland plant lists, these same agencies again agreed to assemble panels of wetland ecologists to review and revise the various plant lists for 10 regions of the US. The updated NWPL will replace the currently used National List of Plan Species that Occur in Wetlands published by the FWS in 1988.


In 2006, the administration of the NWPL was transferred from FWS to USACE. That same year, the USACE Engineering Research and Development Center, Cold Regions Research and Engineering Laboratory in Hanover, N.H., launched a Web-based interagency scientific process and created a Web site used to update the 1988 plant list. Updates to scientific names and ratings for 8,558 wetland plants occurred online through this Web site, which also provided for academic and independent peer reviews of the process, resulting in completion of the updated draft list announced today.


A public notice on the updated draft NWPL is published in the January 6, 2011 Federal Register (http://origin.www.gpo.gov/fdsys/pkg/FR-2011-01-06/pdf/2011-3.pdf) and will provide the public the opportunity to participate in this national effort to supply input by region on the wetland rating of each species and to provide comments on the draft plant list. Comments must be received within the 60-day notice period and submitted on-line at http://wetland_plants.usace.army.mil/. Comments received will be compiled and included as part of the administrative record. Regional interagency panels, in cooperation with the national interagency panel, will review and incorporate any needed changes resulting from the information received during the comment period. A final NWPL will be published in the Federal Register.

  1. GP-34M - In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the Kansas City District, U.S. Army, Corps of Engineers (as lead district), in conjunction with the St. Louis District, Rock Island District, Little Rock District, and Memphis District (map enclosed) proposes to reissue General Permit 34 Missouri (GP-34M) which would authorize the discharge of dredged or fill material in association with excavation of sand and gravel in waters of the United States within the State of Missouri. This general permit would be reissued under the authority of Section 404 of the Clean Water Act (33 USC 1344) and Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403). The general permit was originally issued December 18, 1995, reissued on March 16, 2001, and again on December 22, 2005 and expired on December 31, 2010. In the preceding 5-year period, there were a total of 19 actions authorized under the provisions of this general permit in the St. Louis District.

Upper Mississippi River

     Floods Likely This Spring........

 

Last week, the National Weather Service released their Spring Flood Outlook, and they are saying that the odds of major flooding along the Upper Mississippi River are around 80%.  Soil is saturated, the level of streams and tributaries is higher than normal and the colder temperatures have kept existing snow accumulations from melting.  This week's blizzard deposited two feet of snow around the Upper Mississippi River Valley, which didn't help matters much.  The good news is that 2 feet of snow only translates to about an inch of precipitation........

    Who Cleans The Snow From Bridges?

 

Recently, a question was posted on thonline.com, inquiring who was responsible for snow removal from bridges spanning the Mississippi River between Iowa, Wisconsin and Illinois.  The answer is that the Iowa Department of Transportation takes care of the maintenance and snow removal, and Illinois and Wisconsin helps to pick up the tab........

Lake Of The Ozarks

    Lake Elevation Falls A Foot By The Weekend........

 

Although the elevation of the Lake of the Ozarks has fallen by six inches since Sunday, it is expected to fall another six inches by the weekend to end up at 655.0 feet.  The operators of the Bagnell Dam intend to run medium generation through Saturday in order to make room for 2 feet worth of snow runoff that is will be thawing soon.  The Lake Ozark guide curve shows an expected elevation of 654.0 by the end of February.  At this time, Truman Lake is not releasing water........

     1st Quarter Results In For MarineMax........

 

During the first fiscal quarter of 2011, MarineMax reported an increase in new unit sales of 25%, but a decrease in revenues and same store sales as compared to the first quarter of 2010.  MarineMax attributes the decrease in revenues to fewer used vessels being sold.  Revenue for 1Q '11 was $92.2 million, compared to $100.4 million for 1Q '10.  The net losses for 1Q '11 was $4.7 million, contrasting a net income of $10.2 million during 1Q '10........

Connecticut-based Coast Guard Cutter rescues man on adrift Lake Erie ice floe on his birthday

CLEVELAND - Crewmembers from the New London, Conn.-based U.S. Coast Guard Cutter Morro Bay, a 140-foot ice breaking tug temporarily assigned to the Great Lakes, rescued a Canadian man from a piece of ice about four nautical miles southwest of Colchester, Ontario, today at about 8:30 a.m.

Jim Turton, from Colchester, Ontario, turned 45 years old today.

The Joint Rescue Coordination Centre in Trenton, Ontario, notified the U.S. Coast Guard Ninth District Command Center at about 11:25 p.m., Tuesday to request help searching for four snowmobilers who reportedly fell through the ice near Colchester. Three of the individuals were able to get onto a piece of ice connected to shore, while the fourth climbed onto a piece of ice roughly the size of a football field that was not connected to shore and began floating out into Lake Erie.

Poor weather conditions prevented Coast Guard Air Station Detroit from launching a helicopter. The Morro Bay was about 30 minutes away from the search area when the Coast Guard was notified, and under direction of Coast Guard Sector Detroit, got underway at midnight to head for the man's last known location.

Once the cutter crew located him, the Morro Bay pulled up alongside and lowered Petty Officer 3rd Class Jeremy Lake down to the ice. From there, Lake helped the snowmobiler climb up the rope ladder and onto the cutter.

"I joined the Coast Guard to make a difference," said Lake, who is originally from Berkeley Springs, W.Va., and has been stationed on the Morro Bay since April 2010. "It feels good to save a life."

Also assisting with the search were personnel from the Ontario Provincial Police and local Canadian fire departments. The Canadian coast guard ship Samuel Risley also launched, but arrived after the Morro Bay crew rescued the snowmobiler. The Morro Bay crew transferred the man to the Samuel Risley for transport back to Canada.

"Although some may not directly associate the Coast Guard's ice breaking fleet with our service's search and rescue mission, this successful rescue proves that, at the heart of all Coast Guardsmen, we are lifesavers," said Rear Adm. Michael N. Parks, commander of the Ninth Coast Guard District.

"I commend all of the U.S., Canadian and local agencies involved because, without their quick action and collaboration, the outcome of this morning's incident could have been much different," Parks continued.  "I also want to specifically commend the crew of the Cutter Morro Bay for embracing the Ninth District's mission ethos, which resulted in a life being saved."

Lake and another crewman from the Morro Bay just attended an ice rescue training school at the Coast Guard's Ice Capabilities Center of Excellence in Essexville, Mich., Jan. 25-28, 2011. Photos from that training are available here and here.

I am sending you a picture from the Hannibal Boat Club party held this past Saturday night. The party was a fund raiser for Brent Beard who has been diagnosed with cancer. Brents' family are long standing members of the Hannibal Boat Club and are great people. A hog was roasted for the occasion and members brought side dishes. Music was provided by a DJ and a great time was had by all. A total of $1325.00 was raised for Brent. We wish him all the best, and hope all that read this will include him in their prayers for a full recovery. Baby it may be cold outside but all of us river rats can still heat things up on the river.

      U.S. Army Corps of Engineers Solicits Public Comment on Great Lakes Study


ST. LOUIS– On Tuesday, Feb. 8, 2011, the U.S. Army Corps of Engineers (USACE) is holding a public scoping meeting in Alton from 2:00 p.m. to 8:00 p.m. at the National Great Rivers Museum, located at 2 Locks & Dam Way, to gather input on the Great Lakes and Mississippi River Interbasin Study (GLMRIS). The public is invited to attend this scoping meeting and to provide comments on GLMRIS. Identical presentations about the study will be given at 2:15 p.m. and 5:45 p.m., each followed by the comment period. The purpose of GLMRIS is to evaluate a range of options and technologies to prevent the transfer of aquatic nuisance species (ANS) between the Great Lakes and Mississippi River through aquatic pathways.
 

Using input obtained during the scoping period, USACE will refine the scope of GLMRIS to focus on significant issues, as well as eliminate issues that are not significant from further detailed study. Issues associated with GLMRIS are likely to include, but will not be limited to: significant natural resources, such as ecosystems and threatened and endangered species; commercial and recreational fisheries; recreational uses of the lakes and waterways; effects of potential ANS controls on waterways uses such as: flood risk management, commercial and recreational navigation; and statutory and legal responsibilities relative to the effected waterways.
 

In addition to St. Louis, USACE will hold upcoming public scoping meetings in the following metropolitan locations: Vicksburg, Miss; Milwaukee, Wis. and New Orleans, La. Specific meeting venues and dates will be announced in Federal Register notices, the GLMRIS Web site and other media.
 

The public scoping comment period will end on March 31, 2011. If you plan to make an oral comment, please register on the GLMRIS Web site. Oral comments will be limited to three minutes per commenter. Comments can also be submitted electronically through the Web site. Each scoping meeting will consist of two separate three-hour sessions to allow as many attendees as possible.
 

An ANS is a nonindigenous species that threatens the diversity or abundance of native species; the ecological stability of infested waters; or the commercial, agricultural, aquacultural or recreational activities dependent on such water. As a result of international commerce, travel and local practices, ANS have been introduced and spread throughout the Great Lakes and Mississippi River basins. Connected primarily by man-made channels, ANS transfer was impeded historically by the poor water quality of those waterways. Recent water quality improvements have lessened that impediment making it more likely for ANS transfer between the two basins to occur.

    Man Indicted For Aiming Laser At Boats Lied To FBI........

 

Last summer, 3 men were charged with pointing lasers at riverboats and aircraft.  One of the men, Todd Michael Manz, has pled guilty to one count of lying to the FBI agents investigating the incident.  Thanks to an agreement with the feds, four other counts against Manz had been dropped, but he still faces up to five years in prison.  The federal charges correlate to crimes of violence against maritime navigation as well as sabotage of aircraft........

Recently, the Iowa Department of Transportation announced that they have awarded a $5 million contract for rehabbing the Iowa-Illinois Memorial Bridge.  Tasks will include the removal, containment and disposal of the old lead based coatings prior to the application of the new coatings.  The span is also known as the I-74 Bridge.  It carries I-74 through the heart of the Quad Cities region, linking Bettendorf, Iowa and Moline, Illinois........

    Regional Port Sees Large Gains In Shipping........

 

During 2010, the amount of cargo that was shipped into and out of the Southeast Missouri Regional Port increased for the fourth straight year.  Total tonnage that went through the Port was 1,234,006 tons, which is an increase of 9.1% over 2009, and an increase of 13% over 2007.  Barge tonnage was up by 7%, from 815,587 tons in 2009 to 873,385 tons in 2010. In fact, half of the businesses operating at the Port set tonnage records during 2010 as well........

    Fourth Quarter Results In For Cummins........

 

During the fourth quarter of 2010, Cummins saw record quarterly sales and profits numbers.  4Q sales were $4.14 billion, an increase of 22% over 4Q 2009's $3.4 billion.  Sales during the whole year of 2010 rang in at $13.23 billion, a 22% increase over 2009's $10.8 billion.  Cummins is expecting to grow considerably during 2011.  Forecasts are putting 2011's sales numbers around $16 billion........

LAKE ERIE -- Crewmembers aboard the U.S. Coast Guard Cutter Morro Bay, a 140-foot ice breaking tug temporarily assigned to the Great Lakes, prepare to pull alongside the Canadian coast guard ship Samuel Risley to transfer a rescued snowmobiler, Feb. 2, 2011.
Morro Bay's crew, along with Canadian search and rescue agencies, searched an area of about 20 square nautical miles before finding the man about 4 nautical miles southwest of Colchester, Ontario.

EMPHASIS: Dock Safety Urged In Anticipation Of Major Weather Event

Major Thomas E. Roam, director of the Water Patrol Division, reminds dock owners to keep safety in mind with the pending winter weather warnings. Similar past forecasts of ice and heavy snow combinations have caused major damage to boat docks due to collapses under the extra weight. The Missouri State Highway Patrol would like to caution dock owners about attempting to remove snow and ice from their docks during inclement weather. It is very easy to accidentally end up in the water. Due to the extreme cold water, hypothermia can set in quickly and render a person helpless in the water. If dock owners insist on being on docks during icy conditions, life jackets should always be worn. Wet clothing makes it very difficult to stay afloat and it is nearly impossible to remove wet clothing while in the water. Use the buddy system to make sure that someone is there to assist you if you end up in the water. Other points to remember are that damaged electric wires around docks may be live, so treat all damaged wires as if they are live. In the event that major dock damage is caused in any one area boaters are asked to avoid unneeded operation in those areas. Any boats operating in areas of major dock damage are encouraged to operate at no wake idle speed, so as to not cause further damage to docks already under the added stress off heavy snow and ice.

Mississippi River Near Ste. Genevieve, Missouri

     Eagle Watching South Of St. Louis........

 

When people go eagle watching in the Riverbend, most head for the area around Alton, Illinois. For those looking for something different, there is an alternative destination in Illinois, just across the Mississippi River from Ste. Genevieve, Missouri. Currently, the MODOC ferry has a $15 roundtrip special to watch the eagles.  The eagles are more easily spooked than those up north, and they seem to be more plentiful on the Illinois side of the River.  The World Bird Sanctuary stated that the reason is that the Illinois banks are not as developed as Missouri's, and Illinois is home to bluffs that are perfect for roosting........

Sandbar Shenanigans

    Piano Sandbar Was Site Of Book Signing........

 

The sandbar in Biscayne Bay that last week had a piano as it's only resident has made the news again.  Tuesday, an author set up shop on the sandbar for a book signing.  Sean Kenniff, author of Etre the Cow, stated that the book signing was not well attended, as only the police stopped by.  Other than that, a few boaters passed by the sandbar, and snapped a few photos........

Lake Of The Ozarks

    Weather Forecast Brings Memories Of 2006........

 

The recent weather forecasts calling for heavy sleet, ice and snow accumulations have eerie similarities to the forecasts that proceeded the infamous Lake of the Ozarks Dock Disaster of 2006.  At that time, close to three inches of ice weighed down docks, and heavy winds caused uneven snow drifting on dock roofs causing many to list, capsize and sink with boats moored on the lifts.  Homeowners on the Lake awoke the next morning to find one side of a cove, and damage on the opposite side........

Mississippi River Near Quincy, Illinois

    Hydropower Corporation Seeks Tax Changes........

 

Quincy's hydropower corporation is looking for changes to property and personal property taxes as they apply to their hydropower project along the Mississippi River.  This has caught the attention of the Marion County Commissioners, who held a meeting Monday to get a few answers. The project will be located in Marion County, and under the current Missouri tax laws, the tax bill will run around $1.4 million.  A similar project in Illinois would see a tax bill of about $80,000 to $100,000........

Mississippi River Near New Orleans, Louisiana

    River Pilots Place Restrictions On Vessel Draft........

 

Last week, pilots that guide ships from the mouth of the Mississippi River to New Orleans imposed restrictions upon vessel draft, because of silting issues.  Funding for dredging operations had recently been slashed.   Now ships traversing the Southwest Pass cannot draw more than 44 feet, which is 1 foot less than the Pass's authorized depth.  At this time, the Big River Coalition is pushing for Congress to restore funding for channel dredging to it's former level........

COAST GUARD CUTTER NEAH BAY -

The Coast Guard Cutter Neah Bay breaks ice in Lake Erie as it heads to its homeport in Cleveland Feb. 1, 2011.


Neah Bay is a 140-foot ice breaking tug capable of continuously breaking 20 inches of hard, freshwater ice and can break through ice more than three feet thick by backing up and ramming it.

Golden Eagle Ferry

The Golden Eagle Ferry will close at 9pm tonight (1-31-11) and remain closed until further notice.

The Winfield Ferry will open at 5am tomorrow morning, Feb 1,2011 and remain open until further notice.

If we loose power during this storm we will not be able to send email alerts.

The purpose of GLMRIS is to evaluate a range of options and technologies to prevent the transfer of aquatic nuisance species (ANS) between the Great Lakes and Mississippi River through aquatic pathways.
Issues associated with GLMRIS are likely to include, but will not be limited to: significant natural resources, such as ecosystems and threatened and endangered species; commercial and recreational fisheries; recreational uses of the lakes and waterways; effects of potential ANS controls on waterways uses such as: flood risk management, commercial and recreational navigation; and statutory and legal responsibilities relative to the effected waterways.
Using input obtained during the scoping period, USACE will refine the scope of GLMRIS to focus on significant issues, as well as eliminate issues that are not significant from further detailed study.

     Port District Observes Anniversary........

 

Recently, the Tri-City Regional Port District observed the completion of their third decade as a key part of Foreign Trade Zone #31.  Currently, the port is working on adding a new harbor, new rail lines and ten Levee Relief Wells.  The Foreign Trade Zone #31 is run by the Bureau of Customs and Border Protection, and offers a spot to not only store foreign and domestic products, but also a place to inspect, repack, assemble and even manufacture products........

St. Louis Corps of Engineers announces results of area levee inspections

St. Louis, Mo. - 31 January 2011: The U.S. Army Corps of Engineers St. Louis District has completed periodic inspections of approximately 120 miles of river levees within its Levee Safety Program.

Inspections are complete on the St. Louis Flood Protection, Wood River, Cape Girardeau, Ste. Genevieve #3, Consolidated North County, Bois Brule, Kaskaskia Island, Prairie du Pont/Fish Lake and Hillview levee systems.

The Corps will complete periodic inspections on the remainder of the Federal levees in the St. Louis District in 2011.

"In addition to our routine inspections, we conduct more comprehensive inspections every five years," said Colonel Tom O'Hara, Commander of the Corps' St. Louis District. "We want to make sure our levee systems are reliable and provide the level of risk reduction we expect them to provide," O'Hara added.

Each levee receives a rating based upon the inspection. Levees are rated as acceptable, minimally acceptable or unacceptable.

If rated unacceptable, the levee system may be categorized as "inactive" and therefore no longer eligible for federal rehabilitation assistance under Public Law 84-99 if it is damaged in a flood or storm event. The levee system can regain its "active" status and eligibility if deficiencies are adequately addressed by the levee district or other organization responsible for it.

The Corps will continue to provide flood fighting assistance for the levee system regardless of the rating received and will re-inspect the levee system when the project sponsor corrects the deficiencies.

If minimally acceptable or acceptable, the system retains eligibility for federal rehabilitation assistance if it is damaged in a flood or storm event.


"The information we collect during these inspections tells us and the levee districts what, if any, work or maintenance is needed on the levees," said Jamie McVicker, the District's engineer managing the levee inspection program.

These ratings are independent of inspections done as part of the National Flood Insurance Program's Levee System Evaluation. Evaluation documentation is the responsibility of the local sponsor and the Federal Emergency Management Agency, the organization responsible for the National Flood Insurance Program.

The majority of levees in the Corps Levee Safety Program are maintained and
operated by local levee districts or other non-federal organizations.

Routine Inspections focus on the operation and maintenance of the levee. These inspections verify that the sponsor operates and maintains the levee to achieve the maximum benefits the levee was designed to provide. Routine inspection items include vegetation, encroachments, closure structures, erosion, animal burrows, pump operation, culverts and relief wells.

The periodic inspection is the next level in the levee safety program and is conducted by a multidisciplinary team, led by a professional engineer. It includes a more detailed, comprehensive and consistent evaluation of the condition of the levee system and is normally conducted every five years. Activity under the periodic inspection includes routine inspection items; verifies proper operation and maintenance; evaluates operational adequacy, structural stability and safety of the system; and compares current design and construction criteria with those in place when the levee was built.

"We are able to conduct detailed inspections on numerous Federal levee systems because of funding we received from the American Recovery and Reinvestment Act of 2009 (ARRA)," O'Hara explained.

With $4.4 million in ARRA contracts, the Corps will be able to complete inspections on 33 levee systems within the District by the end of 2011, including systems in Missouri and Illinois.

Inspections are being conducted by Reitz & Jens Engineering from St. Louis, MO and Kaskaskia Engineering Group from Belleville, IL.

Mississippi River Near New Orleans, Louisiana

    River Pilots Place Restrictions On Vessel Draft........

 

Last week, pilots that guide ships from the mouth of the Mississippi River to New Orleans imposed restrictions upon vessel draft, because of silting issues.  Funding for dredging operations had recently been slashed.   Now ships traversing the Southwest Pass cannot draw more than 44 feet, which is 1 foot less than the Pass's authorized depth.  At this time, the Big River Coalition is pushing for Congress to restore funding for channel dredging to it's former level........

Marathon and Key West

We left Grand Haven, Michigan 5 months ago today to begin our journey on the Great Loop. It's amazing how time flies. I'm also amazed that I have over 10,000 page hits to my website in the 5 months I've been doing it! How can I only have 14 "Followers"....I don't know. I hope everyone following my blog has enjoyed it and I really appreciate all of the comments given. My stories could run for hours, but I like the pictures to be my main focus.

This week my parents, Art and Yvonne, came for a visit to Marathon right after they stepped off a cruise ship Sat. in Ft. Lauderdale. Fortunately, their car holds all 7 of us, but since they've packed everything to stay in Florida for two months, it ALL has to come out for us to fit. This picture shows most of their baggage plus one more roller board! We put it all up in the helm and joke how they get a "walk-in" closet on the Negotiator!

    Reggie Fountain Launching New Company........

 

Only a couple of months after Reggie Fountain announced that he was leaving the company he founded 30 years ago, he has thrown his hat back into the ring with a new company:  RF, or Real Fast Powerboats.  Fountain states that he will initially have two offerings, a 39 center console, in an open and closed bow, with a cabin, and a 43.  Fountain stated that he has already had orders from former Fountain customers........
