Near New Orleans, Louisiana
Barge Company To Pay
$6.6 Million For 2008 Oil Spill........
On Monday, the U.S.
Justice Department announced that the barge company responsible
for a 2008 barge collision and subsequent oil spill along the
Mississippi River upstream from New Orleans has agreed to pay
$2.1 million in damages, $1.4 million for damage assessment and
restoration planning and $3.3 million to purchase and preserve a
650 acre wildlife habitat downstream from New Orleans.
The DOJ reports that
the American Commercial Barge Line tug Mel Oliver was
towing barges loaded with fuel oil and turned into the path of
an ocean-going tanker, the M/V Tintomara. The ship
collided with the barges, spilling over 282,000 gallons of oil
into the Mississippi River upstream of New Orleans. The oil
spill extended more than 100 miles downstream and contaminated
over 5,000 acres of shoreline habitat.
This settlement must
still be approved by a federal judge. If approved, the
settlement would be part of a federal consent decree that would
settle lawsuits brought by the DOJ and the State of Louisiana
over the incident, which led to a six day closure of the river
in July 2008. It is estimated that the closure caused the loss
of $1 billion in commerce........

Drought
Conditions Continue Along The Missouri River........
Dry conditions
continue to reduce the flow of the Missouri River, and in
September, the U.S. Army Corps of Engineers published their
Draft Annual Operating Plan for the Missouri River for the 2021
- 22 season.
According to the
U.S. Drought Monitor, the Missouri River basin has Abnormally
Dry conditions in 88 percent of the basin, and Extreme or
Exceptional Drought conditions present in 29 percent of the
basin, mainly in Montana and the Dakotas.
Precipitation
from July through September 2021 was below normal for the
majority of the basin. Much of the Missouri River Basin
received less then 70 percent of it's normal precipitation
accumulation over the past three months........

New App
Addresses River Pollution........
The Quad Cities
recently joined a new initiative to clean up the Mississippi
River that utilizes an app to track pollution data. The local
governments partnered up with Extreme Cleanup and the
Mississippi River Plastic Pollution Initiative for a month-long
program tracking data along the Mississippi River and the land
surrounding it.
Megan Fox,
communications manager at the Waste Commission of Scott County
says that the Marine Debris Tracker app is quick and easy for
those wanting to get involved. The app has materials listed on
it, and once downloaded, the user selects the material they come
across while cleaning it up. The app requires about 30 minutes
to enter items ranging from cigarette butts to plastic bottles.
Kurt Liske,
communications specialist for the Waste Commission of Scott
County says that they can take that information and get an idea
of the more common items in the area and see if they can prevent
those items from entering the river........

River Near Wilton, North Dakota
Low River
Levels Reveal 130 Year Old Shipwreck........
Along the
Missouri River, approximately 25 miles north of Bismarck lies
the wreck of the steamboat Abner O'Neal, which has been
exposed by the low river levels.
The Abner
O'Neal was constructed in 1884 and it hauled freight and
passengers along the Missouri River before switching to mainly
hauling grain from Washburn, North Dakota to the Bismarck-Mandan
area.
According to the
North Dakota State Historical Society, the Abner O'Neal embarked
on it's final voyage in 1892. The vessel was carrying 9,000
bushels of wheat when it struck a snag and began to sink. The
vessel and it's cargo was deemed a complete loss........

MILE
194.0 - DREDGE OPERATION
Continuing until approximately October 14, 2021, the Dredge
GOETZ is conducting dredging operations in the vicinity of
Mile 194.0, Upper Chain of Rocks Canal Entrance. Due to the
channel width in the area, the river will be closed to
navigation tows, to facilitate this operation. The river
will be open for transit from 7:00 a.m. until 5:00 p.m. and
will be closed for dredging from 5:00 p.m. until 7:00 a.m.
The Dredge GOETZ will monitor VHF FM Channel 13, 16 or 82.
Navigation interests should be alert for and abide by any
special instructions that may be issued by the lockmaster.MILE
179.2 - BRIDGE MAINTENANCE
Douglas MacArthur Bridge; Two suspended platforms are
located in the center navigation span. Each platform
measures 9 feet wide and hang 5 feet below low steel. One
platform is located 60 feet channelward of the right
descending pier and the other platform is located 120 feet
channelward of the left descending pier. There are also 3
platforms located at various locations in the Illinois span.
Mariners are urged to transit the bridge with caution.
ILLINOIS WATERWAY
MILE 112.4 - MILE 112.0 - DREDGE OPERATION
Continuing until further notice, the M/V LaSALLE is
conducting dredging operations/strike removal between
approximate Miles 112.4 and 112.0, LDB, Otter Creek. Work
will be conducted from 6:00 a.m. until 6:00 p.m., each day.
The M/V LaSALLE will monitor VHF-FM Channel 14 or 82 and
requests 30-minutes advance notice of passage. Mariners are
urged to transit the area at their slowest safe speed to
minimize their wake and proceed with caution after passing
arrangements have been made.
MISSOURI RIVER
CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in
accordance with the Western Rivers WAP Annex:
Jefferson (Mile 200.0 – Mile 100.0) and
Washington (Mile 100.0 – Mile 0.0).
Mariners should exercise caution and minimize their wake in
these areas. Mariners should be experienced in low water
conditions.
KASKASKIA RIVER
MILE 0.8 - MILE 0.0 - DREDGE OPERATION
Continuing until approximately October 12, 2021, the Dredge
BILL HOLMAN is conducting dredging operations downstream of
the Costello L/D, between approximate Miles 0.8 and
0.0. The dredge utilizes floating pontoon pipeline, anchor
lines, small tenders and skiffs in support of its
dredging operations. For passing arrangements, the Dredge
BILL HOLMAN will monitor VHF-FM Channel 13. Tows requesting
lockage are encouraged to contact Costello L/D, in advance
to schedule their arrivals. Mariners are also advised that
the downstream floating guidewall will be
removed for dredging operations and should exercise caution
when transiting the lock. All navigation interests should be
alert for, and abide by, anyspecial instructions that may be
issued by the lockmaster. Mariners are urged to exercise
caution when transiting the area.

Mississippi
River Cities And Towns Initiative Seeks To Mitigate Flooding........
Following the record flooding along the
Mississippi and Missouri Rivers in 2019, the mayors of river
cities and their state governors began calling for new solutions
for mitigating flooding.
Scientists and environmentalists believe that
the only way to reduce the severity of flooding is to find ways
to give the rivers more room to roam by changing natural areas
into wetlands by moving back levees and creating low level berms,
which would retain flood water behind them.
Phil Stang, Mayor of Kimmswick, Missouri says
that in the past, levees were built up around towns and
property, but that practice just sends more water downstream for
others to deal with........

Mississippi River At Cairo, Illinois
Developers Lay Out Port Of Cairo's
Plans........
On October 5th, the Alexander-Cairo Port
District discussed their plans for developing a port at the
confluence of the Mississippi and Ohio Rivers. The State of
Illinois recently awarded a grant of $40 million to develop the
port. Construction is slated to begin in 2022.
The Alexander-Cairo Port will seek the
designation of a foreign trade zone and Customs port of entry,
allowing containers to be cleared for export directly at the
port. There is a Customs building in downtown Cairo which
indicated the port once had this designation.
John Vickerman, president of Vickerman &
Associates LLC says that the port will be designed according to
what he refers to as an "omni port concept", which will allow it
to move a variety of cargoes, both bulk and containerized
without having to reconfigure hard infrastructure.........

Mississippi River Near Davenport, Iowa
River Cruises Bring In Tourists,
Dollars To The Quad Cities........
Once again, cruise ships are docking in
downtown Davenport, Iowa, and American Cruise Lines is helping
to put the Quad Cities back on the map as a destination.
Frank Klipsch, Director of City Partnerships
with American Cruise Lines says that they are going to be in the
Quad Cities several times per week and expect to increase that
over the next five years.
The City of Davenport is also working to
improve the area that riverboats dock at in Heritage Park. They
are working on repairing the river wall and are adding linear
feet to the existing river walk, as well as improving the great
lawn and access to the parking lot area from the
riverside........

Some "Drone photos of the Keelboat
"Muskrat", which is a 30-foot wooden boat similar to the
riverboats of the 1800s used by mountain traders and fur
trappers. Landed at noon today in Washington, MO at the
Riverfront of the Missouri River. The journey started in Green
River, Wyoming and will end tomorrow on the riverfront in St.
Charles, Missouri. The Muskrat crew is retracing the route of
Missourian William Ashley’s 1825 journey back from the fur
trappers’ rendezvous known as “Ashley’s Return.”

179.2 - BRIDGE MAINTENANCE
Douglas MacArthur Bridge; Two suspended platforms are
located in the center navigation span. Each platform
measures 9 feet wide and hang 5 feet below low steel. One
platform is located 60 feet channelward of the right
descending pier and the other platform is located 120 feet
channelward of the left descending pier. There are also 3
platforms located at various locations in the Illinois span.
Mariners are urged to transit the bridge with caution.
MISSOURI RIVER
CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in
accordance with the Western Rivers
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners
shall transit these areas at their slowest safe speed near
fleeting areas to minimize wake impact, due to narrow
channel width. Tow operators are advised to place the
heaviest barges in the middle of the tow and identify
fleeting
areas in the event of a river closure.
KASKASKIA RIVER
MILE 0.8 - MILE 0.0 - DREDGE OPERATION
Continuing until approximately October 12, 2021, the Dredge
BILL HOLMAN is conducting dredging operations downstream of
the Costello L/D, between approximate Miles 0.8 and
0.0. The dredge utilizes floating pontoon pipeline, anchor
lines, small tenders and skiffs in support of its
dredging operations. For passing arrangements, the Dredge
BILL HOLMAN will monitor VHF-FM Channel 13. Tows requesting
lockage are encouraged to contact Costello L/D, in advance
to schedule their arrivals. Mariners are also advised that
the downstream floating guidewall will be
removed for dredging operations and should exercise caution
when transiting the lock. All navigation interests should be
alert for, and abide by, anyspecial instructions that may be
issued by the lockmaster. Mariners are urged to exercise
caution when transiting the area.

October 8, 2007 in River History
A bear trap failed on Ohio River Lock and Dam No.52 near Brookport,
Illinois, and the resulting leak could have drained the pool, effectively
shutting down navigation along the Ohio River.
A bear trap is basically a wall that keeps water on one side of the dam. One
of the three bear traps at Lock and Dam No.52 was literally stuck down,
allowing water to rush over it at 15 miles per hour.
Crews with the Choctaw Transportation Company dumped thousands of tons of
boulders onto the failed bear trap to halt the flowing water........

Low Levels Along The Mississippi May
Expose Sunken Vessels........
Fox 2 Meteorologist Angela Hutti says that
the level of the Mississippi River is quite low at St. Louis,
with the current river stage being less than 1 foot. The river
has not fallen to historic low levels yet. The historic low was
-6.2 feet set in January of 1940. Lack of rainfall is cited for
the low levels.
The low river levels are were evident during
Tuesday's river rescue of two boaters from a sailboat stuck on
the Chain of Rocks going across the river near Interstate 270.
The boaters were returned safely to land, but the boat is still
aground on the rocks.
In 2012, the Mississippi RIver was low enough
to expose the USS Inaugural, a WW II era minesweeper that
had been moored along the St. Louis riverfront. The vessel broke
free during the Flood of 1993 and sank south of the MacArthur
Bridge. It also resurfaced in 2015.
The Missouri River was low enough in St.
Charles to expose the wrecks of five steamboats between St.
Charles and Bridgeton. One of the wrecks was the Montana,
which was the largest steamer to pass through the area. It was
longer than a football field and has been submerged for 137
years........

Colors Predictions......Missouri
Department of Conservation foresters update "Fall Color" reports
weekly from mid-September through early-November.
The peak of fall color in Missouri is usually around
mid-October. This is when maples, ashes, oaks, and hickories are at the
height of their fall display. Normally by late October, the colors are
fading and the leaves beginning to drop from the trees. Fall color is
usually finished by the middle of November.
St. Louis Region:
Status... Beginning to turn
Because of the warmer than normal weather, especially the warm nighttime
temperatures, color change is occurring slowly in many areas around our
region. Some early-turning species continue to become more consistent
although a lot of green is still visible, especially in and around St.
Louis. Early defoliation is occurring in areas where rainfall has been less
frequent. Flowering dogwood, sumac, and Virginia creeper seem to be the most
consistent, but you can find individual sassafras, persimmon, hackberry,
sugar maple, blackhaw, redbud, and a few hickories with decent color. If we
get some overnights with lows in the 40s, it would help things progress and
improve our late-season color.
Fall Color Hot Spots
Color tends to be sporadic around the region, but it will be best outside of
St. Louis City and County where nights are cooler. It’s still early to find
large areas with fall color, but check out Daniel Boone, Little Lost Creek,
or B. K. Leach Conservation Areas for some early displays. Early fall
wildflowers are still the best bet for consistent color, so visiting area
prairies at Busch, Valley View Glades, or Victoria Glades Conservation Areas
or Shaw Nature Reserve should give you a chance to see both wildflowers and
a splash of fall color in trees

Oglesby, Illinois Offers More Outdoors
Attractions Than Any Other Place In The State........
The tiny town of Oglesby, Illinois is nestled
at the confluence of the Illinois and Vermillion Rivers and has
a population of only 3,600 residents; however, it is home to two
of the best state parks in Illinois.
One is Starved Rock State Park, which was
named the "Best State Park in Illinois" by Travel+Leisuire in
2021. The park offers waterfalls, trails, forests, canyons and
scenic overlooks of the Illinois River. A nearby kayak
outfitter offers guided kayaking tours.
Matthiessen State Park is located along the
Vermilion River and features forests, canyons, streams, rock
formations and several waterfalls. Vermillion River Rafting
offers white water rafting adventures along the 14 rapids on the
Vermilion River........

Fishy Tales From Utah's Flaming Gorge
Reservoir
Boater Discovers 163 Million Year Old
"Fish Lizard" Fossil........
Back in May, Alan Dailey was on a boating
trip in Utah's Flaming Gorge Reservoir when he spotted bones
sticking out of a 400 pound sandstone block near the shoreline.
The bones turned out to belong to one of the
best preserved ichthyosaur fossils ever discovered in Utah.
Dailey photographed the fossil and contacted paleontologists who
then were able to examine the specimen up close. The
ichthyosaur basically looked like a reptilian dolphin, with the
main difference being a vertical tailfin, compared to a
dolphin's flat tail.
A team of paleontologists and volunteers,
including Dailey, worked to recover the sandstone block from the
reservoir bank and load it into a boat for transport. A
forklift removed the block from the boat so it could be taken to
the Utah Field House of Natural History , where it will be
displayed after scientists remove more of the sandstone covering
the bones to better expose the fish........

179.2 - BRIDGE MAINTENANCE
Douglas MacArthur Bridge; Two suspended platforms are
located in the center navigation span. Each platform
measures 9 feet wide and hang 5 feet below low steel. One
platform is located 60 feet channelward of the right
descending pier and the other platform is located 120 feet
channelward of the left descending pier. There are also 3
platforms located at various locations in the Illinois span.
Mariners are urged to transit the bridge with caution.
MISSOURI RIVER
CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in
accordance with the Western Rivers
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners
shall transit these areas at their slowest safe speed near
fleeting areas to minimize wake impact, due to narrow
channel width. Tow operators are advised to place the
heaviest barges in the middle of the tow and identify
fleeting
areas in the event of a river closure.
KASKASKIA RIVER
MILE 0.8 - MILE 0.0 - DREDGE OPERATION
Continuing until approximately October 12, 2021, the Dredge
BILL HOLMAN is conducting dredging operations downstream of
the Costello L/D, between approximate Miles 0.8 and
0.0. The dredge utilizes floating pontoon pipeline, anchor
lines, small tenders and skiffs in support of its
dredging operations. For passing arrangements, the Dredge
BILL HOLMAN will monitor VHF-FM Channel 13. Tows requesting
lockage are encouraged to contact Costello L/D, in advance
to schedule their arrivals. Mariners are also advised that
the downstream floating guidewall will be
removed for dredging operations and should exercise caution
when transiting the lock. All navigation interests should be
alert for, and abide by, anyspecial instructions that may be
issued by the lockmaster. Mariners are urged to exercise
caution when transiting the area.

a major repair project. There were tours available that allowed people a
closer look at the work that was done.
The $48 million project should extend the life of the span another 50 years.

American Cruise Lines Redesigning
Paddlewheeler Line-Up........
On September 28th, American Cruise Lines
announced that their fleet of four classic paddlewheelers will
be undergoing a major redesign, refit and rebranding. The
announcement follows August's introduction of the American
Melody.
ACL states that their new interior design
will elevate paddlewheel cruising to the same sophisticated
standard already present on American's newest modern riverboats,
while retaining the traditional styling true to steamboat
history.
Charles B. Robertson, president and CEO of
ACL says that they were inspired to update the paddlewheel fleet
following the reception of the American Melody........

August Sees Sales Slow Despite Strong
Demand........
The preliminary data from Statistical
Surveys, a Michigan company that tracks the registration of new
boats, revealed that August was a continuation of the trend of
limited sales for the fourth consecutive month.
Registrations, representing 35 states, or
approximately 76 percent of the U.S. boat market, had decreased
24 percent for the month, with the main powerboat segments
decreasing by 35 percent compared to August 2020.
The shortages in the global supply chain show
no signs of abating, however, customer demand for vessels
remains strong. U.S. boat builders continue to add shifts and
try to increase output despite the worldwide shortage of
critical supplies........

7 pm, over 40 locations around the Lake of the Ozarks will be
participating in making a winning poker hand during the Fall
Harbor Hop.
Participants may enter the Harbor Hop at any
of the participating checkpoints and may enter more than once.
The first card is drawn at the point of purchase into the Harbor
Hop, and six additional cards are drawn by "hopping" to six more
checkpoints, drawing one card per hand at each location.
The poker hand is complete when the seventh

With all the photos on Facebook, it's easy to forget that you
are still publishing a photo of the day on your website. I
finally got around to going through a box of old slides that was
at my mom's house when she passed away a couple years ago and
thought of you when I found these. Some may find these photos of
interest. They are slides and are dated July of 68, so the
photos had to be taken sometime in the late spring or early
summer of 1968.
The photos with the boat dock is Hideaway Harbor. My brothers
and I spent many afternoons there having good old fashioned mud
fights in front of those docks.
The photo with the Larson runabout is my brother's Mike, Don,
and I. That photo was taken either on Enterprise, Iowa, or 521.
That was where Dad frequented.
Oh, and the bathing beauty? That's Mom.

back to life on the river 53 years ago!

179.2 - BRIDGE MAINTENANCE
Douglas MacArthur Bridge; Two suspended platforms are
located in the center navigation span. Each platform
measures 9 feet wide and hang 5 feet below low steel. One
platform is located 60 feet channelward of the right
descending pier and the other platform is located 120 feet
channelward of the left descending pier. There are also 3
platforms located at various locations in the Illinois span.
Mariners are urged to transit the bridge with caution.
MISSOURI RIVER
CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in
accordance with the Western Rivers
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners
shall transit these areas at their slowest safe speed near
fleeting areas to minimize wake impact, due to narrow
channel width. Tow operators are advised to place the
heaviest barges in the middle of the tow and identify
fleeting
areas in the event of a river closure.
KASKASKIA RIVER
MILE 0.8 - MILE 0.0 - DREDGE OPERATION
Continuing until approximately October 12, 2021, the Dredge
BILL HOLMAN is conducting dredging operations downstream of
the Costello L/D, between approximate Miles 0.8 and
0.0. The dredge utilizes floating pontoon pipeline, anchor
lines, small tenders and skiffs in support of its
dredging operations. For passing arrangements, the Dredge
BILL HOLMAN will monitor VHF-FM Channel 13. Tows requesting
lockage are encouraged to contact Costello L/D, in advance
to schedule their arrivals. Mariners are also advised that
the downstream floating guidewall will be
removed for dredging operations and should exercise caution
when transiting the lock. All navigation interests should be
alert for, and abide by, anyspecial instructions that may be
issued by the lockmaster. Mariners are urged to exercise
caution when transiting the area.

Mississippi River Near Granite City,
Illinois
2 Rescued From Sailboat Stuck On The
Chain Of Rocks........
Shortly after 4 pm, St. Louis Firefighters
were able to successfully rescue two boaters trapped in the
Mississippi RIver after their sailboat got hung up on the Chain
of Rocks. The boaters apparently missed the turn into the canal
bypassing that portion of the Mississippi RIver.
A tow company dispatched three boats to
attempt to recover the 44 foot hydrofoil sailboat, White
Widower. They determined that they would need a barge and
crane to safely recover the vessel, as the heavy river current
could take the rescue vessels over the dam.
Captain Terry Trucks with TowBoatUS says that
the water is flowing rapidly over the dam, and the concern is
that if responders get close enough to the disabled vessel to
attach a line, they would be swept over the falls by the
current.........

NGRREC Neighbor Night To Focus On
Grassland Birds........
On October 19, 2021, the National Great
Rivers Research and Education Center will be hosting their
Neighbor Nights event, where they will be presenting research
findings on grasslands birds and how hey respond to different
management procedures.
The findings will be presented by
Conservation Program Manager, Dr. Justin Shew, who recently had
published the information associated with the NGRREC's Land
Conservation Specialist Program, which supports private lands
conservation in Illinois' agricultural landscape.
Shew says that North American and Illinois
grassland birds have been in severe decline for decades, and
that agency and landowner decisions should be guided by research
associated with popular conservation programs on private
lands........

Cairo Port Set To Open In Three
Years........
On Tuesday, a timeline was announced for the
new Alexander Cairo Port District, located at Cairo, Illinois.
The project's groundbreaking is set for the end of next year and
the port will be completed by late 2024.
Todd Ely of Ely Consulting Group of
Springfield, Illinois says that he has been tasked with
completing the port as quickly and at as low of a cost as
possible while making it as profitable as possible.
Ely adds that the Cairo region is extremely
poor, but the economic development created by the port will
allow Cairo to bring back grocery stores, gas stations........

Illinois Angler Reeled In $100,000
Prize........
Over the weekend, an Illinois angler won the
top prize in the Missouri Bass Bash. The tournament put up a
total of $325,000 in cash prizes at Truman Lake and the Lake of
the Ozarks.
O'Fallon, Illinois resident Jim Morrison
caught the biggest fish, winning $101,500. He reeled in a 7
inch long bass weighing in at 7.11 pounds on Saturday morning.
Morrison says that he has been fishing for
more than a decade, and that was the biggest fish he has ever
landed. He added that he has been participating in the Bas Bash
tournaments for the last eight years........

179.2 - BRIDGE MAINTENANCE
Douglas MacArthur Bridge; Two suspended platforms are
located in the center navigation span. Each platform
measures 9 feet wide and hang 5 feet below low steel. One
platform is located 60 feet channelward of the right
descending pier and the other platform is located 120 feet
channelward of the left descending pier. There are also 3
platforms located at various locations in the Illinois span.
Mariners are urged to transit the bridge with caution.
MISSOURI RIVER
CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in
accordance with the Western Rivers
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners
shall transit these areas at their slowest safe speed near
fleeting areas to minimize wake impact, due to narrow
channel width. Tow operators are advised to place the
heaviest barges in the middle of the tow and identify
fleeting
areas in the event of a river closure.
KASKASKIA RIVER
MILE 0.8 - MILE 0.0 - DREDGE OPERATION
Continuing until approximately October 12, 2021, the Dredge
BILL HOLMAN is conducting dredging operations downstream of
the Costello L/D, between approximate Miles 0.8 and
0.0. The dredge utilizes floating pontoon pipeline, anchor
lines, small tenders and skiffs in support of its
dredging operations. For passing arrangements, the Dredge
BILL HOLMAN will monitor VHF-FM Channel 13. Tows requesting
lockage are encouraged to contact Costello L/D, in advance
to schedule their arrivals. Mariners are also advised that
the downstream floating guidewall will be
removed for dredging operations and should exercise caution
when transiting the lock. All navigation interests should be
alert for, and abide by, anyspecial instructions that may be
issued by the lockmaster. Mariners are urged to exercise
caution when transiting the area.

On October 5, 1869 in River History
Water seeped and then gushed into a tunnel being dug underneath St. Anthony
Falls creating an enormous whirlpool. The falls were nearly destroyed. The
river had broke through and the top of the tunnel collapsed it. Water
scoured the tunnel wider and deeper until the resulting hole was
sixteen-and-a-half feet deep and as much as ninety feet wide. By this time,
all of the falls were in danger of collapsing into rapids. With them would
go all of the region's water power. It was years before the area was fully
stabilized and the falls were again safe from collapse.

Petition Launched To Speed Up Work On
Columbia Bottom Conservation Area........
Avid waterfowl hunter Christopher Kellogg
recently launched an online petition drive intended to
jump-start work on the state-run Columbia Bottom Conservation
Area located at the confluence of the Mississippi and Missouri
Rivers.
Kellogg says that the petition is aimed at
state officials, who he says are neglecting the outdoor needs of
residents amid more than a year-long closure of portions of the
4,316 acre refuge.
The Missouri Department of Conservation, who
manages the land, is calling for patience as they deal with
issues related to flooding in the bottomland. The area has been
a prime spot in the St. Louis region for watching eagles,
fishing and biking........

The Nature Institute Hosting Enchanted
Forest........
On Friday, October 15, 2021, The Nature
Institute will be hosting their 20th annual Enchanted Forest
from 6 to 9 PM. The family-friendly event will feature a
self-guided hike, face painting, timed star shows, yard games,
educational activities and a fire. Tickets are $5 each.
Kids will be given a passport to be stamped
by all of the nocturnal animal characters they encounter along
the trail. In exchange for the completed passport, kids will
receive a bag of goodies.
Kids and adults may dress up in their
Halloween costumes. The activities will be scattered along the
recently paved Frog Trail, the skeet range and around the

wetlands adjacent to those waters, and/or isolated wetlands that
have a demonstrated interstate commerce connection.
Under Section 10 of the Rivers and Harbors Act of 1899 (33 USC
403), a permit is required for construction of any structure in
or over any navigable water of the United States, or the
accomplishment of any other work affecting the course, location,
condition, or physical capacity of such waters.

Mississippi River In Monroe County,
Illinois
Man Found Dead Along Riverbank Had
Tried To Swim Across The Mississippi........
The Monroe County Coroner's Office has
identified the body of a man found floating in the Mississippi
River as that of 36 year old Caleb M. Moriarity. He was spotted
by an angler near the eastern banks of the Mississippi River in
a rural portion of Monroe County, Illinois.
Reportedly, a witness called Police when they
saw two men in the river and in apparent trouble. The witness
reported seeing a man floating on an inner tube go underwater
near a barge and never resurfaced. The second male was able to
return to shore to speak with officers.
St. Louis Police interviewed the second man
who stated that he and Moriarity tried to swim across the
Mississippi River to Illinois, but the river current carried
them in two different directions........

Crab Orchard Lake Near Carterville,
Illinois
Work Continuing On Multi-Million
Spillway Project........
Work is continuing on the multi-million
dollar dam and spillway project at the Crab Orchard National
Wildlife Refuge near Carterville, Illinois. Back in July, crews
lowered the lake level by 4 feet to make repairs to the dam and
improve access to the lake.
According to Donovan Henry, the assistant
manager of the Crab Orchard Wildlife Refuge, the demolition work
on the dam is about halfway completed. Crews are working to
replace the concrete on the 80 year old dam.,
Crews are also working on the boat ramps
around the lake. Henry says that they have plans to expand the
Prairie Creek Boat Ramp and are hoping to do some work on the
Marina ramp as well........

179.2 - BRIDGE MAINTENANCE
Douglas MacArthur Bridge; Two suspended platforms are
located in the center navigation span. Each platform
measures 9 feet wide and hang 5 feet below low steel. One
platform is located 60 feet channelward of the right
descending pier and the other platform is located 120 feet
channelward of the left descending pier. There are also 3
platforms located at various locations in the Illinois span.
Mariners are urged to transit the bridge with caution.
MISSOURI RIVER
CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in
accordance with the Western Rivers
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners
shall transit these areas at their slowest safe speed near
fleeting areas to minimize wake impact, due to narrow
channel width. Tow operators are advised to place the
heaviest barges in the middle of the tow and identify
fleeting
areas in the event of a river closure.
KASKASKIA RIVER
MILE 0.8 - MILE 0.0 - DREDGE OPERATION
Continuing until approximately October 12, 2021, the Dredge
BILL HOLMAN is conducting dredging operations downstream of
the Costello L/D, between approximate Miles 0.8 and
0.0. The dredge utilizes floating pontoon pipeline, anchor
lines, small tenders and skiffs in support of its
dredging operations. For passing arrangements, the Dredge
BILL HOLMAN will monitor VHF-FM Channel 13. Tows requesting
lockage are encouraged to contact Costello L/D, in advance
to schedule their arrivals. Mariners are also advised that
the downstream floating guidewall will be
removed for dredging operations and should exercise caution
when transiting the lock. All navigation interests should be
alert for, and abide by, anyspecial instructions that may be
issued by the lockmaster. Mariners are urged to exercise
caution when transiting the area.

Grafton's Dinky Project Nearing
Completion........
Prior to the completion of the Great River
Road, the best way to travel from Alton to Grafton was to take
the Dinky, which was a "railbus" that ran along the railroad
tracks along the base of the bluffs from 1933 to 1953.
A replica of the Dinky is going to be placed
in Grafton to commemorate it's history. All together, there
were three railbuses which were able to seat around 30 people.
The tracks that the Dinky once ran on were
replaced decades ago by the Great River Road. According to
Grafton Mayor Mike Morrow, the replica project is moving forward
again........

Gulf Of Mexico Near The Mississippi
River Delta
Crews Working On A $102 Million Barrier
Island Restoration Project........
Back in July, Weeks Marine was awarded a $102
million contract to restore 256 acres of dunes and beaches, as
well as 143 acres of marshland on a barrier island just west of
the Mississippi River Delta near Grand Isle, Louisiana.
The West Grand Terre Island project is
utilizing close to 2.5 million cubic yards of dredged sediment
from the Gulf of Mexico to raise the beach's elevation by up to
4 feet, and create containment dikes and rock breakwaters to
protect the island from wave action and storm surges.
The rock used for the breakwaters are
actually boulders weighing from 12,000 to 14,000 pounds each.
They are blasted from a quarry in Arkansas, loaded on a barge
and shipped some 500 miles down the Mississippi RIver to their
final destination........

Corps Begins Habitat Restoration
Project In Pool 3........
The U.S. Army Corps of engineers, St. Paul
District has started a construction project in Sturgeon Lake in
Pool 3 of the Mississippi River and at the Sturgeon Lake boat
landing near Red Wing, Minnesota.
The project, which is expected to be
completed by the end of November, will restore floodplain
habitat and improve wetland habitat on Buffalo Slough Island,
which is an 8 acre island located in Sturgeon Lake.
THe project will use approximately 12,000
cubic yards of dredged material from the Mississippi River to
raise the elevation of Buffalo Slough Island by up to 2 feet.
The island will increase in size by about 2 acres and will be
planted with flood-tolerant trees next year........

Mississippi River History
Explore 1700s-Era French Fort, Fort De
Chartres.........
 Illinois
officially became a state in 1818, however, there was quite a
bit of history prior to that. In 1673, the French started
settling into the areas along the Mississippi River such as
Cahokia, Kaskaskia, Chartres, Saint Phillippe and Prairie du
Rocher.
In 1753, French colonists built Fort de
Chartres, which is a large stone fortification along the
Mississippi River, which still exists to this day. From the
time of it's construction to 1765, this fort was the French seat
of government and their military base in the Upper Louisiana
settlement. The British took over in 1765 and remained until
1772.
In 1772, the fort's south wall collapsed, and
the rest was abandoned. Now, many parts of the fort have been
restored to the way it may have appeared during the 18th
century. In 1960, the fort was listed as a National Historic
Landmark and was added to the National Register of Historic
Places in 1976........

Suspected Shoplifter Drowned In
River........
Officials report that on Friday, a central
Illinois man suspected of shoplifting died after falling into
the Illinois River while attempting to hide close to a U.S.
Coast Guard station.
On Saturday, Fon du Lac Park District Police
Chief Michael Johnson says that the man died Friday after
apparently scaling a fence and falling down an embankment into
the Illinois River in East Peoria.
Johnson says that the man was suspected of
shoplifting from a Walmart store. He reportedly ran from the
store and tried to hide near the East Peoria Coast Guard
station. He slipped on the steep, rocky embankment and entered
the water........

Modest Turnout For
The Two Rivers Fishing Fair........
Following a two year hiatus because
of flooding and the COVID-19 outbreak, the free Two Rivers
Family Fishing Fair returned to Pere Marquette State Park near
Grafton, Illinois on Saturday.
Two Rivers National Wildlife Refuge
Manager Charlie Deutsch says that the goal of the event is to
get kids interested in fishing and other outdoor activities. He
adds that typically up to 2,500 children sign up for the event,
but this year, intermittent showers likely limited attendance to
around 1,000.
Kids that
visited seven booths were awarded a prize and had the
opportunity to catch a trout, which they were able to take home
or get them cleaned and cooked at the fair.......

Release Fall Color Reports........
For the leaf peepers
seeking out the best places to check out the fall foliage, the
Illinois Department of Natural Resources and the Illinois Office
of Tourism has released their weekly Fall color Report.
As of late September,
the report says the fall foliage color peak will be during the
second week of October in Chicago area and near the western
border. Central Illinois is expected to peak in mid-October,
and Southern Illinois will peak during the last week of the
month.
According to Karla
Flannery, director of the Illinois Office of Tourism, the Fall
Color Report is a handy tool that visitors can use plan an
unforgettable Illinois getaway this season........

Missouri Department of Conservation forecasts that that the fall
color peak will occur in Mid-October, as this is when the
department says that the maple, ash, oak and hickory trees will
be at their peak of color vibrancy.
Missouri's wide
variety of trees and shrubs offer leaf peepers four to six weeks
of fall colors. The colors will start fading and leaves will
begin falling towards the end of October, and the color displays
are usually over by mid-November.........

Ohio RIver At Owensboro, Kentucky
Steamboat Company, Teams With KY Communities On Environmental
Project........
The City of Owensboro
and several other Kentucky communities are teaming up with the
American Queen Steamboat company on an environmental project to
protect the Ohio River.
When the American
Duchess docked in Owensboro last week, the stop included the
planting of a tree and wildflowers, which will help reduce the
amount of rain flowing into the city's sewer system.
Katie Pickens,
spokesperson for the Owensboro-Daviess County Convention and
Visitors Bureau says that planting the tree and wildflowers
helps keep soil from being washed away when the Ohio River is
high. She adds that the root system of native wildflowers
reach deeper than grass or sod, keeping more water from entering
the Ohio River........

179.2 - BRIDGE MAINTENANCE
Douglas MacArthur Bridge; Two suspended platforms are
located in the center navigation span. Each platform
measures 9 feet wide and hang 5 feet below low steel. One
platform is located 60 feet channelward of the right
descending pier and the other platform is located 120 feet
channelward of the left descending pier. There are also 3
platforms located at various locations in the Illinois span.
Mariners are urged to transit the bridge with caution.
MISSOURI RIVER
CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in
accordance with the Western Rivers
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners
shall transit these areas at their slowest safe speed near
fleeting areas to minimize wake impact, due to narrow
channel width. Tow operators are advised to place the
heaviest barges in the middle of the tow and identify
fleeting
areas in the event of a river closure.
KASKASKIA RIVER
MILE 0.8 - MILE 0.0 - DREDGE OPERATION
Continuing until approximately October 12, 2021, the Dredge
BILL HOLMAN is conducting dredging operations downstream of
the Costello L/D, between approximate Miles 0.8 and
0.0. The dredge utilizes floating pontoon pipeline, anchor
lines, small tenders and skiffs in support of its
dredging operations. For passing arrangements, the Dredge
BILL HOLMAN will monitor VHF-FM Channel 13. Tows requesting
lockage are encouraged to contact Costello L/D, in advance
to schedule their arrivals. Mariners are also advised that
the downstream floating guidewall will be
removed for dredging operations and should exercise caution
when transiting the lock. All navigation interests should be
alert for, and abide by, anyspecial instructions that may be
issued by the lockmaster. Mariners are urged to exercise
caution when transiting the area.

The Boat at the RiverBend was moved from its mooring spot at Alton, IL
riverfront. The 44,000 square foot, three story facility was moored at
Alton's Riverfront Park unused for over four years. The vessel relocated to
Bailey Port, on the Tennessee River southeast of Paducah, Kentucky.

Saturday........
From 10 am to 5 pm Saturday, the Pere
Marquette State Park near Grafton, Illinois will be hosting the
annual Two Rivers Family Fishing Fair, which has become the
state's largest free fishing event.
The Two Rivers Family Fishing Fair will
feature catch and release fishing, fishing instructions,
entertainment and appearances by Fredbird and Camo the Clown.
The event is one of the most popular events
held at Pere Marquette. It is co-hosted by the U.S. Army Corps
of Engineers, the National Great Rivers Research and Education

Hoffmanns Reveal Plans For Riverboat,
Amphitheater And More........
David Hoffmann of the Hoffmann Family of
Companies recently gave updates on his company's planned
projects in near Balducci Vineyards in Augusta, Missouri.
Amongst Hoffmann's plans for development
around the Augusta, Missouri region are a 12 hole golf course, a
500 seat amphitheater and plans for a 250 person riverboat.
The Miss Augusta is a four decked boat
has arrived in St. Louis from Louisiana and is currently being
retrofitted for the Missouri River. Hoffmann says that weddings
have already been booked on the boats, and they hope to start
cruising the Missouri River within the next 30 days........

Missouri River Near Mandan, North
Dakota
Drought Exposes 130 Year Old
Shipwreck........
North Dakota has been experiencing drought
conditions, causing officials to reduce water releases from the
Garrison Dam into the Missouri River. The receding river levels
has exposed the remains of a shipwreck that sank between
Washburn and Bismarck-Mandan, North Dakota in 1892.
The steamboat Abner O'Neil was
constructed in 1884 and carried grain between Washburn and
Bismarck-Mandan. Eight years later, the Abner O'Neil hit
a snag and sank with 9,000 bushels of buckwheat aboard.
The Abner O'Neil has remained largely
intact over the years. The vessel was last visible during the
Missouri River flood of 2011. Officials ask the public not to
disturb the wreckage........

Mississippi River at Monroe County,
Illinois
Body Recovered From The River
Friday........
Officials report that a body was found
floating along the Illinois bank of the Mississippi River in
rural Monroe County, Illinois, which is located just south of
St. Louis, Missouri.
The Monroe County Sheriff's Department
reports that around 9:45 am Friday morning, an angler reported
seeing what appeared to be the body of a man floating in the
river near Levee and Mitchie Roads.
Monroe County Sheriff's Sergeant Justin Biggs
says that due to the low river levels, responders had to employ
all-terrain vehicles, assisted by area residents to get to the
body. The Illinois State Police and the Monroe County Coroner
are investigating the incident........

7 pm, over 40 locations around the Lake of the Ozarks will be
participating in making a winning poker hand during the Fall
Harbor Hop.
Those wishing to participate may enter the
Harbor Hop at any of the participating checkpoints and may enter
more than once. The first card is drawn at the point of

by "hopping" to six more checkpoints, drawing one card per hand

The poker hand is complete when the seventh

179.2 - BRIDGE MAINTENANCE
Douglas MacArthur Bridge; Two suspended platforms are
located in the center navigation span. Each platform
measures 9 feet wide and hang 5 feet below low steel. One
platform is located 60 feet channelward of the right
descending pier and the other platform is located 120 feet
channelward of the left descending pier. There are also 3
platforms located at various locations in the Illinois span.
Mariners are urged to transit the bridge with caution.
MISSOURI RIVER
CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in
accordance with the Western Rivers
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners
shall transit these areas at their slowest safe speed near
fleeting areas to minimize wake impact, due to narrow
channel width. Tow operators are advised to place the
heaviest barges in the middle of the tow and identify
fleeting
areas in the event of a river closure.
KASKASKIA RIVER
MILE 0.8 - MILE 0.0 - DREDGE OPERATION
Continuing until approximately October 12, 2021, the Dredge
BILL HOLMAN is conducting dredging operations downstream of
the Costello L/D, between approximate Miles 0.8 and
0.0. The dredge utilizes floating pontoon pipeline, anchor
lines, small tenders and skiffs in support of its
dredging operations. For passing arrangements, the Dredge
BILL HOLMAN will monitor VHF-FM Channel 13. Tows requesting
lockage are encouraged to contact Costello L/D, in advance
to schedule their arrivals. Mariners are also advised that
the downstream floating guidewall will be
removed for dredging operations and should exercise caution
when transiting the lock. All navigation interests should be
alert for, and abide by, anyspecial instructions that may be
issued by the lockmaster. Mariners are urged to exercise
caution when transiting the area.

The Mississippi River Recovered........
A vehicle that has
been submerged in the Mississippi River at Cape Girardeau,
Missouri for several years has finally been recovered and
returned to dry land.
Sergeant Joey Hann of
the Cape Girardeau Police Department reports that the vehicle
was spotted unoccupied on Wednesday, just south of the Red Star
boat ramp.
The vehicle was
originally noticed by pedestrians in 2018. Once ashore,
officials used the vehicle identification number to confirm the
identity of the car's owners. It was not reported stolen, so
investigators are looking into how the car ended up in the
river........

they are teaming up with boat and other marine manufactures to
promote boater safety and education through the Boat With
Confidence campaign.
The funds raised
through the campaign will enable America's Boating Club to offer
recreational boaters with a suite of in-person, online and
on-the-water training opportunities that encourage safe boating
practices.

introduced their new HARMO electric outboard system to the U.S.
market at the recent 2021 International Boatbuilders Exhibition
and Conference in Tampa, Florida.
HARMO's rim-drive
electric motor and enclosed impeller coupled with a 48 volt
power supply and high-yield, low drag 3.7 kilowatt motor creates
225 pounds of static thrust. This is equivalent to a 9.9
horsepower gasoline outboard.
Rim drive motors have
been used for thrusters and other marine applications, but this
is the first usage in an outboard motor. The run times of the
HARMO will be determined by the battery type, size,
configuration and operational parameters........

We have the foundation built!!! Unfortunately, since lumber
prices are so high right now we are putting a hold on the
build. Hoping all of this ends soon so we can get back to
it.

"The plan is to keep it in the same location, maybe a little
closer to the river and up about 7 ft higher. The building
will be just a little smaller with a bigger deck."

evening that the marina has plans in the works to have a
restaurant on the property, along with new courtesy docks
and an in-ground pool by mid-summer 2021. |
