Sad News

Karen Halley Has Passed Away.....

Karen L Halley (nee Forister) was called by God to take a walk on the stairway to Heaven on Saturday, March 11, 2023 at 9:24am after her extensive battle with cancer. Karen was preceded on her walk by her father, Robert E Forister. Karen waits for others left to continue their paths on Earth. She was the loving wife of Michael (Mike) Halley, cherished daughter of Jacqueline Forister (nee Tappel), sisters Mary Kay Hermeyer (Rick), Pamela Kelley (Kevin), brother Robert Forister Jr (Kim). Karen was the devoted mother of son Jimmy Nix Jr, daughter Jaime Smith, son Cory Nix, Grandmother of Cory Nix Jr, Libby Nix, Liam Nix, Addy Nix, Erin Hannon, Marty Smith, Lexi Nix, Austin Nix. Karen was also stepmother to Crystal Hicks (nee Halley) and several more grandchildren and 3 great grandchildren. Karen now has her wings and there's a new angel and a bright new star in Heaven.

Mississippi River System

 

MISSISSIPPI RIVER

MILE 200.5 - L/D CLOSURE
Melvin Price L/D main chamber in the vicinity of Mile 200.5, will be closed for construction until March 31, 2023. During this closure, the auxiliary chamber will remain open and available to pass traffic. Mariners should be alert for and abide by any special instructions issued by the lockmaster.
MILE 185.5 - L/D CLOSURE - UPDATE
Continuing until March 17, 2023, L/D 27 main chamber, will be closed to replace the main lock miter gate anchorages. The auxiliary lock will remain open and available for transit. Mariners should be alert for, and abide by, any special instructions that may be issued by the lockmaster.

Inland Waterways

Corps Budget Request Contains No Funds From The Inland Waterways Trust Fund........

 

Earlier this month, the Biden Administration released their Fiscal Year 2024 budget which requests $7.41 billion for the U.S. Army Corps of Engineers' Civil Works program.  This is an increase over FY23's $6.6 billion funding request and is the largest budget request for the Corps in recent years.

 

Chief of Engineers General Scott Spellmon said that he did not submit a request to the assistant secretary of the Army-civil works for any funding from the approximately $125 million annually available from the Inland Waterways Trust Fund because the Corps "does not have the capability" to use it due to work on ongoing projects funded through the Infrastructure Investment and Jobs Act.

 

This announcement disappointed Waterways interests.  Tracy Zea. president and CEO of Waterways Council Inc. says that the announcement was surprising since President Biden had stated that strengthening the supply chain was a major goal for 2024.  Zea says that the decision will cause projects to take longer and cost more due to delays, affecting modernization efforts for inland waterways lock and dam infrastructure.......

COVID-19


The Calhoun Ferry Company, who operates the Golden Ealge Ferry, received a call from the U.S. Coast Guard advising that all passengers will be required to stay in their vehicles when crossing the river on the ferry. This is in response to the restrictions placed on gatherings of 10 or more people.

The Calhoun Ferry Company also eliminated the late night runs on Friday and Saturday.

Missouri River Near Bismarck, North Dakota

Ice Jams Are Unlikely, But Still A Threat........

 

Longtime Bismarck residents may recall the Missouri River Ice Jam of 2009, as the potential for flooding was so severe that the National Guard teamed up with demolition experts to demolish the jam located south of the city.

 

Experts say that an ice jam is not likely this year, however, there is still a chance, as ice jams are not predictable.  Hydrologist Alan Schlag says that ice jams are created in that area when a tributary releases it's ice into the Missouri River.

 

Schlag says that when an ice jam blocks the river channel, there can be flash flooding in that section of the river in just hours.  Schlag adds that they are hoping for a slow, gradual melt which will allow ice to flow freely, avoiding any jams........

Meramec River Near Eureka, Missouri

I-44 Lane on Bridge Closing Through December........

 

The Missouri Department of Transportation recently announced that an eastbound lane of Interstate 44 near Eureka will be closed around the clock beginning on March 20th at 8 pm.  The lane will remain closed until December.

 

The lane closure will be on the bridge spanning the Meramec River.  The Missouri Department of Transportation will be rehabilitating the bridge.  Ryan Pearcy, MoDOT area engineer for southwest St. Louis COunty says that they will be replacing expansion joints and other preventative maintenance. 

 

MoDOT also announced that two westbound lanes will be closed overnight on Tuesday, March 21, Wednesday, March 22 and Thursday, March 23.  These closures will run from 8 pm through 5 am........

Mississippi River Near New Orleans, Louisiana

Neptune Pass Has Widened Considerably........

 

What was once a small canal along the eastern bank of the Mississippi River has widened to become a major channel over the past six years, flowing five times more water than New York's Hudson River.

 

Neptune Pass, located about 25 miles upstream from where the Mississippi River empties into the Gulf of Mexico, funnels freshwater and sediment into the shallow coastal waters of Quarantine Bay and Bay Denesse.

 

Alex Kolker, a coastal geologist at the Louisiana Universities Marine Consortium says that this is the largest branch to open up in nearly a century.  What was once a 150 foot canal in 2016 has widened into an 850 foot wide distributary in 2023, flowing over 118,600 cubic feet per second, which is about 16 percent of the Mississippi's total flow........

Mississippi River At Alton, Illinois

Work Continuing On Melvin Price Locks And Dam Project........

 

On Friday, workers and concrete forms were visible in the main lock chamber at the Melvin Price Locks and Dam No.26 in Alton, Illinois as work on the three phase project proceeds.

 

The project shut down the main lock chamber, causing a slowdown of barge traffic at the beginning of the year.  This project is expected to take about three more months.  Currently, crews are working on replacing the vertical lift gate in the main lock chamber.

 

This project marks the first time that a gate on the 1,200 foot main lock chamber has been replaced since the dam began operations in 1989.  Currently, river traffic is being directed through the auxiliary lock chamber........

Upper Missouri River Basin

Corps Prepping The Missouri River For Spring.........

 

The U.S. Army Corps of Engineers are beginning to make adjustments to the operations of the Missouri River system as spring draws near.  According to Mike Swenson with the Corps' Omaha office, the releases from the Gavins Point Dam near Yankton will begin increasing.

 

Swenson says that there is plenty of storage space in the Upper Missouri River Reservoirs, but due to the lower expected runoff into the basin, hydropower production from the dams is expected to be lower than normal.

 

Swenson adds that given the current runoff conditions, the Corps is expecting to cut the Missouri River navigation season short by about three weeks in the fall........

Snagging in Illinois

Mississippi & Illinois Rivers....

 

1) Snagging for fish is permitted from September 15 through December 15 and from March 15 through May 15 within a 300 yard downstream limit below all locks and dams of the Illinois River, except for the area below the Peoria Lock and Dam where snagging is permitted year round.
2) Snagging for fish is permitted from September 15 through December 15 and from March 15 through May 15 within a 300 yard downstream limit below all locks and dams of the Mississippi River between Illinois and Missouri, except for the Chain of Rocks low water dam at Chouteau Island - Madison County, also known as Dam 27 at the Chain of Rocks - Madison County where no snagging is permitted. Snagging is permitted from 1/2 hour before sunrise to 1/2 hour after sunset daily, March 1 through April 15 within a 500 yard downstream limit below locks and dams on the Mississippi River between Illinois and Iowa.... click here to read more.

Mississippi River Near Cairo, Illinois

IDOT Closing US 60/62 Bridge Next Week........

 

The Illinois Department of Transportation is planning to close the US 60/62 Bridge spanning the Mississippi River between Missouri and Illinois near Cairo, Illinois next week.

 

The Illinois Department of Transportation states that the US 60/62 Bridge will be closed to all traffic beginning Monday and running through Thursday to allow crews to make a detailed inspection of the bridge structure.  The span will be closed again March 27 - 30 for more inspections........

Karen Halley Has Passed Away.....

Karen L Halley (nee Forister) was called by God to take a walk on the stairway to Heaven on Saturday, March 11, 2023 at 9:24am after her extensive battle with cancer. Karen was preceded on her walk by her father, Robert E Forister. Karen waits for others left to continue their paths on Earth. She was the loving wife of Michael (Mike) Halley, cherished daughter of Jacqueline Forister (nee Tappel), sisters Mary Kay Hermeyer (Rick), Pamela Kelley (Kevin), brother Robert Forister Jr (Kim). Karen was the devoted mother of son Jimmy Nix Jr, daughter Jaime Smith, son Cory Nix, Grandmother of Cory Nix Jr, Libby Nix, Liam Nix, Addy Nix, Erin Hannon, Marty Smith, Lexi Nix, Austin Nix. Karen was also stepmother to Crystal Hicks (nee Halley) and several more grandchildren and 3 great grandchildren. Karen now has her wings and there's a new angel and a bright new star in Heaven.

Melvin Price L/D main chamber in the vicinity of Mile 200.5, will be closed for construction until March 31, 2023. During this closure, the auxiliary chamber will remain open and available to pass traffic. Mariners should be alert for and abide by any special instructions issued by the lockmaster.
MILE 185.5 - L/D CLOSURE - UPDATE
Continuing until March 17, 2023, L/D 27 main chamber, will be closed to replace the main lock miter gate anchorages. The auxiliary lock will remain open and available for transit. Mariners should be alert for, and abide by, any special instructions that may be issued by the lockmaster.

Flooding

Floods Occurring More Often, More Severe Around St. Louis........

 

Major flooding in the Metro St. Louis region seems to be happening more often and is more severe than in years past.  For example, the Mississippi River near St. Louis spent over a year of the 2010s - 373 days - at or above flood stage. 

 

There are several factors that contribute to this issue, from the reliance on levees that constrict the rivers, pushing water levels higher to wetter weather trends.

 

Bob Criss, a professor at Washington University, has long been studying local flooding issues and his research reveals that official flood level predictions at sites along the Mississippi River have less than a 1 percent chance of being correct.........

Paddlefish Season Has Arrived....  MDC Says Mind Your Fish Waste....

 

The Missouri spring paddlefish snagging season began on March 15th and will run through April 30th, and the Missouri Department of Conservation is reminding the public to responsibly disposed of waste when cleaning fish.

 

Every year, the MDC receives multiple nuisance complaints of fish waste on the banks near public fishing accesses, especially during paddlefish snagging season.

 

The MDC says that it is important for anglers to do their part in keeping fishing areas clean for others to use.  Fish cleaning waste should be placed in trash receptacles or back in the water as opposed to the water's edge.  It should be discarded into deeper water or in the flowing part of the stream........

Boating Legislation

The Outdoors Recreation Act Reintroduced........

 

The America's Outdoor Recreation Act was recently reintroduced in the 118th Congress with strong bipartisan support.  The legislation is intended to improve access to outdoor spaces, including waterways.

 

According to Chris Perkins, senior director of the Outdoor Recreation Roundtable, the bill is a commonsense, no-cost way to improve access to green spaces and wild outdoor places in every state in the nation.

 

America's Outdoors Recreation Act would:

○  Enable permit streamlining to ease burdens on outfitters and guides and improve access to outdoor experiences
○  Improve access to recreation on public lands and waters
○  Ensure access to green spaces in underserved communities
○  Update outdoor recreation infrastructure
○  Develop, improve, and complete long-range trails
○  Invest in rural economic development

On Friday, Lake of the Ozarks Shootout organizers announced their latest collaboration with Union Internationale Motonautique and the American Powerboat Association Sanctioned Kilo Races during this year's shootout.

 

Leah Martin, Executive Director of the Shootout says that the addition of kilo racing is a great way to enliven the event, adding something new and unique the 35th annual Shootout........

Sad News

Karen Halley Has Passed Away.....

Karen L Halley (nee Forister) was called by God to take a walk on the stairway to Heaven on Saturday, March 11, 2023 at 9:24am after her extensive battle with cancer. Karen was preceded on her walk by her father, Robert E Forister. Karen waits for others left to continue their paths on Earth. She was the loving wife of Michael (Mike) Halley, cherished daughter of Jacqueline Forister (nee Tappel), sisters Mary Kay Hermeyer (Rick), Pamela Kelley (Kevin), brother Robert Forister Jr (Kim). Karen was the devoted mother of son Jimmy Nix Jr, daughter Jaime Smith, son Cory Nix, Grandmother of Cory Nix Jr, Libby Nix, Liam Nix, Addy Nix, Erin Hannon, Marty Smith, Lexi Nix, Austin Nix. Karen was also stepmother to Crystal Hicks (nee Halley) and several more grandchildren and 3 great grandchildren. Karen now has her wings and there's a new angel and a bright new star in Heaven.

 Karen loved her life with Mike and all the great friends she made. She always made people smile and everyone loved her warm and caring heart. It’s not the years in the life that matter, it’s the life in the years, and Karen’s life with Mike was filled with joy, fun, family, friends and excitement. She loved the river life Mike introduced her to, and even bought her own boat. Karen was affectionately given the nickname of "Minnie" by her river friends, due to the high pitch of her voice when she was having fun. She had a special drink at the Yacht Club where we'd always get lunch or dinner when at our boat. Her drink has been named for her in her honor at the club and will now be called the "Minnie", a Malibu and water with a splash of cranberry. When at "The Yacht Club Of St Louis" ask for a "Minnie" in her honor. Karen loved working out to stay fit, and doing yoga with her yoga buddies, and going to breakfast afterward with a few of them. She really loved going to Yoga and talked highly of her instructor, Dawn, and the many different workouts she came up with. Karen will be missed by many and was loved by even more and will never be forgotten. With all our love our sweet angel, until we see you again when we take that walk on the stairway to Heaven.

Arrangements for Karen Halley will be at St Charles Memorial Gardens / Baue at 3950 West Clay near Cave Springs Rd in St Charles, MO. Visitation will be on Saturday, March 25th from 10:30am to 11:30am with a service immediately following, 11:30am to 12:30pm. A celebration of life will be announced at a later date.

Mike and Karen Halley hail out of the "Yacht Club of St Louis" in the boat "Over Exposed".

Memorials can be made in Karen Halley's name to the “Karen Weidinger Foundation” @ https://karensfoundation.org to help fight cancer.

Melvin Price L/D main chamber in the vicinity of Mile 200.5, will be closed for construction until March 31, 2023. During this closure, the auxiliary chamber will remain open and available to pass traffic. Mariners should be alert for and abide by any special instructions issued by the lockmaster.
MILE 185.5 - L/D CLOSURE - UPDATE
Continuing until March 17, 2023, L/D 27 main chamber, will be closed to replace the main lock miter gate anchorages. The auxiliary lock will remain open and available for transit. Mariners should be alert for, and abide by, any special instructions that may be issued by the lockmaster.

Piasa Park Sees More Vandalism........

 

On Thursday, the parking lot at Piasa Park off the Great River Road was showing signs of being used as a place to do doughnuts and drift cars, with rubber skid marks left on the lot.

 

Piasa Park has suffered several acts of vandalism in the past few years, with the latest being the breaking of the marker that told visitors of the Native American legends surrounding the Piasa Bird.  The park has also had issues with spray painted graffiti........

MDC Hosting Invasive Species Webcast........

 

For anyone interested in learning about invasive animal and plant species in Missouri, the Missouri Department of Conservation will be hosting their Wild Webcast on Invasive Plant and Animal Species online on Wednesday, March 22nd from noon to 1 pm.

 

Invasive species are aggressive non-native plants and animals that reproduce and spread quickly, causing harm to the environment, human health and/or the economy.  Being relocated from their native lands, invasive species have few, if any natural predators to keep their populations in check.

 

Angela Sokolowski, Invasive Species Ecologist with the Missouri Department of Conservation will be sharing her expertise during the webcast, discussing what communities, individuals and organizations can do to identify, control and even eliminate invasive species........

Looking For A Job?  The Gateway Arch Is Hiring.........

 

If you are looking for a job, you could get one at the Gateway Arch.  Currently, there are more than 120 jobs available for full and part time, seasonal tourism and hospitality workers.

 

Between 2021 and 2022, attendance at the Gateway Arch increased by 41 percent.  Bi-State Development says that Arch employees could receive a $500 hiring incentive as well as a free Metro Transit pass good for unlimited rides on MetroLink and MetroBus and other perks.

Fishing News From Orange Beach, Alabama

Anglers Reel In A Great White Shark........

 

Earlier this month on March 7th, a rare event occurred off the coast of Alabama when shark fishing guides Dylan Wier and Blaine Kenney of Coastal Worldwide, LLC caught an 11 foot shark from the shore.

 

The anglers set the bait about 600 yards off of the beach when the shark hit the bait and took off.  Wier was still out in his kayak placing the second bait around 250 yards when he heard the reel start singing.  From the time that the shark took the bait until the anglers released the shark back into the water was only 32 minutes.

 

According to Jill Hendon, director of the University of Southern Mississippi's Center for Fisheries Research and Development, it is rare to catch a great white shark on the beach, however, they do inhabit the colder, deeper coastal waters of the Gulf.  She added that catching the shark in early March was more likely due to the cooler water temps along the shore........

Karen was the devoted mother of son Jimmy Nix Jr, daughter Jaime Smith, son Cory Nix, Grandmother of Cory Nix Jr, Libby Nix, Liam Nix, Addy Nix, Erin Hannon, Marty Smith, Lexi Nix, Austin Nix. Karen was also stepmother to Crystal Hicks (nee Halley) and several more grandchildren and 3 great grandchildren. Karen now has her wings and there's a new angel and a bright new star in Heaven.

 Karen loved her life with Mike and all the great friends she made. She always made people smile and everyone loved her warm and caring heart. It’s not the years in the life that matter, it’s the life in the years, and Karen’s life with Mike was filled with joy, fun, family, friends and excitement. She loved the river life Mike introduced her to, and even bought her own boat. Karen was affectionately given the nickname of "Minnie" by her river friends, due to the high pitch of her voice when she was having fun. She had a special drink at the Yacht Club where we'd always get lunch or dinner when at our boat. Her drink has been named for her in her honor at the club and will now be called the "Minnie", a Malibu and water with a splash of cranberry. When at "The Yacht Club Of St Louis" ask for a "Minnie" in her honor. Karen loved working out to stay fit, and doing yoga with her yoga buddies, and going to breakfast afterward with a few of them. She really loved going to Yoga and talked highly of her instructor, Dawn, and the many different workouts she came up with. Karen will be missed by many and was loved by even more and will never be forgotten. With all our love our sweet angel, until we see you again when we take that walk on the stairway to Heaven.

Arrangements for Karen Halley will be at St Charles Memorial Gardens / Baue at 3950 West Clay near Cave Springs Rd in St Charles, MO. Visitation will be on Saturday, March 25th from 10:30am to 11:30am with a service immediately following, 11:30am to 12:30pm. A celebration of life will be announced at a later date.

Memorials can be made in Karen Halley's name to the “Karen Weidinger Foundation” @ https://karensfoundation.org to help fight cancer.

Melvin Price L/D main chamber in the vicinity of Mile 200.5, will be closed for construction until March 31, 2023. During this closure, the auxiliary chamber will remain open and available to pass traffic. Mariners should be alert for and abide by any special instructions issued by the lockmaster.
MILE 185.5 - L/D CLOSURE - UPDATE
Continuing until March 17, 2023, L/D 27 main chamber, will be closed to replace the main lock miter gate anchorages. The auxiliary lock will remain open and available for transit. Mariners should be alert for, and abide by, any special instructions that may be issued by the lockmaster.

STL Jury Awards $15 Million

To Mother Of Worker That Drowned In The Mississippi River........

 

On Wednesday, a St. Louis jury ordered Osage Marine Services to pay $15 million to the mother of a barge worker that slipped and fell into the Mississippi River and drowned in December 2019.

 

Attorneys say that 22 year old Casey Redmond was working on a deck crew for Osage Marine Services for about nine months when he and a supervisor were called out to service a barge at around 1:30 am on a cold and dark night.

 

As Redmond followed his supervisor onto the barge, he slipped and fell into the river, disappearing under their boat.  His body was never found.  Attorney for Redmond's mother, Candace Love claim that Osage Marine Services did not make sure the barge was clean and safe and did not try to rescue Redmond after he fell........

Mississippi River Management

MRCTI Mayors Seek Increased Resilience Of Mississippi River Basin........

 

Member mayors of the Mississippi River Cities & Towns Initiative recently released a policy platform that outlines their goals of directing the federal funding from the Infrastructure Investment and Jobs Act and the Inflation Reduction Act to strengthen and benefit the river corridor.

 

The MRCTI is a group of 103 mayors of towns and cities lining the Mississippi River from north of the Twin Cities to the Gulf of Mexico. Their efforts are focused on channeling and directing investment throughout the river basin, reflecting coordinated plans involving public agencies and private businesses in order to make the river basin more efficient, productive and resilient.

 

The majority of the programs that the MRCTI advocates for are "navigation adjacent", as opposed to directly concerned with navigation.  The MRCTI is calling on Congress to support the Marine Highway Programming by funding the grant account at $12 million........

Mississippi River Near Granite City, Illinois

Construction Begins On New Interstate 270 Mississippi River Bridge........

 

Work has started on the new Interstate 270 Chain of Rocks Bridge spanning the Mississippi River between Missouri and Illinois.  The new Chain of Rocks Bridge will be constructed adjacent to the existing span, which was completed in 1966.

 

Once the new span opens, the existing four lane I-270 Chain of Rocks Bridge will be demolished and a new span will be built in it's place.  Initially, the new span will open as a four lane, but will eventually have six lanes after the diverging diamond interchange at Riverview Drove is completed.

 

The project is expected to be wrapped up by 2026 and cost about $500 million.  The existing span is nearing the end of it's design life and has undergone multiple repairs including to it's structural steel and substructure........

Mississippi River Near Vicksburg, Mississippi

Body Of Missing Barge Worker Has Been Recovered........

 

On March 14th, responders recovered the body of the missing Louisiana barge worker Donny Mitchell, who had disappeared on February 7th after slipping from a barge while working.

 

Mitchell was recovered after Adams County Port Director Anthony Hauer alerted Adams County Sheriff Travis Patten to report the sighting of a possible body floating in the Mississippi River during the unloading of a barge.

 

Responders with the Adams County Investigative Unit, as well as search and rescue, emergency management, the Natchez Fire Department and Mississippi Wildlife and Fisheries headed out to the scene.  At 4:22 pm, the search and rescue team and Mississippi Wildlife and Fisheries successfully recovered Mitchell's body........

Karen Halley Has Passed Away.....

Karen L Halley (nee Forister) was called by God to take a walk on the stairway to Heaven on Saturday, March 11, 2023 at 9:24am after her extensive battle with cancer. Karen was preceded on her walk by her father, Robert E Forister. Karen waits for others left to continue their paths on Earth. She was the loving wife of Michael (Mike) Halley, cherished daughter of Jacqueline Forister (nee Tappel), sisters Mary Kay Hermeyer (Rick), Pamela Kelley (Kevin), brother Robert Forister Jr (Kim). Karen was the devoted mother of son Jimmy Nix Jr, daughter Jaime Smith, son Cory Nix, Grandmother of Cory Nix Jr, Libby Nix, Liam Nix, Addy Nix, Erin Hannon, Marty Smith, Lexi Nix, Austin Nix. Karen was also stepmother to Crystal Hicks (nee Halley) and several more grandchildren and 3 great grandchildren. Karen now has her wings and there's a new angel and a bright new star in Heaven.

 Karen loved her life with Mike and all the great friends she made. She always made people smile and everyone loved her warm and caring heart. It’s not the years in the life that matter, it’s the life in the years, and Karen’s life with Mike was filled with joy, fun, family, friends and excitement. She loved the river life Mike introduced her to, and even bought her own boat. Karen was affectionately given the nickname of "Minnie" by her river friends, due to the high pitch of her voice when she was having fun. She had a special drink at the Yacht Club where we'd always get lunch or dinner when at our boat. Her drink has been named for her in her honor at the club and will now be called the "Minnie", a Malibu and water with a splash of cranberry. When at "The Yacht Club Of St Louis" ask for a "Minnie" in her honor. Karen loved working out to stay fit, and doing yoga with her yoga buddies, and going to breakfast afterward with a few of them. She really loved going to Yoga and talked highly of her instructor, Dawn, and the many different workouts she came up with. Karen will be missed by many and was loved by even more and will never be forgotten. With all our love our sweet angel, until we see you again when we take that walk on the stairway to Heaven.

Arrangements for Karen Halley will be at St Charles Memorial Gardens / Baue at 3950 West Clay near Cave Springs Rd in St Charles, MO. Visitation will be on Saturday, March 25th from 10:30am to 11:30am with a service immediately following, 11:30am to 12:30pm. A celebration of life will be announced at a later date.

Melvin Price L/D main chamber in the vicinity of Mile 200.5, will be closed for construction until March 31, 2023. During this closure, the auxiliary chamber will remain open and available to pass traffic. Mariners should be alert for and abide by any special instructions issued by the lockmaster.
MILE 185.5 - L/D CLOSURE - UPDATE
Continuing until March 17, 2023, L/D 27 main chamber, will be closed to replace the main lock miter gate anchorages. The auxiliary lock will remain open and available for transit. Mariners should be alert for, and abide by, any special instructions that may be issued by the lockmaster.

STL Freightway Offering Students, Teachers Riverboat Cruises........

 

The St. Louis Regional Freightway is calling for educators and students to take advantage of curated riverboat cruises this year that will provide tours through a part of the Ag Coast of America.

 

The cruises will be offered on the first Wednesday of the month starting in April.  These cruises will be open to educators, educational administrators, high school and college student groups and others interested in learning about the Ag Coast and the career opportunities available in the region's transportation, manufacturing and logistics industries.

 

Participants will get a close-up look at crucial elements of the St. Louis region's multimodal freight network along a 15 mile section of the Mississippi River running through the STL's region of the Ag Coast of America........

Cahokia Creek In Madison County, Illinois

AG Filed 2nd Order Related To Madison County Oil Spill........

 

Attorney General Kwame Raoul recently filed a second agreed interim order in an ongoing lawsuit against Marathon Pipe Line LLC concerning the spill of approximately 147,000 gallons of heavy crude oil from a pipeline near Edwardsville in March 2022.

 

The order requires Marathon to fully investigate the effects of the spill and determine whether additional corrective actions may be required.  Raoul says that the order guarantees that Marathon takes the necessary actions to eliminate the human and environmental risks in the areas affected by the spill.

 

The lawsuit alleges that Marathon violated the Illinois Environmental Protection Act and endangered public safety and the environment by causing or allowing the release of heavy crude oil into Cahokia Creek, which is a tributary of the Mississippi River........

Annual High Water Inspection........

 

The Mississippi River Commission has announced that they will be conducting their annual high water inspection trip along the Mississippi River from March 27th through the 31st.

 

There will be public meetings held by the Mississippi River Commission aboard the M/V Mississippi where they will discuss issues affecting the U.S. Army Corps of Engineers, commission projects and programs throughout the Mississippi River basin, the district commander's overview of current project issues in the respective area and hear presentations to the commission by local organizations and the public concerning the commission or the Corps.

 

The meetings will be held at:

 

○  Cairo, Ill. City Front: 9 a.m.–12 p.m. March 27
○  Memphis, Tenn. Beal Street Landing: 9 a.m.–12 p.m. March 28
○  Greenville, Miss., City Front: 9 a.m.–12 p.m. March 29

○  New Orleans, La., New Orleans District dock: 9 a.m.–12 p.m. March 31.

Sea Ray Celebrating 50 Years In Florida........

 

Brunswick Boat Group subsidiary Sea Ray recently announced the 50th anniversary of their Merritt Island, Florida manufacturing facility.  Sea Ray began manufacturing boats at the Merritt Island facility in 1973 and today, employs over 425 people at that location.

 

The Merritt Island facility, known as the Brunswick Integrated Manufacturing Center, manufactures the Sundancer 370, 370 Outboard, the SLX 400 and SLX 400 Outboard models.

 

Sea Ray president Keith Yunger says that it is quite an achievement to celebrate 50 years of manufacturing vessels on Merritt Island.  He adds that one of Sea Ray's most popular models, the Sundancer, was created at the location.........

Karen Halley Has Passed Away.....

Karen L Halley (nee Forister) was called by God to take a walk on the stairway to Heaven on Saturday, March 11, 2023 at 9:24am after her extensive battle with cancer. Karen was preceded on her walk by her father, Robert E Forister. Karen waits for others left to continue their paths on Earth. She was the loving wife of Michael (Mike) Halley, cherished daughter of Jacqueline Forister (nee Tappel), sisters Mary Kay Hermeyer (Rick), Pamela Kelley (Kevin), brother Robert Forister Jr (Kim). Karen was the devoted mother of son Jimmy Nix Jr, daughter Jaime Smith, son Cory Nix, Grandmother of Cory Nix Jr, Libby Nix, Liam Nix, Addy Nix, Erin Hannon, Marty Smith, Lexi Nix, Austin Nix. Melvin Price L/D main chamber in the vicinity of Mile 200.5, will be closed for construction until March 31, 2023. During this closure, the auxiliary chamber will remain open and available to pass traffic. Mariners should be alert for and abide by any special instructions issued by the lockmaster.
MILE 185.5 - L/D CLOSURE - UPDATE
Continuing until March 17, 2023, L/D 27 main chamber, will be closed to replace the main lock miter gate anchorages. The auxiliary lock will remain open and available for transit. Mariners should be alert for, and abide by, any special instructions that may be issued by the lockmaster.

Meramec River Near Fenton, Missouri

Corps, Fenton Hosting Meeting On Flood Risk Management Study........

 

The U.S. Army Corps of Engineers, St. Louis District and the City of Fenton will be holding an in-person public meeting on March 28th to discuss the study information and gather feedback on potential flood risk management solutions to address property and infrastructure damage caused by flooding.

 

Matt Jones, project manager for the Corps St. Louis District says that homes, businesses and infrastructure within the Meramec Basin watershed have been significantly affected by flooding recently and communities are looking to find solutions to the flooding problem.

 

Jones adds that the meeting will allow residents, business owners and the general public to inform the Corps about flooding within the community and offer input on the direction of the study........

Mississippi River Near New Orleans, Louisiana

Corps Enacts Phase I Flood Fight........

 

The Mississippi RIver at the Carrollton Gauge at New Orleans has risen to 11 feet and this means that the U.S. Army Corps of Engineers, New Orleans DIstrict will activate the Phase I Flood Fight efforts.

 

Phase I flood fight means that the Corps will begin patrolling the Mississippi RIver levees twice a week until the Mississippi RIver at the Carrollton Gauge falls below 11 feet.

 

THe frequent patrols will allow the Corps and levee officials to more quickly identify and respond to any problems caused by high river levels.  The National Weather Service says that the Mississippi River at Carrollton is expected to crest at 12 feet around March 20th........

Missouri River Near Riverside, Missouri

KC Area Angler Finds Part Of A Gravestone In The River........

 

While on a fishing trip at the end of last month, angler Olen Lehman, operator of KC Rodbenders fishing charter company, found part of a gravestone in the riverbank near Riverside, Missouri.

 

Lehman says that the river level is particularly low right now and the gravestone was located in an area normally covered with water.  He added that the grave marker could have come from the Flood of 1993, or it could have come from anywhere.

 

Lehman is looking to track down the owner of the gravestone and has spent two weeks researching the gravestone online, but has no concrete leads.  The gravestone is engraved with what appears to be the last name "Emerson" and has a date of 1955.  The letters "HER" are at the top of the marker, possibly the second half of the word father or mother........

Karen Halley Has Passed Away.....

Karen L Halley (nee Forister) was called by God to take a walk on the stairway to Heaven on Saturday, March 11, 2023 at 9:24am after her extensive battle with cancer. Karen was preceded on her walk by her father, Robert E Forister. Karen waits for others left to continue their paths on Earth. She was the loving wife of Michael (Mike) Halley, cherished daughter of Jacqueline Forister (nee Tappel), sisters Mary Kay Hermeyer (Rick), Pamela Kelley (Kevin), brother Robert Forister Jr (Kim). Karen was the devoted mother of son Jimmy Nix Jr, daughter Jaime Smith, son Cory Nix, Grandmother of Cory Nix Jr, Libby Nix, Liam Nix, Addy Nix, Erin Hannon, Marty Smith, Lexi Nix, Austin Nix. Karen was also stepmother to Crystal Hicks (nee Halley) and several more grandchildren and 3 great grandchildren. Karen now has her wings and there's a new angel and a bright new star in Heaven.

 Karen loved her life with Mike and all the great friends she made. She always made people smile and everyone loved her warm and caring heart. It’s not the years in the life that matter, it’s the life in the years, and Karen’s life with Mike was filled with joy, fun, family, friends and excitement. She loved the river life Mike introduced her to, and even bought her own boat. Karen was affectionately given the nickname of "Minnie" by her river friends, due to the high pitch of her voice when she was having fun. She had a special drink at the Yacht Club where we'd always get lunch or dinner when at our boat. Her drink has been named for her in her honor at the club and will now be called the "Minnie", a Malibu and water with a splash of cranberry. When at "The Yacht Club Of St Louis" ask for a "Minnie" in her honor. Karen loved working out to stay fit, and doing yoga with her yoga buddies, and going to breakfast afterward with a few of them. She really loved going to Yoga and talked highly of her instructor, Dawn, and the many different workouts she came up with. Karen will be missed by many and was loved by even more and will never be forgotten. With all our love our sweet angel, until we see you again when we take that walk on the stairway to Heaven.

Arrangements for Karen Halley will be at St Charles Memorial Gardens / Baue at 3950 West Clay near Cave Springs Rd in St Charles, MO. Visitation will be on Saturday, March 25th from 10:30am to 11:30am with a service immediately following, 11:30am to 12:30pm. A celebration of life will be announced at a later date.

Mike and Karen Halley hail out of the "Yacht Club of St Louis" in the boat "Over Exposed".

Memorials can be made in Karen Halley's name to the “Karen Weidinger Foundation” @ https://karensfoundation.org to help fight cancer.

Mississippi River Flood Outlook

The Riverbend Region Could See Moderate Flooding........

 

On Thursday, the National Weather Service's St. Louis office released their latest spring flood outlook, and there is a good chance that parts of the Riverbend region will see moderate flooding.

 

According to Mark Fuchs, the senior hydrologist with the National Weather Service St. Louis, the probability of moderate flooding in the next 90 days is approximately 46 percent in St. Louis, but some areas have higher chances.

 

Grafton, Chester and Quincy, Illinois are towns where moderate flooding is likely and Louisiana, Missouri also has a probability of moderate flooding of more than 50 percent........

Missouri River Basin

Runoff Still Below Normal........

 

Despite some improvements in the drought conditions along the Upper Missouri River Basin, runoff into the river above Sioux City, Iowa has remained below normal.

 

Runoff into the Missouri River's Upper Basin during February was 1 million acre-feet, which is about 86 percent of average.  The 2023 runoff forecast is for 21.5 MAF, or 84 percent of the average of 25.7 MAF.

 

According to John Remus, chief of the U.S. Army Corps of Engineers' Missouri River Basin Water Management Division, the soil moisture has slightly improved in some areas, however, drought conditions are still present across the majority of the basin........

Several social media posts showed two river tows pushing barges through Lake Pepin in Saturday, marking the beginning of the 2023 shipping season along the Upper Mississippi River.

 

As of Saturday evening, the tows, Neil N. Diehl and the Phillip M. Pfeffer were just past Lake City, Minnesota and making their way through the ice at 1.5 knots.

 

The U.S. Army Corps of Engineers reported areas of open water in Lake Pepin last week.  The latest ice measurements taken on March 6th showed more than 20 inches of ice in some areas, but close to half was more porous "white ice".

 

The average starting date for commercial vessels to begin navigating Lake Pepin is March 20th.  The earliest that the shipping season has begun on the Upper Mississippi RIver was on March 4th, which has occurred three times over the past 40 years........

The Mississippi River Delta

New Study Reveals What Human Actions Add To Land Loss........

 

A study from researchers at Indiana University and Louisiana State University has revealed new information concerning the role human activity has played in the large scale land loss within the Mississippi River Delta.

 

Up until now, scientists have been uncertain about what human related factors are the most consequential and why the most rapid period of land loss in the Mississippi River Delta has occurred between the 1960s and the 1990s and has since slowed down.

 

Doug Edmonds, the Malcolm and Sylvia Boyce Chair in the IU Bloomington College of Arts and Sciences' Department of Earth and Atmospheric Sciences, says that it is tempting to link the land loss to the construction of dams in the Mississippi River Basin, but the research indicates that dam building has not had that big of an effect..........

Mississippi River Near Memphis, Tennessee

Corps Looking At Ecosystem Restoration Project........

 

The U.S. Army Corps of Engineers is studying a new Mississippi River restoration project that will begin with a 39-mile section near Memphis, Tennessee that could help save threatened and endangered aquatic species.

 

The Mississippi River levee system has disconnected the river from much of it's floodplain.  This is an unintended consequence of the Corps' flood control and navigation projects, which has made the river have a more managed flow.

 

The Corps is now proposing a wide-ranging ecosystem restoration project for approximately one-third of the Lower Mississippi River, beginning with a 39 mile section near Memphis........

Karen Halley.....

Karen L Halley (nee Forister) was called by God to take a walk on the stairway to Heaven on Saturday, March 11, 2023 at 9:24am after her extensive battle with cancer. Karen was preceded on her walk by her father, Robert E Forister. Karen waits for others left to continue their paths on Earth. She was the loving wife of Michael (Mike) Halley, cherished daughter of Jacqueline Forister (nee Tappel), sisters Mary Kay Hermeyer (Rick), Pamela Kelley (Kevin), brother Robert Forister Jr (Kim). Karen was the devoted mother of son Jimmy Nix Jr, daughter Jaime Smith, son Cory Nix, Grandmother of Cory Nix Jr, Libby Nix, Liam Nix, Addy Nix, Erin Hannon, Marty Smith, Lexi Nix, Austin Nix. Karen was also stepmother to Crystal Hicks (nee Halley) and several more grandchildren and 3 great grandchildren. Karen now has her wings and there's a new angel and a bright new star in Heaven.

 Karen loved her life with Mike and all the great friends she made. She always made people smile and everyone loved her warm and caring heart. It’s not the years in the life that matter, it’s the life in the years, and Karen’s life with Mike was filled with joy, fun, family, friends and excitement. She loved the river life Mike introduced her to, and even bought her own boat. Karen was affectionately given the nickname of "Minnie" by her river friends, due to the high pitch of her voice when she was having fun. She had a special drink at the Yacht Club where we'd always get lunch or dinner when at our boat. Her drink has been named for her in her honor at the club and will now be called the "Minnie", a Malibu and water with a splash of cranberry. When at "The Yacht Club Of St Louis" ask for a "Minnie" in her honor. Karen loved working out to stay fit, and doing yoga with her yoga buddies, and going to breakfast afterward with a few of them. She really loved going to Yoga and talked highly of her instructor, Dawn, and the many different workouts she came up with. Karen will be missed by many and was loved by even more and will never be forgotten. With all our love our sweet angel, until we see you again when we take that walk on the stairway to Heaven.

Arrangements for Karen Halley will be at St Charles Memorial Gardens / Baue at 3950 West Clay near Cave Springs Rd in St Charles, MO. Visitation will be on Saturday, March 25th from 10:30am to 11:30am with a service immediately following, 11:30am to 12:30pm. A celebration of life will be announced at a later date.

Memorials can be made in Karen Halley's name to the “Karen Weidinger Foundation” @ https://karensfoundation.org to help fight cancer.

Mississippi River Near Dubuque, Iowa

Increased Risk Of Major Flooding This Spring........

 

The National Weather Service recently released the third and final Spring Flood Outlook prior to the 2023 spring season and the news is grim for those living and working along the Mississippi River.

 

The report states that there is a "well above normal" risk of flooding along the Mississippi River from Dubuque, through the Quad Cities and into Burlington.  There is also a slightly above normal risk of flooding along the tributaries, including the Rock and Wapsipinicon River.

 

Historically, the Mississippi River usually has a 25 percent risk of Major flooding, but hydrologists say that this year, there is an 82 percent risk of major flooding........

Mississippi River At Inver Grove Heights, Minnesota

Newlyweds Loose Their Home In Boat Fire........

 

On Tuesday evening, a newlywed couple lost their houseboat and all of their belongings in a boat fire at Castaways Marina on the Mississippi River at Inver Grove Heights, Minnesota.

 

Reportedly, the fire broke out on a 50 foot boat moored at the marina and jumped to an adjoining vessel.  At this time, no cause of the fire has been determined.

 

As responders worked to put down the fire, a firefighter fell into the river, but was quickly pulled from the water.  There were no injuries reported and the fire was report out at 9:22 pm.  A GoFundMe account has been set up for the newlyweds........

Spring Flood Outlook

Moderate Spring Flood Risk Forecast........

 

On Thursday, the National Weather Service released their latest spring flooding outlook for rivers between Beardstown Illinois and Chester, Illinois.  The flood risk for the Riverbend is moderate this spring.

 

The National Weather Service says that moderate flooding along the Upper Mississippi River, with minor flooding likely among most of the Missouri River and nearly normal flooding chances along most local tributaries.

 

The NWS stated that Thursday's flooding outlook was not skewed by any current flooding or by any expected excessive rainfall.  They added that runoff from the heavy rainfall and the minor flooding from last weekend has moved out of the area........

Paddlefish Season Opens......

 

The paddlefish snagging season for these and most other waters in the state runs March 15 through April 30. The season for the Mississippi River is March 15 through May 15 with a fall season of Sept. 15 through Dec. 15.

St. Louis Cleared Riverfront Homeless Camp........

 

City of St. Louis crews and bulldozers started removing what was left of a tent on Friday afternoon.  The people sleeping in tents along the riverfront at Laclede's Landing were given a 10 day notice to evacuate and they were also offered housing. 

 

On Friday, Gretchen Minges, owner of Advantes Group, which is heavily invested in Laclede's Landing, said that she and other business operators in the area had viewed the encampment as a source of crime.

 

Minges added that her staff and tenants feel that they're not being held hostage any longer.  She added that it's nice to be able to walk around the neighborhood without fear.........

River Shipping News

Barge Lines Expect Better Shipping Season This Year........

 

Experts in the farm industry are not anticipating that they will not be seeing as many transportation-related challenges this year as compared to 2022.  In recent months, barge freight rates have fallen from the historic high levels last fall.

 

According Eric Wuthrich, manager of Farmers Grain Co. in Roseville, one thing that has improved over last year is transportation.  He added that last year, it seemed that freight was quite difficult to come by.

 

Jake Brodbeck, vice president of the ARTCo barge line subsidiary of Archer Daniels Midland says that he believes that barge freight will remain steady for the next several years unless there is another crazy weather event........

Fishing News

Fishing Adds $148 Million TO U.S. Economy........

 

The American Sportfishing Association recently released their Economic Contributions of Recreational Fishing: U.S. Congressional Districts report, which is an update of previous data collected and reflects angler participation and economic effects in all 50 states.

 

Mike Leonard, ASA vice president of governmental affairs said that it is important that congressional members have the data to make the best possible decisions.  He adds that this study demonstrates that recreational fishing is an economic driver and creates jobs.

 

The report states that the 52.4 million anglers in the United States contributes some $148 million in economic output and support 945,000 jobs across the nation.  They also contribute $1.8 billion towards conservation........

On Saturday, March 25 and Sunday, March 26, the Alhonna Resort at the Lake of the Ozarks will be hosting their Annual Spring Classic Buddy Bass Tournament, which features the payback of all entry fees.

 

The tournament fees include the complementary pre-take-off breakfast and coffee at the Blue Cat Lounge at 6 am for both days, with the tournament getting underway at 7 am.

 

Tournament prizes will be awarded directly after Sunday's weigh-in........
