Hi Bill!
Captain Jay Laymon sent me this photo from his travels down the mighty
Mississippi. He called them "Huck and Tom" from Germany and said he met them
"at lock 24 in Clarksville, Mo., or lock 25 in Winfield, Mo." Maybe you can
tell from the photo? Jay says he pulled Huck and Tom behind his houseboat
for a while before they let go to float on their own. They were headed for
Cape Girardeau.

I went down to Lake Center today and took some pictures
of the ice. When you are standing at the bank, you can
hear the moving ice sliding along the stationary ice
that is attached to the shore. I am so glad we don’t
live any farther north than we do. 95 degrees sounds
pretty good right now.

Photographer's Book Depicts Diverse "River
Narratives"........
Photographer David Zalaznik has amassed many photos
depicting work and play along the Illinois River, and
put them together in a book, "Life Along the Illinois
River". Zalaznik grew up near Dubuque, Iowa, and has
spent the last 23 years working as a staff photographer
for the Peoria Journal Star. Zalaznik added that his
goal was to capture the beauty of the Illinois River,
and also show it's value as a commercial entity........

This
Year's Polar Plunge A Success........
Saturday morning, about 85 people braved icy waters,
winds and air temperatures in the 30s to participate in
the second annual Polar Plunge at the Hannibal Marina.
More plungers participated in the event this year than
last. It is also believed that the funds raised this
year will exceed the $8,000 raised last year. This
year's goal was to raise $12,000. Plunge proceeds are
intended to benefit the Special Olympics........

Coast Guard News Release
UPDATE: Coast Guard reopens portion of
Tennessee River to commercial traffic after
bridge collapse
PADUCAH, Ky.
� The
Coast Guard has reopened a portion
of the Tennessee River, Saturday, after
a section of the Eggner Ferry Bridge
collapsed following an allision with a
vessel.
The U. S. Army Corps of
Engineers has deemed the navigable
channel safe for commercial transit
after completing a channel survey Friday
evening and finding no obstructions or
debris. The safety zone from mile marker
41 to mile marker 43 on either side of
the bridge continues to be in effect.
At approximately 7 a.m.,
Saturday, the Coast Guard began allowing
commercial vessels to move through the
safety zone. Vessels are instructed to
transit at the slowest safe speed to
ensure minimal wake. Vessels needing to
transit through the safety zone must
contact the Coast Guard via VHF-FM on
channel 16. Recreational boat traffic is
still restricted from moving through the
safety zone.
"The Army Corps of
Engineers have been a crucial partner in
assuring that the channel is clear of
debris and helping us get commerce
moving," said Cmdr. Claudia Gelzer,
commanding officer of Coast Guard Marine
Safety Unit Paducah. "We continue to
focus on a comprehensive investigation
to determine the cause of this accident
and working with the ship's owner on a
safe salvage plan."
The Coast Guard is
coordinating with the Army Corps of
Engineers,
Kentucky Transportation Cabinet and
the
National Transportation Safety Board.
The Coast Guard Cutter
Cimarron and a 25-foot Response Boat -
Small and crew from MSU Paducah have
been deployed to the scene.
There are no reported
injuries or pollution at this time.
The incident is under
investigation.

River Flood Aftermath
Displaced
Family Prepares To Move Home........
The
Sturm family was forced to leave their home in Briardale,
North Dakota back in May during the floods of 2011.
Now, while most families are cleaning up the flood
damage, the Sturms are getting ready to move back home.
The Sturm's home sits on a different level than their
neighbors, so they are rather fortunate. The Missouri
River only got into the home's subflooring. The biggest
issue they faced was warping, requiring the replacement
of the majority of their kitchen........

Near Golden Pond, Kentucky
Cargo Boat Destroys Tennessee River Bridge........
Thursday night, a cargo vessel carrying rocket
components collided with a deteriorating two lane bridge
spanning the Tennessee River near the Land between the
Lakes National Recreational Area. The five story tall
Delta Mariner was too tall to negotiate the bridge
section it hit, removing a 300 foot long portion.
Luckily, no injuries were reported on the bridge or the
boat. Officials state that the span was already in the
preliminary stages of being replaced. The U.S. Coast
Guard is investigating the incident.......

Coast Guard closes portion of
Tennessee River after bridge
collapse
PADUCAH, Ky.
� The
Coast Guard is enforcing
a safety zone on a portion
of the Tennessee River after
a section of the Eggner
Ferry Bridge collapsed
following an allision with a
vessel, Friday.
Coast Guard
Sector Ohio Valley
watchstanders received the
initial report at
approximately 8 p.m.,
Central time, Thursday, that
the cargo ship, Delta
Mariner, had allided with
the auxiliary channel span
of the Eggner Ferry Bridge.
The Coast
Guard Captain of the Port
Ohio Valley has established
a safety zone from mile
marker 41 to mile marker 43
on either side of the bridge
until it has been deemed
safe to transit.
"The Coast
Guard is investigating the
accident to determine the
cause and is working closely
with local and state
agencies on scene," said
Cmdr. Claudia Gelzer,
commanding officer of Coast
Guard Marine Safety Unit
Paducah. "It's extremely
fortunate that no one was
hurt in the collapse. Our
priority now is to ensure
continued safety on the
waterway and oversee the
safe salvage of the cargo
ship."
The Coast
Guard is coordinating with
the

National Transportation

VICKSBURG, Miss.
-- The U.S. Army Corps of Engineers,
Mississippi Valley Division, is identifying
and developing communication strategies for
the elevated threat in the Mississippi
River's flood risk reduction system brought
about by 2011 flood damages.
A USACE regional flood preparedness team is
currently building on Mississippi River
damage assessment information (which
includes levees, reservoirs, channel
stabilization and floodways). The massive
2011 flood damaged many structures,
navigation channels and levees along the
Mississippi River, leaving many in a state
of vulnerability that raise concerns for
increased risk of diminished performance,
possible failure and potential for adverse
consequence to their dependent communities,
citizens and industry. The risks are being
carefully
assessed along with consideration for
potential risk reduction measures that may
be needed prior to the enactment of full
repairs.
"Each damaged location has been
characterized by its likelihood of failure
and potential consequences if there is a
failure," said Scott Whitney, Regional Flood
Risk Manager for the Mississippi Valley
Division. "This information will be
communicated through information papers and
via a web-based mapping application called
CorpsMap. "The regional flood preparedness
team is currently completing templates of
the risk documents and will begin
distributing this information in February
2012," Whitney added.
In addition to the risk information above,
select high-risk areas within the
Mississippi River Valley will be modeled
with a hypothetical major flood using
historical data and the National Weather
Service spring forecast and mapped to show
potential inundation (e.g., inundation
timing and depth).
This regionally standardized inundation
information is extremely helpful for
interagency collaboration designed to
enhance or improve preparation, mitigation
and response to flooding emergencies.
USACE and its partners, federal and state
emergency response agencies, will review and
use this risk information for select areas
within the Mississippi River Valley at an
upcoming inter-agency workshop in February.
Preliminary risk assessment information
papers, mapping, CorpsMap and overall
communication will be discussed and refined
at the meeting to better coordinate the
regional flood season preparedness with
partner agencies

No
Federal Flood Aid For Farmers........
The farmers that own land damaged by this year's
Missouri River flooding are upset that they will not
be eligible for federal flood assistance because of
a missed deadline. The deadline for communities and
farmers to apply for assistance was June 30. Many
farmers had land still under water and were unable
to perform the required damage assessment.
Agriculture Secretary Tom Vilsack stated that the
deadline was intended for victims of disasters
earlier in the year. He added that those who
suffered later damage would be able to get some
assistance after all........
