We took a ride today (01-02-10) over to Grafton to snap a
few pics of the river and some eagles. We seen a few eagles
at Melvin Price, but towards Grafton there was a little
more activity.

Sad News
Bob Favazza, Emeritus Life Member of Con Trios,
passed away last night around 8 PM after a long
battle with cancer. Bob and his wife Sandy
boated out of Duck Club Yacht Club in the boat
"Flower Petaler". They own Favazza Florist where
they always supplied the flowers for Con Trios
events.
Visitation: Friday, January 21st from 4 to 9 PM
at Shepard Funeral Chapel, 9255 Natural Bridge,
St. Louis, MO 63134, Telephone: (314) 426-6000
Funeral Mass: Saturday 1t 11 AM at the St. Ann
Catholic Church of Normandy, 7350 Natural Bridge
Road, St. Louis, MO 63121
Luncheon immediately following services in the
lower level of the Church.
In lieu of flowers donations can be made to
either the Backstoppers Organization or the
Karen Weidinger Foundation.
Our condolences and prayers go out to Sandy and
their family.

Ice Capades, Firefighter Style
Tuesday, more than a
dozen firefighters with the Wood River Fire Department went out onto the
frozen Belk Park Lake for ice rescue training. They enlisted the assistance
of firefighters with the Alton and Edwardsville departments to help with the
training, as they have a bit more experience with ice training. The
rescuers trained by retrieving a "live" victims from the water, portrayed by
other firefighters........

Garmin International as their exclusive electronics supplier for their full
line of cruising tugs. The partnership was announced prior to the Seattle
Boat Show, where Ranger's new Cutwater Boats will be unveiled. Garmin
electronics have been installed on Ranger Tugs since 2006, and with the new

Spill Update
Guilty Pleas And Sentencing In 2008 Collision........
Wednesday, DRD Towing Co.
and it's owner were sentenced in federal court in conjunction with a 2008
collision that resulted in the spilling of 300,000 gallons of fuel oil into
the Mississippi River. On July 23, 2008, the M/V Mel Oliver was pushing a
barge laden with fuel oil, when it crossed into the path of a Liberian
flagged tanker, causing the spill of almost 300,000 gallons of fuel oil.
DRD was sentenanced to two years of probation, and a $200,000 fine. DRD's
co-owner was sentenanced to 21 months for obstructing justice. A shipmate
has pled guilty to violations of the Ports and Waterways Safety Act and the
Clean Water Act. He is awaiting sentencing........

Obituary - Patrick Tevebaugh
Bill,
My husband of 31 years, Patrick, passed away suddenly
on 11/10/10.
A good friend of ours writes a monthly newsletter for the video gaming
industry. He dedicated one of the issues to Pat.
I was wondering, if it might be possible, to put the attached article on his
obituary.
Thank you.
Pat and I were in Jamaica several times, most recently in Negril January
2010. We often discussed and believed that it should be an annual trip.

My friend Pat and a
note of gratitude for Thanksgiving
We all go through life and hopefully have the
opportunity to carve out some friendships that we hold dear and near to our
hearts. The inter-circle of friends, the top of the list, the ones you look
forward to being with and go on vacations with. The type of friend you call
when you have great news and sad news to share. The reason why I bring this
up to you is because I recently lost such a friend. His name was Pat.
I first met Pat nearly 30 years ago when I first started in the coin-op
industry full-time after finishing college. He was one of those game room
operators that popped up in the early 80's. He later got out of the
business, but from the moment I met Pat he and I became best of friends. Pat
went on to do a handful of careers since then that included insurance,
teaching, truck driving, and industrial sales. Whatever he was doing he made
the best of it and always had a great attitude.
Pat was one of those guys that once he walked in to the room the whole room
lit up and everyone couldn't but have a great attitude. He had an infectious
smile, a bolstering laugh, and always had a story to share. Pat had the
ability to put anyone at ease and often made himself the brunt of his jokes.
He loved to give everyone a nickname and it was a clear sign that should you
be awarded of such a name that he really liked you.
Pat was out delivering a drum of product off to one of his customers a
little over a week ago and fell over from a fatal heart attack. He left
behind a great lady (his wife Bev) and two grown kids that looked up to
their dad with great respect and love. Yes, it was sudden. No signs. It was
just his time.
He worked hard, but was a man of leisure. He loved camping and in his later
years really took to boating. Living in Illinois near St. Louis, he had a
nice boat that kept on the Mississippi. Both Bev and Pat loved to spend all
of their free time on the boat together. It was a way of life for them and
I'm not sure they spent a single weekend at home this entire past boating
season.
I share this at our time of Thanksgiving, because I am ever so grateful to
have had Pat in my life. He was one of the most important people to me and
this was the first time I had lost someone from my inner-circle (other than
a family member). I often find myself in moments of deep sadness and know
that this will pass. I need to enjoy this moment and forever keep it in my
heart. What is amazing is that it had not been for this crazy industry, I
would have never met Pat...

Brunswick Leads Recovery Says Analyst........
Edward Aaron,
an analyst with RBC Capitol Markets stated that leisure product
stocks, including Brunswick Corp., are starting to realize a
retail demand recovery. Aaron said that recent studies indicate
a secure, but still weak demand environment over the seasonal
downtime during the fourth quarter, and into January. Aaron
added that boating is the weakest sector that they track from
the perspective of demand, and that inventories have been
whittled down to near normal levels........

Woman Rescued From Levee Floodgate........
A distraught
woman was talked down from her perch atop a thirty foot levee
flood gate under the Clark Bridge. After several Alton police
officers talked her into coming down, she seemed afraid to walk
back off of the gate. The Alton Fire Department was called out
to provide a ladder and assistance to bring the woman
down........

Near East Prairie, Missouri
Remains Found On Riverbank Identified........
The bones that a
Fitzgerald Marine Service worker found on January 4th have been identified
as belonging to 20 year old Eli Culp. Culp went missing in the Mississippi
River on August 15, 2010 near Cairo, Illinois. Culp had jumped into the
River, and never resurfaced. It was believed that he had drowned. No
clothing or personal items were found with Culp's remains, he was identified
by dental records........

I was putting together pictures for everyone that
went on the bareboating trip to the British Virgin Islands after
Thanksgiving. Of course you know that Capt. Larry Walker was part of our
crew . He came on the trip as a friend of Joe and Jan Desherlia but quickly
won the hearts of the crews of both boats. He always had a smile and a
chuckle. He was always the gentleman and forever the teacher. Until the
moment he left this earth, he smiled, laughed, danced and lived life to the
fullest. I know he will be greatly missed by those that knew him far better
than I.

Grafton Looking For Another Ferry........
Talks have
started between the mayor of Grafton, Illinois, the City
Council, federal officials, and a group of businessmen for
another ferry in addition to other businesses at the confluence
of the Mississippi and Illinois Rivers. After adjourning the
first regular council meeting of the year, the City Council,
mayor and the city attorney met in an executive session to talk
about contracts for a fish processing plant, as well as a
ferry. Mayor Tom Thompson quipped that having a ferry up and
running by spring is just a matter of time........

Ready For Spring Runoff........
Recently, the U.S. Army
Corps of Engineers stated that they are prepared to handle the Missouri
River this coming spring, in addition to preventing floods. The Corps took
until January to evacuate all but 200,000 acre feet of last years
floodwaters from the Missouri River Reservoirs, but did not release as much
water as was originally anticipated. Through the rest of January, the
Gavins Point Dam will be releasing 18,500 cubic feet of water per second,
and 20,000 cubic feet per second during February........

Later this month, the U.S.
Environmental Protection Agency is likely to rule on the use of
E15 in vehicle models from 2001 - 2006. This decision was
originally slated to be made last fall, but was pushed back
because the EPA was not finished with their tests. Earlier this
month, a bipartisan group of senators pushed for the EPA to
overturn their decision to allow the use on E15 in 2007 and
newer vehicles, because there is not adequate protection to
prevent misfueling........

Ice Jam Brings Flood Warnings........
Friday, the
National Weather Service issued a flood warning for Hannibal,
Missouri after an ice jam down river has caused the levels of
the Mississippi River to rise. The warning was issued because
of the build-up of ice behind the lock and dam at Saverton.
Another flood warning was issued for Louisiana, Missouri because
of an ice build-up behind the lock and dam at
Clarksville........

Engineers Website.....

P-2778: The applicant,
U.S. Army Corps of Engineers, St. Louis District, seeks authorization to
conduct grading and construction in conjunction with the Ted Shanks
Conservation Area (TSCA) Habitat and Rehabilitation Enhancement Project
(HREP). The HREP improvements will restore and enhance the quality and
diversity of wetland habitat that in turn will primarily benefit
migratory birds and secondarily other wetland species. Three objectives
and enhancement measures are considered in detail to achieve the project
goal: 1. Improve water level management, 2. Increase quantity of
bottomland and floodplain forest, and 3. Improve aquatic habitat. To
meet the objectives, the project includes the construction of new water
control structures, degradation/setback of levees, restoration of
channels, construction of rock riffle and hard point structures,
construction of berm segments to divide the area into three management
units, construction of channel for the proposed pump station and
planting of bottomland hardwoods and floodplain forests. The applicant
has been working on alternatives, avoidance and minimization in
conjunction with the Missouri Department of Conservation. To off-set the
impact to aquatic resources, the proposed project will enhance and
restore over 2900 acres of wetland habitat through the construction of
this project. Additionally, the applicant proposed approximately 296
acres of tree planting to compensate for the tree clearing associated
with construction. The proposed project is located on the right
descending bank of the Mississippi River, adjacent to the town of
Ashburn, Missouri in Pike County. The project area encompasses part of
TSCA and the Upper Mississippi River Conservation area. It lays in Pool
24 between Upper Mississippi River Miles (RM) 284.5 and 288.5. The
public notice comment period opens on January 13 and closes February 3,
2011.

Michigan A.G. To Continue Carp Fight........
Thursday, Michigan's new
Attorney General, Bill Schuette, announced that he would continue the legal
battle to seal off the waterways into the Great Lakes in order to stop the
Asian carp. Schuette stated that the permanent solution to the problem is
the separation of the Lakes from the Mississippi River watershed. Last
year, the U.S. Supreme Court and U.S. District Judge Robert Dowd refused
requests to immediately close the locks........

Grassroots Grants Program Makes Big Changes for 2011
April 1 Deadline to Apply; Public to Vote on Proposed Projects

boaters to wear life jackets
ANNAPOLIS, Md., January 14, 2011 -- The BoatUS
Foundation�s Grassroots Grants Program which provides funding
for local projects that educate boaters on boating safety and
clean boating topics kicks off today with some changes designed
to identify new, innovative grant proposals. The program also
now gives the public a vote in who receives funding.
After more than 20 years and providing over $1 million in
funding, we�re making significant changes to find the most
creative project ideas and to make our grant program more
interactive for applicants and the boating public, said Program
Manager Alanna Keating. We hope our new approach will give us a
chance to see what new types of ideas organizations have to
reach boaters and what boaters think of these ideas.
Traditional boating organizations as well as local groups,
clubs, school and college nonprofit organizations are eligible
for grants for up to $4,000. The application deadline is April
1. Interested groups may apply at www.BoatUS.com/Foundation/Grants
and a total of $50,000 is available for the 2011 Grassroots
Grant cycle.
New to the grant program this year, applicants are encouraged to
upload photos and videos showcasing their proposed project ideas
or anything else that will convey their vision. Once the grant
applications are received in early April, the Foundation will
post the most creative applications online where the public will
vote to decide which projects receive funding later this spring.
Groups interested in applying for one or more grants may go to

River Power Generation
Hydropower Production To Increase In 2011.........
The U.S. Army
Corps of Engineers is predicting that the power generated by the
dams along the Missouri River will be above average in 2011.
The low River levels caused by almost a decade of drought
reduced power output at the six dams in the Dakotas, Montana and
Nebraska. Thanks to heavy rains and robust snow runoff since
2008, the Missouri River levels, including the pools, have
recovered........

Illinois River Ferries
Ferries Close Due To Ice........
Two ferries
that run on the Illinois River have closed on account of the icy
waters. Wednesday, the Kampsville Ferry and the Brussels Ferry
shut down, and will remain closed until the ice melts. The
ferries run between Green and Calhoun Counties in Illinois. The
Illinois Department of Transportation suggests using the Hardin
Bridge as an alternate route into Calhoun County........

passed away on January 8th, 2011. For those of
you that may not know Marty, he was the
photographer at last year's icebreaker that took

Mississippi River At St. Louis, Missouri
Jumper Pulled From Brink On Eads Bridge........
Sunday morning,
Metro Safety Officers and a St. Clair County Sheriff's Sergeant
responded to a call about a man standing on the edge of the Eads
Bridge, poised to jump. After the rescuers spoke with the man for
a period of time, he lunged forward in what appeared to be a leap
from the bridge. Two of the responders grabbed the man in a "bear
hug" and hauled him back over the railing to safety. The man was
transported across the River to Missouri, where an ambulance was
waiting........

Canoe Found Overturned, Man Missing........
Rescuers are looking for
a missing man, after the canoe he was in was found capsized. Around noon
Tuesday, the man began a canoe trip at the Rock Springs Conservation Area.
Wednesday morning, rescuers found the capsized canoe, and are searching the
area for clues. The man was not identified........

School Kids Get Private Eagle Days Sessions........
While
everyone knows that Eagle Days on the Old Chain of Rocks Bridge
will be held this weekend, not too many know that Wednesday
through Friday, January 12-14, 2011, students will be heading
for the Bridge for private sessions. The program, is intended
to teach the kids about conservation and the efforts to restore
eagle populations. The school programs are for fifth grade
students only........

$2 Million Study Began Tuesday........
On Tuesday,
groups from the cities and states along the shores of the Great
Lakes kicked off a $2 million study to figure out the best ways
to sever the links between the Lakes and the Mississippi River
Valley. The focus of the project will be on the canals and
rivers in the Chicago area. Many claim that the timetable laid
out by the U.S. Army Corps of Engineers for the reduction of
waterways connecting the two watersheds will take too long. The
study is intended to speed up the Corps schedule........

Have Any Ideas on How to Keep Afloat?
Design A Better Life Jacket And Win $5,000
Deadline is Feb. 1
ANNAPOLIS, Md., January 11, 2011 - Are you an armchair inventor
with a better way to keep boaters, sailors and anglers afloat? The
"Innovation in Life Jacket Design Competition" is calling for
out-of-the-box life jacket design entries. However, you only have
until the February 1 to submit your idea.
The BoatUS Foundation, along with Underwriters Laboratories and
the Personal Floatation Device Manufacturers Association, have
teamed up to seek out the newest technologies and design
innovations that could rethink a 100-year-old design. "The
interest in new, more comfortable designs are always important to
waterway users," said BoatUS Vice President of Boating Safety
Chris Edmonston. "While current models of life jackets save lives
every day, many are still bulky and uncomfortable, leaving boaters
reluctant to wear them. This competition hopes to challenge that
mindset."
Entries that embrace new technologies and non-traditional thinking
are being encouraged from individuals or groups, such as high
school science clubs, collegiate design programs or even boat and
fishing clubs. There are no rules regarding types of materials to
be used or whether the design meets any current US standards.
"This is the time to be unconventional in your thinking about what
a life jacket has to look or feel like," added Edmonston,
The entries will be judged based on four criteria: wearability,
reliability, cost and innovation. "Wearability" relates to the
level of comfort. "Reliability" will take into account the chances
for potential failure, while "cost" will look at the affordability
of the design. "Innovation" will take into account originality or
the employment of new technologies.
In early February, video of all entries will be posted online at
the BoatUS Foundation's channel at YouTube.com, and the public
will be asked to select a group of finalists. The finalist entries
will then be reviewed by a special panel of judges convened at the
International Boating and Water Safety Summit in Savannah,
Georgia, on March 6-9, 2011, and the winner announced. A $5,000
cash award goes to the winning designer.
To enter, video footage of an actual working prototype must be
submitted by providing a URL link to the video (no actual
prototypes are submitted). The video must clearly demonstrate how
the design floats a person in the water. For more information on

Boater Education Saves Lives
Missouri’s Mandatory Boater Education Law took effect
January 1, 2005, and requires that every Missouri resident
born after January 1, 1984 who operates a vessel on
Missouri lakes must carry a boating safety identification
card issued by the State Water Patrol and a valid photo ID.
This includes personal watercraft like Jet-Skis. The
Boating Safety ID Card indicates successful completion of a
boating safety education course. Illinois and many other
states have similar requirements.
Flotilla 3-13 of the United States Coast Guard Auxiliary
will be offering the “About Boating Safety” course at
Grafton Harbor this winter and spring. The course runs on 2
consecutive Saturdays from 9:00 AM till 1:00 PM. The next
class begins February 26, and concludes on March 5.
Successful completion of this course will not only earn the
Boating Safety ID Card, but will also give you invaluable
information which will help you to remain safe on the
water. Whether you are required by law to take the course
or not, Boating Safety Education will help you be a better,
safer boater. Insurers recognize this and most offer a
discount on your insurance for completing the course.

The United States Coast Guard Auxiliary is composed
of uniformed, non-military volunteer civilians who

Tuesday, West Marine
announced their results for the fourth quarter of 2010. During 4Q '10, net
revenues rose by 3.3%, from $103.9 million to $107.3 million. Overall sales
increased by 5.8%, from 588.4 million to $622.8 million in total net
revenues. The fourth quarter of 2010 marked the sixth consecutive quarter

Wraps Pulled Off Of Mercury's New Engine........
Recently,
Mercury Marine pulled the wraps off of their new
emissions-compliant 220 hp V6 sterndrive engine. The 4.3 liter
MPI ECT (Multi Port Injection, Emissions Control Technology) is
the seventh catalyzed Mercruiser sterndrive engine, rounding out
offerings from 135 to 430 hp. The 4.3 MPI ECT is based on a GM
4.3 liter V6 engine, and it is compatible to Alpha and Bravo
drives........

The Winfield Ferry will open at 5 am tomorrow morning, January
11th and remain open until further notice.

Sad News to Report:
Madelyn "Toby" Kay Henderson, mother of fellow
boater and photographer Martin "Marty" Henderson
passed away on January 8th, 2011. For those of
you that may not know Marty, he was the
photographer at last year's icebreaker that took
the pictures before the party of each couple.
Visitation: Thursday, January 13th from 4 to 7
PM at Pitman Funeral Home, 1545 Wentzville Pkwy,
Wentzville, MO
Service: Thursday, January 13th at 7 PM at
Pitman Funeral Home
Interment is Private

Firefighters Train For Ice Rescues........
Monday,
firefighters were at the Alton Marina to practice their ice
rescue procedures. A firefighter donned a wetsuit, hopped in
the frigid Mississippi River, while crews headed out onto the
ice and attempted different methods to rescue him. Other
firefighters manned ropes on the dock, ready to pull the
"victim" and the rescuer to safety........

ValvTect States Industry Can Solve E15 Issues........
During a "webinar"
presented by ValvTect, Jerry Nessenson, president of ValvTect Petroleum
Products, stated that the marine industry needs to be part of the solution
to the E15 problem. The marine industry needs to find ways to adapt fuel
for use in marine engines. Currently, there are several ethanol fuel
treatments on the market. Recently, the Environmental Protection Agency
approved the use of E15 for 2007 and newer cars and trucks. The National
Marine Manufacturers Association has joined other groups in filing suit
challenging the EPA's partial waiver........

Improvements At Rend Lake Almost Done........
Improvement
projects at Rend Lake are moving along, with an official ribbon
cutting ceremony expected to take place in early April. The
most visible part of the project is the new visitor and
administration complex, located at the west end of the dam. The
new center is green, in that it uses geothermal heating and
cooling. Other changes include improvements to camping and
lavatory facilities. Funding for the $26 million project came
from the American Recovery and reinvestment Act........

Mississippi River Near Inver Grove Heights, Minnesota
Polluted Former Rail Yard Becoming Riverside Park........
Work is progressing on
the 55 acre Riverside park in Inver Grove Heights, Minnesota. Cleanup of
the contaminated former rail yard finished up toward the end of last year.
Currently, work is commencing on the partial restoration of the 100 year old
Rock Island Bridge, with the expectation that work on it will be finished
this year. The swing bridge is expected to be the centerpiece of the
park........
