Ohio River Near Louisville, Kentucky

Two Barges Still Pinned Against Dam, Traffic Resumes........

On the evening of Tuesday, March 28th, the locks at McAlpine Locks and Dam reopened, approximately 17 hours after barges broke free from their tow and became pinned against the dam at Ohio River Mile Marker 606.8 near Louisville, Kentucky.

Louisville Emergency Management reports that restrictions remain at the site which require southbound traffic to use a helper vessel through local traffic services.

As of March 29th, responders had removed one of the two hopper barges carrying corn that were pinned against the dam, however, one remains.  The other barge still pinned to the dam contains approximately 1,400 metric tons of methanol........

River History ....

31 March 1973 in River History
Flood of 1973

The Mississippi River, at St. Louis, reached it's peak flood level during the record breaking flood.

The extended flood caused more than $1 billion in damages and 33 deaths.

The cause of the 1973 flood is attributed to above average rain fall that started in October 1972 in the river basins that feed river. More than normal amouts of water flowed down the river throughout the winter, setting the stage for major flooding when the March rains started.

Most of the Midwest was already saturated, the Mighty Mississippi began rising and inundating communities along the river. The worst came in early April when many levees failed south of St. Louis and the river claimed 6 million acres of ground......

Over $5.7 million in improvements are planned for America's Central Port in Granite City, Illinois.  Governor J.B Pritzker recently announced that two port projects will be among 22 states sharing $197.5 million to improve freight movement across Illinois.

America's Central Port will be receiving $3.63 million via the Illinois Competitive Freight Program for Phase 2 of dock improvements.  An additional $909,000 in matching funds will support the $4.54 million project.

An additional $2.1 million in program funds is slated for Phase 3 of road improvements at the port.  An additional $525,000 in matching funds will fund the $2,625 million project........

Mississippi River At Quincy, Illinois

Riverfront Development Expected To Call For Bids For Power Line Relocation........

On Wednesday, the Quincy Riverfront Development Corporation's board of directors met to get an update on the progress of current projects.  Robert Venvertloh with Klingner and Associates briefed the board on the project to bury the power lines at the riverfront and remove the 90-plus year old metal towers to make the riverfront appear less industrial.

Venvertloh stated that there is one more portion of the project that requires approval from Amren Illinois involving a structure that will handle the junction of lines running from the riverfront eastward into the city.  After the approval has been received, the project will go out for bid.

Chuck Bevelheimer, Quincy's director of planning and development states that time is critical for the $350,000 state grant that was secured with the assistance of state Senator Jill Tracy, R-Quincy.  He adds that he would like to see the bid request go out within the next 30 days to show that the work is proceeding........

Piasa Park Plans........

Additional details surrounding the redevelopment of Alton's Piasa Park have been released by the Great Rivers and Routes Tourism Bureau.  The project will transform the park over the next several years.

One of the additions to the park will be a 4,500 square foot state-of-the-art Byway Discovery Center that will become the new Alton Visitors Center.  The new facility will be approximately four times larger than what they currently have.

Concerns about potential flooding in the park region have been raised, which according to Cory Jobe, President and CEO of the Great Rivers and Routes Tourism Bureau is not in the floodplain.  He adds that they will have to raise the ground a few feet........

River History & Bad Decisions....

March 30, 1822 in River History

The United States Congress passed an Act that vested land in the state of Illinois for construction of a man made navigable canal (CSSC) to connect Lake Michigan and the Chicago River with the Illinois and Mississippi River.

In 1887 the Illinois General Assembly decided to reverse the flow of the Chicago River through civil engineering by taking water from Lake Michigan and discharging it into the Mississippi River watershed through the Chicago Sanitary and Ship Canal.

The hydrologic connection was made in 1900 giving commercial navigation access to the Mississippi watershed, but along with that came Chicago's sewageflowing  down the Mississippi River.

Corps Offers To Fund Hydraulics Study........

On Monday, the news of a potential federally-funded hydraulic study of the Missouri River at Washington was heralded as a major step forward as city officials look to mitigate flood-related closures of Highway 47, the Washington airport and possibly create a future connection between the Katy Trail and Rock Island Trail.

John Nilges, the Washington Public Works Director, says that they have been working with the U.S. Army Corps of Engineers to determine if any funding is available to do some type of hydraulics study for what a causeway would do to the floodplain and possibly what an alternative levee would do as well.

Nilges adds that last week, he received confirmation that the U.S. Army Corps of Engineers was interested in funding the $110,000 study.  City officials say that it is now up to the Washington City Council to initiate the funding request........

Plenty Of Job Openings At The Gateway Arch........

At 630 feet high, the iconic Gateway Arch is the tallest man-made monument in the United States and proudly stands as the symbol of St. Louis along the Mississippi River.

The Arch has seem a huge increase in the number of visitors heading through the turnstiles, however, the number of workers to fill crucial positions at the monument and aboard the riverboats is down.

Corps Met With City Of Fenton To Discuss Flooding........

Residents of Fenton, Missouri headed to City Hall to hear what the U.S. Army Corps of Engineers had to say about their efforts to help solve the city's chronic flooding issues.

According to Matt Jones with the Corps' St. Louis District, there are two options:  Structural and Non-structural.  Structural solutions would include levee construction and non-structural would involve home buyouts, flood-proofing homes or home elevations.

Jones states that the Corps are leaning more towards non-structural solutions.  He said that the Corps has been more focused on more nature-based solutions and trying to live with the water as opposed to moving it.........

River History....

29 March 1969 in River History

On March 29, 1969 a replica of Christopher Columbus' sailing ship, the Santa Maria arrived in St Louis and was moored along side the Admiral Riverboat on the downtown St. Louis riverfront. Alfonso J. Cervantes, former mayor of St. Louis Mayor, acquired the ship in a bidding war with the Rockefellers. He wanted to use it to recall the Spanish history of St. Louis.

The Santa Maria did not fit in very well with the rest of the Riverfront at that time and quickly became the punch-line of many jokes.

On July 28, 1969, a storm caused the Santa Maria and the Becky Thatcher to break loose from their moorings. They floated downstream and hit an Illinois dock. The Santa Maria was damaged on her starboard side and sank. The ship was raised and repaired.

In March of 1973 the Sana Maria She found a new home in Titusville, Florida. In 1974 she was gutted by a fire.

Santa Maria is Latin for Saint Mary

Source: St. Louis Post Dispatch

Mississippi River At St. Louis, Missouri

A Look Back At The Arrival Of The Santa Maria........

On March 29, 1969, a small group of people braved the windy 30 degree weather to watch a harbor tug push a replica of the Christopher Columbus ship, the Santa Maria alongside the S.S. Admiral on the St. Louis riverfront.

St. Louis Mayor, Alfonso J. Cervantes, who was quite proud of his Spanish heritage, acquired the replica as a symbol of St. Louis' brief stint as a Spanish colony two centuries prior.  Unfortunately, the 15th century cargo ship didn't quite fit in on the riverfront and quickly became the butt of local jokes.

It's stay along the riverfront was brief, as a storm on the evening of June 28th broke free the moorings of the Becky Thatcher restaurant boat, with 100 people onboard, carrying the Santa Maria with it two miles downstream, where the vessels struck a dock on the Illinois bank.  The Santa Maria sank, but the passengers aboard the Becky Thatcher were saved........

News Release From BoatUS

ANNAPOLIS, Md., March 28, 2023 – For most recreational boaters, VHF radios are a better lifesaving tool than the omnipresent cellphone, even as more boaters use cellphones for emergency on-water communications. Why? The VHF radio remains the only tool at the boater’s disposal that can summon those potential rescuers on the water nearest you – sometimes with the press of one simple red button – saving critical rescue time.

To help boaters get the most out of their VHF radio, the BoatUS Foundation for Boating Safety and Clean Water reveals the top three mistakes boaters tend to make when using VHF radios.

1. Failure to get an MMSI (and program it in). A Maritime Mobile Service Identity (MMSI) number brings your VHF into the modern age of Digital Selective Calling (DSC VHF), offering the ability make direct calls to other DSC-VHF radios. However, what an MMSI-equipped DSC-VHF radio does better than any cellphone is it allows a simple, one-button mayday distress, giving everyone aboard the ability to summon emergency help to your precise location on the water. This unique nine-digit MMSI number is issued for your vessel and must be programmed into your radio. Without it, you lose your DSC-VHF’s biggest lifesaving advantage. You can request an MMSI for $25 at BoatUS.com/MMSI, or join BoatUS and get it for free.

2. Forgetting to speak slowly and clearly. Life on the water isn’t always peaceful. We may have to deal with a tricky situation, which causes stress that may affect the way we speak. If you have pick up the VHF microphone to summon emergency help, remember to slow down, speak slowly to help ensure your words are understood the first time. It can save rescuers time.

3. Talking on VHF radio Ch. 16. Think of VHF channel 16 as a “street corner” where you go to meet up with friends before heading to an activity, a night out, or fishing. You “connect” there, and then move on. More importantly, Ch. 16 is the place to summon emergency help, because U.S. Coast Guard watchstanders are also on the “street corner.” However, because only one person may transmit on Ch. 16 at a time, routine communications with other vessels should move off the “street corner” as quickly as possible. To do this, simply hail the vessel you wish to communicate with, and once they respond to the affirmative, bring the conversation to working channels 68, 69, 71, 72 or 78A. Write these channels down on your radio with a sharpie so you’ll remember. This keeps channel 16 clear of non-emergency chatter. The U.S. Coast Guard asks that VHF radio checks also take place on working channels.

Want to improve your VHF skills? The BoatUS Foundation offers an online learning course, All About Marine Radio, at BoatUS.org.

Lake Mead Near Las Vegas, Nevada

Skeletal Remains From Lake Mead Have Been Identified........

Officials from Clark County, Nevada recently announced that skeletal remains found at Lake Mead have been identified as 39 year old Donald Smith of North Las Vegas.  Smith had drowned in April of 1974.

Smith's identification was made through DNA analysis and officials have ruled his death as accidental.  Smith was discovered on October 17, 2022 near Callville Bay and was the fourth set of human remains found in Lake Mead.

The first set of remains were found on May 1, when a body was found in a barrel near Hemenway Harbor.  Less than a week later, more human remains were found and a third body had been discovered on July 25th at Swim Beach near Boulder Beach........

Upper Mississippi River Basin

Heavy, Wet Snow Has Increased Spring Flood Risk........

The heavy, wet snow that has blanketed upper Wisconsin and Minnesota is expected to cause flooding this spring along the Mississippi River and there is a possibility that the flooding could be severe.

Oh Thursday, the National Weather Service had released a spring flooding outlook that stated that the flood risk is "much above normal".  This forecast is based primarily on heavy snowfall that has occurred over the past six weeks.

Jordan Wendt, service hydrologist for the National Weather Service in La Crosse says that the region's snowfall has been wetter than usual this winter, meaning that there is a higher amount of water trapped in the snowpack........

Fishing News From Lake Erie

Two Anglers Plead Guilty To Cheating During Walleye Tournament........

On Monday, two anglers pled guilty to stuffing lead weights and fish filets into fish during a Lake Erie fishing tournament last year.  Cuyahoga County Court of Common Pleas Judge Steven Gall will sentence the men on May 11th.

On September 30, 2022, 43 year old Jacob Runyan and 36 year old Chase Cominsky competed in the Lake Erie Walleye Trail tournament in Cleveland.  The tournament director noticed that their walleyes weighed more then they looked like they should and sliced open the fish, which contained ten lead weights and several walleye filets.

Runyan and Cominsky stood to have won a total prize of $28,760 if they had won the tournament.  Upon the discovery of their cheating, the anglers were immediately disqualified........

Lowered Water Temps Near Monticello Nuclear Plant Kills 230 Fish........

On Monday, Xcel Energy reported that lower water temperatures in the Mississippi River have killed about 230 fish near their Monticello nuclear power plant after the company shut the facility down to repair a cooling system leak.

Xcel spokesman Theo Keith says that when the plant is operating, it draws cooling water from the river, returning it at a higher temperature.  When the facility is shut down, the river temperature falls, affecting fish in the area.  They took the plant offline gradually to mitigate the effects on fish, but 230 died.

Xcel began powering down the facility on Friday to allow crews to replace a 50 year old pipe that leaked tritium contaminated water into the groundwater. Keith says that the tritium was not a factor in the fish kill........

Closure Of Westbound JB Bridge Bumped Up To Wednesday........

The Missouri Department of Transportation has announced that they will be accelerating the planned closure of the westbound span of the Jefferson Barracks Bridge carrying Interstate 255 over the Mississippi River to Wednesday night in an effort to avoid forecasted inclement weather this weekend.

The closure is part of an ongoing bridge rehabilitation project that resulted in the eastbound span being closed last year.  The crews had started closing two lanes on Monday, between 6 pm and 5 am. These closures will continue Tuesday and Wednesday, with the westbound span closing by 5 am Thursday.

Traffic will be shifted to the eastbound span, with two lanes of eastbound traffic and two lanes of westbound traffic crossing the river.  The westbound span will remain closed through December........

WHO: U.S. Coast Guard St. Louis Area Units

WHAT: Recruiting event for Junior Reserve Officers’ Training Corps students.

WHEN: Tuesday, March 28th from 9 a.m. to 1 p.m.

WHERE: St. Louis Service Base, 100 Arsenal Street, St. Louis, Missouri, 63118

ST. LOUIS, Mo. – The Coast Guard will host a recruiting event for local JROTC students and families with interactive displays demonstrating the Coast Guard’s missions and opportunities to interact with servicemembers, Tuesday.

The event will have static and live waterfront response boat displays, aids-to-navigation demonstrations, and tours of Coast Guard cutters Gasconade and Cheyenne. There will also be videos to illuminate other Coast Guard missions. Lastly all visitors will have an opportunity to spend time with various members in the Coast Guard in different career fields for a question-and-answer session.

“Coast Guard personnel are always excited to talk about their profession with students,” said Capt. Andrew Bender, Commander of Coast Guard Sector Upper Mississippi River. “It is an enriching experience that brings great joy to both the uniformed member and the public on what impacts the Coast Guard has on the river system. The Coast Guard has 11 primary mission programs and has many wonderful jobs with excellent career and training opportunities. Though a smaller service than our DOD counterparts, we are hoping to spread the word about our small but mighty service.”

Turning The Brown Mississippi Waters Clear For The World's Fair........

Prior to the 1904 World's Fair, the water flowing from the taps in St. Louis flowed with a color reminiscent of it's muddy source, the Mississippi River.  In his river memoir, Life on the Mississippi, Samuel Clemons said that if you let your glass stand half an hour, you can separate the land as easy as Genesis.

In 1894, St. Louis opened a new water works with six settling tanks at the Chain of Rocks, but the water flowing from the city's faucets was still murky.  Water works engineers looked upstream to Quincy, Illinois and took their process of using lime and iron sulfate to separate the silt from the water.

Even after letting the water sit for 15 hours, the brown hue remained.  Water works chemist John F. Wixford suggested dumping 10 times as much lime into the formula, which seemed to do the trick.  The city still uses the same process, but with a few modifications and disinfectants........

Corps Sends Annual Notice For Floodway Residents........

The U.S. Army Corps of Engineers, New Orleans District recently sent out the annual notice to landowners, residents and leaseholders within the Mississippi River floodways in Louisiana to remind them of the risks should the Corps activate the floodways in response to high river levels.

The notice states that it is a reminder to people living, operating and/or doing business within the floodways that there is a chance they may experience flooding if the floodways are opened.

The notice reminds those with interests in the floodways that it is their responsibility to minimize environmental contamination and that all water and gas wells must be sealed and capped to prevent any contamination from floodwaters........

Marine segment revenues decreased 7.6 percent to $10.5 million to $128.5 million for the three month period that ended on January 1, 2023, as compared to $139 million during the fourth quarter of fiscal 2022.  BRP attributes the decrease to fewer boat sales due to supply chain disruptions that slowed the introduction of new products........

Karen Halley.....

Karen L Halley (nee Forister) was called by God to take a walk on the stairway to Heaven on Saturday, March 11, 2023 at 9:24am after her extensive battle with cancer. Karen was preceded on her walk by her father, Robert E Forister. Karen waits for others left to continue their paths on Earth. She was the loving wife of Michael (Mike) Halley, cherished daughter of Jacqueline Forister (nee Tappel), sisters Mary Kay Hermeyer (Rick), Pamela Kelley (Kevin), brother Robert Forister Jr (Kim). Karen was the devoted mother of son Jimmy Nix Jr, daughter Jaime Smith, son Cory Nix, Grandmother of Cory Nix Jr, Libby Nix, Liam Nix, Addy Nix, Erin Hannon, Marty Smith, Lexi Nix, Austin Nix. Karen was also stepmother to Crystal Hicks (nee Halley) and several more grandchildren and 3 great grandchildren. Karen now has her wings and there's a new angel and a bright new star in Heaven.

Karen loved her life with Mike and all the great friends she made. She always made people smile and everyone loved her warm and caring heart. It’s not the years in the life that matter, it’s the life in the years, and Karen’s life with Mike was filled with joy, fun, family, friends and excitement. She loved the river life Mike introduced her to, and even bought her own boat. Karen was affectionately given the nickname of "Minnie" by her river friends, due to the high pitch of her voice when she was having fun. She had a special drink at the Yacht Club where we'd always get lunch or dinner when at our boat. Her drink has been named for her in her honor at the club and will now be called the "Minnie", a Malibu and water with a splash of cranberry. When at "The Yacht Club Of St Louis" ask for a "Minnie" in her honor. Karen loved working out to stay fit, and doing yoga with her yoga buddies, and going to breakfast afterward with a few of them. She really loved going to Yoga and talked highly of her instructor, Dawn, and the many different workouts she came up with. Karen will be missed by many and was loved by even more and will never be forgotten. With all our love our sweet angel, until we see you again when we take that walk on the stairway to Heaven.

Arrangements for Karen Halley will be at St Charles Memorial Gardens / Baue at 3950 West Clay near Cave Springs Rd in St Charles, MO. Visitation will be on Saturday, March 25th from 10:30am to 11:30am with a service immediately following, 11:30am to 12:30pm. A celebration of life will be announced at a later date.

Mike and Karen Halley hail out of the "Yacht Club of St Louis" in the boat "Over Exposed".

Memorials can be made in Karen Halley's name to the “Karen Weidinger Foundation” @ https://karensfoundation.org to help fight cancer.

Flooding Outlook

Riverbend Flooding Forecast Has Been Updated........

Over the years, the Riverbend region has been hard hit by flooding and the area is bracing for the possibility that it may happen again.  Nothing on the order of the historic 2019 flooding is expected, however, concerns are high for at least minor flooding this year.

Chris Sichra, the Godfrey Public Safety Administrator says that the latest National Weather Service forecast for the Alton/Godfrey region calls for a better than 50 percent chance of minor flooding this year.

The last forecast for the region was a slightly less than 50 percent chance of minor flooding.  It was modified because of the increasing snow pack over the past several weeks........

March 25, 1933 in Boating History

The U.S.S. Sequoia became the Presidential Yacht
on this day. President Herbert Hoover accepted the newly commissioned USS Sequoia as the official presidential yacht of the United States of America.
It served in that capacity for 44 years there after. It was used by eight presidents as for recreation and an official gathering place.
President Carter sold the U.S.S. Sequoia in 1977 to a private firm…..
She is currently owned by the non-profit Sequoia Foundation. The boat serves as a historic charter vessel on the Potomac River in Washington D.C.

Editor’s Note: Media interested in attending should RSVP by 5 p.m. Monday by calling 618-225-7866 or emailing uscoastguardheartland@gmail.com.

Mississippi River At West Alton, Missouri

Maple Island Access Area Remains Closed........

The Maple Island Access Area in West Alton will remain closed for the foreseeable futures, as it is being used as a staging area for the construction work on the lift gates at the Melvin Price Locks and Dam.

According to U.S. Army Corps of Engineers Park Ranger Josh Schulte, the timing of the access area's closure has been inconvenient for some because Missouri's snagging season is underway.

The Maple Island Access Area's parking lot, shoreline and access road are all considered to be active construction areas and are therefore closed to all forms of public access.  Schulte says that they are hoping to reopen the access area by the end of April........

St. Louis Backs Off Of Plans To Clear Riverfront Homeless Encampment........

On Friday evening, city officials, Police officers, dump trucks and a bulldozer backed away from a riverfront homeless encampment despite telling residents earlier in the day that they had to leave.

There appeared to be about a dozen residents at the encampment of Friday evening.  Some of them states that they did not want to leave because of uncertainty or district about where they would be relocated to and for how long.

Encampment resident Stephanie Coleman said that she and others had received no warnings or orders about relocating prior to Friday.  Homeless advocates were also at the encampment Friday intending to block forced evictions, if necessary........

Mississippi River Near Winona, Minnesota

30 invasive Carp Caught Along The Mississippi River Near Winona........

The Minnesota Department of Natural Resources reports that on Monday, a commercial fishing business had caught 30 invasive carp in the Mississippi River near Winona, Minnesota.

The business, which was contracted by the Minnesota DNR, caught the carp in Mississippi River Pool 6.  While invasive carp had been caught in Pool 6 and even as far up river as the Twin Cities, this marks the largest number of invasive carp caught this far upstream at one time.

The captured carp, which were mainly silver carp, have been removed from the river and additional commercial fishing will be carried out in Pool 6.  The DNR notes that they are working with the U.S. Fish and Wildlife Service and the Wisconsin DNR and their partners to deal with invasive species........

Corps Again Delays Decision On Great Lakes Oil Tunnel........

On Thursday, the U.S. Army Corps of Engineers announced that a federal review of plans for a Great Lakes pipeline tunnel will take over a year longer than originally planned.  This will likely delay the completion of the project, if approved, until at least 2030.

The U.S. Army Corps of Engineers originally intended to released a draft report on how the proposed tunnel that would run under Michigan's Straits of Mackinac would affect the surrounding environment.

Enbridge Energy intends to enclose a section of it's Line 5 oil pipeline that crosses the bottom of the straits linking Lake Michigan and Lake Huron.  The new timeline would mean that the report will not be completed until spring 2025, and an approval decision would not be expected until 2026........

Mississippi River Near New Orleans, Louisiana

The Corps Is Appealing Ruling On Opening The Spillway........

The U.S. Army Corps of Engineers is appealing a federal judge's ruling that the Corps must consult with federal fisheries experts prior to opening a spillway that protects New Orleans from Mississippi River flooding.

The Bonnet Carre Spillway is located upstream of New Orleans and diverts water from the river to Lake Pontchartrain and Lake Borgne, where it flows on to the Mississippi Sound in the Gulf of Mexico.  The rarely used spillway eases pressure on levees protecting New Orleans during  high water events.

When the spillway is opened, the Mississippi River floodwaters also carry nutrients and pollutants into the sound and reduces salinity, potentially damaging crab, fish and oyster habitats.........

Barges Broke Free From Tow Under The Highway 80 River Bridge........

Around 1:20 am Wednesday morning, a towboat lost control of it's barges while passing under the Highway 80 River Bridge spanning the Mississippi River at Vicksburg, Mississippi.

Vicksburg Bridge Commission Superintendent Herman Smith says that the towboat, Marie Hendrick lost 8 barges after passing under the bridge.  Smith said that the tow was headed northbound between piers 4 and 5 when the current took the head of the tow and pushed it towards the river bank.

The 28 barge tow struck the bank near Ameristar and the front two rows of four barges broke free.  The barges did not strike the bridge and were quickly rounded up south of !-20 by Ergon........

Coldwater Creek In North St. Louis County, Missouri

Corps To Test For Radioactive Contamination Near Missouri River Confluence........

The U.S. Army Corps of Engineers announced that they were planning to test for radioactive contamination in the soil and water along Coldwater Creek at Fort Belle Fontaine Park, which is located about three miles from the Missouri and Mississippi River confluence.

Radioactive waste from the processing of uranium for atomic weapons had leached into the creek in the 1950s, when the waste was stored initially at Lambert Airport near the creek and then relocated to an industrial area also along the creek.

Residents who lived along the creek as children in the 1960s and later have attributed illnesses including rare cancers to playing in the creek.  The park is far removed from the residential areas where kids played in the creek.

The Corps Formerly Utilized Sites Remedial Action Program (FUSRAP) is responsible for cleaning up the contamination along the creek.  Jon Rankins, senior health physicist for FUSRAP says that the testing is part of the plan to test all properties within the Coldwater Creek floodplain.  He adds that they do not expect to find any contamination in the immediate vicinity of the park........

River History....

March 22, 2010 in River History

The Robert E. Lee, a once popular riverboat on the St. Louis riverfront, burned down to it's hull while moored just north of downtown St. Louis.

Firefighters arrived in the early morning hours and fought the fierce flames from both the land and from the water, but were unable to save the vessel.
The boat had been bought by a new owner in an auction in 2008 and was being rehabbed to get it ready for a move to St. Charles.

The fire was called "Suspicious."

Illinois River Flood Outlook

The Illinois River Has A Moderate Flood Threat........

Officials report that the spring flood outlook for the areas along the Illinois River are at a moderate threat level, including the dams located at Havana and Beardstown, Illinois.

The factors contributing to the current flood risk assessment include the lack of deep and widespread snowpack and an above average winter precipitation level and higher than normal river levels.

The snow cover and snow water equivalent are below normal across much of the state of Illinois, which will decrease the overall threat of flooding........

Barry Long, the LeClaire Tug Fest Public Relations Director said that the festival board and committee has come to an agreement with the Port Byron Tug Fest to hold the annual across-the-river pull.

Long says that Port Byron suggested using a barge and crane to elevate the rope out of the water prior to the start of the pulls.  The Legacy Company donated the use of the barge, which will be positioned in the middle of the channel........

iverbend Spring Flooding Outlook

Flooding Potential Does Not Appear To Be Great........

The possibility for widespread spring flooding in the Riverbend region seems to be fairly low this year, however, meteorologists are keeping a wary eye on what is going on to the north.

Kevin Deitsch, a meteorologist with the National Weather Service says that his outlook could change.  He says that they are concerned about the recent heavy snowfall to the north, which will soon melt and combine with potential heavy rainfall to cause a flooding situation.

Experts are saying that it is a good idea to look into flood insurance wherever you live.  For residents living in communities that participate in the National Flood Insurance Program, you can purchase federally-backed flood insurance or go to your private agent........

Spring Flooding Outlook

Mississippi River Near Normal, Missouri River Catching Up........

Across the Upper Midwest and along the Great Plains, there is a substantial snowpack built up , which is a welcome sight compared to last year's sparser snowfall.  This stored water is contributing to a near-normal flood outlook along the Mississippi River.

The Missouri River is also benefiting from greater snowpack in the Upper Great Plains, however, many portions of the Missouri River basin are still experiencing drought conditions, meaning that it has a bit further to go to arrive at normal water levels.

This was the conclusion of the National Weather Service in their third and final spring flood outlook released earlier this month.  The recent rainfall has brought soil moisture levels back to near-normal in the St. Louis service area, resulting in near-average flooding chances along most streams in the St. Louis service area over the next 90 days........

More Spring Flooding Outlooks

Forecasters Concerned Rapid Snowmelt Could Cause Major Flooding........

This winter's snowfall has been rather remarkable in the Upper Midwest and across the Greta Plains, as well as in the northeast and the mountains of the west.  There are also forecasts of more snow possible this week, adding to the sizable snowpack.

All of this snow will eventually melt and this has forecasters with the National Oceanic and Atmospheric Administration very concerned about the increased likelihood of major flooding this spring in the Upper Mississippi River Basin, especially from the Twin Cities to St. Louis caused by rapidly melting snow.

Marsha Hoy, a hydrologist with the North Central River Forecast Center says that the main driver behind this forecast is the region's wet and above average snowpack.  Hoy states that the water equivalent trapped in the snowpack is in the top 10 or 20 percent compared to historic years, so there is really quite a bit of water in the snowpack  She adds that the cold temperatures have not allowed the snowpack to slowly melt yet........

MoDOT Expects U.S. 67 Project's Completion This Year.........

The Missouri Department of Transportation is hoping to have the U.S. 67 project in West Alton, Missouri completed by the year's end.  When work resumes, possibly next week, crews will complete the connection allowing one southbound lane to shift onto the former northbound lanes.

Tabitha Locke, the Missouri Department of Transportation North Area Engineer says that work was paused over the winter months as weather conditions would prevent contractors from getting much work completed.

The project will include the installation of "J-turns" near Riverlands Way, which engineers say will help traffic get into and out of the area........
