UPPER
MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the
Western Rivers WAP Annex:
Zone 28 (Mile
185.4 – Mile 160.1) and
Zone 29 (Mile
160.0 – Mile 109.9).
Down-

equal to or greater than 75 feet in length and the vessel has a
minimum of 1,800 h.p. Towboat operators should use caution,
minimize wake where possible, and be experienced in high water
operations. Mariners should remain vigilant to an increase in
debris in the water and maneuver appropriately. Be aware that a
buildup of debris in fleeting areas may have occurred and take
appropriate action to prevent any breakaways from occurring. Use
caution in all passing and meeting situations and be mindful of
all charted bridge navigational clearances. Buoys may have been
dragged off station so remain cautious while transiting. Towing
vessels are advised to favor the center of the channel and
proceed at their slowest safe operating speed, based on
prevailing conditions, to minimize wake damage to personal
property. Down-streaming operations are not recommended.

increase in debris and maneuver appropriately. Be aware that a
buildup of debris in fleeting areas may have occurred and take
appropriate actions to prevent breakaways. Exercise caution in
all meeting and overtaking situations, as swift currents may be
present. Navigational buoys may have been dragged off station,

As everyone is aware, Governor Pritzker
has issued an order that all Bars & Restaurants must discontinue
dine in services, effective 3/17/2020 through a minimum of
3/30/2020. At this time, Bluff City Grill will remain closed
without curbside or delivery services. We are working with our
employees to assist them in this difficult time in as many ways
as we can. We apologize for the inconvenience this may cause any
of our valued patrons. We plan to take this down time to ensure
all our staff members are taking the necessary precautions to
help slow/stop the spread of the COVID-19 virus. In the
meantime, we are taking on a few projects & using this time to
be productive to complete a few projects to improve our
facility. If the ban continues further than 3/30/2020 we will
revisit the idea of curbside services & keep everyone informed
on that decision. We truly appreciate everyone’s support during
this trying time & ask everyone to come together as a community.
Please support our community’s small businesses & practice the
guidelines the CDC & WHO has recommended to help end this
pandemic. Stay Safe & Stay Healthy!

Dam Oddities
Missouri River Near Great Falls, Montana
The Missouri River Dams Are In The Wrong
Zone........
The commissioners of Cascade County in
Montana are working to correct mistakes in the county's zoning
rules that placed the Missouri River hydroelectric properties in
the wrong zone.
The commissioners recently approved a motion
that calls on the Planning Board to evaluate rezoning parcels
linked to the five NorthWestern Energy-owned dams along the
north side of the Missouri River.
Dams are not allowed to be in open space,
which is how the land they are on is designated. Technically,
they are illegally generating electricity.........

Ohio River At Cloverport, Kentucky
Part Of A Leg With A Shoe Found Along
The River........
The Kentucky State Police have launched an
investigation after a part of a leg with a shoe was discovered
along the shore of the Ohio River.
Officials report that around noon on Monday,
a passerby discovered the leg along the banks of the Ohio River
in Cloverport, Kentucky. The Breckinridge County Sheriff's
Office are assisting with the case.
The KSP says that it appears that responders
have the lower portion of a leg with a tennis shoe on it.
Officials have yet to release a description of the shoe. The
leg appears to have been in the water for quite some
time........

As everyone is aware, Governor Pritzker
has issued an order that all Bars & Restaurants must discontinue

News Release
US Army Corps of Engineers
Tow transits Lake Pepin, opening up the head of
navigation on the Mississippi
ST. PAUL, Minn. – The Motor Vessel Miss Doris,
originating from the Quad Cities in Iowa and Illinois
and pushing 12 barges en route to St. Paul, Minnesota,
is expected to transit Lake Pepin, later today or early
tomorrow.
Located between the Minnesota cities of Red Wing and
Wabasha, Lake Pepin on the Mississippi River is the last
major barrier for vessels reaching the head of the
navigation channel in St. Paul, Minnesota. The lake is
the last part of the river to break up, because the
river is wider and subsequently the current is slower
there than it is at other reaches of the river. If a tow
can make it through Lake Pepin, it can make it all the
way to St. Paul.
The Corps would also like to remind boaters to “share
the road.” Commercial towboats with barges are less
maneuverable and take longer to stop than recreation
boats. The cannot move out of the main channel of the
river. Before getting underway boaters should consider:
Taking a safe boating course
Wearing a life jacket at all times
Leaving alcohol behind to reduce risk
Checking the forecast
Filing a float plan with a friend or family member
The St. Paul District maintains a 9-foot navigation
channel and operates 12 locks and dams to support
navigation from Minneapolis to Guttenberg, Iowa. Keeping
this system open is vital to the nation’s economy. The
commercial navigation industry estimates an annual
average savings of nearly $270 million by using the
inland waterways instead of overland shipping methods.

Upper Mississippi River
Minnesota and Wisconsin Agencies Plan
Netting Carp .........
Federal officials will be teaming up with
officials from Minnesota and Wisconsin for a large scale netting
in response to the capture of 51 Asian carp along the Upper
Mississippi River.
Officials with the Minnesota Department of
Natural Resources say that the silver and grass carp were netted
by commercial fishermen last weekend near La Crosse.
This is the farthest upstream that this
concentration of Asian carp has been caught that far upstream.
It is believed that the carp swam upstream when the dam gates
were open this past summer........

New Boat Sales
2019 Boat Registrations Boosted By
Strong Fourth Quarter........
During 2019, new boat registrations were down
approximately 3.2 percent and about 2.2 percent overall,
following a strong fourth quarter performance.
The main powerboat segments were down 3.2
percent for the year, but were up 3.8 percent year-over-year in
the main powerboat categories and up 0.7 percent overall.
According to Ryan Kloppe, sales director for
Statistical Surveys Inc. the fourth quarter of 2019 was a strong
closing quarter. He added that earlier in the year sales were
down around 5-6 percent, and that gap was closed to 2.2
percent........

Boat Maintenance
Upgrade Your Seats Before The Boating
Season Begins........
No matter how well you maintain and store
your boat, the seat upholstery and padding will inevitably
become ratty and worn by sunlight exposure, weather, water spray
and more.
After several boating seasons, those factory
original boat seats have become faded and torn, and the padding
is no longer comfortable or supportive. With boating season
around the corner, now may be a good time to upgrade those
seats.
While refurbishing the existing seats may be
a good option, some boaters will opt for replacement boat seat
assemblies that they can install themselves........

Release From BoatUS
Does Your
Town, Marina or Boat Club Want Visiting Boaters? Boating
Infrastructure Grants Help Fund Transient Vessel Docks, Moorings
and Guest Facilities
5 tips from
BoatUS on how to get your share of BIG funds
SPRINGFIELD, Va., March 17, 2020 –
Recreational boaters like to go places, but to welcome them and
take advantage of the spending they bring, you need safe dockage
for the day or night.
The Boating Infrastructure Grant (BIG) program
funnels federal taxes paid by recreational boaters on the sale
of motorboat and small engine fuel back to the states to attract
visiting boaters. For FY 2021, there will be approximately $20
million in funds available to local governments, port agencies,
public and private marinas, and boat clubs. However, before
applying for a grant, you need to know how the program works.
BoatUS has five tips that can increase the chances that your
organization will get the BIG funds it needs.
BIG is a commitment. First championed through Congress by Boat
Owners Association of The United States (BoatUS)
in 1998, the U.S. Fish & Wildlife Service (FWS) manages the BIG
program and it is administered through state boating, parks and
conservation agencies.
Start by learning which agency in your state administers the
funds. Remember that the grant
is awarded to the state-designated agency, which needs to ensure
that the funds are spent properly according to federal
regulations. That includes a commitment to maintain the
transient access for its useful life as defined in the grant
documents. During this period, these regulations require prior
authorization from both the state agency and FWS before selling
or transferring ownership of a BIG-funded facility, and it must
continue to be maintained under the terms of the program by the
new owner until the end of the infrastructure’s useful life.
Public access must be maintained. During that useful life
period, reasonable public access at a BIG-funded facility must
be maintained, along with BIG program signage indicating the
funding source for the transient dockage. Facilities must be
open during boating season — closing to the public for private
events or not allowing tie-ups isn’t permitted. Any transient
dockage fees charged to boaters cannot vary significantly from
the prevailing local rate.
.
There’s a “target” audience. The
matching grant program, which offers both noncompetitive (Tier
1) and competitive (Tier 2) funding streams, requires a minimum
of 25% of funding to come from state, local or private sources.
Towns, public and private marinas, boat clubs, and conservation
agencies can use BIG funds to welcome passing boaters for the
day or up to 15 days in port with the key point being that
facilities must target transient (traveling) recreational
(noncommercial) vessels 26 feet in length and larger, or what is
generally considered to be a nontrailerable boat. If you’re
thinking of applying to use BIG funds to only offer more
seasonal boat slips, fuhgeddaboutit.
Sharing is OK – just not too much. In addition to providing
safe, protected harborage, BIG dollars can be used to
install conveniences such as restrooms, bathing facilities, fuel
docks, electricity, water and sewage utilities, laundries, and
recycling and pumpout stations. There are also some limited
funds for dredging. It’s OK if some of these amenities are
utilized or shared by nontransient boaters or full-time marina
customers, but your BIG funding application will be reduced
proportionately or, in the case of competitive Tier 2 grants,
may not be awarded if it doesn’t focus enough on the needs of
visiting boaters.
Start now for 2021 funds. Since inception, more than $235
million has been provided for BIG projects, funding more than
6,000 transient berths across the U.S. The program has a
recurring annual application deadline, typically in the late
summer to early fall, varying by state. BoatUS encourages
applicants to start now if you’re interested in applying for FY
2021 funds (to be disbursed in 2021). Visit
www.fws.gov/wsfrprograms/Subpages/GrantPrograms/BIG/BIG.htm
to learn more. In addition, the
States Organization for Boating Access offers a free
downloadable publication,
An Applicant's Guide to the Boating Infrastructure Grant Program.

03-17-20

Hi Bill,
They are diligently working to get things in order. The have
been working long hours trying to get the building in shape,

they are a bit behind because of Illinois paperwork. I expect an

Mississippi River Management
Mississippi River Town Mayors Call For
Flood Resilience........
Mayors from 18 Mississippi River cities and
towns, from Minnesota to Louisiana, are calling on Congress and
the Trump administration to approve a $6.85 billion package for
priority infrastructure projects and programs they say are
needed to address recurring flooding across the Midwest.
During the first week of March,
representatives of the Mississippi River Cities and Towns
Initiative, which is a group o 95 mayors along the river, met
with house speaker Nancy Pelosi and administration officials to
lobby for flood-related infrastructure upgrades.
The MRCTI are looking to have parts of their
proposal included in the next water resources development act or
a new highway and transit reauthorization bill. The coalition
believes that the infrastructure projects would address the
acute shocks and climate stresses, including floods, that have
hit the region over the past several years........

Jacksonville, Florida In-Water Boat
Show Called Off.........
The Jacksonville In-Water Boat Show has been
called off. The show was scheduled to be held from April 3rd
through the 5th at the TIAA Bank Field and the Metropolitan Park
Marina.
Jackqui McGuinness, president of JBM &
Associates, the show's producer, said that the ongoing

Cruising News
Cruise Lines May Benefit From Federal
Funds........
On Sunday, U.S. Treasury Secretary Steven
Mnuchin said that they were working to determine the total cost
of a coronavirus aid package and that he would address
legislators about crucial aid to airlines as well as the hotel
and cruise ship industries.
Mnuchin says that these things are difficult
to model because it is not known how many workers are going to
be at home. He added that based upon the numbers they are
expecting the costs will be significant but not huge.
Mnuchin also stated that the government would
be focusing on shoring up the airline, hotel and cruise ship
industries.........

major flooding that damaged levees in Missouri, Iowa, Kansas and
Nebraska.
The U.S. Army Corps of Engineers announced
that even though they had repaired 24 breaches along the main

Trans-Atlantic Journeys
LSU Hard Hat That Went Missing In
Louisiana Turned Up In Ireland.........
Back in 2015, Louisiana resident and LSU fan
Matthew Bonnette was working in Belle Chasse Louisiana near New
Orleans when his customized LSU hardhat fell into the
Mississippi River.
Bonnette figured the hardhat was going to be
lost forever, but amazingly, it took a trip of more than 4,300
nautical miles before ending up on the west coast of Ireland.
The hardhat was discovered by Liam McNamara
in Fanore, Co. Claire Ireland. Apparently, the hardhat traveled
down the Mississippi River, out the Gulf of Mexico and across
the Atlantic ocean........

Mississippi River Near Davenport, Iowa
Snow Melt Lowering Flood Risks Along
The Mississippi River........
While the risk of flooding along the
Mississippi River has diminished considerably, forecasters in
eastern Iowa are saying that eastern Iowa is still facing an
above normal risk for major flooding this spring.
Jessica Brooks, a hydrologist with the
National Weather Service in the Quad Cities said that the
snowmelt from last weekend's warmer weather is heading
downstream and it is uncertain how much the river will rise.
Brooks says that they are hoping to see that
water get through the river system with minimal effects and
allow the river levels to decrease before the arrival of the
peak rainy season of April and May........

Mississippi River At Quincy, Illinois
A Look Back At The Bridge Fire Of
1919........
On March 30, 1919, a fire broke out on a
bridge spanning the Mississippi River at Quincy which disrupted
lives in the region. While the cause of the fire was a mystery,
it had started well before anyone noticed.
The timing of the fire was at an inopportune
moment for the firemen, as five fire alarms sounded just after 5
pm while the firemen were on dinner break. At that time, half
the firemen had headed home for their meal, leaving 2 men per
station to hitch the teams and head over to the blaze.
Four companies eventually responded to the
fire. It was decided that saving the center railroad track
section was most important, so the flanking wagon roads were
sacrificed in order to gain access to the middle........

Mississippi
River Near La Crosse, Wisconsin
Over 50
Invasive Carp Caught ........
The Minnesota
Department of Natural Resources reported that they are about to
begin a large-scale netting operation after 50 plus invasive
carp were caught by commercial fishermen along the Mississippi
River.
Minnesota DNR
fisheries agents state that the carp were taken from the
Mississippi river in southeastern Minnesota, near La Crosse and
Trempealeau, Wisconsin last weekend.
DNR invasive carp
field lead Ben Larson says that the location that the carp were
caught is typically netted due to the concentration of
commercially valuable fish. He added that this was the largest
group of invasive carp they've seen that far upstream........

Missouri River mainstem levee system to it's full height
following last years major flooding.
On Friday Corps officials reported
that crews closed 24 breaches along the main river system by
March 1, 2020. There is still a considerable amount of work to
do throughout the region.
While the Missouri River mainstem
levees have been restored to their full height, they wont be

River History
From Cape Girardeau, Missouri
A Look At The
Bridge That Was Never Built........
On March 20,
1871, the City of Cape Girardeau, Missouri was on the cusp
of greatness, as Missouri's legislature had approved the
construction of a railway bridge spanning the Mississippi
River at Cape Girardeau.
Permission for the
project was given to former state governor Thomas C. Fletcher,
who had recently organized the Illinois, Missouri & Texas
Railway. The venture intended to construct a railroad from Cape
Girardeau to the southwest and link to several proposed railways
in Illinois via a new bridge.
Unfortunately, during
September 1873, a financial panic and subsequent economic
depression put the kibosh on the nation's railroad construction
boom. Despite huge financial investment, the company ended up
with only two miles of track and 40 miles of graded
earth.........

exposed to the coronavirus.
Wednesday evening, Mercury Marine
was made aware of the possible exposure. The employee is not at work and

The virus outbreak has not

Boat Sales
Hard Inquiries
On Large Boats Up Despite Market Drop........
On Monday, a 7
percent drop in the stock market triggered a "circuit breaker"
on Wall Street that paused trading for 15 minutes for the first
time since 2008. Monday's trading ended up 2,200 points down.
According to Chuck
Cashman, chief revenue officer for MarineMax, the boat retailer
got around double the number of serious leads as on a normal
day. A typical day would normally see around 100 hard inquiries
on specific boats in inventory. Monday had over 200.
Cashman says that
currently, the world is trending away from interaction, however,
getting out on a boat and anchoring in a cove places one in
their own little world and that doesn't change, coronavirus or
not........

Missouri Fishing News
Paddlefish Season Opens Sunday........
The Missouri Department of Conservation has
announced that on Sunday, March 15, 2020, paddlefish season will
begin and run through April 15, 2020.
Paddlefish are the closest thing to sharks we
have swimming in local waters. The fish does not have bones,
but rather cartilage and their skins are smooth, lacking
scales.
The ancient species is one of the largest
freshwater fish in the country, as they can grow to 7 feet long
and weigh up to 150 pounds........

Hi Bill,
They are diligently working to get things in order. The have

they are a bit behind because of Illinois paperwork. I expect an
opening sometime in March. They are keeping the name "Fat Boys".

Missouri Flood Outlook
Official: Flooding In Washington, Mo
Likely........
According to Washington Emergency Management
Director Mark Skornia, the forecasts are calling for a wet
spring and rising river levels.
Monday night, Skornia advised the Washington
City Council that there is an above average risk for flooding in
the region. The good news is that the flooding would likely be
in the moderate range.
Skornia added that the Mississippi River is
likely to have more flooding issues than the Missouri River.
These predictions are based upon several factors, the biggest of
which is rainfall........

Boating Legislation
Marine Industry Officials Back Senate
Outdoor Recreation Bill........
Members of the Outdoor Recreation Roundtable
recently praised the U.S. Senate for the introduction of a
bi-partisan bill, the Great American Outdoors Act, which
prioritizes the $20 billion backlog facing public lands and
waters.
The bill fully funds the Land and Water
Conservation Fund and includes the Restore Our Parks Act, which
would fund improving key outdoor recreation-related facilities
such as docks, boat ramps, campgrounds and restrooms.
Members of the ORR headed up the efforts to
include agencies other than the National Park Service in this
legislation, such as the U.S. Forest Service, the Bureau of Land
Management and the U.S. Fish and Wildlife Service.......

Release From BoatUS
Get a Taste of the Boating Life By Taking An Affordable On-Water
Boat Training Course in Jacksonville
Intro to Boating' and 'Women Making Waves' offered April 18, 19
JACKSONVILLE,
Fla., March 10, 2020 – Want to get a taste of the boating life
or improve your on-water boat handling skills? The nonprofit
BoatUS Foundation for Boating Safety and Clean Water
together with
Freedom Boat Club Jacksonville offer a choice of two fun
on-water boat training courses taught aboard single-engine
powerboats: “Intro to Boating” and “Women Making Waves,”
Saturday, April 18, and Sunday, April 19, at the club’s location
at Julington Creek Marina at 12807 San Jose Blvd.
Both the “Intro to Boating” and “Women Making Waves” courses
start each day at 9 a.m., are three hours long and affordably
priced at $149 per person. Class size is limited to four
students per vessel, ensuring each student gets sufficient time
at the helm under the watchful eye of a U.S. Coast
Guard-licensed captain.
The “Intro to Boating” course covers shifting and steering,
basic docking, open-water handling and basic navigation. The
ladies-only course, “Women Making Waves,” offers the same
curriculum and is the perfect opportunity to spend a half-day
learning boat-handling techniques in a supportive environment.
The goal of the BoatUS Foundation and Freedom Boat Club
Jacksonville courses is to address the high costs typically
associated with at-the-helm training, making hands-on boating
education more accessible. The courses also offer area residents
the chance to try out recreational boating and give boaters the
opportunity to brush up on their boat-handling skills.
Space is limited. Must be 21 years or older. To sign up for a
course or seek out others, go to
BoatUS.org/On-Water.

02-27-20 Update..Fat Boys Restaurant at
Two Rivers Marina
Hi Bill,
They are diligently working to get things in order. The have
been working long hours trying to get the building in shape,
lots of painting and cleaning. It is going to happen, however
they are a bit behind because of Illinois paperwork. I expect an
opening sometime in March. They are keeping the name "Fat Boys".
