The Picture of the Day .....
Last Saturday afternoon a few of us gathered at RiverBills
Headquarters at Woodland Marina for drinks. Up walks my friend,
Rich Streicher and after the hellos and some conversation Rich
looks at Scott Hickey and says.... "I think I know you."
Come to find out they worked together 35-36 years ago and they
ran into each other that day again on the river. What's
the chances....
Rich and Scott worked together in approximately 1983/84 at a
company called Spartan Industries in Fenton where they
manufactured dental instruments and ultrasonic scalers used to
clean teeth. Rich was the jig and fixture guy making the tooling
and Scott assembled it.
Oh
Yeah.... It's a RiverBills Sticker Sighting too

Mississippi River At West
Alton, Missouri
MoDOT Hosting Public Meeting
On U.S. 67 Improvements........
The Missouri Department of
Transportation has announced that they will be hosting a public
meeting on October 15th, 2019, where they will be discussing the
upcoming Route 67 in West Alton, Missouri.
The proposed project
would raise the southbound lanes of U.S. 67 to the level
of the northbound lanes for approximately one mile south of the
Clark Bridge spanning the Mississippi River. While this project
will not completely eliminate flooding along the southbound U.S.
67 lanes, it will reduce the frequency flooding occurs in that
area.
The public meeting is scheduled for
4 tp 6 pm on October 15, 2019, and will be held at the Audubon
Center at Riverlands, located at 301 Riverlands Way in West
Alton, Missouri........

Mississippi River At Hannibal,
Missouri
Riverfront Project Completion
Pushed Back To Next Year........
During last week's meeting of the
Hannibal Park Board, Andy Dorian, Director of Central Services
stated that the Hannibal riverfront renovation project should be
completed by June of next year. It was originally estimated to
be completed by this fall.
Dorian noted that there are several
factors that will determine when the project will be completed,
mainly the weather and flooding. He said that if this year is a
mild winter, the project may be completed sooner. If the spring
is harsh, the completion date may ne pushed back.
Last winter, progress on the project
was delayed by a winter storm that dropped almost 14 inches of
snow on Hannibal. The record sub-zero temperatures also played
a part in delaying progress. The spring and summer months of
possible progress were lost due to extended flooding........

Illinois Flooding
Aftermath
East STL, Others May Get
Less Flood Assistance Than Requested........
After this year's spring
flooding, East St. Louis had requested $2.5 million from the
federal government for damage repair, however, the city may
only receive a fraction of what they asked for.
East St. Louis is one of two
dozen local governments that applied for $33 million in
assistance from the Federal Emergency Management Agency.
Several months after the
near-historic flooding, officials are starting to determine
how much they will be receiving as FEMA teams investigate
claims. East St. Louis has been temporarily approved for
about $210,000 for sewer system repairs........

Plans for the club.....
The Clubhouse is insured with FEMA. The adjusters have been
through the club and will hopefully be letting us know in the
next coming weeks whether or not the building is repairable. We
are on hold until that point.
The club got approximately 6 ft of water, covering all electric
panels and all AC units. So clean up of building is taking
longer while getting temp electric/water going.
I understand there is a lot of speculation, but there will be a
club/pool at the harbor
We are doing the best we can and I will keep you informed as we
hear.

Mississippi River
Minor Flooding Expected In
Iowa This Week........
Minor flooding is expected in the
Iowa towns lining the Mississippi River. The National Weather
Service reports that runoff from recent heavy rainfall in Iowa
and Wisconsin has caused the river to swell.
The Mississippi River was expected
to crest approximately a foot and a half above minor flood stage
at Davenport. Earlier in the spring, a barrier had failed
allowing the river to inundate downtown Davenport.
Thursday morning, the Mississippi
River is expected to crest approximately a foot above flood
stage at Muscatine. Overnight Thursday into Friday, the
Mississippi River is forecasted to crest about 8 inches over
minor flood stage at Burlington........

Heartlands Conservancy Hosted
Open House........
On Wednesday, the Heartlands
Conservancy hosted an open house for residents that live in the
area drained by the Wood River and Piasa Creek Watersheds.
Heartlands Conservancy is currently
working on an project that would deal with water runoff and
flooding problems. The group is gathering information about the
problems as they intend to fix what is needed.
Janet Buchanan, Conservancy Project
Manager said that watershed plans are an effective way to
acquire funding for stormwater solutions, and open houses are
part of that process........

2019 Flooding Aftermath
Fisheries Disaster
Declared Due To Flooding, Bonnet Carre' Spillway
Opening........
The U.S. Department of Commerce
recently declared a federal fisheries disaster for
Louisiana, Mississippi and Alabama due to freshwater
flooding on the Gulf of Mexico from the extended opening of
the Bonnet Carre' Spillway.
The Bonnet Carre' Spillway was
opened to ease flooding along the Mississippi River and is
being blamed for a large number of oysters, dolphins and
other aquatic life dying out.
Back in 2011, a fisheries
disaster declaration was declared after the Bonnet Carre'
Spillway opened. The declaration freed up federal funding
for replanting oyster beds, which have died once
again........

Creve Coeur Lake
Concerns Arise Over Motorized
Scooters In Creve Coeur Park.........
Members of the Creve Coeur City
Council are working to begin an educational effort on the
hazards of riding motorized scooters along the park's trails.
Councilwoman Alexis Travers says
that the newer motorized scooters are able to travel at speeds
up to 18 mph. She adds that the park paths are only 5 feet
wide, and there could be safety risks to pedestrians.
Councilwoman Heather Silverman
proposed posting speed limit signs along park paths and trails.
Travers says that these regulations would be difficult to
enforce........

We are doing the best we can and I will keep you informed as we
hear.

Officials are not expecting the flooding to be severe.
The National Weather Service is forecasting
moderate flooding in St. Joseph, where the river is predicted to
crest Tuesday night. Minor flooding is predicted in several
other Missouri towns, including Boonville, Napoleon and Waverly.
There are approximately 40 roads in Missouri
that are closed, primarily in the northwestern part of the
state, where flooding earlier this year battered levees........

Fall Color Outlook
The Fall Colors Will Likely Be
Late........
The St. Louis Metro Region typically sees
the fall colors peaking in mid-to-late October, however,
this year the fall colors may be late.
The fall foliage outlooks are indicating
that the colors will peak nearer to mid-November, and the
St. Louis weather may be to blame.
Even with the colors showing up later,
the foliage should be worth the wait. The reason is that
plenty of rainfall during the growing season means that the
trees are healthy........

Boating Accidents
Wife Of Shark Tank Star Charged In
Fatal Boat Crash........
The Ontario Provincial Police reported
that Linda O'Leary, wife of Shark Tank star Kevin
O'Leary, has been charged with careless operation of a
vessel following a fatal boating accident last month.
Richard Ruh, driver of the second vessel,
was charged with failing to exhibit navigation lights while
underway. The accident occurred on August 24th on Lake
Joseph in Ontario, Canada. Two people were killed and three
others were injured.
The OPP got hold of several videos and
determined that Linda was driving 17 miles per hour around
11:30 pm. According to the OPP, Ruh was running his boat
without navigation lights and reportedly left the scene of
the accident........

Sales
Powerboat Registrations Increased
Last Month.........
During August, registrations in the main
powerboat categories increased by 0.8 percent, compared to
August 2018. Registrations were still down 5.2 percent
year-to-date in the main powerboat categories.
This data from Statistical Surveys Inc.
did not include Florida, as the state is having issues with
gathering registration data. SSI says that the omission may
skew the initial results.
Typically, the industry has a good handle
on overall registrations for the year, as about 78 percent
of sales are made during August. SSI director Ryan Kloppe
says that if Florida has a good month, the figured will
trend higher........

We are doing the best we can and I will keep you informed as we
hear.

Missouri River Near Maryland Heights,
Missouri
Maryland Heights Floodplain Development
Proceeding........
The development of 2,400 low-lying acres
along the Missouri River could begin with the help of a special
taxing district that would finance over $100 million worth of
storm-water pumps, levees and roads in the Howard Bend region.
For many years, developers, property owners
and Maryland Heights officials have been looking to develop one
of the final large agricultural areas remaining in St. Louis
County into another Chesterfield Valley.
The property owners had formed a levee
district and taxed themselves in order to construct a 500 year
levee, however, no major development has begun in the low-lying
area referred to as the Maryland Park Lake District........

Mississippi River Journeys
Woman Paddling The Mississippi
River........
The Mississippi River is approximately
2,400 miles in length, and a drop of water takes about 90
days to make the trip from Lake Itasca to the Gulf of
Mexico. A woman on a paddle board is making the journey in
about three months time.
LouAnne Harris started her paddle
boarding trip in August 2019. She began the trip at the
river's source and intends to paddle into November until she
reaches the Gulf.
Harris is taking the trip as part of a
fundraiser for 'Rivers For Change', which is a
not-for-profit organization that operates as an advocate for
getting people out on the water......

Mississippi River Management
Research Indicates Diversions
Causing Louisiana Land Losses........
Louisiana has plenty of plans for using
the Mississippi River's power to save it's disappearing
coastlines. The state wants to construct two huge river
diversions, cuts in the levees, intended to redirect water
and sediment into eroding wetlands.
These man-made diversions are intended to
mimic the natural process that occurred before the levees
were constructed. The river sometimes rises out of it's
banks, depositing sediment in new areas and building new
land.
A recent study indicates that river
diversions don't necessarily lead to gains in land mass.
This has caused researchers to call for better models of
planned diversions prior to the state spends money on this
restoration efforts........

Boating Disasters
Investigators Examine Electrical
System In Fatal Dive Boat Blaze........
Federal officials are looking into the
electrical system aboard the dive boat Conception,
which caught fire, killing 34 people in the worst maritime
disaster in modern California history.
Reportedly, investigators are focusing on
the outlets concealed in the back of the galley's foam
filled bench seats. It is ikely that all of the outlets
were occupied by electronic devices that needed to be
charged.
The 75 foot Conception was
constructed during the 1980s, and investigators with the
Bureau of Alcohol, Tobacco, Firearms and Explosives is if
the vessel's outdated electrical system was up to the task
of charging so many devices........

emergency before driving through a fence and crashing into
the lake.
The water rescue team was quick to
respond and freed the man from the submerged SUV. He was
taken to a hospital for treatment, however, his condition
and identity has not been released.

River
A
recent

compared
the
mental
health
of
women
who
abstained
from
alcohol,
preferring
to
sip
mineral
water,
and
women
who
consume
moderate
amounts
of
fermented
and

spirits.
It
was
a
rock
water
vs
fire
water
study.
The
question
posed
was;
does
alcohol
boost
women’s
mental
health?
Easy
answer
–
depends
why
you’re
drinking.
If
you
start
or
keep
drinking
booze
because
you’re
not
happy
it
doesn’t
matter
what
spirits
are
in
the
glass
–
they
aren’t
going
to
lift
yours
–
you
lose.
Research
articulates
the
obvious
–
researchers
found
that
drinking
alcohol
won’t
make
you
a
better
physical
specimen
or
improve
your
life.
But
if
you
are
miserable
and
drinking
a
lot
of
fire
water
then
quitting
drinking
will
make
you
just
about
as
happy
as
the
rock
water
crew.
It’s
the
equinox.
For
a
brief
celestial
moment,
twice
per
circle
around
the
sun,
we
Northern
Hemispherers
acknowledge
that
day
and
night
have
equality.
This
equinox
is
the
apex
of
balance
but
just
like
reaching
the
peak
of a
Ferris
wheel
it’s
a
fall
from
here.
I’m
prepared.
I
just
bought
a
coat
that
would’ve
been
coveted
by
Shackleton’s
crew
of
the
Endurance
(during
their
endless
winter
on
Antarctica).
I
don’t
study
wooly
caterpillars
to
forecast
winter
– I
count
sweaters.
Knowing
that
summer
lies
a
‘stern
and
winter
always
follows
fall
–
I’m
really
content
to
enjoy
the
changing
foliage,
shuffle
through
leaf
piles,
saturate
my
olfactory
and
taste
senses
with
pumpkin
spice,
and
slide
on
down
to
winter.
Then
again,
whether
I’m
quaffing
rocks
or
hops,
I’m
generally
a
happy
person.
With
a
steady
eye
on
the
research
study,
at
around
5
o’clock
one
evening
this
weekend
I’ll
join
the
surviving
members
of
the
Cold
Beer
Club
to
issue
and
partake
in
an
extra
tot
of
spirits;
we
will
splice
the
mainbrace.
We’ll
toast
the
change
of
watch
as
summer
turns
to
autumn.
We’ll
pluck
a
posy
and
hoist
the
next
round
to
Rosie,
who
promised
us,
in
endless
rounds
of
song,
“we
all
fall
down.”
We
never
know
when
it's
the
last
fall.
Cheers.

We are doing the best we can and I will keep you informed as we
hear.
Sorry, as I know this is not the season you were hoping for.

Mississippi River At Chester,
Illinois
Work On A Replacement Chester
Bridge May Not Begin Until 2026........
On Tuesday, officials stated that due to
several factors, construction work to build a new bridge
over the Mississippi River at Chester, Illinois may not
begin until 2026.
More than 60 people attended the meeting
sponsored by the Chester Chamber of Commerce. Project
manager for the proposed Chester Bridge, Buddy Desai and
Jason Williams, the Missouri Department of Transportation's
bridge transportation engineer spoke at the meeting.
In discussing the proposed bridge
project, they said that the Chester Bridge is listed as as
the number two priority for the state of Missouri, following
the Chain Of Rocks Bridge at St. Louis........

Outdoor Recreation Economy
Boating, Fishing Main Drivers Of
Outdoor Recreation........
On Friday, an agency of the U.S.
Department of Commerce, the Bureau of Economic Analysis
released data for the outdoor recreation economy at the
state and national levels for all of 50 states.
Just last year, the BEA released national
level data that established the outdoor recreation economy,
which includes boating and fishing as an important part of
the nation's economy.
This year's data indicated that the
outdoor recreation economy is growing faster than the
domestic economy as a whole. In all, outdoor recreation
makes up 2.2 percent of the U.S. GDP, creating $778 billion
in gross output and supporting 5.2 million jobs........

Boat Manufacturer
Marquis Yachts, Lexus Partnered Up
On The New Lexus 650........
On Thursday, Lexus and Marquis Yachts
held a "soft launch" in Boca Raton, Florida for their new
collaboration, the Lexus 650. The event, called
Beyond the Road, was attended by 50 journalists from
lifestyle publications around the globe.
This multimedia event in Boca Raton was
the culmination of two years of labor by Marquis. The 650
isn't a one-off project, but rather a semi-custom design,
intended to compete with Sunseeker, Ferretti, Princess and
Azimut, to name a few.
Engineers from Toyota Motor Corporation
were involved with the project from the beginning. The 650
follows up on an earlier joint project between Marquis and
Lexus, a 42 foot concept yacht that is now displayed in the
Toyota Museum in Japan........

We are doing the best we can and I will keep you informed as we
hear.

Day 8 and we’re off the Mississippi River!
We completed the last 46+/- river miles to NOLA and entered the
Industrial Canal Lock to the Gulf Intracoastal Waterway (GICW)
at around 10:45 AM. The lock got us through in about 30 minutes
and we putted up to Seabrook Harbor Marina on the Inner Harbor
Canal which connects Lake Pontchartrain with the GICW. Lance had
already contacted them concerning the generator, refrigeration
and flaky anchor light. They said the could have a mechanic take
a look at the generator as soon as we pulled in.
Sure enough, the mechanic jumped on while we were fueling,
measured the voltage, tried a jump box and still no joy. The
next step is to unbolt the generator and get to the side that
has the starter, solenoid, etc.. and see if they are working
properly. Everything else looked like it was fine.
Unfortunately, unbolting the generator and turning it around
will take the good part of a day and Seabrook was getting ready
for a big Poker Run on Saturday so they couldn’t really do
anything more until Monday.
I don’t like just waiting for 2 days, however, Seabrook is well
respected, a Northern Lights generator dealer and Lance pulled a
background check on like everyone there and he said he wouldn’t
have to call his ex-detective buddies and arrest anyone. So,
Monday will be the next update. I’m actually sitting in my home
back in St. Peters writing this. It didn’t make sense for the
owner to pay me to sit for 3-5 days helping him watch the
quarter slot on mechanics butt, so, I grabbed a one way car
rental and drove home late yesterday arriving home at around
1:00 AM. A very long day.
It took 8 days to get to NOLA from St. Louis, 10 hours to drive
home! We traveled a total of 1100 (1081 plus in/out of
anchorages, marinas, etc.) Statue Miles in 8 days, burning a
total of 418 gallons of fuel. We ran at around 1800 RPM half the
day at 11-13kts and 2800 RPM when the afternoons needed more
breeze and ran 17-18kts. Overall, 2.6 GPM (statute mile), or
2.28 GPNM (nautical mile) with a lot of help from old man river.
We’re going to need to check our burn rates now that we’re in
salt water running at a consistent RPM for 8-10 hours. The boat
is supposed to have a range of 900-1100 miles without carrying
extra fuel, but, I’m not seeing it. I suspect we’ll be adding to
our 55 gallon drum collection.
I hope to be driving or flying back to NOLA as soon as we have a
repair ETA on the generator and refrigeration. I’m hopeful it
will be something easy to correct for both, but, I won’t know
the rest of the schedule until late Monday.
I guess I’m off to my boat today… can’t get enough!

Grafton Debates The Establishment Of
Historic District........
This year's near historic flooding has caused
the Grafton Aldermen to consider options for protecting the
town's historic homes. Officials are considering establishing a

According to guidelines set up by the Federal
Emergency Management Agency, a structure must be raised or

The Great Lakes
History Enthusiast Finds Ships That
Sank In 1878........
Diver and history aficionado Bernie Hellstrom
discovered the wrecks of two schooners that collided and sank in
the cold abyss of northern Lake Michigan in 1878.
Approximately 10 years ago, Hellstrom was
searching for wrecks, when a depth sounder on his boat detected
a large obstruction about 200 feet below on the lake's bottom
near Beaver Island.
In June, Hellstrom returned to the area armed
with a custom made camera system, and discovered the
wrecks of the Peshtigo and the St. Andrews
about 10 feet apart with their masts on top of each other. One
of the vessels has a large gash in it's hull........

Mississippi River Maintenance
U.S. Reps Call For Keeping The River
Operational........
Earlier this week, U.S. Representatives Betty
McCollum, Angie Craig and Ron Kind penned a letter to the Office
of Management and Budget calling for the disbursement of $100
million for the U.S. Army Corps of Engineers to address the
effects of this year's near-record flooding along the
Mississippi River.
The funding was included in the Additional
Supplemental Appropriations for Disaster Relief Act, which was
signed into law in June 2019. The funds have yet to be
distributed so the U.S. Army Corps of Engineers could do their
jobs.
The immediate concern now is to keep the
Mississippi River navigable for commercial traffic. This will
require additional dredging due to excessive sediment left
behind by the flooding. One-sixth of the nation's intercity
cargo and 25 percent of foreign exports are moved along the
Mississippi River........

Mississippi River At Alton, Illinois
The Alton Expo Was A Success.........
Brett Stawar, President of the Great Rivers
and Routes Tourism Bureau, says that the Alton Expo was a great
success. The five day festival was held along Alton's
riverfront and featured carnival rides, games, live music and
mud volleyball.
Stawar added that a new addition to the expo
this year stole the show for some festival goers. He said that
the inaugural Alton Catfish Classic was a big hit.
Other popular events at the Alton Expo
included meet-and-greets of former Cardinals and Blues players,

Illinois Flooding Aftermath
Alton Receiving Lion's Share Of
Madison County Flood Recovery Grants........
After the floodwaters receded, President
Donald Trump had declared Madison County a major disaster
area, and several municipalities within the county will
receive recovery assistance.
Alton will be receiving a total of $3.65
million in assistance, Granite City will receive $3.391
million. The Wood River Levee and Drainage District will be
receiving $1.172 million.
Madison County Chairman Kurt Prenzler
applauds the President for responding to the state's request
for federal assistance. He added that the communities
worked hard to guarantee public safety and to protect
businesses and residents from the floodwaters at a great
cost........

Illinois
Lane Restrictions In Effect For
Construction Project........
Around the middle of November, traffic on
the Clark Bridge spanning the Mississippi River at Alton,
Illinois will be reduced to one lane in each direction while
crews make repairs to the bridge.
Officials report that commuters and
visitors alike will see delays during rush hour, especially
heading into Illinois on weekday afternoons and in the
evenings.
The Missouri Department of Transportation
is encouraging motorists to take advantage of both traffic
lanes when approaching the construction zone and utilize the
zipper merge. MoDOT reports that by using the zipper merge,

We are doing the best we can and I will keep you informed as we
hear.
Sorry, as I know this is not the season you were hoping for.
