Hypothermia Sets In Quickly In Freezing Water........
In Minnesota, residents ice fish and even drive their vehicles on icy lakes, thanks to the consistently cold weather. However, in Missouri, the temperatures are not constantly cold enough to guarantee ice thick enough to support the weight of a vehicle, much less a person. Recently, firefighters from north St. Louis County participated in their annual ice rescue training exercises. Rescue workers train to respond to people who fall through ice, because hypothermia can set in within as few as five minutes........

Could Great Lakes Water Shortage Be On Tap?
On Monday, the U.S. Geological Survey released the results of a five-year study that describes the Great Lakes as a veritable aquatic treasure trove. While the Lakes contain about 6 quadrillion gallons of water, the groundwater levels have fallen about 1,000 feet in the Chicago and Milwaukee metro areas, and over the next thirty years, the groundwater levels could drop another 100 feet if pumping increases as forecasts anticipate........

Corps Getting Ready For Spring Runoff.......
Only one month before the spring runoff season is set to begin, the U.S. Army Corps of Engineers has announced that the amount of water in the six reservoirs along the Upper Missouri River is more than what they would like to see. Since the amount of water stored peaked in July of 2010, 9 million acre-feet have been removed. 2010 saw the third highest levels of runoff entering the reservoir system in 110 years. The snowpack in the mountains and plains is a bit higher than normal and flooding will depend on rainfall and snowmelt........

Plungers Brave Cold For A Cause........
Saturday, some 450 polar plungers made a mad dash into Lake St. Louis to raise funds for Special Olympics Missouri. The eighth annual Lake St. Louis polar plunge raised about $90,000 for the Special Olympics. Although the number of plungers increased this year, the total amount of money donated declined. Several of the participants even dressed up in elaborate costumes for their chilly dip........

Couple Sued Over Wastewater Violations........
Missouri's Attorney General, Chris Koester has filed suit against the owners of a wastewater treatment facility that serves Emerald Court Duplexes. The suit alleges four counts of violations of Missouri's Clean Water Law. Wastewater from Emerald Court is currently able to flow into an unnamed tributary of the Lake of the Ozarks. The violations cited include the failure to maintain an operating permit for the facility, failure to keep the treatment facility filter free of vegetation, failure to install and use a flow measurement device, and the failure to comply with effluent limits........

Corps Defends Tree Removal Along Levee........
Recently, the U.S. Army Corps of Engineers inspected the Guttenberg levee system and found a number of deficiencies that either need to be repaired or maintained. The issues include ponding problems behind the levee, culvert problems, no backup electrical system for pumping stations and the encroachment of vegetation on the levee system, including 72 trees in a park. Monday, there was an informational meeting with the Corps, where they explained the reasons for requiring the removal of the trees..........

KODIAK, Alaska - The 58-foot fishing vessel TerriGail rests on is port side after grounding a mile southwest of Makushin Bay near Unalaska at 2:50 p.m. Feb. 8, 2011. The TerriGail's crew reported losing power via VHF radio at 4:04 a.m. and were rescued by a Kodiak-based HH-65 Dolphin helicopter crew, forward deployed on the Coast Guard Cutter Morgenthau. Boaters And Fishermen Beware At Gas Pumps........
The Boat Owners Association of the United States stated that in light of the EPA's recent decision to allow the use of E15 in model year 2001 and newer cars and trucks, boaters and fishermen need to be more cautious at the gas pumps to prevent misfueling. The higher concentration of alcohol in the fuel is neither good for marine applications, the EPA has not approved it's use on the water. Issues boaters can encounter with E15 include the engine running lean, causing heat-related damage, compatibility questions with rubber parts in the fuel system, and phase separation........

Pere Marquette Bald Eagle Programs: Enjoy watching bald eagles on
the Illinois and Mississippi rivers near Pere Marquette State Park this
winter by participating in one of the park’s popular Bald Eagle Viewing
tours. The site interpreter at Pere Marquette will present informative
programs about bald eagles on select dates throughout February and early
March. All programs begin at the Pere Marquette Visitor Center at 8:30
a.m. Reservations are required and may be made by calling 618/786-3323.

Submerged Warship Replica Visible At Times........
During times that the level of the Mississippi River is low around Donaldsonville, Louisiana, a replica of a 17th century French warship that sank peeks above the surface. The Le Pelican is a full sized replica of the vessel commanded by Pierre le Moyne, Sieur d'Iberville in 1697. The replica was purchased by Donaldsonville as a tourist attraction for the riverfront. The replica sank shortly after it was bought in 2002, and again in 2004. It has remained submerged since........

Amphibious RIB Maker Looking To Expand U.S. Market........
Sealegs, manufacturer of a unique amphibious RIB is aiming to expand their U.S. market. The vessel has three motorized retractable hydraulic wheels that let the pilot to '"drive" the RIB up a ramp, onto a beach, over rough terrain and even into a garage. Last June, the first recreational model was introduced in the United States. When equipped with a 150 hp outboard, the vessel can reach speeds above 40 mph. Fully rigged, the 20 foot Sealegs retails for $85,000 and the 23 foot model goes for $112,000........

Illinois Anglers To See More Alligator Gar........
The Illinois Department of Natural Resources recently announced that they are bringing the alligator gar back to Illinois. Last fall, 43 gar were stocked into Hopper and Hennepin Lakes near Hennepin, Illinois. Over the years, the gar population disappeared as their habitat was destroyed. The alligator gar can reach lengths of 10 feet long, and can weight upwards of 300 pounds........

Senators Request FEMA Modify Their Language........
A group of U.S. Senators have asked the Federal Emergency Management Agency to refrain from using the designation "without levee" as they map the floodplains in the Metro East and other areas. The label presumes that existing flood protection does not exist where flood modeling is concerned. The Day The Mississippi River Stood Still........
Over the winter of 1936, large sheets of ice jammed solid south of Cape Girardeau, Missouri, and by February 6th, backed up to St. Louis. The jam reached as far north as the Chain of Rocks. The jam held fast for close to three weeks. Between 1831 and 1938 the Mississippi River froze over at St. Louis at least ten times. The Alton Lock and Dam was completed in 1938 and effectively corralled ice from the Upper Mississippi and Illinois Rivers........

We had a fun "Looper" get-together with over 50 people attending at Sombrero Marina. Pete, Anna, Gloria, Jim and "Bama Belle's" Charlie and Brandy
Daddy's big helper, Jaxon, takes his job very seriously. Whenever we need water in the boat he is the first one to strap on a life jacket and run for the spigot.

Coast Guard Mopping Up After Barge Collision........
Following a collision between a barge and tow vessel early Sunday morning, the U.S. Coast Guard was working to clean up 2100 gallons of spilled vacuum gas oil. The incident occurred when a barge taking on vacuum gas oil was struck by a towing vessel. Although there are no health risks associated with the spill, water intakes that could be impacted have been notified. The Coast Guard Marine Safety Unit is looking into the cause of the accident........

Caterpillar's Marine Sales Fall Off........
Recently, Caterpillar filed documents with the Securities and Exchange Commission reporting a decline in marine engine sales. As compared to December 2009, December of 2010 saw a 15% decrease in marine sales. October and November 2010 saw decreases in marine sales of 14% and 4% respectively. All other sectors of Caterpillar's engine sales showed increases for December 2010........

Tree Planting Tradition May Be Ending........
Over the last 10 years, second graders from Guttenberg, Iowa have planted trees along the Mississippi River. This tradition may be ending next year. The city is being required to remove 72 trees lining three quarters of a mile of Riverfront in a park. Costs are expected to run around $600 per tree. The problem is that any city located around an Army Corps of Engineers levee may not have any unwanted vegetation located within 15 feet of the floodwall or embankment for fears of undermining caused by roots........

Arcology Concept Unveiled For New Orleans........
While New Orleans is still being rebuilt several years after Hurricane Katrina tore through the city, a group of designers put together a proposal for an arcology that would be designed sit on the bank of the Mississippi River. An arcology is basically an entire city rolled up into a high population density mega structure. Dubbed the New Orleans Arcology Habitat, it would provide housing and all of the amenities and services that 40,000 people........

Floods Likely This Spring........
Last week, the National Weather Service released their Spring Flood Outlook, and they are saying that the odds of major flooding along the Upper Mississippi River are around 80%. Soil is saturated, the level of streams and tributaries is higher than normal and the colder temperatures have kept existing snow accumulations from melting. This week's blizzard deposited two feet of snow around the Upper Mississippi River Valley, which didn't help matters much. The good news is that 2 feet of snow only translates to about an inch of precipitation........

Lake Elevation Falls A Foot By The Weekend........
Although the elevation of the Lake of the Ozarks has fallen by six inches since Sunday, it is expected to fall another six inches by the weekend to end up at 655.0 feet. The operators of the Bagnell Dam intend to run medium generation through Saturday in order to make room for 2 feet worth of snow runoff that is will be thawing soon. The Lake Ozark guide curve shows an expected elevation of 654.0 by the end of February. At this time, Truman Lake is not releasing water........

1st Quarter Results In For MarineMax........
During the first fiscal quarter of 2011, MarineMax reported an increase in new unit sales of 25%, but a decrease in revenues and same store sales as compared to the first quarter of 2010. MarineMax attributes the decrease in revenues to fewer used vessels being sold. Revenue for 1Q '11 was $92.2 million, compared to $100.4 million for 1Q '10. The net losses for 1Q '11 was $4.7 million, contrasting a net income of $10.2 million during 1Q '10........

Connecticut-based Coast Guard Cutter rescues man on adrift Lake Erie ice floe on his birthday
CLEVELAND - Crewmembers from the New London, Conn.-based
U.S. Coast Guard Cutter Morro Bay, a
140-foot ice breaking tug temporarily assigned to the
Great Lakes, rescued a Canadian man from a piece of ice
about four nautical miles southwest of Colchester, Ontario,
today at about 8:30 a.m.
Jim Turton, from Colchester, Ontario, turned 45 years old today. The Joint Rescue Coordination Centre in Trenton, Ontario,
notified the U.S. Coast Guard Ninth District Command Center
at about 11:25 p.m., Tuesday to request help searching for
four snowmobilers who reportedly fell through the ice near
Colchester. Three of the individuals were able to get onto a
piece of ice connected to shore, while the fourth climbed
onto a piece of ice roughly the size of a football field
that was not connected to shore and began floating out into
Lake Erie. Once the cutter crew located him, the Morro Bay pulled up alongside and lowered Petty Officer 3rd Class Jeremy Lake down to the ice. From there, Lake helped the snowmobiler climb up the rope ladder and onto the cutter. "I joined the Coast Guard to make a difference," said Lake, who is originally from Berkeley Springs, W.Va., and has been stationed on the Morro Bay since April 2010. "It feels good to save a life." Also assisting with the search were personnel from the Ontario Provincial Police and local Canadian fire departments. The Canadian coast guard ship Samuel Risley also launched, but arrived after the Morro Bay crew rescued the snowmobiler. The Morro Bay crew transferred the man to the Samuel Risley for transport back to Canada. "Although some may not directly associate the Coast Guard's ice breaking fleet with our service's search and rescue mission, this successful rescue proves that, at the heart of all Coast Guardsmen, we are lifesavers," said Rear Adm. Michael N. Parks, commander of the Ninth Coast Guard District. "I commend all of the U.S., Canadian and local agencies involved because, without their quick action and collaboration, the outcome of this morning's incident could have been much different," Parks continued. "I also want to specifically commend the crew of the Cutter Morro Bay for embracing the Ninth District's mission ethos, which resulted in a life being saved." Lake and another crewman from the Morro Bay just attended an ice rescue training school at the Coast Guard's Ice Capabilities Center of Excellence in Essexville, Mich., Jan. 25-28, 2011. Using input obtained during the scoping period, USACE
will refine the scope of GLMRIS to focus on significant
issues, as well as eliminate issues that are not
significant from further detailed study. Issues
associated with GLMRIS are likely to include, but will
not be limited to: significant natural resources, such
as ecosystems and threatened and endangered species;
commercial and recreational fisheries; recreational uses
of the lakes and waterways; effects of potential ANS
controls on waterways uses such as: flood risk
management, commercial and recreational navigation; and
statutory and legal responsibilities relative to the
effected waterways.
In addition to St. Louis, USACE will hold upcoming
public scoping meetings in the following metropolitan
locations: Vicksburg, Miss; Milwaukee, Wis. and New
Orleans, La. Specific meeting venues and dates will be
announced in Federal Register notices, the GLMRIS Web
site and other media.
The public scoping comment period will end on March 31,
2011. If you plan to make an oral comment, please
register on the GLMRIS Web site. Oral comments will be
limited to three minutes per commenter. Comments can
also be submitted electronically through the Web site.
Each scoping meeting will consist of two separate
three-hour sessions to allow as many attendees as
possible.
An ANS is a nonindigenous species that threatens the
diversity or abundance of native species; the ecological
stability of infested waters; or the commercial,
agricultural, aquacultural or recreational activities
dependent on such water. As a result of international
commerce, travel and local practices, ANS have been
introduced and spread throughout the Great Lakes and
Mississippi River basins. Connected primarily by
man-made channels, ANS transfer was impeded historically
by the poor water quality of those waterways. Recent
water quality improvements have lessened that impediment
making it more likely for ANS transfer between the two
basins to occur. Man Indicted For Aiming Laser At Boats Lied To FBI........
Last summer, 3 men were charged with pointing lasers at riverboats and aircraft. One of the men, Todd Michael Manz, has pled guilty to one count of lying to the FBI agents investigating the incident. Thanks to an agreement with the feds, four other counts against Manz had been dropped, but he still faces up to five years in prison. The federal charges correlate to crimes of violence against maritime navigation as well as sabotage of aircraft........

Quad Cities Span To Get Makeover........
Recently, the Iowa Department of Transportation announced that they have awarded a $5 million contract for rehabbing the Iowa-Illinois Memorial Bridge. Tasks will include the removal, containment and disposal of the old lead based coatings prior to the application of the new coatings. The span is also known as the I-74 Bridge. It carries I-74 through the heart of the Quad Cities region, linking Bettendorf, Iowa and Moline, Illinois........

Regional Port Sees Large Gains In Shipping........
During 2010, the amount of cargo that was shipped into and out of the Southeast Missouri Regional Port increased for the fourth straight year. Total tonnage that went through the Port was 1,234,006 tons, which is an increase of 9.1% over 2009, and an increase of 13% over 2007. Barge tonnage was up by 7%, from 815,587 tons in 2009 to 873,385 tons in 2010. In fact, half of the businesses operating at the Port set tonnage records during 2010 as well........

During the fourth quarter of 2010, Cummins saw record quarterly sales and profits numbers. 4Q sales were $4.14 billion, an increase of 22% over 4Q 2009's $3.4 billion. Sales during the whole year of 2010 rang in at $13.23 billion, a 22% increase over 2009's $10.8 billion. Cummins is expecting to grow considerably during 2011. Forecasts are putting 2011's sales numbers around $16 billion........

Eagle Watching South Of St. Louis........
When people go eagle watching in the Riverbend, most head for the area around Alton, Illinois. For those looking for something different, there is an alternative destination in Illinois, just across the Mississippi River from Ste. Genevieve, Missouri. Currently, the MODOC ferry has a $15 roundtrip special to watch the eagles. The eagles are more easily spooked than those up north, and they seem to be more plentiful on the Illinois side of the River. The World Bird Sanctuary stated that the reason is that the Illinois banks are not as developed as Missouri's, and Illinois is home to bluffs that are perfect for roosting........

Piano Sandbar Was Site Of Book Signing........
The sandbar in Biscayne Bay that last week had a piano as it's only resident has made the news again. Tuesday, an author set up shop on the sandbar for a book signing. Sean Kenniff, author of Etre the Cow, stated that the book signing was not well attended, as only the police stopped by. The recent weather forecasts calling for heavy sleet, ice and snow accumulations have eerie similarities to the forecasts that proceeded the infamous Lake of the Ozarks Dock Disaster of 2006. At that time, close to three inches of ice weighed down docks, and heavy winds caused uneven snow drifting on dock roofs causing many to list, capsize and sink with boats moored on the lifts. Hydropower Corporation Seeks Tax Changes........
Quincy's hydropower corporation is looking for changes to property and personal property taxes as they apply to their hydropower project along the Mississippi River. This has caught the attention of the Marion County Commissioners, who held a meeting Monday to get a few answers. The project will be located in Marion County, and under the current Missouri tax laws, the tax bill will run around $1.4 million. A similar project in Illinois would see a tax bill of about $80,000 to $100,000........

River Pilots Place Restrictions On Vessel Draft........
Last week, pilots that guide ships from the mouth of the Mississippi River to New Orleans imposed restrictions upon vessel draft, because of silting issues. Funding for dredging operations had recently been slashed. Now ships traversing the Southwest Pass cannot draw more than 44 feet, which is 1 foot less than the Pass's authorized depth. At this time, the Big River Coalition is pushing for Congress to restore funding for channel dredging to it's former level........

Port District Observes Anniversary........
Recently, the Tri-City Regional Port District observed the completion of their third decade as a key part of Foreign Trade Zone #31. Currently, the port is working on adding a new harbor, new rail lines and ten Levee Relief Wells. The Foreign Trade Zone #31 is run by the Bureau of Customs and Border Protection, and offers a spot to not only store foreign and domestic products, but also a place to inspect, repack, assemble and even manufacture products........

River Pilots Place Restrictions On Vessel Draft........
Last week, pilots that guide ships from the mouth of the Mississippi River to New Orleans imposed restrictions upon vessel draft, because of silting issues. Funding for dredging operations had recently been slashed. Now ships traversing the Southwest Pass cannot draw more than 44 feet, which is 1 foot less than the Pass's authorized depth. At this time, the Big River Coalition is pushing for Congress to restore funding for channel dredging to it's former level........

Reggie Fountain Launching New Company........
Only a couple of months after Reggie Fountain announced that he was leaving the company he founded 30 years ago, he has thrown his hat back into the ring with a new company: RF, or Real Fast Powerboats. Fountain states that he will initially have two offerings, a 39 center console, in an open and closed bow, with a cabin, and a 43.
