Missouri River At Maryland Heights, Missouri Judge Upholds Vote Blocking TIF Subsidies For Flood Plain Development........
On Tuesday, St. Louis County Judge Thomas Albus dismissed a lawsuit filed last year by Maryland Heights seeking a new vote on TIF subsidies for development in flood-prone land along the Missouri River.
The suit was filed after last year's vote by the city's TIF commission blocking the use of up to $151 million in subsidies to help build up the levee-protected land north of Creve Coeur Park.
St. Louis County Executive Sam Page had appointed six of the twelve TIF commission members and all six voted against the subsidies, defeating the proposal. The city sued, claiming the state law granting St. Louis County the power to appoint half of the commission referred only to a county with over 1 million residents. St. Louis County's population had since decreased by a few thousand below that threshold.
Judge Albus ruled that the population dip did not matter, that once a state law applied to a county based upon population, a subsequent change in population will not remove it based upon the operation........

09 March 2021.. Mid Morning... ATTENTION: We apologize for the short notice, but we will not be locking any boats today. Our upstream landwall miter gate has recently broke an internal spring and needed an emergency repair. Service Base crew members are onsite with our Maintenance staff to address the issues. Attached are a few pictures of the crane and a replacement spring! We are expecting the repair to be completed today but we will let everyone know the status later today.
09 March 2021.. Late Afternoon... All repairs to the miter gate have been completed! Lock operations will resume as normal.

Mississippi River At Alton, Illinois Alton Calling For Bids For Riverfront Park Repair........
On Monday, the aldermen meeting as a committee of the whole voted to authorize the city's project engineers, Sheppard, Morgan & Schwaab, Inc. to prepare and call for bids on the repair work at Riverfront Park.
The project will be funded through financial assistance from the Federal Emergency Management Agency that the city received because of the 2019 flooding.
Work will involve the placement of bricks and pillars at the Liberty Bank Alton Amphitheater, fountain work, replacement of fencing, minor equipment replacement, and repairs to the safety fence at the lock and dam wall........

Osage River Near Jefferson City, Missouri Missouri Angler Reeled In Massive Black Carp........
Last week, a Missouri angler searching for catfish reeled in a gigantic fish that he had never heard of. Jesse Hughes was fishing with friends along the Osage River, when he got a bite of a lifetime.
What Hughes reeled in was a 112 pound black carp, which the Missouri Department of Conservation says is an invasive species that can live up to 15 years. The black carp feeds on mussels and snails. They use molar-like teeth in their throats to crush the shells.
According to MDC Fisheries Programs Specialist Andrew Branson, if anglers catch invasive fish, such as the black carp, it is imperative that they contact their local conservation agent........

This April, riverboats will once again be cruising the Mississippi, Ohio and Illinois Rivers. They will be making stops in Cape Girardeau, Missouri and Paducah. Kentucky.
Between April and mid-December, 5 riverboats are scheduled to stop in Cape Girardeau, and the local merchants are hoping for a boost in their businesses.
Brenda Newbern, head of the Cape Convention and Tourism Bureau says that with the county mask mandate lifted, visitors could see different rules for different shops........

Mississippi River Near West Alton, Missouri Documents allege Ameren's Coal Ash Ponds Are Polluting The River........
A complaint sent to regional electric utility Ameren, as well as federal and state officials claim that the utility is releasing toxic coal ash pollutants into he Mississippi River at their coal-fired Sioux Energy Center in West Alton.
The Great Rivers Environmental Law Center listed the allegations in a 19 page "notice of intent to sue" that was sent out last month. Great Rivers is representing to affiliated water-quality not-for-profit organizations, Missouri Confluence Waterkeeper and Waterkeeper Alliance in the matter.
These complaints are just the latest in a long line of criticism over Ameren's procedures for the disposal of coal ash, which is a waste product created by the burning of coal. the waste product contains a variety of toxic components, including arsenic and mercury........

River Flooding Near Cairo, Illinois Flooding May Affect Some Travel........
River flooding in the western Kentucky region may affect travel if you need to cross the Ohio or Mississippi Rivers, as both the Dorena-Hickman and Cave-In-Rock ferries are both closed due to high water.
Keith Todd with the Kentucky Transportation Cabinet says that additional rainfall forecasted for later in the week may affect how long the ferries are shut down.
Todd says that there is a crest coming down the river, and the majority of the region's rivers will be cresting this week. He adds that these river forecasts are based upon the current rainfall that is forecasted for the next several days........

Ohio River Near Cairo, Illinois New U.S. 51 Ohio River Bridge Plans Proceeding........
Officials report that progress is being made on the new Ohio River Bridge that carries U.S. 51 between Cairo, Illinois and Wickliffe, Kentucky. At this time, highway engineers are performing the initial prep work for the new bridge.
According to Keith Todd, PIO for Kentucky Transportation Cabinet District 1, a preferred alternate route has been identified, which they believe is 90 percent firm.
Todd notes that there are some minor issues just below the river's surface that could block the on-going project. They have apparently found a couple of sunken historic tow boats out in the river, but they are not in the parameters of the preferred alternate........

Mississippi River At Alton, Illinois Illinois American Water Working To Separate Combined Sewer Systems........
Illinois American Water is starting on three major projects all involved in separating the stomwater and wastewater sewer systems. There will be more than six miles of sanitary sewer main installed.
Ethan Steinacher, operations manager for Illinois American says that when they acquired the Alton regional wastewater system, they made a commitment to remedy combined sewer system overflows.
Steinacher says that the investment of $50 million over a decade will separate the portions of the combined sewer system. THe project will support wastewater service reliability and will protect the Mississippi River........

Mississippi River At Cape Girardeau, Missouri Dock Project May Increase River Tourism........
Bob Fox, Mayor of Cape Girardeau says that the city is missing the boat, quite literally, as the city lacks docking facilities along the Mississippi Riverfront. Fox said that a dock could benefit the downtown area considerably.
Fox's vision for the riverfront would include an upgraded dock for pleasure boats in the Red Star district north of downtown, as well as a larger docking facility close to the Broadway floodgate for passenger vessels and other commercial vessels.
Fox states that this project would create business and jobs. He notes that without a suitable dock along the riverfront, the city is often bypassed by some of the cruise companies cruising the Mississippi River.........

On the evening of Tuesday, March 16th, the National Greta Rivers Research and Education Center will be hosting the March Neighbor Nights event, and the event will be focusing on water.
Sarah Fisher, Director of Environmental Education says that only 3 percent of the water on Earth is freshwater, and of that, 2.5 percent is lock in ice caps and glaciers. The remaining 0.5 percent of fresh water is available to drink.
Fisher says that they want to highlight the importance of fresh water in our area as well as what is being done to monitor and protect the freshwater for future generations........

Historic Riverboats A Look Back At The Goldenrod........
John William Menke and his brother Ben were long involved in the showboat business by the time they purchased the largest showboat ever, the Goldenrod from Captain Ralph Emerson in 1922.
The Goldenrod tied up to the St. Louis levee for a two week stand in October 1937, and the shows proved to be so popular that Menke never traveled with the showboat. The mooring lines were slipped in 1947 when the aged 1909 wooden hull was placed into a steel barge at the St. Louis Shipbuilding & Steel Company.
On June 1, 1962 a devastating fire broke out aboard the Goldenrod. Captain Menke decided that the task of restoring the riverboat to be more than he wanted to handle, sop he sold the vessel to St. Louis advertising executive and riverboat enthusiast Frank Pierson........

Added Sunday Ohio River Valley Lock, Ferry Operations Affected By High Water........
The heavy rainfall that fell throughout the Ohio RIver Valley and the surrounding areas has prompted several changes in the operation of locks and ferries. High water prompted the closure of the Markland Locks and Dam near Louisville.
The U.S. Army Corps of Engineers, Louisville District halted the lock's operations following close coordination with the U.S. Coast Guard and industry partners. The Corps believes that the lock will remain closed for 24 to 48 hours until conditions improve.
According to a news release from the U.S. Army Corps of Engineers, high water caused the deterioration of conditions at the lock, causing substantial outdraft and drift buildup on the upper end of the lock chamber.. After the river crests, the drift on the upper end will clear, allowing lockage to resume........

At around 8:30 am Thursday morning, the Dorena Hickman Ferry temporarily suspended operations due to high water conditions along the Mississippi River. The Kentucky Transportation Cabinet halts service when the Mississippi River at the Cairo Gauge rises to around 44 feet.
As of Thursday morning, the Mississippi River gauge was a feet. Reportedly, the river was expected to remain above 44 feet through Sunday, March 14th
The Dorena-Hickman Ferry connects Missouri Route A and ROute 77 near Dorena, Missouri and KY 1354 at Hickman, Kentucky, and is the only link between Missouri and Kentucky........

Added Sunday Boat Show News Officials Approve In-Person Palm Beach Boat Show........
The City of West Palm Beach, Florida recently granted the final approval for the event permit for the 35th Annual Palm Beach International Boat Show, allowing it to take place Thursday, March 25 through Sunday, March 28, 2021 along Flagler Drive in downtown West Palm Beach.
Boat Show organizers have adopted strict safety procedures to combat the spread of the COVID-19 virus. Attendees will need to wear face coverings and have their temperature take at the entrance to the show. Hand cleaning and sanitation stations will be dotted around the show.
Crews will be on-hand for extensive deep cleaning operations before, during and after each day's event. THe show's layout has been altered to make the entire show an open air show........

"Site Selection Magazine" recently released an article naming Clinton, Iowa as the Top Mississippi River Metro of 2020 per capita. Officials say that the article is free marketing that will help the city move towards a bustling economy.
According to Erin Cole, Clinton Regional Development Corp. president and chief executive, the city is on the right track and growing. Cole adds that "Site Selection" is a national magazine with a global audience, so Clinton couldn't pay for that kind of marketing.
The city's number 1 ranking is reflective of the industrial growth in the region , which is the result of seven major projects of local, national and international companies........

Ohio River Near Belleville, West Virginia Towboat Lost Power, Went Through Dam........
On Wednesday, March 3, 2021, a towboat lost power and went through a gate of the Belleville Locks and Dam along the Upper Ohio RIver, and then drifted roughly 11 miles downstream.
According to Meigs County, Ohio Emergency Management Director Jamie Jones, the MV Edith Tripp was running northbound out of the lock and made it roughly 500 yards above the dam before losing power.
THe single-screw towboat was pushing an empty gravel barge when the incident occurred. The eight crew members were able to get into two skiffs and escape to safety at the dam........

River Shipping History A Look Back At Shipping Autos By Barge........
Close to a century ago, the automobile was becoming the common means of transportation for the American public. As paved roads were not very common, the shipment of cars from the factories was mainly handled by railroad and riverboat.
One of the towboats that carried cars along the Mississippi River was the Commercial Tennessean, which was originally named the Walter F. Carey. The vessel was built at St. Louis by the St. Louis Shipbuilding and Steel Company in 1943.
An old photo shows a unique view of the Commercial Tennessean underway along the Mississippi River in 1949. In the photo, the vessel is loaded with 137 Ford cars headed for St. Louis........

On Thursday afternoon, 43 year old Leigh Ann Baumann, a well known real estate agent at the Lake of the Ozarks that set a boating world record last year was charges with conspiracy to commit murder
The Camden County prosecutor says that Bauman attempted to have her former mother-in-law murdered over concerns that she was attempting to interfere with her relationship with her children.
Bauman allegedly agreed to pay $1,500 to have individuals in St. Louis make the death appear to have been an accident. A witness had recorded a conversation with the real estate agent on the subject.

Fishing News From Montana Angler Breaks 55 Year Brown Trout Record.........
Montana wildlife officials say that a 55 year old record has been broken after Robbie Dockter managed to reel in a huge brown trout. The fish tipped the scales at 32.43 pounds, trumping the previous record of 29 pounds, which was set in 1966.
The U.S. Fish and Wildlife Service reports that brown trout fishing is considered to be a challenge to most anglers, as the trout tend to be nocturnal, which makes them more difficult to catch.
Unlike the North American native rainbow trout, the brown trout are of European descent. In 1883, the U.S. Fish Commissioner sanctioned a New York angler to obtain brown trout eggs from the president of the German Fishing society........

Mississippi River At Quincy, Illinois 8-Phase Rollout Proposed For Riverfront Plan........
During Thursday evening's steering committee meeting, officials proposed an eight-phase rollout for the Quincy Riverfront Master Plan projects. According to Cullan Duke with Klingner and Associates, the first two phases would involve making improvements to the proposed event plaza and the fountain plaza areas, which could support riverfront programs during the rest of the project.
The third phase would add a floating dock for transient boaters, and the fourth phase would add a riverboat dock. The fifth phase would see the addition of interactive play areas and work on consolidated parking areas.
The sixth phase would make improvements to Maine Street in anticipation of the completion of the York Street Bridge. Phase 7 would add a pedestrian ramp linking the Riverfront area to downtown Quincy. Phase 8 would focus on the pedestrian bridge to Quinsippi Island........

Boat Sales NMMA: Boat Inventory Considerably Below Normal.........
The National Marine Manufactures Association reports that current boat inventory levels are still trending between 20 and 60 percent below normal for the domestic recreational boating industry.
2020 was not only a historic year for retail boat sales, but it was also a disruptive year for boat builders struggling to meet the increased demand and replenish the record low inventories during the COVID-19 outbreak.
The NMMA's latest Monthly Shipping Report notes that during December, wholesale shipments of new powerboats increased compared to November, closing out 2020 down some 15 percent compared to 2019........

The Great Lakes A Volcanic Cloud Is Hovering Above Lake Michigan........
This week, satellite imagery has revealed a "narrow ribbon of hazy airborne aerosols" hovering above the Great Lakes. Naturally, this has caught the attention researchers.
According to the Cooperative Institute for Meteorological Satellite Studies, the GOES (geostationary) East satellite took photos of the plumes late Wednesday.
The researchers believe that the volcanic cloud originated in Italy and drifted all the way to the U.S. following the late February eruption of Mt. Etna. Sulfur dioxide clouds have been found over Canada and the Northern Pacific........

Bennington Expanding Their Operations..........
Pontoon builder Bennington recently announced that they would be expanding their operations in north-central Indiana. adding jobs and investing in new facilities.
Bennington's new property includes a 43,485 square for manufacturing facility that will require the addition of new manufacturing jobs. Their new building is a half-mile east of Bennington's headquarters in Elkhart County, Indiana.
Jake Vogel, president of Bennington says that demand for their pontoons remains strong, so they are investing in their hometown and it's people to increase availability of their boats for dealers and customers........

Mississippi River Management Mississippi River Cities Join Plastic Litter Mapping Project........
On Wednesday, officials announced that Mississippi River cities will be joining a global system that is intended to determine the source of plastic pollution and how it ends up in waterways as a first step towards solving the issue.
The project allows "citizen scientists" to use a mobile app to document locations and types of litter found along the Mississippi River, which drains more than 40 percent of the Continental U.S., sending considerable amounts of plastics into the Gulf of Mexico. A lot of the debris reaches the river via municipal storm drains and tributary streams.
The data collected will be added to a virtual map that provides experts and policy makers information on plastic waste concentrations in specific areas and their sources........

Mississippi, Ohio Rivers Near Cairo, Illinois Heavy Rainfall Causing Rising River Levels........
The recent heavy rainfall has caused river levels across the Heartland to swell. At Cairo, Illinois, the Ohio RIver rose to 43.5 feet on Wednesday. That is over 14 feet higher than the just six days before.
Officials are expecting the Ohio RIver to crest at 46 feet on Friday. This is a foot below moderate flood stage for Cairo.

U.S, Army Corps Of Engineers Memphis District Cut Five Ribbons In One Day........
The U.S. Army Corps of Engineers recently held a series of five ribbon-cutting ceremonies which signify the completion of bank armoring, repair work for pumping stations and seepage remediation projects.
The first ceremony had Memphis Engineer District commander Colonel Zachary Miller with other district staff along the banks of the Mississippi RIver at Hopefield Point, Arkansas. They were celebrating the completion of a $984,000 bank armoring program with contractor Midwest Construction.
The project involved the placement of some 32,000 tons of riprap along the Arkansas bank of the Mississippi River below three Interstate 55 bridges: The Harahan, the Frisco and the Memphis-Arkansas........

Mississippi River At Cape Girardeau, Missouri Cape Girardeau Considering Adding A Marina........
Boaters traveling along the Mississippi River may have noticed that there aren't too many places to fuel up their boats between St. Louis and Memphis, and Cape Girardeau is considering changing that.
Cape Girardeau Mayor Bob Fox says that the addition of a marina and docking facilities, similar to the one located in Paducah, Kentucky could be a way to attract more tourists to the city.
Fox says that it could be a long process to get this done, but he believes that it is crucial that do it for their downtown area. He believes it would be a big business booster for the city.......

Mississippi River At Alton, Illinois Homeless Man Charged For Damaging Amphitheater........
A homeless man is facing felony charges for allegedly causing over $10,000 in damages to the electrical breaker boxes at the Liberty Bank Alton Amphitheater.
44 year old Steven J. Jackson was charged on March 1st with criminal damage to state supported property over $10,000. This is a Class 2 felony. The case was presented by the Alton Police Department.
Court documents state that on February 23rd, Jackson did more than $10,000 in damage to the electrical breaker boxes at the Liberty Bank Alton Amphitheater. Bail was set at $50,l000........

Help Wanted Mississippi River Near Alton, Illinois NGRREC Seeking Summer Interns........
The National Great Rivers Research and Education Center recently announced that they are now accepting applications for a summer internship program that will give undergraduate students the change to conduct real-world field research in local wetlands.
The Research Experiences for Undergraduates program, themed "Wetland Science in a Modern World", is full time and will run for 10 weeks. This internship program is backed by a grant from the National Science Foundation.
Eight REU students will be paired up with faculty mentors and trained in field and lab based research. This program will be focused on using modern technological and theoretical developments in wetlands science........

Rock River Near Rockford, Illinois Anglers Rescued From Ice That Broke Away From Shore........
Rockford Firefighters were dispatched to the Rock River for a report of two men stranded on an ice floe that broke free from the river bank and began drifting downstream.
Reportedly, the two men were fishing while sitting on a mattress atop a 20 by 20 foot piece of ice on Monday when the ice broke free and floated approximately 500 yards down the Rick RIver.
The firefighters deployed an inflatable boat to rescue the men. No one fell into the river and no injuries were reported.........

Missouri State Highway Patrol MSHP: Be Courteous While Using Waterways........
With the warmer temperatures starting to arrive, hitting the water on Missouri's lakes and rivers can't be too far behind. In order to guarantee the public's safety, the Missouri State Highway Patrol is reminding boaters to be aware and courteous while boating.
The ice and snow from winter storms has caused damage to some boat docks. The MSHP is recommending that boaters operating in areas dock damage has occurred to operate at no wake idle speed to prevent further damage.
The MSHP is also stressing safety while inspecting damaged docks, reminding dock owners to wear life jackets, use the buddy system to ensure help is available if you end up in the water and to treat damaged electrical wiring as if it were live.........

Illinois River Shipping The Illinois River Is Thawing, Navigation Has Resumed........
Barge traffic has started moving along the Illinois River as temperatures rose and ice began to melt. According to Jeff Lebeau, the assistant lockmaster at Starved Rock Lock and Dam , February 24 was the first day temperatures rose above freezing.
Lebeau says that the floating pack ice at his lock and dam is still thick enough that tows transiting the lock must use an assist boat as the lock's winch isn't strong enough to pull against the ice.
Lebeau noted that conditions were not as bad upstream near Chicago and boats were able to move around a bit easier up there. There seems to be some ice jams around Marseilles Lock and Dam, however........

Mississippi River Near Alton, Illinois Alton Awaits FEMA Action For Riverview Dr. Repairs........
One of the few remnants from the 2019 flooding happens to be located on one of the highest parts of Alton, and it may be some time before the funding is available to make the repairs.
A section of Riverview Drive and the wall collapsed in the late spring of 2019 and more in January 2020 after heavy rainfall eroded the steep bluff that the road and Riverview Park are perched atop of.
THe City of Alton is awaiting further direction from the Federal Emergency Management Agency, from whom city officials are requesting funding to repair the damage and minimize the chance of a similar incident in the future........

Ohio River Near Louisville, Kentucky NWS Issues Flood Warning Ahead Of Ohio River Crest........
Monday night, officials with the National Weather Service announced that portions of the Louisville region will be under a flood warning as the rivers rise following heavy rainfall.
The warning for the Ohio River at McAlpine Upper will go into effect on Tuesday afternoon and remain in effect until further notice. The NWS says that the Ohio River is expected to rise above flood stage Tuesday afternoon and crest around 29 feet Saturday afternoon.
As of Monday night, the Ohio River was at 19.7 feet and flood stage is 23 feet. The National Weather Service says that minor flooding is likely to occur........

Boating Legislation Outdoors Groups Urge Congress Pass Conservation Work Legislation........
Last week, a group of ten organizations, including the National Marine Manufacturers Association called on Congress to consider conservation priorities as they put together economic recovery legislation.
The group had identified a list of shared legislative priorities with House and Senate leadership. The coalition's goal is to build resilient communities that can withstand the effects of environmental changes, restoring and conserving outdoor spaces, investing in nature-based solutions and sustainably managing water resources.

Missouri River Near Hamburg, Iowa Corps Allowing Hamburg To Raise Levees........
The U.S. Army Corps of Engineers Omaha District and the City of Hamburg, Iowa recently signed a Section 1176 project agreement that will allow for the raising of the Hamburg Ditch 6 Levee by 8 feet, significantly increasing the benefits the levee provides the city.
The agreement came about after the Omaha District, city and other stakeholders worked with Corps headquarters and the Northeastern Engineer Division to implement the Section 1176 authority from the 2020 Water Resources Act. This project is the first to utilize Section 1176 authority to raise the height of a federal levee system.
The Hamburg Ditch 6 levee was overtopped and severely damaged during the flooding of 2019, causing significant damage to the City of Hamburg. Under the PL 84-99 program, the Corps can restore levees to their pre-flood congressionally authorized elevation. Section 1176 allows a levee sponsor to raise a levee above it's current authorized elevation at their own cost........

There are a few job fairs scheduled for openings on the Riverboats at the Arch along the St. Louis riverfront. The riverboats are looking to fill several positions, including servers, cashiers, cruise coordinators, bartenders, deckhands, mates and captains.
These job fairs will be held in person aboard the Becky Thatcher riverboat. Masks and social distancing will be required. The fairs will be held on February 2, February 6 and March 6, from 9 am to 11 am and 2 pm to 4 pm........

Mississippi River Near Dubuque, Iowa Lower Risk Of Flooding in The Dubuque Region........
Officials are saying not to be fooled by the huge piles of snow in the Dubuque area fool you, that the region is in fact facing a below normal threat of spring flooding along the Mississippi River this spring.
Andy Ervin, a meteorologist with the National Weather Service says that while there is plenty of snow in the Dubuque area, that is not the case for other parts of the Upper Mississippi River Valley. He adds that there is a lack of snowpack to the northwest, and in some cases, a drought.
The National Weather Service says that north of Dubuque, drier-than-normal conditions during the late summer and fall continued into the winter. Ervin says that as it stands, the flood outlook for Dubuque is for a near-normal to a little below-normal risk for spring flooding........
