MILE
200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) in the vicinity of Mile
200.5, is experiencing deterioration. Continuing until
further notice, all tows transiting the main lock are
requested to stay off the lower long wall bullnose. Mariners
should be alert for
and abide by any special instructions from the lockmaster
MILE
200.5 - DREDGE OPERATION
Continuing until approximately December 14, 2020, the USACE
Dredge GRAND TOWER is conducting dredging operations in the
vicinity of Mile 200.5, Melvin Price Auxiliary Lock, lower
approach. The main lock is available to pass traffic and no
river closure is expected. The USACE Dredge GRAND TOWER will
monitor VHF-FM Channel 13. Work will be conducted from 6:00
a.m. until 6:00 p.m., each day. All navigation interests
should be alert for, and abide by, any special instructions
that may be issued by the Lockmaster. Mariners are urged to
transit the area with caution.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners are
encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.
MISSOURI
RIVER
All
floating aids to navigation, maintained by the U.S. Coast
Guard, have been withdrawn for the commercial navigation
season. Mariners are urged to transit the Missouri River
with caution and to utilize all U.S. Coast Guard Broadcasts,
the Local Notice to Mariners and electronic chart displays,
for navigation.

City Seeking Marina Privatization
Proposals........
On Wednesday, the Quincy Park Board decided
to request proposals for privatizing the Art Keller Marina. The
request for proposals will be released on Thursday and there
will be a pre-proposal meeting on December 17th. The proposals
will be due at the Park Department on January 11, 2021.
During the board's annual retreat in August,
the idea came up to privatize the marina in the wake of
decreasing slip rentals over the past decade. At least one
individual has approached the district about privatizing the
marina, and Executive Director Rome Frericks says that others
have expressed interest as well.
Slip rentals have decreased more than 45
percent since 2011, when there were 192 slips rented. In 2019,
113 slips were rented and in 2020, 103 slips were rented,
however, there was record flooding during 2019, and COVID-19 has
dominated 2020........

Missouri River Management
Corps Reducing Missouri River Releases
To Winter Levels........
The U.S> Army Corps of Engineers issued a
news release on Tuesday stating that they have reduced the
amount of water flowing from the Gavins Point Dam to a rate of
17,000 cubic feet per second. Winter releases are typically
between 12,000 and 17,000 cfs.
This flow rate is down considerably over last
year, as heavy rainfall and snow melt drove the Missouri RIver
to record levels in parts of Nebraska, Iowa, Kansas and
Missouri. Last year, the Corps had to wait until mid-December
to reduce the fall outflow to 27,000 cfs.
During November, the runoff into the Upper
Missouri River Basin was 1.2 million acre-feet, or 116 percent
of average. For the year, the runoff forecast is 30.6 million
acre-feet. The average runoff is 25.8 million acre-feet........

EMPHASIS: Patrol Addresses Cold Weather Water Safety
Cold weather means cold rivers and lakes. If you have plans to
be near or on one of the state’s many bodies of water, please be
careful and stay alert!
When someone is suddenly immersed in cold water, they are at
risk for cold shock and hypothermia. Cold shock occurs when the
body is suddenly immersed in cold water. Once the trunk of the
body goes under, the blood vessels constrict to conserve core
body heat. This will quickly limit the use of a person's arms
and legs. Likewise, these conditions may cause a sudden increase
in heart rate and blood pressure—in some cases resulting in
cardiac arrest. Cold shock can cause involuntary gasping reflex.
When the body hits the water, cold shock can cause the person to
gasp for air, but inhale water and result in drowning.
The body loses heat 25 times faster in water than in the air.
Lifejacket use becomes even more important in cold water because
hypothermia can quickly rob the body of the ability to perform
the most basic tasks and drowning is always a concern. If you
take an unexpected plunge into cold water, it is vital to get
out of the water and into dry clothes as soon as possible. If
dry clothes are not an option leave the wet ones on. Even wet
clothes will offer some insulation and trap body heat. A warm
drink can be given to someone suffering from hypothermia if they
are conscious. Caffeine and alcohol should be avoided. Drinks
with sugars for quick energy are preferable. Hypothermia can be
deadly even if you are wearing a PFD, so it is important to
never go boating alone in the winter. If no one knows you are in
trouble, no one can help.
Many cold weather anglers use lakes or ponds for winter
recreational activities. Youngsters are often attracted to ice
covered private ponds for skating and playing. Theoretically,
the only "safe" ice is at a skating rink. The ice forming on
lakes, rivers, and ponds place a person at much greater risk due
to natural variables. It's impossible to judge the strength of
ice by its appearance or daily temperature. Missouri weather
moves from single digit temperatures to the upper 40s within
short time periods, which will greatly affect the construction
of ice.

Public Comment Sought For Illinois'
Marine Transportation Plan........
Officials with the Illinois Department of
Transportation are calling on the public for comments on the
state's new Marine Transportation System Plan. The data
collection plan observes commercial freight operations moving
along the navigable waterways within the state.
The Illinois Department of Transportation is
also looking for input on the accompanying economic impact
analysis study. Each year, marine freight operations generate
billions of dollars for the state and employ thousands of
people.
Holly Bieneman, the director of planning and
programming for IDOT says that $150 million in funding is
expected to go towards improvements of the marine transportation
system as part of the state's six year, multi-billion dollar

$2 Billion Per Year Needed To Improve
Water Quality........
According to a report that graded the
management of the Mississippi River watershed, the aging
infrastructure, degraded water quality and frequent flooding
will require $2 billion in annual funding for several years to
repair.
On Tuesday, America's Watershed Initiative
released their 2020 report for the Mississippi River and it's
250 plus tributaries, giving the watershed a C- grade, which is
a slight improvement to the D+ grade issued back in 2015.
Like the 2015 report, AWI states that the
watershed is threatened by increasingly frequent, extreme
flooding that is contributing to "very poor" water quality
inundated with nutrients and sediments........

The Illinois Department of Transportation has
announced that there will be intermittent lane closures along

Fishy Tales From Greenville County,
S.C.
Park Officials Catch 9 Pound
Goldfish........
Park officials in Greenville, South Carolina
announced that they caught a 9 pound goldfish during some recent
testing in Oak Grove Lake. Park officials were electrofishing in
lakes within the county to measure the fish population.
Ty Houck of the Greenville County Parks and
Recreation says that a 4.5 pound largemouth bass was also caught
in the lake. According to National Geographic, the average
goldfish weighs in between 0.2 and 00.6 pounds, but can weigh up
to 5 pounds in the wild........

Formula Boats is moving forward with their
crossover, open bow, outboard powered concept with the
introduction of the 500 Super Sport Crossover. The 500 SSC is
an expansion of the company's SmartZone theme.
The 500 SSC features a flush deck that
extends from the huge swim platform, past the aft deck and it's
day galley and sizable seating area into the enclosed salon.
The asymmetrical floorplan uses a side deck to port which passes
through the slide-open window to the open bow and it's
wraparound c-shape seating area.
The list of standard features on the 500 SSC
is considerable, but standing out is the propulsion package:

200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) in the vicinity of Mile
200.5, is experiencing deterioration. Continuing until
further notice, all tows transiting the main lock are
requested to stay off the lower long wall bullnose. Mariners
should be alert for
and abide by any special instructions from the lockmaster
MILE
200.5 - DREDGE OPERATION
Continuing until approximately December 14, 2020, the USACE
Dredge GRAND TOWER is conducting dredging operations in the
vicinity of Mile 200.5, Melvin Price Auxiliary Lock, lower
approach. The main lock is available to pass traffic and no
river closure is expected. The USACE Dredge GRAND TOWER will
monitor VHF-FM Channel 13. Work will be conducted from 6:00
a.m. until 6:00 p.m., each day. All navigation interests
should be alert for, and abide by, any special instructions
that may be issued by the Lockmaster. Mariners are urged to
transit the area with caution.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners are
encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.
MISSOURI
RIVER
All
floating aids to navigation, maintained by the U.S. Coast
Guard, have been withdrawn for the commercial navigation
season. Mariners are urged to transit the Missouri River
with caution and to utilize all U.S. Coast Guard Broadcasts,
the Local Notice to Mariners and electronic chart displays,
for navigation.

The 2020 Shipping Season Ends With The
Colonel........
On November 30th, the Upper Mississippi River
2020 shipping season came to a close after the Motor Vessel The
Colonel locked through Lock and Dam No.2 at Hastings,
Minnesota pushing two empty barges.
The 2019 Upper Mississippi River shipping
season ended on November 28th. Historically, the last tow to
depart from St. Paul usually leaves during the last week of
November or the first week in December.
The U.S. Army Corps of Engineers announced
that during the winter, they will be working on winter
maintenance and renovation on Lock and Dam No.4 at Alma,
Wisconsin. The project began on December 7th and will be
completed by March 14th........

National Mississippi River Museum &
Aquarium
Momma, A 16 Year Resident Otter Has
Died.........
Officials report that one of the oldest
residents of the National Mississippi River Museum &
Aquarium has died. Momma, a North American river otter was
originally brought to the NMRMA in 2004. Her age was
estimated to be around 19 years old.
Abby Urban the curator of living
collections says that every loss within the living
collection is significant, and none are easy. Urban adds
that the loss is particularly hard when you think of how
many guests were able to view and engage with her over the
past 16 years.
THe NMRMA staff had named the otter Momma
when she arrived, since she was pregnant with three female
pups. She was described as spirited and feisty up to the
time of her passing........

Missouri River Relief Hosting 2021
MR340........
Officials have announced that starting in
2021, Missouri River Relief will be hosting the Missouri
American Water MR340 paddling race. For the last 15 years, the
event had been organized and hosted by Rivermiles.
The MR340 is a non-stop 340 mile race along
the lower Missouri River, between Kansas City and St. Charles.
Canoeists, kayakers and stand-up paddlers take part in this race
that is known as the world's longest non-stop paddling race.
The 2021 MR340 race is scheduled for July
20th through July 23rd. Participants must complete the race in
84 hours. Even though Missouri River Relief will acquire and
host the MR340, Rivermiles will still be involved as a
contractor in all aspects of the race.........

Fishy Tales From The Coast Of Scotland
Anglers Reel In World War II Era
Mine........
Last week, anglers aboard a British fishing
trawler were quite surprised at what they found in their nets
besides fish. They reeled in a German mine that was at least 80
years old.
After a brief investigation, Royal Navy
divers lowered the mine back into the water and detonated it,
sending a geyser of water into the air. Lieutenant Commander
Mark Shaw with the Royal Navy's Northern Diving Group says that
the submarine laid mine was in remarkable condition for being in
the water for 80 years.
Maritime Executive reports that Royal Navy
Divers receive around one request per day for assistance across
the United Kingdom, including requests for help with unexploded
bombs and other ordinance left over from World War I and World
War II........

The Lake Of The Ozarks Eagle Days Event
Has Been Rescheduled........
According to a spokesperson for the Eagle Day
Committee, the Lake of the Ozarks Eagle Days, which is usually
held in early January, has been rescheduled for early March.
According to Michelle Cook, a member of the
Eagle Days Committee, they decided to delay the 2021 Eagle Days
event in an effort to offer a safer environment for all
involved.
The rescheduled event will be held on March
6th at two locations. The Osage National Golf Course will host
programs from the World Bird Sanctuary and the Regalia Hotel and
Conference Center will host programs from Dickerson Park
Zoo........

Seamanship
Which Knots Are Strong, Which Are Not?
If a boater were asked which knot is the
strongest, they might reply that a bowline or square knot would
be the strongest. Recently researchers at MIT began to study
knots by looking inside them in an effort to more accurately
predict how well the knot would hold.
The new computer model developed at MIT looks
at factors such as how the rope fibers twist under load and how
often the line crosses itself. The model was not able to take
into consideration how soft the line is, and how that changes
it's stability. Other researchers had developed stretchable
fibers that change color dependant on how much they are
strained, and a new way to study knots was born.
The researchers were able to combine the
computer models with the fibers to test the strength of several
knots and find out why one knot was stronger than another. They
found that the more times a line crosses itself, the stronger
the knot. also, more changes in the directions of rotation from
one strand to another also indicated more strength........

MILE
200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) in the vicinity of Mile
200.5, is experiencing deterioration. Continuing until
further notice, all tows transiting the main lock are
requested to stay off the lower long wall bullnose. Mariners
should be alert for
and abide by any special instructions from the lockmaster
MILE
200.5 - DREDGE OPERATION
Continuing until approximately December 14, 2020, the USACE
Dredge GRAND TOWER is conducting dredging operations in the
vicinity of Mile 200.5, Melvin Price Auxiliary Lock, lower
approach. The main lock is available to pass traffic and no
river closure is expected. The USACE Dredge GRAND TOWER will
monitor VHF-FM Channel 13. Work will be conducted from 6:00
a.m. until 6:00 p.m., each day. All navigation interests
should be alert for, and abide by, any special instructions
that may be issued by the Lockmaster. Mariners are urged to
transit the area with caution.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners are
encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.
MISSOURI
RIVER
All
floating aids to navigation, maintained by the U.S. Coast
Guard, have been withdrawn for the commercial navigation
season. Mariners are urged to transit the Missouri River
with caution and to utilize all U.S. Coast Guard Broadcasts,
the Local Notice to Mariners and electronic chart displays,
for navigation.

ACL Reveals New Mississippi River Boats
In 2021........
American Cruise Lines has pulled the wraps
off of the new designs of the interior for their new class of
modern riverboats set to sail the Mississippi River this summer.
Charles Robertson, president and CEO of
American Cruise Lines says that the new interior design concept
for their new riverboats is the next evolution in the series.
He added that the new riverboats to come will feature the
structural innovations that debuted a few years ago with the
first riverboats in the series.
American Cruise Lines intends to add two new
modern riverboats which are scheduled for arrival in March and
summer 2021 and will join the cruise line's 2 current
Mississippi River paddlewheel boats........

Illinois River Research
Data From The Illinois River Could
Help With Water Pollution Issues.........
Many aspects of our lives are
interconnected, including the corn shipped down the Illinois
River aboard barges and the dead zone near the mouth of the
Mississippi River in the Gulf of Mexico.
According to Chad Wagner, a program
coordinator with the U.S. Geological Survey, the Illinois
River is believed to be one of the largest geographical
sources of nutrients such as nitrogen and phosphorous in the
Gulf of Mexico.
The USGS has chosen the Illinois River
Basin as the third in a group of 10 U.S. integrated water
basins that they are launching the Next Generation Water
Observing system. This system will feature sensor arrays
installed selected locations that will provide information
on nutrient pollution........

For The New Year........
The National Marine Manufacturing Association
is calling upon all recreational boating industry stakeholders
to participate in their third annual advocacy survey, which will
be an important part of shaping the NMMA's 2021 policy
priorities.
Direct stakeholder feedback is crucial in
guaranteeing that the industry's advocacy efforts are robust and
effective. Over 1,000 industry representatives have
participated in the organization's most recent advocacy agenda
surveys and the NMMA hopes that trend will continue this

fled their homes as the Meramec and Mississippi Rivers began rising over the
weekend. Rescuers in boats and helicopters plucked thousands of people from
Fenton, Valley Park, Arnold and Times Beach to Red Cross shelters in
neighboring communities. |

A Look Back At The Demise Of Times
Beach........
While Trolling The Internet.... We reeled in
a photo gallery showing the flooding and devastation along the
Meramec River in early December of 1982. In November, residents
of Times Beach, Missouri learned that there were dangerous
dioxin levels in the town. The record-breaking flooding a month
later damaged or destroyed the majority of the homes in the
town, effectively sealing Times Beach's fate....

Mississippi River Pump Project Draws
Thousands Of Comments........
The U.S. Army Corps of Engineers reports that
they have received thousands of comments about a proposal for
installing huge pumps to drain floodwaters from portions of the
rural Mississippi Delta.
Supporters of the $400 million project says
that the project is needed to protect an area that often sees
significant flooding. Opponents of the project claim that it
would destroy wetlands and could cause flooding further down the
Mississippi River.
The Environmental Protection Agency had
rejected the project in 2008 saying that it will have
unacceptable effects on wetlands and their fisheries and
wildlife. In October of this year, the Corps announced that new
research found that the project is not expected to change
wetlands into non-wetlands........

18th Century Marine Navigation Tool
Used By Astronauts........
Sextants were invented in the 1600s and by
the 1700s were widely used by mariners as they ranged and
explored the globe. The sextant is a brilliant device used to
plot a course by measuring the angle between the sun, moon, or a
star and the horizon to determine the latitudinal position on
the high seas.
Even with the electronic charts and the
modern satellite-based navigation technology, there are still
plenty of experienced bluewater cruisers that keep a trusty
sextant on board and train themselves in celestial navigation
just in case of electronics failure along the way.
NASA astronauts aboard the International
Space Station have been carrying out sextant observations and
experiments to be used as navigational tools in the event of
catastrophic electronic system failures during planned future
long-distance space expeditions to the moon or Mars........

Anglers Catch A Wayward Wallaroo
.........
On Wednesday, Wally the Wallaroo, a hybrid of
a kangaroo and a wallaby escaped while taking a walk with his
owner. He was seen hopping around LaSalle County, eventually
making it to the Illinois River.
Two anglers out in a boat spotted Wally as
people on shore were hollering for their assistance. One of the
anglers nabbed Wally with a fishing net, putting an end to the
two hour chase.
Dr. Allison Spayer, a veterinarian with the
Bridgeview Animal Hospital was standing by for Wally's arrival.
His little swim left him so cold that they could not register
his temperature on the thermometer. After getting dried off and
warmed up, Wally was released to his owner........

Meramec River Near Fenton, Missouri
Man Drowned After Driving Into The
River........
Saturday morning, a 28 year old man drowned
after driving his car into the Meramec River. The man
apparently drove down a boat ramp into the river at George
Winter Park near Fenton, Missouri.
The Missouri State Highway Patrol reports
that they responded to a call to the scene at around 11:30 am.
The MSHP stated that 28 year old Kyle A. Goebel of Fenton drove
his 2004 Chevrolet Cavalier into the Meramec River.
Divers with the Metro West Fire Protection
District recovered Goebel's body from the car. He was
pronounced dead around 1:30 pm by Fenton Fire Protection
District personnel........

Mississippi River At Quincy, Illinois
Revised Riverfront Plans Could Include
Amphitheater........
On Wednesday, the Quincy Riverfront Master
Plan Steering Committee presented the latest concepts for the
city's riverfront master plan. The revised plans included input
from the public as well as ideas from the Quincy Park District.
Public feedback prompted the deletion of
several items, such as the dog park in Concept A, and a cruise
ship dock in Concept B. Some other suggestions, such as a
pedestrian bridge to Quinsippi Island, were met favorably.
One major addition the Master Plan under
consideration by the Quincy Park District is an amphitheater
situated in Lincoln Park. During the board's December meeting,
officials will discuss the scope and size of the proposed
amphitheater........

ShoreMaster, LLC and HydroHoist, LLC were
joined in a merger in 2019, and this week, they announced the
acquisition of Neptune Boat Lifts, Inc. which is a saltwater
boat lift brand based in Fort Lauderdale, Florida.
With the addition of Neptune, the
conglomerate will be able to address dock, boat lift and
accessories markets in fresh or saltwater marine environments,
while accommodating all boat types, sizes and applications
within the industry.
Neptune was founded in 2007 and has become a

MILE
200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) in the vicinity of Mile
200.5, is experiencing deterioration. Continuing until
further notice, all tows transiting the main lock are
requested to stay off the lower long wall bullnose. Mariners
should be alert for
and abide by any special instructions from the lockmaster
MILE
200.5 - DREDGE OPERATION
Continuing until approximately December 14, 2020, the USACE
Dredge GRAND TOWER is conducting dredging operations in the
vicinity of Mile 200.5, Melvin Price Auxiliary Lock, lower
approach. The main lock is available to pass traffic and no
river closure is expected. The USACE Dredge GRAND TOWER will
monitor VHF-FM Channel 13. Work will be conducted from 6:00
a.m. until 6:00 p.m., each day. All navigation interests
should be alert for, and abide by, any special instructions
that may be issued by the Lockmaster. Mariners are urged to
transit the area with caution.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners are
encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.
MISSOURI
RIVER
All
floating aids to navigation, maintained by the U.S. Coast
Guard, have been withdrawn for the commercial navigation
season. Mariners are urged to transit the Missouri River
with caution and to utilize all U.S. Coast Guard Broadcasts,
the Local Notice to Mariners and electronic chart displays,
for navigation.

Plans For Piping Mo. River Water To Red
River Valley Move Forward........
A proposal for diverting water from the
Missouri River to central North Dakota and the Red River Valley
took a sizable regulatory step forward with the completion of a
federal environmental impact study.
The completion of the impact study by the
U.S. Department of the Interior's Bureau of Reclamation is good
news for the proposed $1.2 billion project to supplement the Red
River Valley's water supplies during periods of extreme
prolonged droughts.
Now the final environmental impact statement
is completed, the next step in the process will be acquiring
final approval from the federal government in a finding called a
record of decision........

Des Plaines River Near Joliet,
Illinois
NTSB Releases Report On New Year's
Day Allision........
Last month, the National Transportation
Safety Board released a report citing the likely cause of
the allision of the towing vessel William C and the
Rock Island Railroad Bridge protection cell on January 1,
2020.
Reportedly, the pilot of the William C was
unable to correct the tow's position after transiting
through the previous bridge, in part due to the
higher-than-average current speed.
At 12:30 am on January 1, 2020, the William
C was pushing six loaded hopper barges along the Des
Plaines RIver when the two forward barges struck the
railroad bridge's protection cell. Several tow lines broke
and the barges sustained minor damages. The bridge was
closed for 10 days, and damages to the protection cell were
estimated to be over $500,000........

Boating Oddities
Santa And The Reindeer Hit The High
Seas........
A unique Christmas display has popped up near
Union, Missouri, which has given new life to an old boat that
had spent 25 years sitting in a field. The display shows the
reindeer in swimming trunks aboard the boat, with Santa clinging
to a ring buoy decorated as a wreath.
Dave Holman originally acquired the boat and
hung it between two trees as a unique fort for his grandchildren
to play in. He says that his granddaughters wanted a fort, and
he thought that the boat would be different, so he bought it and
suspended in the air.
After serving as a fort, the Holman's
repurposed the vessel repurposed it for the holidays, complete
with Rudolph and the other reindeer, as well as Santa himself.
Holman's wife Jennifer though that decorating the boat for the
holidays would be neat........

05 December, 1963 in River History
Three painters from the Star Sign Co. began painting their version of the
Piasa Bird on a bluff that overlooks the Mississippi River above Alton. A
few weeks, prior, crews from the Hellrung Construction Company worked to
prepare the bluff for paint. They had to remove close to a half ton of rock
from the surface of the bluff, and then the 2,500 square foot area received
a base coat. The painting replaced a previous duplication of Piasa Bird that
had been removed during the construction of the Great River Road........
It was repainted on a steel plate in 1984 and hung from the
bluff like a sign.
The current version of the Piasa Bird was painted on bluff in
1999.

Mississippi River Near Vicksburg,
Mississippi
Search On For Duck Hunters Who
Disappeared On The River........
Mississippi responders are searching for two
men that went missing along the Mississippi River near
Vicksburg, Mississippi. The men were reportedly searching for
potential duck hunting locations near Palmira Island, located
downstream from Vicksburg.
Responders with the Warren County Sheriff's
Office and the state Department of Wildlife, Fisheries and Parks
have teamed up for the search for 21 year old Zeb Hughes and 16
year old Gunner Palmer. The pair was reported missing when they
didn't return and the search was launched around 9 pm Thursday
night.
A boat that was believed to belong to the
pair was discovered capsized. Officials are hoping that the
pair were able to make it to safety on shore. The search
continued Friday, but the pair are still missing........

Disney Canceling Cruises Through
March........
On Friday, Disney Cruise Line became the
latest to announce that they would not be resuming sailings
until at least March. Disney says that they are working to
refine protocols for an eventual resumption of cruising.
Since the coronavirus pandemic is surging
across the nation, Disney Cruise Line has decided to cancel all
departures through at least February 28, 2021.
Disney says that guests that have paid for
their reservation in full will be offered either a full refund
or cruise credits to go towards a future sailing. Guests that
have not fully paid for their reservations will be given a
complete refund of what they have paid........

MILE
200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) in the vicinity of Mile
200.5, is experiencing deterioration. Continuing until
further notice, all tows transiting the main lock are
requested to stay off the lower long wall bullnose. Mariners
should be alert for
and abide by any special instructions from the lockmaster
MILE
200.5 - DREDGE OPERATION
Continuing until approximately December 14, 2020, the USACE
Dredge GRAND TOWER is conducting dredging operations in the
vicinity of Mile 200.5, Melvin Price Auxiliary Lock, lower
approach. The main lock is available to pass traffic and no
river closure is expected. The USACE Dredge GRAND TOWER will
monitor VHF-FM Channel 13. Work will be conducted from 6:00
a.m. until 6:00 p.m., each day. All navigation interests
should be alert for, and abide by, any special instructions
that may be issued by the Lockmaster. Mariners are urged to
transit the area with caution.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners are
encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.
MISSOURI
RIVER
All
floating aids to navigation, maintained by the U.S. Coast
Guard, have been withdrawn for the commercial navigation
season. Mariners are urged to transit the Missouri River
with caution and to utilize all U.S. Coast Guard Broadcasts,
the Local Notice to Mariners and electronic chart displays,
for navigation.

Asian Carp Update
SIU Professor Discovers Possible Carp
Control Breakthrough........
Zoology Professor Gregory Whitledge with
southern Illinois University claims that he has discovered a
clue that could help contain the invasive Asian carp that
threaten the Great Lakes and America's river.
Whitledge says that he has discovered that
the Asian carp possess a tiny bone in the ear that shows growth
rings. These rings, called otoliths, could tell researchers
where the fish has been over it's lifetime.
If there are differences in water chemistry
at locations that the fish may have lived, researchers can use
otolith chemistry to determine an individual fish's origin and
potentially reconstruct it's environmental history........

Duck Boat News
Judge Dismisses Criminal Charges In
Duck Boat Deaths........
On Wednesday, U.S. District Judge Doug
Harpool dismissed neglect and Misconduct charges against three
employees of a tourist boat that sank on Table Rock Lake in
2018, killing 17 people. Judge Harpool filed an order upholding
the recommendation made back in September.
The duck boat captain, the general manager of
the boat's operator and the manager on duty that day were
charges with neglect and misconduct after the amphibious vehicle
sank during a storm on Table Rick Lake.
The vessel's captain was also charged with
failing to properly assess the weather and not advising
passengers to use floatation devices. Passengers from Missouri,
Indiana, Illinois and Arkansas died in the sinking.........

Mississippi River Management
Sustained High Water Increased Need For
Dredging.........
The soggy weather conditions that caused
sustained high water along the inland waterways and severe
hurricanes in the Gulf of Mexico have placed additional stress
on locks and dams, flood control infrastructure and caused
severe shoaling in many parts of the Mississippi River Basin.
The shoaling has caused the U.S. Army Corps
of Engineers and their private contractors to dispatch more
equipment to dredge parts of the river in order to restore safe
navigation, and prompted an emergency act of Congress to pay for
the dredging.
Edward Belk, programs director for the
Mississippi Valley Division of the Corps says that the sustained
high water from last fall to June of this year caused
considerable amounts of shoaling, and as a result, they have had
significant calls for dredging........

Detroit River Near Grosse Ile, Michigan
Great Lakes Shipping Slowed After
Freighter Runs Aground........
On Wednesday, the freighter Harvest Spirit ran
aground on the Canadian side of the Livingstone Channel of the
Detroit River. This has caused a backup of shipping vessels
between the Great Lakes.
U.S. Coast Guard Lieutenant Jeremiah
Schiessel says that the Harvest Spirit reportedly
experienced some sort of lube oil failure and began to drift.
The vessel ended up sideways, blocking the Livingstone Channel.
Late Wednesday, tugboats were called in to
attempt to free the Harvest Spirit. Another vessel
struck bottom while trying to avoid the freighter, contributing
to the backup of cargo-carrying vessels along the
waterway........

DAV Magazine recently featured the recovery
of Jolene Carter of Grafton, Illinois from the Mississippi River
flooding of 2019. DAV Magazine is a bi-monthly publication for
Disabled American Veterans.
When the Mississippi River began to rise ion
Grafton in the spring of 2019, it only rose to meet Carter's
driveway d\prior to receding. Less than two weeks later, her
house was flooded by over 4 feet of water.
When Air Force Veteran Cater purchased the
home in 2018, she was aware that it was in a floodplain. She
also knew that floodwaters had not gotten to the property since

December 1982 Flood Was The Final Nail
In Times Beach's Coffin........
The tiny town of Times Beach, Missouri was
founded in 1925 and built upon the bottomlands east of Eureka,
Missouri. Times Beach was susceptible to periodic flooding of
the Meramec River.
In November 1982, the town's residents
learned that the oil sprayed on the dirt roads was tainted with
dioxin, a toxin lethal to animals. The U.S. Environmental
Protection Agency was in town taking soil samples for analysis.
As the residents awaited the results of the
soil testing, warm temperatures ushered in heavy rainfall in the
St. Louis Metro area. On December 2, 1982, the rain started
falling. Around 5 inches of rain fell locally, with up to 10
inches of rain falling within the Meramec River
watershed........

Updated Riverfront Plans May Include
Amphitheater........
The Quincy Riverfront Master Plan Steering
Committee presented the latest concepts for the city's
riverfront master plan on Wednesday. The revised plans included
input from the public as well as ideas from the Quincy Park
District.
Public input prompted the removal of several
items, such as the dog park in Concept A, and a cruise ship dock
in Concept B. some other suggestions, such as a pedestrian
bridge to Quinsippi Island, were met favorably.
One major addition the Master Plan under
consideration by the Quincy Park District is an amphitheater
situated in Lincoln Park. During the board's December meeting,
that will discuss the scope and size of the proposed
amphitheater........

their new multi-million dollar riverfront renovation project
that included a new marina and docking for large passenger
carrying riverboats.

Outboard........
Suzuki Motor of America, Inc. says that their
Thailand manufacturing facility in Thanyaburi, Pathum Thani
Province recently surpassed a major milestone with the
production of their 1 millionth outboard engine.
This factory has been producing outboards
since 1999. Currently, the facility is producing 2.5 - 30 HP
4-strokes. They reached the 1 million motor mark in 21 years
and one month.

Station Pump Labels Are Supposed to Warn Boaters Against Putting
the Wrong Fuel in the Tank; Survey Reveals They Fail Miserably
Respondents favor prototype E15 warning label 4-to-1 over
existing label
SPRINGFIELD, Va., Dec. 2, 2020 – With the boat in tow, you head
to the gas station to fill her up. At the pump you find a fuel
prohibited for use in boats, E15 gas, being sold alongside
approved E10 fuel. What’s to prevent you from misfueling? A
little warning label about the size of a pack of gum that’s
often hard to notice, difficult to understand, and too often
fails to protect consumers, said boat owners and other
non-road-engine users in a recent National Marine Manufacturers
Association survey on the effectiveness of current E15 warning
labels.
The ethanol warning label survey is being used to help persuade
EPA regulators, currently reviewing E15 labels, to offer a more
effective warning. Survey takers were shown the existing orange
E15 warning label and a red prototype label with pictographs.
Respondents were more than four times as likely to say that the
prototype label more clearly conveys the idea of a "warning" for
consumers than the current label.
What made the difference? The prototype’s red color and visual
reinforcement was cited as more effective than the real label.
Where the label is located on the pump can also be improved: 70%
of respondents noted that inconsistent placement of the E15
label on fuel dispensing pumps made it harder to locate and less
effective.
“EPA has some work to do in regard to educating consumers at the
pump with more effective ethanol fuel labeling that better
communicates the hazards of E15 for boat engines and other small
motors,” said BoatUS Manager of Government Affairs David
Kennedy. E15 is prohibited by federal law for use in
recreational boat engines, off-road vehicles and small engines.
In addition to supporting improvements to the ethanol content
warning label type, size and location on the pump, Boat Owners
Association of The United States (BoatUS) supports public
education efforts, evaluating the adoption of different fuel
pump nozzle sizes, ceasing misleading marketing of ethanol fuels
such as “Regular 88” fuel (containing 15% ethanol), evaluating
the use of physical barriers and keypad systems, and offering a
dedicated pump for E0 (0% ethanol) fuel.

Right before the big cold snap a few of the sailors had a race up to
Grafton. Not quite America's Cup excitement but a good time had by all. If
not for the voracious seamanship displayed by our captain, "Bloody Bruce"
(alias "Hot Foot") and excellent crewing by "Magnificent Mary", we would not
have won the heart pounding photo finish. We had to celebrate by putting up
the spinnaker on the Aguila while Dynamite Debbie Dibella took the award
winning picture.

The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) in the vicinity of Mile
200.5, is experiencing deterioration. Continuing until
further notice, all tows transiting the main lock are
requested to stay off the lower long wall bullnose. Mariners
should be alert for
and abide by any special instructions from the lockmaster.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners are
encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.

RIVER
All
floating aids to navigation, maintained by the U.S. Coast
Guard, have been withdrawn for the commercial navigation
season. Mariners are urged to transit the Missouri River
with caution and to utilize all U.S. Coast Guard Broadcasts,

Captain Indicted In Fatal Dive Boat
Fire........
On Tuesday, the Department of Justice
announced that the captain of a dive boat that caught fire last
year, killing 34 people that were sleeping aboard the vessel has
been indicted.
67 year old Jerry Nehl Boylan was indicted by
a federal grand jury on 34 counts of seaman's manslaughter.
He was named in the indictment as the "captain and master of"
the P/V Conception. Boylan is expected to turn
himself in.
The Conception was a 75 foot wood and
fiberglass vessel that was carrying 33 passengers and six crew
members on a dive charter on September 2, 2019, when a fire
broke out. All 34 people that had been sleeping below deck
were trapped inside and died. Five crew members survived,
including Boylan........

2 December 1967 in
River History
The famous River Queen steamboat sank on the St.
Louis Riverfront on this day in 1967. High water, ice and other
problems made saving the sinking vessel impossible. The
steamboat quickly broke up and the city of St. Louis brought in
a scoop shovel to demolished what remained her, leaving behind
only the steel hull.
It was indeed a famous riverboat, as it was used in the movie..
"Gone With the Wind."
The River Queen started her life in 1923 as the Eagle Packet
Company steamer named the Cape Girardeau and later it became the
the Greene Line's tourist steamboat, the Gordon C. Greene. She
was the last packet boat built by the Howard Shipyards at
Jeffersonville, Indiana and ran the rivers until 1952 when she
was converted to a hotel, restaurant, bar/museum and gift shop
under the names of Sarah Lee, the Sternwheller and then the
River Queen.

New Owner, New Attraction Coming To Raging
Rivers........
An investment group recently purchased the
Raging Rivers Waterpark in Grafton, and they are planning on
making some improvements, without changing the feel of the park.
A featured addition will be a new waterslide
that will have three hidden chambers to speed through, splashing
and zipping through the enclosed tubes before experiencing the
final splash.
The new additions will be visible at the top
of a hill as visitors enter the park. The upgrades are
expected to be completed by the expected opening of the 2021
season, which is scheduled for June 3, 2021........

Consumers Say E15 Labeling
Ineffective........
A recent poll was conducted by a collection
of organizations representing manufacturers, retailers and
consumers of off-road engine and equipment and products reveal
that the majority of consumers find the current E15 labeling at
gas pumps to be ineffective in expressing the dangers of using
E15 in small engines such as those used in boats, motorcycles,
lawn mowers and off road vehicles.
The survey was led by the National Marine
Manufacturers Association, the American Motorcyclist Association
and the Outdoor Power Equipment Institute, and polled over 500
consumers on their awareness of E15, which is a fuel consisting
of gasoline blended with 10.5 - 15 percent ethanol.
The key findings of the survey reveal that
just over 18 percent of consumers believe that the current E15
labeling on gas pumps is effective in showing that E15 is

Boating Rescue
Missing Boater Rescued Off The Coast Of
Florida........
A boater that had been missing off of the
eastern coast of Florida since Friday, November 27, 2020 is
quite lucky to be alive. On Sunday, crew members aboard a
container ship spotted 62 year old Stuart Bee clinging to the
bow of his capsized boat. They contacted the U.S. Coast
Guard for assistance.
Reportedly, Bee's boat had become disabled.
According to Commander Jillian Lamb, early Sunday morning, Bee
awoke to find water flooding the boat. He was able to
escape the boat and hold onto the bow of the capsized vessel.
The Coast Guard reports that Bee didn't
return to the marina Friday evening, and a search was launched.
Bee had not filed a float plan or let people know where he was
going........

It's National Bloody Mary Day
It's the birthday of a boat drink made with vodka, tomato
juice and a dash of Tabasco sauce.
It's said that the Bloody Mary was created in the 1920s by a
French bartender named Fernand Petiot. He brought the drink
with him when he migrated to the United States to work at
New York's St. Regis Hotel.
The cocktail was first named ..."the Red Snapper" and was
later changed to "Bloody Mary" in honor of actress Mary
Pickford, a silent movie actress.
