Tip Trindle Has Passed Away

 

I wanted to let you know that Tip Trindle passed away this past Saturday evening. I know you and many others were friends of his at Woodland and all over the river. I went to high school with him and have been a life long friend. I will let you know if I hear any other information when I speak to his brother today.

Congress Should Get Involved In Flood Policies........

 

This year, too little water in the rivers has been the big concern, but with plenty of precipitation, that can change in a hurry.  When that happens, the excess water will need somewhere to go, often times, heading downstream and flooding fields, roadways and homes.

 

During the past several years, heavy flooding along the Missouri River caused plenty of damage and prompted lawsuits from landowners and farmers seeking compensation from the federal government.  The lawsuits claimed that the U.S. Army Corps of Engineers prioritized habitat restoration over flood control, causing substantial losses for those making a living near the river.

 

The litigation received a favorable ruling, however, the problem for the future is river management.  People seeking improvements in flood control  are wondering why Congress doesn't intervene and demand that the Corps make flood control a bigger priority........

Mississippi River Near Lutcher, Louisiana

Christmas Eve Bonfires Will Guide Papa Noel On Christmas Eve........

 

There is a Christmas Eve tradition along the Mississippi River levees in Louisiana dating back several hundred years that will light up the way for Cajun Santa Claus Papa Noel.

 

The annual bonfires will light up the levee in St. James Parish in Louisiana on December 24th.  it is believed that this tradition can be traced back to Europe as far back as Celtic times.

 

In 1994, historical author Emily Chenet Guidry wrote that the Christmas Eve tradition is believed to have traveled from Europe to Louisiana in the early 1700s with the arrival of French and German settlers........

Mississippi River System

 

MISSISSIPPI RIVER

MILE 168.0 - MILE 145.0 - DREDGE OPERATION
Zone 28/29 are in the low water action phase, in accordance with the Western Rivers WAP Annex. Deep Draft tows are advised to depart the area. All vessels shall transit at a slow speed near fleeting areas, to minimize impact due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow, and identify fleeting areas in the event of a river closure. Mariners are requested to transit the area with caution, and contact Sector Upper Mississippi Command Center via VHF-FM Cannel 16, (314) 269-2332, email at sumrwaterways@uscg.mil, to
report shoaling, hazardous conditions, or missing aids to navigation

MILE 130.0 - 116.0 - DREDGE OPERATION
Continuing until further notice, Luhr Brothers, a contractor for the USACE, is conducting weir degradation operations in the vicinity of Mile 119.8, Ste Genevieve Weir Field. Work will be conducted from 7:00 a.m. until 5:00 p.m., each day. The contact boat is the M/V JASON LUHR, and will monitor VHF-FM Channel 13, 16 or 72 or at (573) 803-7930. No river closures are scheduled, but minor delays may occur. Transiting tows are requested tocontact the M/V JASON LUHR, in advance to make passing arrangements. Southbound tows are requested to make contact at Mile 130.0 and northbound tows when at Mile 116.0. Mariners are urged to transit the area at their slowest safe speed and proceed with caution, after passing
arrangements have been made.

MILE 166.8 - DREDGE OPERATION
Continuing until further notice, the Dredge GOETZ is conducting dredging operations in the vicinity of Mile 166.8. Work will be conducted 24-hours a day, 7-days a week. The Dredge GOETZ utilizes floating pontoon pipelines, anchor lines, small tender and skiffs, in support of operations. The Dredge GOETZ will monitor VHF-FM Channel 13, 16 or 82, and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 168.0 - Mile 145.0 - DREDGE OPERATION
Continuing until further notice, the Dredge POTTER is conducting dredging operations between approximate Miles 168.0 and 145.0. Work will be conducted from 7:00 a.m. until 5:30 p.m., 7-days a week. The floating plant will consist of the Dredge POTTER and associated tender vessels, small
boats and barges. Dredge spoils are pumped through pontoon pipelines or self-floating pipelines, which may cross the navigation channel, with placement of spoils outside of the navigation channel. Mariners should be on the lookout for tender boats, barges, small survey boats, and pipeline
when transiting the dredge area. The Dredge POTTER will monitor VHF-FM Channel 13, or 16 and requests 30-minutes advance notice of passing. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

LOCK & DAM 22.  UMR MILE 301.2

Lock 22 will be closed to all navigation from 0700 hours on Friday January 13, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 21.  UMR MILE 324.9

Lock 21 will be closed to all navigation from 0700 hours on Thursday January 12, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 19.  UMR MILE 364.2

Lock No. 19 will be closed to all navigation at 0700 hours on Monday, December 19, 2022 through 1200 hours on Friday, March 3, 2023. The purpose of the closure is to perform contract work for PLC System upgrades, Valve and Miter Gates Cylinder Replacement, and USACE testing.

River Ferries

Ferries Are The Safest, Hardest Working Boats On The River........

 

Many rivermen looked down on the lowly river ferry, believing them to barely be boats.  Early ferries were little more than floating platforms, just crude vessels propelled by oars, horses on a treadmill or even ropes strung across the channel.

 

While keelboat men and steamboat captains pretended not to notice them, the ferryboat was the only way to cross the river for hundreds of thousands of European immigrants and easterners heading west.

 

Over the years, progress in the form of railroads and interstates have taken over the workload of the ferryboat without so much as a tip of the hat from history books or river festivals.  Could it be time for a revival of the ferryboat?

Lock Restrictions and Closure
Lock & Dam No. 21, UMR Mile 324.9

 

Navigation traffic will be allowed to lock from 1700 to 0600 daily during the restriction period.
 The upper and lower guidewalls will not be available for breaking/making tows. Lines will need to be caught on the I-Wall side of the lock unless approved otherwise by the Lockmaster.
 The tow haulage units will not be operable during this time, which will prohibit double lockages upstream and downstream utilizing the tow haulage
unit equipment. Tows can still transit the lock with a double, as long as they have either a tug assist or industry self-help pulling cuts out of the lock
chamber. Tows will have to transit and stage barges at above mile marker 326 northbound or below mile marker 324 southbound to reconfigure tows.
 The purpose of the restrictions and closure is to replace land wall concrete, replace the kevel rail, and conduct lock wall joint repairs. All work will
be performed by a contractor.
 All navigation interest should be alert for, and abide by, any special instructions that may be issued by the Lockmaster. Towboat operators are
requested NOT to tie up on the guide walls during these closure periods. Please contact the lock at 217-222-0918 or on channel 14 for assistance.

Winnebago Released Q1 2023 Results........

 

Winnebago Industries, parent company of Chris-Craft and Barletta Boats reported revenues totaling $952.2 million for the first quarter of fiscal 2023 which is a 17.6 percent decrease from the first quarter of 2022.  The decrease was offset by a 65.7 percent increase in revenue from the marine segment.

 

During the fiscal first quarter of 2023, revenues from the marine segment were $131.4 million.  Winnebago reports that Barletta is still outperforming the pontoon market and that the demand for Chris-Craft boats remained steady.

 

Gross profit for the first quarter of 2023 was down 30.2 percent to $160.4 million, compared to $229,4 million during the first quarter of 2022.  Operating income for the quarter was $85,9 million, down 41.3 percent compared to $146,4 million in the first quarter of 2022........

I wanted to let you know that Tip Trindle passed away this past Saturday evening. I know you and many others were friends of his at Woodland and all over the river. I went to high school with him and have been a life long friend. I will let you know if I hear any other information when I speak to his brother today.

Corps Looking To Solve Boater Concerns........

 

Last week, the U.S. Army Corps of Engineers held a series of public planning workshops for the Melvin Price Locks and Dam water control manual revision, current operations and the proposed increase in the maximum drawdown.

 

The meetings were attended by representatives of recreational and commercial river interests who had plenty of input for the St. Louis District Water Control Office representatives.

 

Topics discussed included land losses in Calhoun County and flash flooding in St. Charles, Missouri, as well as tows getting stuck in the Mississippi River and the proposed retaining of more water behind the Melvin Price Lock and Dam........

District 8 MRS                                                 UPDATED December 14, 2022

Mississippi River System

 

MISSISSIPPI RIVER

MILE 168.0 - MILE 145.0 - DREDGE OPERATION
Zone 28/29 are in the low water action phase, in accordance with the Western Rivers WAP Annex. Deep Draft tows are advised to depart the area. All vessels shall transit at a slow speed near fleeting areas, to minimize impact due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow, and identify fleeting areas in the event of a river closure. Mariners are requested to transit the area with caution, and contact Sector Upper Mississippi Command Center via VHF-FM Cannel 16, (314) 269-2332, email at sumrwaterways@uscg.mil, to
report shoaling, hazardous conditions, or missing aids to navigation

MILE 130.0 - 116.0 - DREDGE OPERATION
Continuing until further notice, Luhr Brothers, a contractor for the USACE, is conducting weir degradation operations in the vicinity of Mile 119.8, Ste Genevieve Weir Field. Work will be conducted from 7:00 a.m. until 5:00 p.m., each day. The contact boat is the M/V JASON LUHR, and will monitor VHF-FM Channel 13, 16 or 72 or at (573) 803-7930. No river closures are scheduled, but minor delays may occur. Transiting tows are requested tocontact the M/V JASON LUHR, in advance to make passing arrangements. Southbound tows are requested to make contact at Mile 130.0 and northbound tows when at Mile 116.0. Mariners are urged to transit the area at their slowest safe speed and proceed with caution, after passing
arrangements have been made.

MILE 166.8 - DREDGE OPERATION
Continuing until further notice, the Dredge GOETZ is conducting dredging operations in the vicinity of Mile 166.8. Work will be conducted 24-hours a day, 7-days a week. The Dredge GOETZ utilizes floating pontoon pipelines, anchor lines, small tender and skiffs, in support of operations. The Dredge GOETZ will monitor VHF-FM Channel 13, 16 or 82, and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 168.0 - Mile 145.0 - DREDGE OPERATION
Continuing until further notice, the Dredge POTTER is conducting dredging operations between approximate Miles 168.0 and 145.0. Work will be conducted from 7:00 a.m. until 5:30 p.m., 7-days a week. The floating plant will consist of the Dredge POTTER and associated tender vessels, small
boats and barges. Dredge spoils are pumped through pontoon pipelines or self-floating pipelines, which may cross the navigation channel, with placement of spoils outside of the navigation channel. Mariners should be on the lookout for tender boats, barges, small survey boats, and pipeline
when transiting the dredge area. The Dredge POTTER will monitor VHF-FM Channel 13, or 16 and requests 30-minutes advance notice of passing. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

LOCK & DAM 22.  UMR MILE 301.2

Lock 22 will be closed to all navigation from 0700 hours on Friday January 13, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 21.  UMR MILE 324.9

Lock 21 will be closed to all navigation from 0700 hours on Thursday January 12, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 19.  UMR MILE 364.2

Lock No. 19 will be closed to all navigation at 0700 hours on Monday, December 19, 2022 through 1200 hours on Friday, March 3, 2023. The purpose of the closure is to perform contract work for PLC System upgrades, Valve and Miter Gates Cylinder Replacement, and USACE testing.

Water Pollution

Illinois Aware Of 3M Chemical Pollution....  No Action Taken....

 

By the late 2000s, it was apparent that forever chemicals have found their way into the bloodstreams of many Americans.  Concerned with the threats to public health, officials in Minnesota and Alabama pressured 3M to clean up the sites where they make the forever chemicals, known as per- and polyfluroalkyl substances.

 

For better than a decade, however, Illinois state regulators have failed to hold 3M accountable for the air and water pollution from their third PFAS plant, which is located along the Mississippi River approximately 15 miles upstream from the Quad Cities.

 

An investigation conducted by the Chicago Tribune indicates that Illinois officials knew of pollution problems at 3M's Cordova plant as soon as early 2008.  Reportedly, the federal government failed to investigate well-documented hazards in locations where the PFAS are made.

 

High concentrations of the forever chemicals have been found in the drinking water in the Quad Cities as well as two dozen other cities located along the Mississippi River in Illinois and Iowa........

Mississippi River History

A Look At Every Nation That Once Claimed The Mississippi River........

 

The Mississippi River is one of the United States' greatest rivers, running from Itasca State Park in Minnesota , down through Louisiana into the Gulf of Mexico.  Over the river's history, there have been many groups of people living along it, with some claiming it as their own.

 

In the early 18th century, the French claimed the Mississippi River and the surrounding areas as part of their North American territory.  They were mostly interested in the river for use as a potential trade route.

 

The French handed over control of the Louisiana Territory to Spain in the aftermath of the French and Indian War.  After about four decades of rule, Spain eventually handed the territory back to the French in the secret Treaty of San Ildefonso.

 

The United States acquired the territory from the French in a land transaction known as the Louisiana Purchase in 1803.  The U.S. gained 827,000 square miles of land west of the Mississippi River for $15 million.

 

The first people to occupy lands along the Mississippi River were several Native American Tribes, including the Choctaw, Chickasaw, Quapaw, Osage, Caddo, Natchez and Tunica tribes in the Lower Mississippi River Basin and the Sioux, Sauk, Fox, Ojibwe (or Chippewa), Pottawatomie, Illini, Menominee and Hochunk (or Winnebago) tribes within the upper Mississippi River Basin........

Spend A Day With The Corps' Revetment Team........

 

Colonel Brian Sawser, Commander of the U.S. Army Corps of Engineers Memphis District recently spent some time with the Memphis District Revetment Team to get an idea of what the crews do on a daily basis.

 

Revetment operations are mainly the preparation for and placement of articulated concrete mattresses from the water's edge out to it's design limits, with stone paving from the water's edge to the top bank.

 

The revetments stabilizes the riverbank and maintains proper channel alignment.  These projects are typically carried out from mid-July through mid-November during periods of low water........

Black Carp Threatening Illinois Waterways.........

 

Another invasive species is threatening Illinois waterways, threatening the ecosystem.  Native to eastern Asia, the black carp were originally imported to control snails in fish farms.  How they escaped captivity is unknown.

 

Several states have banned the possession of black carp and the importation of black carp into the U.S. has been prohibited since their 2007 listing as an injurious species under the Lacey Act.

 

Black carp have been found in several locations, but their exact abundance and distribution is not known, as the likelihood of catching them in the rivers they inhabit is low.  The Illinois Department of Natural Resources believes that the fish have moved up the Illinois River as far as central Illinois........

Last week NGRREC staff and interns worked to prep and launch a GREON buoy in Ellis Bay/Alton Slough located in West Alton MO, near Clark Bridge.

The buoy will be testing water quality parameters such as water temperature, dissolved oxygen, turbidity (cloudiness of water), nitrate and phosphate.

Since 2013, the Great Rivers Ecological Observation Network (GREON) program has established a network of real-time water quality monitoring platforms in the Mississippi River Watershed. Learn more about GREON by visiting http://www.ngrrec.org/GREON

Upper Mississippi River Shipping

Barge Traffic Falls Below 10 Year Average........

 

This year, barge traffic along the Upper Mississippi River has fallen below the 10 year average as portions of the Lower Mississippi River Valley saw record low water levels because of the ongoing drought.

 

The U.S. Army Corps of Engineers, St. Paul District reports that 9,790 barges passed through their southernmost lock at Guttenberg, Iowa.  The total number of barges moving on the river between Minnesota and Wisconsin is down about 20 percent from the 10 year average.

 

During 2022, the river barge shipping industry moved close to 11.7 million tons of commodities such as corn and soybeans, down from approximately 13 million tons during 2021........

Ohio River At Cave-In-Rock, Illinois

Cave-In-Rock Ferry Resuming Operations........

 

After closing early Saturday due to high winds, the Cave-In-Rock Ferry will resume service Sunday morning.  According to the Kentucky Transportation Cabinet, the ferry had started it's normal runs at 6am Saturday morning before high winds prompted the closure around 10am.

 

The KYTC reports that winds were out of the West-Southwest at about 10 MPH, with gusts of up to 25 MPH.  These conditions can cause choppy water along the Ohio River.

 

While the weather forecast includes winds of five to ten MPH on Sunday out of the West-Southwest, the gusts are expected to be minimal, allowing normal ferry operation........

Mississippi River Flood Mitigation

Thirty Cities In Eight States Work To Reduce Flooding Threat........

 

The Mississippi River Cities and Towns Initiative is a bi-partisan group of mayors that are working together to help cities reduce the effects of extreme flooding and they recently partnered with the nonprofit Ducks Unlimited to achieve that goal.

 

Errick D. Simmons, mayor of Greenville, Mississippi says that one of the things that they are working on is deploying more than 66,000 acres of new natural infrastructure in eight states and over 30 cities along the Mississippi River.

 

The MRCTI and Ducks Unlimited plan to restore over 60 wetlands near the river.  When the project is completed, these areas will provide wildlife habitat and help hold excess water during storms........

MISSISSIPPI RIVER

MILE 168.0 - MILE 145.0 - DREDGE OPERATION
Zone 28/29 are in the low water action phase, in accordance with the Western Rivers WAP Annex. Deep Draft tows are advised to depart the area. All vessels shall transit at a slow speed near fleeting areas, to minimize impact due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow, and identify fleeting areas in the event of a river closure. Mariners are requested to transit the area with caution, and contact Sector Upper Mississippi Command Center via VHF-FM Cannel 16, (314) 269-2332, email at sumrwaterways@uscg.mil, to
report shoaling, hazardous conditions, or missing aids to navigation

MILE 130.0 - 116.0 - DREDGE OPERATION
Continuing until further notice, Luhr Brothers, a contractor for the USACE, is conducting weir degradation operations in the vicinity of Mile 119.8, Ste Genevieve Weir Field. Work will be conducted from 7:00 a.m. until 5:00 p.m., each day. The contact boat is the M/V JASON LUHR, and will monitor VHF-FM Channel 13, 16 or 72 or at (573) 803-7930. No river closures are scheduled, but minor delays may occur. Transiting tows are requested tocontact the M/V JASON LUHR, in advance to make passing arrangements. Southbound tows are requested to make contact at Mile 130.0 and northbound tows when at Mile 116.0. Mariners are urged to transit the area at their slowest safe speed and proceed with caution, after passing
arrangements have been made.

MILE 166.8 - DREDGE OPERATION
Continuing until further notice, the Dredge GOETZ is conducting dredging operations in the vicinity of Mile 166.8. Work will be conducted 24-hours a day, 7-days a week. The Dredge GOETZ utilizes floating pontoon pipelines, anchor lines, small tender and skiffs, in support of operations. The Dredge GOETZ will monitor VHF-FM Channel 13, 16 or 82, and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 168.0 - Mile 145.0 - DREDGE OPERATION
Continuing until further notice, the Dredge POTTER is conducting dredging operations between approximate Miles 168.0 and 145.0. Work will be conducted from 7:00 a.m. until 5:30 p.m., 7-days a week. The floating plant will consist of the Dredge POTTER and associated tender vessels, small
boats and barges. Dredge spoils are pumped through pontoon pipelines or self-floating pipelines, which may cross the navigation channel, with placement of spoils outside of the navigation channel. Mariners should be on the lookout for tender boats, barges, small survey boats, and pipeline
when transiting the dredge area. The Dredge POTTER will monitor VHF-FM Channel 13, or 16 and requests 30-minutes advance notice of passing. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

LOCK & DAM 22.  UMR MILE 301.2

Lock 22 will be closed to all navigation from 0700 hours on Friday January 13, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 21.  UMR MILE 324.9

Lock 21 will be closed to all navigation from 0700 hours on Thursday January 12, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 19.  UMR MILE 364.2

Lock No. 19 will be closed to all navigation at 0700 hours on Monday, December 19, 2022 through 1200 hours on Friday, March 3, 2023. The purpose of the closure is to perform contract work for PLC System upgrades, Valve and Miter Gates Cylinder Replacement, and USACE testing.

Duck Boat Legislation

Congress Approves Tourist Boat Legislation........

 

Legislation requiring more stringent safety regulations following the 2018 sinking of a duck boat on Table Rock Lake near Branson, Missouri is headed to the White House for signature into law.

 

The bill, which was approved by the U.S. Senate on Thursday, directs the U.S. Coast Guard to draft new requirements for amphibious vehicles.  The legislation calls for design changes that will guarantee that the vessels remain upright.

 

Many of the changes were recommended by the National Transportation Safety Board following the 2018 tragedy.  If the Coast Guard had followed similar recommendations that the NTSB recommended after a similar boat sank in Arkansas in 1999, the Missouri vessel likely would not have sunk........

Mississippi River At Cape Girardeau, Missouri

Missouri Dry Dock Will Close At The Year's End........

 

Rob Erlbacher II, owner and president of Missouri Dry Dock & Repair Inc. recently announced that he will be closing the company and it's facility located at Cape Girardeau, Missouri at the end of the year.

 

Erlbacher's father and uncle began building riverboats in the 30's and operated as the Erlbacher Barge Line.  Following World War II, his uncle got out of the business and his father kept the business, renaming it Missouri Barge Line. 

 

The elder Erlbacher formed Missouri Dry Dock and Repair Company in the early 50's because "he could not find people to repair his boats the way he wanted them to be repaired".  Erlbacher II took over the business after his father passed suddenly in 1968........

Tennessee River Near Gilbertsville, Kentucky

The First Concrete Was Poured For The Kentucky Lock Project........  

 

On Thursday, December 15th, the initial concrete for the base of the foundation of the new lock chamber at Kentucky Lock, marking a major milestone for the Kentucky Lock Addition Project.

 

The Kentucky Lock project will add a second lock chamber at the dam along the Tennessee River at Mile Marker 22.4 in Gilbertsville, Kentucky.  The lock and dam is owned by the Tennessee Valley Authority, but operated by the U.S. Army Corps of Engineers.

 

This decades-long project will construct a new 110 foot by 1,200 foot long lock.  The new chamber will be twice the size of the existing 110 by 600 foot lock.  It is expected to eliminate the 10 to 12 hours of delays that now occur with tows locking through........

Ohio River At Cave-In-Rock, Illinois

High Winds Close Cave-In-Rock Ferry........

 

On Friday morning, high winds forced the closure of the Cave-In-Rock Ferry.  The Kentucky Transportation Cabinet reports that the ferry halted service at 9:45 am.  The length of the closure is unknown.

 

Ferry officials report that the winds were out of the west at 10 MPH, with gusts of up to 23 MPH.  When the winds are out of the west or southwest, choppy conditions can be created along that section of the Ohio River.

 

The Cave-In-Rock Ferry is the link between Illinois Route 1 in Harden County, Illinois, across the Ohio River to KY 91 in Crittenden County, Kentucky........

Biden Admin's Boating Proposal Described As "Greatest Regulatory Overreach" Of It's Kind........

 

Frank Hugelmeyer, president of the National Marine Manufacturers Association says that a proposal made by the Biden administration to limit the speed of all motorboats over 35 feet in length from Florida to Massachusetts would be the "greatest regulatory overreach in American maritime law".

 

The far-reaching regulation, put forward by the U.S. Commerce Department with the support of the National Oceanic and Atmospheric Administration, would limit speed to 10 knots, or 11.5 miles per hour for all vessels over 35 feet for up to seven months out of the year and up to 100 miles out to sea for most of the East Coast.

 

This proposal is intended to prevent boats from hitting the endangered right whale.  A NOAA spokesman said that there are only 350 right whales left in the ocean and the rule is intended to reduce the risk of mortalities from vessel strikes, allowing the species a better chance to recover........

District 8 MRS                                                 UPDATED December 14, 2022

Mississippi River System

 

MISSISSIPPI RIVER

MILE 168.0 - MILE 145.0 - DREDGE OPERATION
Zone 28/29 are in the low water action phase, in accordance with the Western Rivers WAP Annex. Deep Draft tows are advised to depart the area. All vessels shall transit at a slow speed near fleeting areas, to minimize impact due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow, and identify fleeting areas in the event of a river closure. Mariners are requested to transit the area with caution, and contact Sector Upper Mississippi Command Center via VHF-FM Cannel 16, (314) 269-2332, email at sumrwaterways@uscg.mil, to
report shoaling, hazardous conditions, or missing aids to navigation

MILE 130.0 - 116.0 - DREDGE OPERATION
Continuing until further notice, Luhr Brothers, a contractor for the USACE, is conducting weir degradation operations in the vicinity of Mile 119.8, Ste Genevieve Weir Field. Work will be conducted from 7:00 a.m. until 5:00 p.m., each day. The contact boat is the M/V JASON LUHR, and will monitor VHF-FM Channel 13, 16 or 72 or at (573) 803-7930. No river closures are scheduled, but minor delays may occur. Transiting tows are requested tocontact the M/V JASON LUHR, in advance to make passing arrangements. Southbound tows are requested to make contact at Mile 130.0 and northbound tows when at Mile 116.0. Mariners are urged to transit the area at their slowest safe speed and proceed with caution, after passing
arrangements have been made.

MILE 166.8 - DREDGE OPERATION
Continuing until further notice, the Dredge GOETZ is conducting dredging operations in the vicinity of Mile 166.8. Work will be conducted 24-hours a day, 7-days a week. The Dredge GOETZ utilizes floating pontoon pipelines, anchor lines, small tender and skiffs, in support of operations. The Dredge GOETZ will monitor VHF-FM Channel 13, 16 or 82, and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 168.0 - Mile 145.0 - DREDGE OPERATION
Continuing until further notice, the Dredge POTTER is conducting dredging operations between approximate Miles 168.0 and 145.0. Work will be conducted from 7:00 a.m. until 5:30 p.m., 7-days a week. The floating plant will consist of the Dredge POTTER and associated tender vessels, small
boats and barges. Dredge spoils are pumped through pontoon pipelines or self-floating pipelines, which may cross the navigation channel, with placement of spoils outside of the navigation channel. Mariners should be on the lookout for tender boats, barges, small survey boats, and pipeline
when transiting the dredge area. The Dredge POTTER will monitor VHF-FM Channel 13, or 16 and requests 30-minutes advance notice of passing. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

LOCK & DAM 22.  UMR MILE 301.2

Lock 22 will be closed to all navigation from 0700 hours on Friday January 13, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 21.  UMR MILE 324.9

Lock 21 will be closed to all navigation from 0700 hours on Thursday January 12, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 19.  UMR MILE 364.2

Lock No. 19 will be closed to all navigation at 0700 hours on Monday, December 19, 2022 through 1200 hours on Friday, March 3, 2023. The purpose of the closure is to perform contract work for PLC System upgrades, Valve and Miter Gates Cylinder Replacement, and USACE testing.

Asian Carp Update

Black Carp Population Established Within Mississippi River Basin........

 

According to a recent announcement by the U.S. Geological Survey, research led by the Southern Illinois University  has revealed that there is an established population of black carp in portions of the Mississippi River Basin.

 

The study, authored by SIU, the U.S. Geological Survey, the U.S. Fish and Wildlife Service, the Missouri State University and the Missouri Department of Conservation, looked at black carp caught between May 2011 and September 2018 for size, age and their environments and whether they were bred in the wild or in captivity.

 

At this time, it is unclear how the black carp population managed to establish itself within the Mississippi RIver Basin, as the use of black carp in that environment is regulated and requires permits........

LOTO Shootout To Air On Bally Sports, CBS In 2023........

 

The Lake of the Ozarks Shootout, which is billed as the largest unsanctioned boat race in the nation, will be broadcast on national sports networks Bally Sports and CBS next year.

 

Live coverage of the 2023 LOTO Shootout will be carried on the event's Facebook page as well as on a YouTube channel, which is still under construction, and local cable channels in the LOTO region.

 

Media production company, Powerboat P1 will be producing a special program covering the two-day racing event.  LOTO Shootout executive director Leah Martin says that the program will air in September........

Johnson Outdoors Released Fourth Quarter Results........

 

Johnson Outdoors Inc has released that they had slightly lower sales and decreased earnings for the fiscal year ending on September 30, 2022.  Fiscal 2022 sales decreased by 1 percent compared to the previous record-high fiscal year.

 

Johnson Outdoors also saw operating profit decrease by 40 percent and net income dropped 47 percent over fiscal 2021.  Total operating profit was $66.3 million and operating profit ended up at $111.3 million.

 

In the fishing segment, revenue declined by 5 percent despite strong demand. Watercraft Recreation sales saw an increase of 2 percent thanks to continued demand for the Sportsman line........

Continuing until further notice, Luhr Brothers, a contractor for the USACE, is conducting weir degradation operations in the vicinity of Mile 119.8, Ste Genevieve Weir Field.


MILE 166.8 - DREDGE OPERATION
Continuing until further notice, the Dredge GOETZ is conducting dredging operations in the vicinity of Mile 166.8.


MILE 168.0 - Mile 145.0 - DREDGE OPERATION
Continuing until further notice, the Dredge POTTER is conducting dredging operations between approximate Miles 168.0 and 145.0.

District 8 MRS                                                 UPDATED December 14, 2022

Mississippi River System

 

MISSISSIPPI RIVER

MILE 168.0 - MILE 145.0 - DREDGE OPERATION
Zone 28/29 are in the low water action phase, in accordance with the Western Rivers WAP Annex. Deep Draft tows are advised to depart the area. All vessels shall transit at a slow speed near fleeting areas, to minimize impact due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow, and identify fleeting areas in the event of a river closure. Mariners are requested to transit the area with caution, and contact Sector Upper Mississippi Command Center via VHF-FM Cannel 16, (314) 269-2332, email at sumrwaterways@uscg.mil, to
report shoaling, hazardous conditions, or missing aids to navigation

MILE 130.0 - 116.0 - DREDGE OPERATION
Continuing until further notice, Luhr Brothers, a contractor for the USACE, is conducting weir degradation operations in the vicinity of Mile 119.8, Ste Genevieve Weir Field. Work will be conducted from 7:00 a.m. until 5:00 p.m., each day. The contact boat is the M/V JASON LUHR, and will monitor VHF-FM Channel 13, 16 or 72 or at (573) 803-7930. No river closures are scheduled, but minor delays may occur. Transiting tows are requested tocontact the M/V JASON LUHR, in advance to make passing arrangements. Southbound tows are requested to make contact at Mile 130.0 and northbound tows when at Mile 116.0. Mariners are urged to transit the area at their slowest safe speed and proceed with caution, after passing
arrangements have been made.

MILE 166.8 - DREDGE OPERATION
Continuing until further notice, the Dredge GOETZ is conducting dredging operations in the vicinity of Mile 166.8. Work will be conducted 24-hours a day, 7-days a week. The Dredge GOETZ utilizes floating pontoon pipelines, anchor lines, small tender and skiffs, in support of operations. The Dredge GOETZ will monitor VHF-FM Channel 13, 16 or 82, and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 168.0 - Mile 145.0 - DREDGE OPERATION
Continuing until further notice, the Dredge POTTER is conducting dredging operations between approximate Miles 168.0 and 145.0. Work will be conducted from 7:00 a.m. until 5:30 p.m., 7-days a week. The floating plant will consist of the Dredge POTTER and associated tender vessels, small
boats and barges. Dredge spoils are pumped through pontoon pipelines or self-floating pipelines, which may cross the navigation channel, with placement of spoils outside of the navigation channel. Mariners should be on the lookout for tender boats, barges, small survey boats, and pipeline
when transiting the dredge area. The Dredge POTTER will monitor VHF-FM Channel 13, or 16 and requests 30-minutes advance notice of passing. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

LOCK & DAM 22.  UMR MILE 301.2

Lock 22 will be closed to all navigation from 0700 hours on Friday January 13, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 21.  UMR MILE 324.9

Lock 21 will be closed to all navigation from 0700 hours on Thursday January 12, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 19.  UMR MILE 364.2

Lock No. 19 will be closed to all navigation at 0700 hours on Monday, December 19, 2022 through 1200 hours on Friday, March 3, 2023. The purpose of the closure is to perform contract work for PLC System upgrades, Valve and Miter Gates Cylinder Replacement, and USACE testing.

Guided Eagle Tours Returning Soon........

 

The Great Rivers & Routes Tourism Bureau has announced that the guided eagle watching shuttle tours in Alton and Grafton, Illinois will be returning on January 7, 2023.

 

Cory Jobe, President and CEO of the Great Rivers & Routes Tourism Bureau says that Eagle watching guided tours are a great way to enjoy the winter tourism season.

 

Each year, upwards of 1,000 bald eagles are expected to migrate to the Riverbend and resume their winter roosts along the Meeting of the Great Rivers National Scenic Byway........

Missouri River Management

Runoff Expected To End 2022 At 74% Of Normal........

 

The U.S. Army Corps of Engineers reduced the releases from the Gavins Point Dam as planned on November 21, ending water flow support for Missouri River navigation.

 

John Remus, chief of the Corps' Missouri River Basin Water Management Division said that the releases from Gavins Point Dam have been reduced to the winter release of 12,000 cubic feet per second

 

Runoff into the Upper Mississippi RIver Basin above Sioux City, Iowa was 540,000 acre-feet in November, only 51 percent of average.  The runoff forecast for 2022 is 19.0 million acre-feet, or 74 percent of normal.  Average annual runoff is 25.7 million acre-feet.........

A Second Tornado Crossed The River........

 

While Trolling The Internet....  We reeled in a video showing a tornado crossing the Mississippi River.  It had touched down in New Orleans, Louisiana and crossed the river into Arabi, Louisiana.  This is the second time this year that this phenomenon has occurred....

Lake Of The Ozarks

Large Barge With Skid-Steer Aboard Sank........

 

On Tuesday, A barge with a skid steer aboard it sank in the Lake of the Ozarks, and their owner, lake Ozark-based Horseshoe Bend Docks and Rip-Rap Service, wants to determine why.

 

Shane Wilson with Horseshoe Bend Docks & Rip-Rap Service says that they are not sure what exactly caused the barge to sink, noting that the company had owned the barge for decades with no issues.

 

Wilson added that it did not look like the equipment was leaking fluid, however, crews were on-site to place oil containment booms and working to determine how to lift the heavy equipment from the lake.......

Flood Insurance News

FEMA Updated Flood Risk Assessment Methodology.........

 

For the first time in 50 years, the Federal Emergency Management Administration has changed the methodology used in their National Flood Insurance Program.

 

Changes in climatic and urban conditions prompted a thorough review of the variables considered in order to accurately determine how vulnerable a property is to flooding. 

 

Out of the 5 million properties reevaluated for flood risk, the potential threat of flood has increased for 3.9 million properties and as such, the cost of insurance premiums was increased........

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED December 14, 2022

Mississippi River System

 

MISSISSIPPI RIVER

MILE 168.0 - MILE 145.0 - DREDGE OPERATION
Zone 28/29 are in the low water action phase, in accordance with the Western Rivers WAP Annex. Deep Drat tows are advised to depart the area. All vessels shall transit at a slow speed near fleeting areas, to minimize impact due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow, and identify fleeting areas in the event of a river closure. Mariners are requested to transit the area with caution, and contact Sector Upper Mississippi Command Center via VHF-FM Cannel 16, (314) 269-2332, email at sumrwaterways@uscg.mil, to
report shoaling, hazardous conditions, or missing aids to navigation

MILE 130.0 - 116.0 - DREDGE OPERATION
Continuing until further notice, Luhr Brothers, a contractor for the USACE, is conducting weir degradation operations in the vicinity of Mile 119.8, Ste Genevieve Weir Field. Work will be conducted from 7:00 a.m. until 5:00 p.m., each day. The contact boat is the M/V JASON LUHR, and will monitor VHF-FM Channel 13, 16 or 72 or at (573) 803-7930. No river closures are scheduled, but minor delays may occur. Transiting tows are requested tocontact the M/V JASON LUHR, in advance to make passing arrangements. Southbound tows are requested to make contact at Mile 130.0 and northbound tows when at Mile 116.0. Mariners are urged to transit the area at their slowest safe speed and proceed with caution, after passing
arrangements have been made.

MILE 166.8 - DREDGE OPERATION
Continuing until further notice, the Dredge GOETZ is conducting dredging operations in the vicinity of Mile 166.8. Work will be conducted 24-hours a day, 7-days a week. The Dredge GOETZ utilizes floating pontoon pipelines, anchor lines, small tender and skiffs, in support of operations. The Dredge GOETZ will monitor VHF-FM Channel 13, 16 or 82, and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 168.0 - Mile 145.0 - DREDGE OPERATION
Continuing until further notice, the Dredge POTTER is conducting dredging operations between approximate Miles 168.0 and 145.0. Work will be conducted from 7:00 a.m. until 5:30 p.m., 7-days a week. The floating plant will consist of the Dredge POTTER and associated tender vessels, small
boats and barges. Dredge spoils are pumped through pontoon pipelines or self-floating pipelines, which may cross the navigation channel, with placement of spoils outside of the navigation channel. Mariners should be on the lookout for tender boats, barges, small survey boats, and pipeline
when transiting the dredge area. The Dredge POTTER will monitor VHF-FM Channel 13, or 16 and requests 30-minutes advance notice of passing. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

LOCK & DAM 22.  UMR MILE 301.2

Lock 22 will be closed to all navigation from 0700 hours on Friday January 13, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 21.  UMR MILE 324.9

Lock 21 will be closed to all navigation from 0700 hours on Thursday January 12, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 19.  UMR MILE 364.2

Lock No. 19 will be closed to all navigation at 0700 hours on Monday, December 19, 2022 through 1200 hours on Friday, March 3, 2023. The purpose of the closure is to perform contract work for PLC System upgrades, Valve and Miter Gates Cylinder Replacement, and USACE testing.

Corps Hosting Workshops For Mel Price Water Control Manual Revisions........

 

On Thursday, December 15, the U.S. Army Corps of Engineers will be hosting public workshops for the Melvin Price Locks and Dam water control manual revision. 

 

The workshops will be held at Grafton City Hall, 118 E. Main St. in Grafton, Illinois from 1 - 3 pm and from 6 - 8 pm.

 

The Corps will be providing information about the Melvin Price water control manual revision, current operations and the proposed increase in the maximum drawdown.  Representatives from the St. Louis District Water Control Office will be on hand to provide information and answer questions........

Asian Carp Update

Black Carp Now Calling Local Rivers Home........

 

A recent study conducted by the U.S. Geological Survey revealed that the invasive black carp are now naturally living and reproducing in the Mississippi and Illinois Rivers.  The black carp can grow rapidly, up to 3 feet in length.

 

Black carp prey on snails and mussels and are a threat to native mussel species as mussels improve water quality by filtering out algae, bacteria and pollutants as they breathe and feed.

 

The study examined black carp caught between May 2011 and September 2018 for age, size, the environments where they had lived and whether they were raised in controlled settings or reproduced in the wild........

Boat Manufacturer

Brunswick Expanding Fort Wayne Manufacturing Facility........

 

The Brunswick Corporation is currently expanding their Fort Wayne, Indiana facility with the addition of a new 17,000 square foot building, in which the company will manufacture fiberglass components for Harris and Cypress Cay pontoon boats.

 

The expansion, which is scheduled to be completed by May 2023, is expected to reduce lead times, manage costs and bring approximately 50 jobs to the Fort Wayne region.

 

Aine Denari, Brunswick Boat Group president says that this announcement represents an exciting milestone for the Fort Wayne facility as the company continues to invest in the Harris brand while carrying out strategic plans for increasing capacity and stabilizing the supply chain........

Boating News Off The Coast Of Delaware

Missing Florida-Bound Boat Found, Boaters Rescued........

 

The U.S. Coast Guard reports that a Florida-bound sailboat that had been missing since December 3rd from off the coast of North Carolina has been found powerless and adrift 214 miles off the coast of Delaware.

 

Coast Guard officials report that 65 year old Kevin Hyde and 76 year old Joe Ditomasso were rescued after getting the attention of a passing tanker by waving their arms and a flag. 

 

The two mariners and a dog were taken aboard the tanker at 4:18 pm Tuesday, December 13th.  They were checked out medically and found to have "no immediate concerns".  The fate of their boat, the Atrevida II was not revealed........

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED December 7, 2022

Mississippi River System

 

MISSISSIPPI RIVER

MILE 103.0 - MILE 102.0 - DREDGE OPERATION
Continuing until December 14, 2022, the Dredge HURLEY is conducting dredging operations between approximate Miles 103.0 and 102.0. Work will be conducted 24-hours a day, 7-days a week. Due to the channel width, a daily 12-hour river closure has been coordinated. The river closure will
be from 6:00 a.m. to 6:00 p.m., each day. The floating plant will consist of the Dredge HURLEY and associated tender vessels, small boats and barges. Dredge spoils are pumped through pontoon pipeline or self-floating pipeline, which may cross the navigation channel, with placement of
spoils outside of the navigation channel. The Dredge HURLEY will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

MILE 168.0 - Mile 145.0 - DREDGE OPERATION
Continuing until further notice, the Dredge POTTER is conducting dredging operations between approximate Miles 168.0 and 145.0. Work will be conducted from 7:00 a.m. until 5:30 p.m., 7-days a week. The floating plant will consist of the Dredge POTTER and associated tender vessels, small
boats and barges. Dredge spoils are pumped through pontoon pipelines or self-floating pipelines, which may cross the navigation channel, with placement of spoils outside of the navigation channel. Mariners should be on the lookout for tender boats, barges, small survey boats, and pipeline
when transiting the dredge area. The Dredge POTTER will monitor VHF-FM Channel 13, or 16 and requests 30-minutes advance notice of passing. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

LOCK & DAM 22.  UMR MILE 301.2

Lock 22 will be closed to all navigation from 0700 hours on Friday January 13, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 21.  UMR MILE 324.9

Lock 21 will be closed to all navigation from 0700 hours on Thursday January 12, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 19.  UMR MILE 364.2

Lock No. 19 will be closed to all navigation at 0700 hours on Monday, December 19, 2022 through 1200 hours on Friday, March 3, 2023. The purpose of the closure is to perform contract work for PLC System upgrades, Valve and Miter Gates Cylinder Replacement, and USACE testing.

ILLINOIS RIVER

MILE 21.0 - MILE 19.5 - LINE WORK/SAFETY ZONE/RIVER CLOSURE
Continuing until further notice, line work is being conducted between approximate Miles 21.0 and 19.5. To facilitate this operation, the COTP Upper Mississippi River has issued a Safety Zone closing the river during working hours. No vessels will be allowed to transit the area during working hours,
unless permission is given by the COTP. Working hours will be transmitted via Special Marine Information Broadcasts. If there are days when work is not being conducted, then no Special Marine Information Broadcast will be transmitted. Outside of the line working hours, the waterway will be
open. Mariners may contact the U.S. Coast Guard Western Rivers Command Center at (314) 269-2332, for additional information.

Mississippi River Shipping

River Levels Better....  More Rain Needed....

 

Shipping officials say that the water levels along the Mississippi River are improving, however, they are not out of the woods just yet,  More rainfall will be needed to maintain the higher river levels.

 

Barge shipping has improved, especially south of St. Louis, but officials with ag transportation company CGB Enterprises say that they are cautious looking even a few weeks ahead, noting that more rainfall is needed.

 

In spite of all of the challenges, they state that no matter what happens along the Mississippi River next year, they will find a way to move products to their final destinations........

Mississippi River Shipping

Rail Companies Cannot Pick Up The Slack For River Shipping........

 

The drought and subsequent low water conditions along the Mississippi River have caused shippers that usually rely on river barges to shift to rail freight, however, decades of constricted capacity has made rail a poor choice as well.

 

The historic drought in the Mississippi River Basin has restricted the barge shipping industry, forcing farmers and other shippers to seek out alternatives for getting their goods and crops to port prior to winter.  Many have turned to rail shipping.

 

The railroads, however, are ill-equipped to handle the load causing shipping prices to skyrocket while reducing the capacity.  Typically barges deliver more than 60 percent of the corn and soybean exports and close to $100 billion in cargo, including fuel, grain, industrial chemicals and building materials........

Mississippi River At New Orleans, Louisiana

Officials Announce $1.8 Billion Port Expansion........

 

On Monday, Louisiana Governor John Bel Edwards announced that a historic public-private partnership between the state of Louisiana, the Port of New Orleans and two global maritime industry leaders has been established to build a $1.8 billion container facility on the Lower Mississippi River.

 

Port NOLA estimates that the new Louisiana International Terminal in St. Bernard Parish will be capable of serving vessels of all sizes which will dramatically increase Louisiana's import/export capacity while creating over 17,000 new jobs across the state by 2050.

 

This project is currently in the design and permitting phase of the U.S. Army Corps of Engineers' environmental review process.  Barring unforeseen delays, construction work is slated to start in 2025, with the first berth opening in 2028........

Warehouse Project Proposed Just South Of The Missouri River.........

 

NorthPoint Development of Kansas City recently filed plans for the construction of close to 1.9 million square feet of storage and distribution buildings just south of the Missouri River in Maryland Heights, Missouri.

 

NorthPoint is calling on the city of Maryland Heights to approve rezoning the land to allow for the industrial development.  According to the plans filed with Maryland Heights, NorthPoint's potential tenants are expected to mainly be in the storage and logistics sector.

 

This project, called 364 Logistics Center, would be at least the fourth industrial park to be constructed in the region, including another project from NorthPoint called Riverview Commerce Center that would add 1.1 million square feet........

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED December 7, 2022

Mississippi River System

 

MISSISSIPPI RIVER

MILE 103.0 - MILE 102.0 - DREDGE OPERATION
Continuing until December 14, 2022, the Dredge HURLEY is conducting dredging operations between approximate Miles 103.0 and 102.0. Work will be conducted 24-hours a day, 7-days a week. Due to the channel width, a daily 12-hour river closure has been coordinated. The river closure will
be from 6:00 a.m. to 6:00 p.m., each day. The floating plant will consist of the Dredge HURLEY and associated tender vessels, small boats and barges. Dredge spoils are pumped through pontoon pipeline or self-floating pipeline, which may cross the navigation channel, with placement of
spoils outside of the navigation channel. The Dredge HURLEY will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

MILE 168.0 - Mile 145.0 - DREDGE OPERATION
Continuing until further notice, the Dredge POTTER is conducting dredging operations between approximate Miles 168.0 and 145.0. Work will be conducted from 7:00 a.m. until 5:30 p.m., 7-days a week. The floating plant will consist of the Dredge POTTER and associated tender vessels, small
boats and barges. Dredge spoils are pumped through pontoon pipelines or self-floating pipelines, which may cross the navigation channel, with placement of spoils outside of the navigation channel. Mariners should be on the lookout for tender boats, barges, small survey boats, and pipeline
when transiting the dredge area. The Dredge POTTER will monitor VHF-FM Channel 13, or 16 and requests 30-minutes advance notice of passing. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

LOCK & DAM 22.  UMR MILE 301.2

Lock 22 will be closed to all navigation from 0700 hours on Friday January 13, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 21.  UMR MILE 324.9

Lock 21 will be closed to all navigation from 0700 hours on Thursday January 12, 2023 until 1300 hours on Thursday March 2, 2023

LOCK & DAM 19.  UMR MILE 364.2

Lock No. 19 will be closed to all navigation at 0700 hours on Monday, December 19, 2022 through 1200 hours on Friday, March 3, 2023. The purpose of the closure is to perform contract work for PLC System upgrades, Valve and Miter Gates Cylinder Replacement, and USACE testing.

ILLINOIS RIVER

MILE 21.0 - MILE 19.5 - LINE WORK/SAFETY ZONE/RIVER CLOSURE
Continuing until further notice, line work is being conducted between approximate Miles 21.0 and 19.5. To facilitate this operation, the COTP Upper Mississippi River has issued a Safety Zone closing the river during working hours. No vessels will be allowed to transit the area during working hours,
unless permission is given by the COTP. Working hours will be transmitted via Special Marine Information Broadcasts. If there are days when work is not being conducted, then no Special Marine Information Broadcast will be transmitted. Outside of the line working hours, the waterway will be
open. Mariners may contact the U.S. Coast Guard Western Rivers Command Center at (314) 269-2332, for additional information.

Waterway Legislation

Water Resources Development Act Passed In The House........

 

The U.S. House of Representatives recently passed the Water Resources Development Act of 2022 as part of the National Defense Authorization Act for Fiscal Year 2023.  The U.S. Senate is expected to take up the measure next prior to sending it to the White House to be signed into law.

 

The WRDA of 2022 is a bipartisan measure that will improve ports and harbors, inland waterway navigation, flood and storm protection and water resources infrastructure across the United States.

 

The legislation was introduced by Representative Sam Graves, (R-MO) and Peter DeFazio (D-OR).  Graves says that the WDRA 2022 is a win for all who believe flood control and navigation should be the top priorities in the management of the nation's waterways........

Jake Stachovak embarks on Kayak Trip around Great loop

Jake Stachovak embarked on a 10 month, 6100 mile Great Loop adventure by kayak. Initially, he was departing and returning from Portage, Wisconsin. However after encountering a blizzard and frozen rivers, he decided on Plan B. He ended up departing from Grafton, Illinois on Saturday, December 12

Jake is believed to be the first person to do the great loop by kayak. It took 280 days to complete the loop, returning on Sept. 11, 2010

Corps Takes Delivery Of New Survey Vessel........

 

The U.S. Army Corps of Engineers recently took delivery of the 49 foot Tobin, which was constructed by Alabama-based Silver Ships.  The aluminum-hulled Tobin is a hydrographic survey vessel that will be used to map the mouth of the Mississippi River.

 

The Tobin is named for Thomas G. Tobin, who worked fort the Corps' New Orleans District for over 30 years as an engineer and programmer developing systems that automate the processing and mapping of daily navigation condition surveys collected.

 

According to Silver Ships, the mission-specific Tobin will allow researchers to accurately and effectively gather and document data on the always changing waters of the Mississippi River........
